‫التعليمات الخاصة ملن يرغب بالتقدم بعطاءه‬


‫ً‬
‫‪ .1‬النسخة املحملة من هذه الوثائق خاصة بالجهة التي اشترتها أو حملتها مجانا وال يجوز لها توزيعها أو منحها للغير‪.‬‬
‫َ‬ ‫ً‬
‫‪ .2‬في حال نصت الشروط على تقديم تأمين ابتدائي‪ ،‬يرفق مع العطاء تأمينا مؤقتا‪ ،‬باسم قطر للسياحة إلى اللجنة‪،‬‬
‫وذلك بشيك مقبول الدفع (شيك مدير) أو بموجب خطاب ضمان مصرفي صادر من أحد البنوك املحلية أو املعتمدة‬
‫‪ ،‬غير مقترن بأي قيد أو شرط ‪ ،‬وصالح لألداء بأكمله ‪ ،‬وغير قابل للرجوع فيه ‪ ،‬على أال تقل مدة سريانه عن (‪)120‬‬
‫ً‬
‫مائة وعشرون يوما من التاريخ املحدد لتسليم العطاء ‪ ،‬وفي املزايدات العلنية‪ ،‬يدفع المزايد الذي رست عليه المزايدة أو‬

‫باف قيمة البيع خالل مدة ال تزيد‬

‫‪ .4‬على مقدمي العطاءات من الشركات تقديم شهادة براءة ذمة من الديون الضريبة ‪.‬‬

‫‪ .5‬يحق لقطر للسياحة استبعاد عطاء الشركة ان لم يكن نشاطها مطابق لنوع الطرح وموضوعه أو كان العطاء املقدم‬
‫ً‬ ‫ً‬ ‫ً‬
‫غير مطابق فنيا أو ماليا أو مخالفا للشروط الخاصة أو الشروط العامة املضمنين في وثائق الطرح أو مخالفا‬
‫للمتطلبات الواردة بهذا االعالن أو الدعوة أو املتطلبات األخرى التي ينص عليها قانون املناقصات واملزايدات‬
‫الصادر بالقانون رقم (‪ )24‬لسنة ‪،2015‬واملعدل باملرسوم بقانون رقم (‪ )18‬لسنة ‪ ، 2018‬والئحته‬
‫التنفيذية الصادرة بقرار مجلس الوزراء رقم (‪ )16‬لسنة ‪ 2019‬واملعدلة بقرار مجلس الوزراء رقم (‪)11‬‬
‫لسنة ‪. 2022‬‬
‫تقتصر املشاركة في املناقصة على مرحلتين (املرحلة الثانية) أو املناقصة املحدودة أو املمارسة على الشركات التي‬ ‫‪.6‬‬
‫وصلتها دعوة باملشاركة من املوقع االلكتروني املوحد ملشتريات الدولة ‪.‬‬
‫إذا سمحت شروط الطرح بمشاركة األفراد‪ ،‬يتوجب عليهم التسجيل في املوقع االلكتروني املوحد ملشتريات الدولة‬ ‫‪.7‬‬
‫قبل شراء وثائق الطرح أو تحميلها‪.‬‬
‫يكون تقديم العطاءات من مقدم العطاء الذي اشترى الوثائق عبر املوقع االلكتروني املوحد ملشتريات الدولة وال يجوز‬ ‫‪.8‬‬
‫ً‬
‫ملن اشتراها الطلب بالسماح لجهة أخري تابعة له أو غير تابعة بتقديم العطاء بدال عنه‪.‬‬
‫في حال الترسية سيتلقى مقدم العطاء اخطار من أمين السر أو من املوقع االلكتروني املوحد ملشتريات الدولة‪،‬‬ ‫‪.9‬‬
‫وسيتلقى أيضا إخطار من اإلدارة املختصة لتقديم التأمين النهائي املقرر إن كان مطلوبا أو لتوقيع العقد ‪ ،‬وفي‬
‫مزايدات البيع أو التأجير باملظاريف املغلقة يجب عىل من ترسو عليه المزايدة و ما ن يف حكمها القيام بسداد قيمة األصناف‬
‫كاملة أو القسط المستحق من القيمة اإليجارية‪ ،‬خالل سبعة أيام عمل من إخطاره برسو المزايدة عليه‪ ،‬ويكون سداد القيمة‬
‫ً‬
‫اإليجارية عىل دفعات دورية كل ستة أشهر مقدما‪.‬‬

