1. Introduction
The following explanatory notes are to be used in conjunction with
Attachment 1-1 Scope of indirect work_table, which utilizes the same
item descriptions as detailed herein.

The Subcontractor shall be responsible for providing all services,


equipment and facilities for Work at the Jobsite at its cost, unless
specifically mentioned otherwise.

Chiyoda’s scope of responsibility is limited to the items which


specifically state Chiyoda to supply.

The Subcontractor shall be responsible for arranging accommodation


and catering services for its personnel, as well as necessary
transportation to/from the Jobsite.

And the Subcontractor shall be responsible to provide utilities such as


fuel, electricity, water, demineralized water, compressed air and
Nitrogen etc.

2. Transportation
The Subcontractor shall transport all indirect materials and Construction
Equipment.

Other costs such as personnel transportation shall be included in 5.4


Personnel Transportation.

3. Subcontractor’s Home Office Work


The Subcontractor shall be responsible for its own home office Work
including its subsidiaries.

4. Temporary Facilities
4.1. Jobsite Temporary Facilities

4.1.1. Land Area


Chiyoda will provide lands for temporary facilities and laydown areas for
use by the Subcontractor at no cost to the Subcontractor. The area will
be handed over to the Subcontractor ‘as-it-is’.

The Subcontractor shall be responsible for maintaining the temporary


facilities areas in a clean, tidy and safe condition to the satisfaction of the
Chiyoda.

When the Subcontractor demobilizes, the Subcontractor shall clean-up


and reinstate the land allocated as temporary facilities and laydown areas
to its original state in accordance with demobilization requirements.

4.1.2. Building and Facilities


Chiyoda will have the following facilities:
 Chiyoda’s office
 Chiyoda’s camp
 Chiyoda’s warehouse
 Worker’s rest shelter for common use
 Toilet for common use
 Ablutions

The temporary facilities for common use will be provided for in-plant area
ONLY. For areas other than the in-plant area, the Subcontractor shall
provide the temporary facilities, such as toilets, rest shelters, etc

The Subcontractor shall be responsible to provide facilities required for


the Work, but not limited to the following:
 Subcontractor’s office
 Subcontractor’s warehouse
 Subcontractor’s workshop and fabrication shop
 Field laboratory for concrete/soil testing.

 Workers shelters
 Equipment & vehicles maintenance shop
 First AID Facility
 Toilets
 Ablutions

The Subcontractor shall provide its own Jobsite offices complete with
typical office furniture and shall reticulate with power, telephone and data
connections. The Subcontractor shall be responsible for provision of
computers, printers, copiers, scanners, conference phones, office
equipment and the like as well as general office supplies/consumables.

The Subcontractor shall be responsible for all supplies and consumables


for its own temporary facilities and other temporary facilities supplied by
Chiyoda for Subcontractor’s use.

4.1.3. Utility Facilities


Refer to Section 7 below.

4.1.4. Other Facilities


Security (Fence, Gate House, Guard Hut, and Security Lighting):

Chiyoda will provide and manage overall Jobsite security at no cost to


the Subcontractor. Chiyoda will provide perimeter fencing at the battery
limit of the Jobsite.

The Subcontractor shall provide any additional security resources


required for security and protection of Subcontractor’s facilities,
Construction Equipment, the Subcontractor’s item, and all items received
from Chiyoda, which are under the care of the Subcontractor.

Access Road (including Parking and Laydown):


Subcontractor shall provide the necessary access road from the main
road to Subcontractor’s Temporary facilities area.

4.2. Project Camp and Accommodation Facilities outside of Project area


There will be no Project Accommodation and Catering service arranged
by Chiyoda to the Subcontractor.

4.2.1. Land Area


Subcontractor shall be responsible for arranging the required space or
land to erect its project accommodation and catering facilities.

4.2.2. Project Camp and Accommodation Facilities


Subcontractor shall be responsible for provision of the Subcontracotr’s
camp and accommodation facilities.

4.2.3. Utility Facilities


All the required utilities facilities in Subcontractor’s camp and catering
facilities shall be provided by the Subcontractor.

4.2.4. Other Facilities


All other facilities required, in Subcontractor’s camp and catering facilities
which area not listed herein shall be the responsibility of Subcontractor.

5. Jobsite and Camp Operation


5.1. Salaries, Wages and Allowances
Subcontractor shall furnish cost for all Jobsite indirect staff and indirect
workers. The cost shall comply with the Jobsite country’s laws and
regulations.

5.2. Jobsite Operation


5.2.1. Field Office Administrations
The Subcontractor shall be responsible for administration of its field/site
offices.

5.2.2. Medicals
Subcontractor shall provide the initial emergency paramedic level
treatment at the Jobsite while Chiyoda shall provide emergency transport
by ambulance from the jobsite to a local hospital.

The Subcontractor shall provide, coordinate and manage medevac


services (air transportation by helicopter) for personnel requiring medical
treatment offsite (other than the Jobsite). The Subcontractor shall provide
dispensary and arrange for medical treatment or surgical operation, if
required, at a hospital in the city.

5.2.3. Safety
The Subcontractor shall provide all safety equipment (such as fire
extinguisher, safety instrument etc.) for both Temporary facilities and
Jobsite.

The Subcontractor shall provide all PPE (Personal Protective Equipment)


for its personnel.