‫‪.10‬يكون تقديم التأمين النهائي خالل مدة (‪ )15‬يوم عمل للشركات داخل الدولة و(‪ )20‬يوم عمل للشركات خارج الدولة‬
‫‪ ،‬وذلك من تاريخ اإلخطار بالترسية‪.‬‬
‫‪.11‬إذا نصت شروط الطرح على تقديم تأمين نهائي ‪ ،‬وبعد تلقيكم اخطار بالترسية من اإلدارة املختصة فأن قيمة التأمين‬
‫النهائي لن تقل عن (‪ )%10‬من قيمة العقد ‪ ،‬ويتم تقديمه بموجب خطاب ضمان مصرفي مقبول أو شيك مقبول الدفع‬
‫غير مقترن بأي قيد أو شرط ‪ ،‬وصالح لألداء بأكمله ‪ ،‬وغير قابل للرجوع فيه من بنك محلي أو معتمد ‪ ،‬وتوقيع العقد‬
‫خالل املدة التي تحددها اإلدارة املختصة ‪ ،‬على أن ال تتجاوز عشرين يوم عمل من تاريخ تقديم التأمين النهائي‪.‬‬
‫‪.12‬في حال االمتناع عن تقديم التأمين النهائي في املواعيد املقررة أو عدم الحضور لتوقيع العقد في املوعد املحدد ‪ ،‬وعدم‬
‫سداد قيمة األصناف كاملة أو القسط المستحق من القيمة اإليجارية في مزايدات البيع وما في حكمها ‪ ،‬سيعتبر مقدم‬
‫ً‬
‫العطاء في هذه الحالة والذي تمت الترسية عليه منسحبا ‪ ،‬وستطبق عليه الجزاءات الواردة بالشروط العامة‬
‫املضمنة بوثائق الطرح وما نصت علي أحكام قانون املناقصات واملزايدات الصادر بالقانون رقم (‪ )24‬لسنة‬
‫‪،2015‬واملعدل باملرسوم بقانون رقم (‪ )18‬لسنة ‪ ، 2018‬والئحته التنفيذية الصادرة بقرار مجلس‬
‫الوزراء رقم (‪ )16‬لسنة ‪ 2019‬واملعدلة بقرار مجلس الوزراء رقم (‪ )11‬لسنة ‪. 2022‬‬
‫ً‬
‫وبناء‬ ‫‪.13‬فيما عدا مزايدات بيع األصناف ‪ ،‬يحق لقطر للسياحة أثناء مدة العقد وبعد موافقة الرئيس بقطر للسياحة‬
‫على توصية اللجنة في زيادة أو خفض مقادير األصناف أو األعمال أو الخدمات أو املدة بذات الشروط واألسعار ‪،‬‬
‫بنسبة ال تتجاوز ‪ %20‬من قيمة العقد أو مدته‪.‬‬
‫‪.14‬يجب التقييد بنظام القيمة املحلية الوارد في اإلعالن أو الدعوة ‪ ،‬وفق ما تحدده قطر للسياحة ‪ ،‬سواء بتقديم شهادة‬
‫القيمة املحلية أو خطة القيمة املحلية ‪ ،‬وسيمنح مقدم العطاء املخالف لنظام تقديم القيمة املحلية في هذه الحالة‬
‫نسبة صفر‪. %‬‬

‫تقديم االستفسارات‬
‫‪ .1‬تقدم االستفسارات املرتبطة بتنفيذ األعمال املطلوبة وشروطها الواردة بوثائق الطرح إلى اإلدارة املختصة بقطر‬
‫للسياحة ‪ ،‬وذلك خالل املدة التي تحددها اإلدارة املختصة في الوثائق ‪ ،‬أو بحد أقص ى يومين عمل قبل تاريخ األقفال‬
‫اذا لم تحدد بوثائق الطرح‪.‬‬

‫يجب على مقدم العطاء اعداد العطاء بالطريقة املوضحة بنموذج العطاء الفني ونموذج العطاء املالي والتقيد‬ ‫‪.1‬‬
‫باملتطلبات الفنية والشروط الخاصة والعامة والنماذج املرفقة ويحق للجنة استبعاد العطاءات الغير متقيدة بذلك‪.‬‬
‫يتم إعداد العطاءات الكترونيا بصيغة ملف (‪ )PDF‬مضغوط ومقفل وغير قابل للتعديل وبصورة ال تؤثر على جودة‬ ‫‪.2‬‬
‫العطاء وباستخدام أحدث اصدار من البرامج لضمان عدم مواجهة مقدم العطاء ملشكالت فنية أثناء التحميل‪.‬‬
‫يتم تحميل العطاءات االلكترونية من خالل الدخول على صفحة املناقصات املشتراه في حساب مقدم العطاء باملوقع‬ ‫‪.3‬‬
‫االلكتروني املوحد ملشتريات الدولة‪.‬‬
‫تقدم العطاءات بحسب نظام املظاريف املبين باإلعالن آو الدعوة ويجب تحميلها بالضغط على االيقونة املخصصة‬ ‫‪.4‬‬
‫لها سواء للتأمين االبتدائي أو العطاء الفني أو العطاء املالي بحسب األحوال‪.‬‬
‫يجوز للجنة وقبل حلول تاريخ ووقت االقفال ووفقا ملقتضيات املصلحة العامة ‪ ،‬تعديل املدة املحددة لتقديم‬ ‫‪.5‬‬
‫العطاءات بالتمديد بالزيادة وتعديل التاريخ املحدد لإلقفال ‪.‬‬
‫ً‬ ‫ً ً‬
‫يمنع منعا باتا تقديم العطاءات ورقيا بحجة عدم القدرة على تحميل العطاءات في املوقع االلكتروني املوحد ملشتريات‬ ‫‪.6‬‬
‫الدولة أو ألي أسباب أخرى‪ ،‬وإذا تضمن في وثائق الطرح النص على تقديم العطاءات بطرق تختلف عن ما هو وارد‬
‫في هذه اإلعالن أو هذه الدعوة يكون العبرة بما هو وارد في هذا اإلعالن أو الدعوة ‪.‬‬

‫العطاءات الراغبين بتقديم عطاءاتهم ‪ ،‬تحميل عطاءتهم باملوقع االلكتروني املوحد ملش ددتريات الدولة خالل هذه املدة‬
‫والتعدديدل عليهدا مدالم يحن موعدد اإلقفدال ‪ ،‬كمدا يراعي مقددم العطداء بنفس د د د دده التدأكدد من االنتهداء من تحميدل العطداءات‬
‫بش د د د دكدل كدامدل قبدل موعدد االقفدال بوقدت كدافي وذلدك ملنح فترة كدافيدة لفريق الددعم الفني لتقدديم املسد د د د دداعددة إذا واجده‬
‫مقدم العطاء أي مشكالت فنية حالت دون رفعه للعطاء ‪.‬‬
‫اذا واجه مقدم العطاء أي مش ددكالت فنية أثناء تقديم العطاءات يرجى التواص ددل مع الدعم الفني مباش ددرة وعلى البريد‬ ‫‪.8‬‬
‫االلكتروني ‪ ، monaqasat@mof.gov.qa‬وذلك لتلقي الدعم الفني املناسب ‪،‬وخالل أوقات العمل الرسمية ‪.‬‬
‫ال يمكن أن تمنح قطر للس ددياحة او وزارة املالية ‪ ،‬أية ض ددمانات بتقديم الدعم الفني املناس ددب إذا كانت الفترة املتاحة‬ ‫‪.9‬‬
‫من وقت تقديم الشد د د ددكوى إلى وقت االقفال التلقائي للمناقصد د د ددة غير كافي لتقديم ذلك الدعم ‪ ،‬ويعتبر مقدم العطاء‬
‫حينهدا كأنه لم يتقددم بعطداءه ‪ ،‬وال يحق له املطدالبدة بأي حقوق بس د د د دمدب فش د د د دلده في تقدديم عطداءه ‪ ،‬كمدا لن يلتفدت ألي‬
‫مطالبة له بقبول تقديم عطاءه بعد موعد االقفال الفعلي املبين باإلعالن أو الدعوة‪.‬‬

‫• ﻳﻘﺼﺪ ﺑﺎ�جهﺔ ا�ح�ﻮﻣﻴﺔ أو ﻟ�جهﺔ ا�ح�ﻮﻣﻴﺔ‪ ،‬ﻗﻄﺮ ﻟﻠﺴﻴﺎﺣﺔ‪ ،‬ﻛﻤﺎ ﻳﻘﺼﺪ ﺑﺎﻹدارة ا�خﺘﺼﺔ إدارة ا�خﺪﻣﺎت اﳌﺸ��ﻛﺔ‬
‫ﺑﻘﻄﺮ ﻟﻠﺴﻴﺎﺣﺔ‪ ،‬وذﻟﻚ أﻳﻨﻤﺎ وردوا �� هﺬﻩ اﻟﺸﺮوط ‪.‬‬
‫• ﻳﻘﺼﺪ ﺑﺎﻟﻄﺮح أﻳﻨﻤﺎ ورد �� هﺬﻩ اﻟﺸﺮوط ‪ ،‬اﳌﻨﺎﻗﺼﺔ اﻟﻌﺎﻣﺔ أو اﳌﻨﺎﻗﺼﺔ ﻋ�� ﻣﺮﺣﻠﺘ�ن أو اﳌﻨﺎﻗﺼﺔ ا�حﺪودة أو اﳌﻤﺎرﺳﺔ‬
‫أو اﳌﺴﺎﺑﻘﺔ ‪ ،‬أو اﳌﺰاﻳﺪة اﻟﻌﺎﻣﺔ‪.‬‬
‫• ﻳﻘﺼﺪ ﺑﺎﳌﻨﺎﻗﺼﺔ وﻣﺎ �� ﺣﻜﻤهﺎ �ﺎﻓﺔ أﻧﻮاح اﻟﻄﺮح ﻟﺘﻮر�ﺪ أﺻﻨﺎف أو ﺗﻘﺪم ﺧﺪﻣﺎت أو ﺗﻨﻔﻴﺬ ﻣﻘﺎوﻻت اﻷﻋﻤﺎل‪.‬‬
‫• ﻳﻘﺼﺪ ﺑﺎﳌﺰاﻳﺪات وﻣﺎ�� ﺣﻜﻤهﺎ �ﺎﻓﺔ أﻧﻮاح اﻟﻄﺮح ﻟﺒﻴﻊ اﻷﺻﻨﺎف أو ﺗﺄﺟ�� اﻟﻌﻘﺎرات واﳌﺴﺎﺣﺎت واﳌﻨﻘﻮﻻت‪.‬‬

‫ﺗﻘﺪﻳﻢ اﻟﻌﻄﺎء‬
‫‪ .١‬ﻳﺠﺐ ﻋ�� ﻣﻘﺪم اﻟﻌﻄﺎء ﺗﺮﺗيﺐ ﻣﺴتﻨﺪات ﻋﻄﺎءﻩ اﻟﻔ�ي وﻓﻖ اﻟ��ﺗيﺐ اﻟﻮارد ﺑﻨﻤﻮذج اﻟﻌﻄﺎء اﻟﻔ�ي ‪ ،‬وﺗﺮﺗيﺐ ﻋﻄﺎءﻩ اﳌﺎ�� وﻓﻖ‬
‫اﻟ��ﺗيﺐ اﻟﻮارد ﺑﻨﻤﻮذج اﻟﻌﻄﺎء اﳌﺎ��‪.‬‬
‫‪ .٢‬ﻳﺠﺐ أن ﻳﺘﻀﻤﻦ اﻟﻌﻄﺎء اﻟﻔ�ي ﻣﺎ ﻳ��‪:‬‬
‫• ﻧﻤﻮذج اﻟﻌﻄﺎء اﻟﻔ�ي ويﺸﺘﻤﻞ ﻋ�� اﺳﻢ اﻟﺸﺮﻛﺔ ﺑﺎﻟﻠﻐﺔ اﻟﻌﺮ�ﻴﺔ أو اﻹﻧﺠﻠ��ﻳﺔ‪ ،‬واﻟﺴﻤﺔ اﻟﺘﺠﺎر�ﺔ إن وﺟﺪت‪ ،‬ورﻗﻢ اﻟ�جﻞ‬