5.2.4. Security
Chiyoda will carry out security screening at the Jobsite main gate and
overall project area. Chiyoda will provide primary security services
including issuance of ID badges. The ID will be provided to
subcontractor’s personnel without charging to Subcontractor. But any
second ID to be issued to Subcontractor’s personnel due to the damage
or loss of the original copy will be back charged to Subcontractor.

The Subcontractor shall be responsible for additional security services


required by the Subcontractor.

5.2.5. Environment
The Subcontractor shall comply with the environmental requirements of

the Project and Local Laws & Regulation.

The Subcontractor shall transport surplus, excess materials, scraps,


general waste and hazardous material to the designated location within
the battery limit of the Jobsite. Waste materials, which include, but not
limited to, unacceptable items, scraps, packing materials, dunnage and
excess soil unsuitable for backfilling shall be segregated and placed in
accordance with Chiyoda’s instructions and Local regulation & law.

The Subcontractor shall transport hazardous materials to the designated


location within the battery limit of the Jobsite. The Subcontractor shall not
dispose any hazardous materials.

Chiyoda will be responsible for disposal of waste and surplus materials


from the designated location within the Jobsite to waste treatment
facilities outside the Jobsite.

Any environmental issues arising from the use and operation of the
Temporary facilities located outside of the Jobsite shall be under
Subcontractor’s responsibility.

5.2.6. Warehouse Management


Refer to Attachment 1-2 Material handling.

5.2.7. Others
Chiyoda will provide common rest shelters, toilets and ablutions. The
operational cost shall be borne by Chiyoda. But if any damage or misuse
occurred by subcontractor’s personnel the remedy cost shall be charged
to Subcontractor.

5.3. Project Camp / Accommodation Operation


There shall be no Subcontractor camp inside of the Project area.

services shall be the responsibility of the Subcontractor.

5.4. Owned Camp or Rental of Accommodations


Not used. Subcontractor’s own camp or rental accommodations shall be
considered part of Section 5.2 above.

5.5. Personnel Transportation


The Subcontractor shall be responsible for transportation of its personnel.

Subcontractor shall arrange the commuting transportation from


subcontractor’s accommodation to Site and the shuttle transportation
between office, shop and site.

Subcontractor shall register the vehicles to be used for the project on


Chiyoda traffic management system. Vehicles not registered will not be
allowed to access Project Site.

6. Indirect Materials and Scaffolding


6.1. Indirect Materials
The Subcontractor shall provide indirect materials.

6.2. Scaffolding
Chiyoda will provide Common Scaffolding in particular areas of the
Project Site for use by Subcontractor. Tag list, Tag map and Guideline for
Common Scaffolding are attached to Exhibit C. Additional scaffolding
other than Common Scaffolding shall be provided and managed by
Subcontractor, refer to Attachment 1-3 of Exhibit A.

7. Utility
7.1. Electricity
The Subcontractor shall provide all electricity required for the Work.

The Subcontractor shall reticulate this from the distribution boards to the

Subcontractor’s area at both Jobsite and Temporary Facilities areas. The


Subcontractor shall supply all materials required for the reticulation.

7.2. Telecommunications

Internet and Telephone Network:


The Subcontractor shall be responsible for telecommunications systems
provision including contact with local telecommunication company, tie-ins
to public telecommunications networks, all related hardware and
software.

Mobile Phone and Radio:


Use of mobile phones at the Jobsite shall be very tightly restricted.

The Subcontractor shall provide radios including the programming of the


channels. The number of channels provided to the Subcontractor shall
be limited, and approved by Chiyoda.

7.3. Water
7.3.1. Drinking Water
The Subcontractor shall be responsible for providing drinking water.

7.3.2. Demineralization Water


The Subcontractor shall be responsible for providing demineralization
water when it is necessary for the Work.

7.3.3. Industrial Water


The Subcontractor shall be responsible for providing industrial water if
required.

7.4. Sanitary Waste


The Subcontractor shall make its own arrangement for the treatment of
waste water.

7.5. Fuel
The Subcontractor shall provide all fuels required for the Work.

The fuel supply shall be arranged by tank lorry; fueling station on jobsite
will not be allowed.

Subcontractor shall comply with government regulations on Fuels, and in


particular to Regulation No. “Permen ESDM No. 12 Tahun 2015”, titled

“PERUBAHAN KETIGA ATAS PERATURAN MENTERI ENERGI DAN

SUMBER DAYA MINERAL NOMOR 32 TAHUN 2008 TENTANG


PENYEDIAAN, PEMANFAATAN, DAN TATA NIAGA BAHAN BAKAR
NABATI (BIOFUEL) SEBAGAI BAHAN BAKAR LAIN”, issued by the
Ministry of Energy and Mineral Resources (Kementerian Energi Dan
Sumber Daya Mineral).

7.6. Steam, Air, Nitrogen for Pre-commissioning


Not Used

8. Insurance, Taxes and Duties


The Subcontractor shall be responsible for insurance, taxes and duties
as specified in Subcontract General Terms and Conditions (GTC) and
Subcontract Special Terms and Conditions (STC). Refer to Subcontract
General Terms and Conditions (GTC) and Subcontract Special Terms
and Conditions (STC).

9. Cost for measures against COVID-19


The Subcontractor shall implement of measures against COVID-19
described in COVID-19 Protocol in Exhibit C for Subcontractor's
performance of the Work.