‫ا�ح�ﻮﻣﻴﺔ‪ ،‬وذﻟﻚ ﺧﻼل اﳌﺪة اﻟ�ي ﺗﺤﺪدهﺎ اﻹدارة ا�خﺘﺼﺔ �� اﻟﻮﺛﺎﺋﻖ ‪ ،‬أو ﺑﺤﺪ أﻗ�ىى ﻳﻮﻣﻲ ﻋﻤﻞ ﻗﺒﻞ ﺗﺎر�ﺦ اﻷﻗﻔﺎل اذا‬
‫ﻟﻢ ﺗﺤﺪد ﺑﻮﺛﺎﺋﻖ اﻟﻄﺮح‪.‬‬
‫‪ .٤‬ﺟﻤﻴﻊ اﻻﺳﺘﻔﺴﺎرات واﻟﺮدود واﻟﺘﻌﺎﻣﻴﻢ اﻟ�ي �ﺴﺘﻠﻤهﺎ ﻣﻘﺪم اﻟﻌﻄﺎء ﻣﻦ اﻹدارة ا�خﺘﺼﺔ أﺛﻨﺎء اﻟﻄﺮح ﻳﺠﺐ اﺿﺎﻓ��ﺎ ��‬
‫اﻟﻌﻄﺎء اﻟﻔ�ي اﳌﺰﻣﻊ ﺗﻘﺪﻳﻤﮫ وذﻟﻚ �ﻌﺪ اﻟﺘﻮﻗﻴﻊ ﻋﻠ��ﺎ وﺧﺘﻤهﺎ ﻣﻦ ﻗﺒﻠﮫ‪.‬‬
‫‪ .٥‬ﻳﺠﺐ ﻋ�� ﻣﻘﺪم اﻟﻌﻄﺎء ﺗﻮﺿﻴﺢ ﻋﻨﺎو�ﻦ اﻟﺘﻮاﺻﻞ ﺑﮫ )رﻗﻢ اﻟهﺎﺗﻒ ‪ ،‬رﻗﻢ ا�جﻮال ‪ ،‬اﻟ��ﻳﺪ اﻻﻟﻜ��و�ﻲ( ‪ �� ،‬ﻋﻄﺎءﻩ اﳌﻘﺪم‬
‫ﻟﺘﻤﻜ�ن �جﻨﺔ اﳌﻨﺎﻗﺼﺎت واﳌﺰاﻳﺪات ﻟﻠﺘﻮاﺻﻞ ﺑﮫ ‪ ،‬وذﻟﻚ ﻟ�حﺼﻮل ﻋ�� اﻹﻳﻀﺎﺣﺎت واﻟﺘﺄﻛﻴﺪات اﻟﻼزﻣﺔ �ﺸﺄن اﻟﻌﻄﺎء اﳌﻘﺪم‬
‫‪،‬ويﻌﺘ�� ﻋﺪم ﺗﻮﺿﻴﺢ ﻋﻨﺎو�ﻦ اﻟﺘﻮاﺻﻞ ﺑﺎﻟﻌﻄﺎء اﳌﻘﺪم إﺧﻼﻻ �ﺸﺮوط اﻟﻄﺮح ﻛﻤﺎ �ﻌﺘ�� ﻋﺪم اﻟﺮد ﻋ�� اﺳﺘﻔﺴﺎرات اﻹدارة‬
‫ا�خﺘﺼﺔ ﺑﺎ�جهﺔ ا�ح�ﻮﻣﻴﺔ اﻣﺘﻨﺎﻋﺎ ﻋﻦ اﻟﺮد ﻳﺆدي إ�� اﻻﺳتﺒﻌﺎد ‪ ،‬ﻛﻤﺎ ﻻ ﻳﺠﻮز ﳌﻘﺪم اﻟﻌﻄﺎء إﺿﺎﻓﺔ ﻣﺴتﻨﺪات ﺟﺪﻳﺪة أو‬
‫ً‬
‫ﻣ�ححﺔ ﻋ�� اﻟﻌﻄﺎء أﺛﻨﺎء اﻟﺘﻮاﺻﻞ ﻣﻊ اﻟ�جﻨﺔ �� اﻷﺣﻮال اﳌﻘﺮرة ﻗﺎﻧﻮﻧﺎ‪.‬‬
‫أﺣ�ﺎم ﻋﺎﻣﺔ‬
‫‪ .٦‬ﻳﺤﻖ ﻟﻠﻤﺘﻌﺎﻗﺪ �� اﳌﻨﺎﻗﺼﺔ وﻣﺎ �� ﺣﻜﻤهﺎ �ﻌﺪ اﻧﺠﺎز اﻟﻌﻘﺪ ا�حﺼﻮل ﻋ�� ﺷهﺎدة إﻧﺠﺎز ﺻﺎدرﻩ ﻣﻦ ا�جهﺔ ا�ح�ﻮﻣﻴﺔ ﻣﺒ�ن ��ﺎ‬
‫أداؤﻩ �� إﺗﻤﺎم اﻷﻋﻤﺎل اﳌﻄﻠﻮ�ﺔ‪.‬‬
‫‪ .٧‬ﺳﻴﺨﻀﻊ اﳌﺘﻌﺎﻗﺪ أﺛﻨﺎء أو �ﻌﺪ ﺗﻨﻔﻴﺬ اﻟﻌﻘﺪ ﻟﺘﻘﻴﻴﻢ أداؤﻩ ﻣﻦ ﻗﺒﻞ ا�جهﺔ ا�ح�ﻮﻣﻴﺔ ‪ ،‬وﺳيﻨﻌﻜﺲ هﺬا اﻟﺘﻘﻴﻴﻢ ﻋ�� ﺑﻮاﺑﺔ‬
‫اﳌﺸ��ﻳﺎت ا�ح�ﻮﻣﻴﺔ وﺷهﺎدة اﻟﺘﺼنﻴﻒ اﻟﺼﺎدرة ﻟﮫ ﻣﻦ وزارة اﳌﺎﻟﻴﺔ‪.‬‬
‫‪ .٨‬ﺗﺨﺘﺺ ا�حﺎﻛﻢ اﻟﻘﻄﺮ�ﺔ ا�خﺘﺼﺔ ﺑﺪوﻟﺔ ﻗﻄﺮ ﺑﺎﻟﻔﺼﻞ �� أي ﻧﺰاع ﻗﺪ ﻳنﺸﺄ ﺑ�ن اﻟﻄﺮﻓ�ن �ﺸﺄن ﺗﻨﻔﻴﺬ اﻟﻌﻘﺪ وﺗﻔﺴ�� أي ﻣﺎدة‬
‫ﻣﻦ ﻣﻮادﻩ‪ ،‬و��ﻮن اﻟﻘﺎﻧﻮن اﻟﻘﻄﺮي هﻮ اﻟﻮاﺟﺐ اﻟﺘﻄﺒﻴﻖ‪.‬‬
‫‪� .٩‬ﺴﺮي أﺣ�ﺎم ﻗﺎﻧﻮن اﳌﻨﺎﻗﺼﺎت واﳌﺰاﻳﺪات اﻟﺼﺎدر ﺑﺎﻟﻘﺎﻧﻮن رﻗﻢ )‪ (٢٤‬ﻟﺴﻨﺔ ‪ ،٢٠١٥‬و�ﻌﺪﻳﻼﺗﮫ‪ ،‬وﻻﺋﺤﺘﮫ اﻟﺘﻨﻔﻴﺬﻳﺔ اﻟﺼﺎدرة‬
‫ﺑﻘﺮار ﻣﺠﻠﺲ اﻟﻮزراء رﻗﻢ )‪ (١٦‬ﻟﺴﻨﺔ ‪ ٢٠١٩‬و�ﻌﺪﻳﻼ��ﺎ ‪ ،‬ﻋ�� �ﻞ ﻣﺎ ﻟﻢ ﻳﺮد �ﺸﺄﻧﮫ ﻧﺺ �� هﺬﻩ اﻟﺸﺮوط‪.‬‬
‫ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬اﻟﻌودة إﻟﻰ اﻟﻣدارس ‪2023‬‬
‫ﺗرﻏب ﻗطر ﻟﻠﺳﯾﺎﺣﺔ‪ ،‬ﻣن ﺧﻼل طﻠب ﺗﻘدﯾم اﻟﻌروض‪ ،‬ﻓﻲ اﻟﺗﻌﺎﻗد ﻣﻊ ﺷرﻛﺔ ﻟوﺿﻊ ﺗﺻور وﺗﻧظﯾم وﺗﺷﻐﯾل ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة‬
‫اﻟﻰ اﻟﻣدارس ‪) 2023‬ﻣن ‪ 3‬إﻟﻰ ‪ 4‬اﺳﺎﺑﯾﻊ( ﻓﻲ ﻣواﻗﻊ ﺟذاﺑﺔ ﻟﻠﺳﯾﺎح وذات أﺟواء ﻋﺎﺋﻠﯾﺔ ﻓﻲ ﻗطر‪ .‬ﻟﮭذا اﻟﻐرض‪ ،‬ﺗطﻠب ﻗطر ﻟﻠﺳﯾﺎﺣﺔ ﺣﻼً ﺟﺎھ ًزا‬
‫ﻟﻠﻣﻔﮭوم اﻹﺑداﻋﻲ واﻟﺗﻧﻔﯾذ اﻟﺗﺷﻐﯾﻠﻲ واﻹدارة اﻟﺷﺎﻣﻠﺔ ﻟﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة اﻟﻰ اﻟﻣدارس ‪ .2023‬وﺑﻧﺎ ًء ﻋﻠﻰ ذﻟك‪ ،‬ﺳﯾﻛون ﻣﻘدم‬
‫اﻟﻌطﺎء ﻣﺳؤوﻻً ﻋن ﺗﻘدﯾم ﻣﻔﮭوم ﻣﺑﺗﻛر وﻣﻣﯾز وﻣﺗﻣﯾز‪ ،‬ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ اﻹدارة اﻟﺷﺎﻣﻠﺔ ﻟﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة اﻟﻰ اﻟﻣدارس ‪2023‬‬
‫ﻟﺟﻣﯾﻊ ﻓﺋﺎت اﻟﺟﻣﮭور اﻟﻣﺳﺗﮭدف‪ .‬ﯾﺟب إﻋداد ﺗﻘﺎرﯾر ﺑﻛل ھذه اﻟﺟواﻧب وﻣراﻗﺑﺗﮭﺎ وﻓﻘﺎ ً ﻟﻣؤﺷرات اﻷداء اﻟرﺋﯾﺳﯾﺔ واﻟﺑرﻧﺎﻣﺞ اﻟﺗرﻓﯾﮭﻲ وﺳﺟل‬
‫اﻟﻣﺻروﻓﺎت‪.‬‬
‫ﺗﺳﺗﻣﺗﻊ اﻟﻌﺎﺋﻼت ﺧﻼل أﺷﮭر اﻟﺻﯾف ﺑﺄﻧﺷطﺗﮭﺎ اﻟﺻﯾﻔﯾﺔ ﻣﻊ ﻗرب اﻧﺗﮭﺎء اﻟﻌطﻠﺔ اﻟﺻﯾﻔﯾﺔ‪ .‬وﯾﮭدف ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة اﻟﻰ اﻟﻣدارس‬
‫إﻟﻰ ﺟذب اﻟﻌﺎﺋﻼت واﻟزوار إﻟﻰ اﻟدوﻟﺔ وﺗرﻓﯾﮭﮭم ﺧﻼل ھذه اﻷﺷﮭر ﻣن ﺧﻼل ﺗوﻓﯾر ﺟدول ﺗرﻓﯾﮭﻲ ﻣﺛﯾر وﺟذاب‪ ،‬إﻟﻰ ﺟﺎﻧب اﻟﺻﻔﻘﺎت واﻟﻌروض‬
‫اﻟﺗروﯾﺟﯾﺔ ﻟﻼﺳﺗﻣﺗﺎع ﺑﮭﺎ ﻓﻲ ﻗطﺎع اﻟﺑﯾﻊ ﺑﺎﻟﺗﺟزﺋﺔ واﻟﺛﻘﺎﻓﺔ واﻟﺿﯾﺎﻓﺔ‪.‬‬
‫ﯾﺳﺗﮭدف اﻟﻣﮭرﺟﺎن اﻟﺳﯾﺎح ﻣن ﺟﻣﯾﻊ أﻧﺣﺎء اﻟﻣﻧطﻘﺔ وﺧﺎرﺟﮭﺎ‪ ،‬ﻓﺿﻼً ﻋن ﺗوﻓﯾر ﺳﺑل اﻟﺗرﻓﯾﮫ واﻟﻌروض ﻟﻠﺳﻛﺎن اﻟﻣﺣﻠﯾﯾن واﻟﻣﻘﯾﻣﯾن‪.‬‬
‫ﺗﺷﺟﻊ ﻗطر ﻟﻠﺳﯾﺎﺣﺔ ﻣﻘدم اﻟﻌطﺎء ﻋﻠﻰ أن ﯾﻛون ﻣﺑدﻋًﺎ ﻓﻲ ﻋرﺿﮫ اﻟﻣﻘدم ﻟﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة اﻟﻰ اﻟﻣدارس ‪ .2023‬وﯾﺗم ﺗﺷﺟﯾﻊ‬
‫ﻣﻘدم اﻟﻌطﺎء ﻋﻠﻰ ﺗﺿﻣﯾن ﻧطﺎق ﺗﻧﻔﯾذ ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة اﻟﻰ اﻟﻣدارس ‪) 2023‬ﻋﻠﻰ اﻷﻗل ‪ 4‬ﻋطﻼت ﻧﮭﺎﯾﺔ اﻷﺳﺑوع( ﻟﻠﺗروﯾﺞ‬
‫ﻟﻠﻣﺑﯾﻌﺎت ﻓﻲ ﻣراﻛز اﻟﺗﺳوق ﻓﻲ ﺟﻣﯾﻊ أﻧﺣﺎء اﻟدوﻟﺔ‪ .‬وﺗﺑﻘﻰ ﻗطر ﻟﻠﺳﯾﺎﺣﺔ ﻣﻧﻔﺗﺣﺔ ﻋﻠﻰ اﻷﻓﻛﺎر اﻟﺟدﯾدة واﻟﻣﺑﺗﻛرة ﻟﺗﻘدﯾم ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن‬
‫اﻟﻌودة إﻟﻰ اﻟﻣدارس‪ ،‬وﻛذﻟك ﺗﻘدﯾم اﻟﻌروض اﻟﺗرﻓﯾﮭﯾﺔ ﻟﻠﺳﯾﺎح واﻟﺳﻛﺎن اﻟﻣﺣﻠﯾﯾن ﺧﻼل ﻣوﺳم اﻟﺻﯾف‪.‬‬
‫ﯾﺟب أن ﯾﺗﺿﻣن ﻧطﺎق اﻟﻌﻣل اﻟﻣﻘﺗرح اﻟﺟواﻧب اﻟﺗﺎﻟﯾﺔ‪:‬‬
‫ﺣﺟم وﺧﺑرات ﻓرﯾﻖ اﻟﻌﻣل اﻟﻣﻘﺗرح ‪ -‬ﯾﺟب أن ﯾﻠﺑﻲ ﻓرﯾﻖ اﻟﻌﻣل اﻟﻣﻘﺗرح ﻣن ﻗﺑل ﻣﻘدم اﻟﻌرض ﻣﺗطﻠﺑﺎت طﻠب ﺗﻘدﯾم اﻟﻌروض ﻣن ﺣﯾث ﺣﺟم اﻟﻔرﯾﻖ‬
‫وھﯾﻛﻠﮫ وﺧﺑراﺗﮫ‪.‬‬

‫ﻣﺳﺗوى اﻟﻣﺷروع ﻛﻛل‪ ،‬وﻣدﻋوم ﺑﻣراﺟﻌﺔ ﺗﻧﺎﻓﺳﯾﺔ وﺧطﺔ ﺗﻧﻔﯾذ ﻣﻔﺻﻠﺔ‪.‬‬
‫أﻓﻛﺎرا إﺑداﻋﯾﺔ وﺟدﯾدة ﻟﺗﻌزﯾز اﻟﺗﺟرﺑﺔ اﻟﺻﯾﻔﯾﺔ ﻓﻲ ﻗطر ﺧﻼل ﻓﻌﺎﻟﯾﺔ ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬اﻟﻌودة إﻟﻰ‬

‫ﯾﺟب أن ﯾﺗﺿﻣن ﻧطﺎق اﻟﻌﻣل اﻟﻣﻘﺗرح اﻋﺗﺑﺎرات ﻟﻣﺎ ﯾﻠﻲ‪:‬‬

‫اﻷﺣداث واﻟﻔﻌﺎﻟﯾﺎت ‪ -‬ﺳﯾﻛون ﻣﻘدم اﻟﻌطﺎء ﻣﺳؤوﻻً ﻋن اﻹدارة اﻟﻛﺎﻣﻠﺔ ﻟﻠﻔﻌﺎﻟﯾﺎت واﻷﻧﺷطﺔ‪ ،‬ﺑد ًءا ﻣن ﺗطوﯾر ﻣﻔﮭوم إﺑداﻋﻲ ﻣﻔﺻل ﺣﺗﻰ اﻟﺗﻧﻔﯾذ اﻟﻛﺎﻣل‬
‫ﻟﻠﺣدث واﺳﺗﻛﻣﺎﻟﮫ‪ .‬ﯾﻌﻘد ﻣﻘدم اﻟﻌرض ﻣؤﺗﻣرا ً ﺻﺣﻔﯾﺎ ً وﺣﻔل اﻓﺗﺗﺎح وﺧطﺔ ﺷﺎﻣﻠﺔ ﻟﺣﻣﻠﺔ ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪ -‬اﻟﻌودة إﻟﻰ اﻟﻣدارس‪ ،‬ﺑﻣﺎ ﻓﻲ ذﻟك‬
‫اﻟﻣﺷﺎرﻛﺔ ﻓﻲ اﻟﻣرﻛز اﻟﺗﺟﺎري‪.‬‬

‫ﻟﻠﺗﺳوق ‪ -‬ﻣﮭرﺟﺎن اﻟﻌودة إﻟﻰ اﻟﻣدارس ﻣﻊ رزﻧﺎﻣﺔ ﻗطر‪ .‬ﻛﻣﺎ أﻧﮫ ﯾﺣدد ﺧطﺔ ﻟﻠﻣﺳﺗﺧدﻣﯾن ﻟﻣﺳﺢ اﻟﺣل اﻟرﻗﻣﻲ وﺟﻣﻊ اﻟﺑﯾﺎﻧﺎت أﺛﻧﺎء ﻛل ﺣدث‪.‬‬

‫إدارة اﻹﻧﺗﺎج واﻟﺧدﻣﺎت اﻟﻠوﺟﺳﺗﯾﺔ ‪ -‬ﯾﺟب ﻋﻠﻰ ﻣﻘدم اﻟﻌطﺎء أن ﯾﺗوﻟﻰ إدارة اﻹﻧﺗﺎج واﻟﺧدﻣﺎت اﻟﻠوﺟﺳﺗﯾﺔ ﻗﺑل وأﺛﻧﺎء وﺑﻌد ﻣﮭرﺟﺎن ﻗطر ﻟﻠﺗﺳوق ‪-‬‬
‫ﻣﮭرﺟﺎن اﻟﻌودة إﻟﻰ اﻟﻣدارس‪ .‬ﯾﻘدم ﺻﺎﺣب اﻟﻌطﺎء ﻣﻔﮭو ًﻣﺎ ﺷﺎﻣﻼً ﻟﻺﻧﺗﺎج واﻻﺗﺻﺎل ﯾﺗﺿﻣن اﻷﻛﺷﺎك‪ ،‬واﻷﻣور اﻟﺟﺎﻧﺑﯾﺔ اﻟﻣﺻﺎﺣﺑﺔ‪ ،‬وﺧدﻣﺎت اﻟﺻوت‬
‫واﻟﻔﯾدﯾو واﻟﻣﺳﺎرح‪ ،‬وﺗداﺑﯾر اﻻﺳﺗداﻣﺔ‪ ،‬وﺧطﺔ اﻟﺗﺻوﯾر‪ .‬ﯾﺟب أن ﺗﻛون ﻣﺗواﻓﻘﺔ ﻣﻊ ﻣﺗطﻠﺑﺎت اﻟﺻور واﻟﻔﯾدﯾو‪ ،‬وﯾﻘﺗرح ﻣﻘدم اﻟﻌطﺎء آﻟﯾﺔ ﻟﻣﺷﺎرﻛﺔ‬
‫اﻟﻣﺣﺗوى ﺑﺷﻛل ﯾوﻣﻲ ﻣﻊ ﻗطر ﻟﻠﺳﯾﺎﺣﺔ‪.‬‬

‫ﯾﺗﺿﻣن اﻟﻌرض أﻣﺛﻠﺔ ﺳﺎﺑﻘﺔ ﻟﻌﻣل ﻣﻘدم اﻟﻌرض ﻓﻲ إﻋداد اﻟﺗﻘﺎرﯾر اﻟﻧﺎﺟﺣﺔ ﻟﻸﺣداث ﻓﻲ ﻗطر‪.‬‬

‫اﻟرﺋﯾﺳﯾﺔ ذات اﻟﺻﻠﺔ أو أن اﻟﺣل ﺗﺷوﺑﮫ ﺛﻐرات واﺿﺣﺔ )ﻣﺛل ﻋدم اﻟﺗرﻛﯾز إﻻ ﻋﻠﻰ ﻧوع واﺣد‬

General Conditions
General Definitions
• The government entity shall mean Qatar Tourism, and the Competent Department shall mean the
Department of Shared Services in Qatar Tourism, wherever they appear in these conditions.
• Tendering/Solicitation, wherever it appears in these conditions, shall mean the general tender, the two-
stage tender, the restricted tender, the call for tender, the competition or the public auction.
• Tender shall mean all types of tendering/solicitation for the supply of items, provision of services, or
execution of business contracts.
• Auctions shall mean all types of solicitation for the sale of items, or lease or real estate properties, surface
areas and movables.

Bid Submission
1. The bidder shall arrange the documents of their technical bid in the order followed in the technical
bid form, and arrange their financial bid in the order followed in the financial bid form.
2. The technical bid must include the following:
• The technical bid form, which includes the name of the company in Arabic or English, the trade
mark, if any, the commercial registration number and its expiry date, if any, the commercial activity,
the number of the classification certificate issued by the administration, if any, a certificate of
clearance from tax debts, the partners in the company, and the responsible manager and Company
address and data.
• Catalogs, drawings, bills of quantities, data on the types of materials, supplies, equipment and
devices required to be supplied, the method of operation or the method of execution of the works
subject of the tender/solicitation, the timetable for completion and delivery, and the warranty and
maintenance period if stipulated in the tender/solicitation documents.
• A list of the equipment and machinery that will be used by the bidder to carry out the contractual
work.
• A list of spare parts and operating supplies, with details of their life cycle.
• List of the workers and supervisory staff to be deployed with their details of names, designations,
and total experience, as well as the company’s experience in the field of work.
• Name of the manufacturer and products’ country of origin.

Inquiries during offering

3. All project- and tender conditions-related inquiries shall be submitted to the Competent
Department at the Government Entity within such period as may be specified in the documents,
or within not less than two business days prior to the Closing Date, if no such period is determined
in the tender/solicitation documents.
4. All inquiries, responses and circulars received by the bidder from the Competent Department
during the tender/solicitation must be added to the technical bid to be submitted after being signed
and stamped by the bidder.
5. The bidder must clarify their contact addresses (phone number, mobile number, e-mail) in their
submitted bid to enable the Tender and Auction Committee to communicate with them, in order to
obtain the necessary clarifications and confirmations regarding the submitted bid. Failure to clarify
the contact addresses in the submitted bid shall be deemed a violation of the conditions of the
tender/solicitation. Failure to respond to the inquiries of the Competent Department at the
Government Entity shall be deemed a refusal to respond that leads to exclusion. The bidder may not
add new or corrected documents to the bid while communicating with the committee in the legally
prescribed cases.
General Provisions
6. In tenders, the contractor may after completing the contract, obtain a completion certificate issued by
the Government Entity on their performance in completing the required works.
7. The contractor shall be subject, during or after the execution of the contract, to a performance
evaluation by the Government Entity. This evaluation will be reflected on the government
procurement portal and the classification certificate issued to contractor by the Ministry of Finance.
8. The competent courts in the State of Qatar shall be competent to adjudicate any dispute that may
arise between the two parties regarding the execution of the contract and the interpretation of any of
its clauses, and the applicable law shall be the Qatari law.
9. Law no. 24 of 2015 Regulating Tenders and Auctions and its subsequent amendments and Executive
Regulations issued by Cabinet Resolution No. (16) of 2019 and its subsequent amendments, shall
apply to all matters not specifically provided for in these conditions.
Shop Qatar Back to School 2023 (SiQ)
Qatar Tourism, through a request for proposals, wishes to contract with a company to conceptualize,
organize and run Shop Qatar Back to School 2023 (3 to 4 weeks) in tourist-attractive and family-friendly
locations in Qatar. For this, QT requires a turnkey solution for the creative concept, operational delivery,
and overall management of Shop Qatar Back to School 2023. As so, the Bidder will be responsible for
delivering a concept that is innovative, differentiated, and premium, as well as the operational delivery
and overall management of Shop Qatar Back to School for all target audiences. All of this must be
reported and monitored according to the project Key Performance Indicators (KPIs), the entertainment
program and the book-costing book.

During Summer months, families are enjoying their summer vacations with schools closed for the
holidays. Shop Qatar Back to School aims to attract and entertain families and visitors to the country
during these months by providing an exciting and attractive entertainment schedule, along with deals
and promotions to enjoy in the retail, cultural, and hospitality sector.

The festival is aimed at tourists from across the region and beyond, as well as providing entertainment
and offers for locals and residents.

Qatar Tourism encourages the Bidder to be creative in their proposal for Shop Qatar Back to School 2023.
The bidder is encouraged to include in the scope the delivery of Shop Qatar Back to School (at least 4
weekends) to promote sales in malls across the country. However, Qatar Tourism is open to new and
innovative ideas to deliver Shop Qatar, and also entertain tourists and locals during the summer season.

The overall submission should include the following:

Size and qualifications of proposed team - The bidder's proposed team meets the RFP's requirements
in terms of team size, structure, and experience.

Link to key objectives, target audience, & project requirements - The bidder clearly links each of the
key scopes of work to the key objectives, target audience, and project requirements.

Financial capacity – The bidder provides sufficient and official financial evidence to prove financial
soundness.

Theme & concept - The submission includes a well-defined Shop Qatar Back to School theme, integrated
throughout the project, and supported by a competitive review and detailed implementation plan.

Creativity – The bidder is expected to suggest creative and new ideas to enhance the summer experience
in Qatar during the Shop Qatar Back to School event.

The proposed scope should include considerations for the following:

Communication - The Bidder will be responsible for all partner participation and communication (pre,
during and post Shop Qatar Back to School) for all local and international vendors, sponsorship
solicitation and management, influencers, QT, partners, and agencies. The bidder is expected to present

a comprehensive partner communication plan, a mock calendar of events, and a detailed revenue
generation proposal for Shop Qatar Back to School.

Events and activations - The bidder will handle all aspects of event management, from initial concept
development to final execution. The bidder proposes a press conference, opening ceremony, and
comprehensive plan for the Shop Qatar Back to School campaign, including mall participation.

Qatar Tourism App/ Website Integration - The bidder proposes user-friendly features, incentives, and integration
with the Qatar Calendar for the Shop Qatar Back to School events. They also outline a plan for users to scan the
digital solution and collect data during each event.

Production and Logistics Management – The Bidder shall take care of all production and logistics
management before, during and after Shop Qatar Back to School. The bidder proposes a comprehensive
production and communication concept that includes kiosks, collateral, AV and staging, sustainability
measures, and a footage plan. They agree to image and video requirements and suggest daily content
sharing with QT.

Feedback and reporting - The Bidder will be responsible for all data, feedback and reporting, including
but not limited to: (i) leverage Shop Qatar Back to School’s Digital Solution; (ii) performing data
collection and reporting; (iii) survey; (iv) other reporting and communications; (v) final book report; and
(vi) documentation.

Sponsorship & Influencers - The bidder proposes a valuable sponsorship package, including financial
and in-kind sponsorships, content partnerships, and clear benefits. As well as a plan for engaging and
managing a minimum of 20 influencers.

Additional considerations - The bidder should take QT’s other 2023 events into consideration for the
planning, strategy, and execution of Shop Qatar Back to School 2023. Finally, the bidders will be
evaluated based on QT’s technical criteria.
