Jurisprudence Examination for Conditional Admission to the Register of
Veterinary Surgeons (Act 147)

Date of Examination : 11 March 2022


Time of Examination : 2:30 p.m to 4:30 p.m. (TWO HOURS)

Instructions

i. This is a closed-book examination, and candidates are ONLY allowed to refer to the
relevant acts and regulations mentioned in the questions
ii. Candidates are only allowed to sit for the examination upon verified attendance and
satisfactory completion, of at least ONE (1) session of compulsory Veterinary Jurisprudence
Briefing conducted by the Malaysian Veterinary Council prior to the current examination.
iii. This examination is comprised of 2 (TWO) sections. Section A comprised of 20 (TWENTY)
multiple choice questions that required brief justification carrying 40 marks, and Section B
comprised of 4 (FOUR) Short Essay Questions that carries a maximum of 60 marks.
iv. A minimum of 50 (FIFTY) marks or 50 %, is required to pass this examination, and to be
considered for registration in the Register of Veterinary Surgeons (as per Act 147).
v. Section A comprised of 20 (TWENTY) multiple choice questions worth 2 marks for each
question, where I (ONE) mark is awarded for the best answer, and another 1 (ONE) mark for
the justification of the chosen answer.
vi. There will be no negative marks given for incorrect answers in Section A.
vii. Some questions in Section A will have MORE THAN ONE CORRECT ANSWERS, it will be
important to ensure your justification for the answer is sound.
viii. Section B comprised of 4 (FOUR) short essay questions focusing on key understanding of
Federal and State legislations, and subsidiary legislations that has direct impact on the
veterinary profession and the animal industry. Candidates are reminded to demonstrate the
competency of their professional training, and compliance to the prevailing legislations in
Malaysia.
ix. Duplication, transmission, and sharing of any part of this question booklet, and in any form,
to any parties that otherwise would not have access to the contents is an offence

Specific instructions for online examination

i. The exam will start at 2:30 pm and ends at 4:30 pm using a designated link via
Microsoft Teams teleconference system/Google Meet, or equivalent.
ii. Candidates should ensure that teleconferencing camera/web camera and microphone
system are always on when the examination is in session.
iii. Use of Virtual Private Network (VPN), or any Internet Protocol Address masking
measures, and virtual backgrounds during online examination are not allowed.
iv. Candidates are not allowed to communicate with each other online, and offline, in any
form or any manner throughout the test. Breach of this rule would disqualify all answers
submitted for this examination.
v. Candidates are allowed to upload typed (doc, docx, pdf format), or hand written answer
scripts (any readable image formats such as jpg, png, gif), within 30 minutes after the
examination has ended. The server side time stamp will be adjudged to be rightful time
of submission. All answers received after the designated time frame will not be
considered.
vi. All answers should be sent to this designated email at gohyongmeng@gmail.com.
Answers submitted to other emails or any other means not designated by the
examination committee will not be considered for this examination.
vii. It is advisable to use the answer sheet template provided to answer all questions.
viii. The examination committee shall have the right to verify the identity of all candidates
taking this examination at all times.

Provide concise and authentic answers of not more than 500 words addressing the key problem
statement posed by the question. The Council reserves the right to verify the authenticity and
originality of all answers provided.

B.1. State the reference document (s) promulgated by the Animal Welfare Act 2015 to regulate the sale
of pets in Peninsular Malaysia. Describe and summarise the important practices pertaining to the seller’s
responsibilities, as well as animal record requirements outlined in this reference document.

B.2. You suspect a patient that had been presented to you had signs that are inconsistent with the oral
history provided by the client. Describe your best course of action. The animal looked emaciated and
weak, consistent with poor nutrition or even prolonged starvation. Describe what you would look for to
differentiate between poor nutrition, and outright neglect of the client to feed the patient.

B.3. A stray dog presented by the local animal rescue organization to your clinic had survived fire, but
showed signs consistent with smoke inhalation injuries. Apart from minor burn wounds, the animal
seems to be doing fine. What worries the handler is the dog’s refusal to drink water, and the
appearance of neurologic signs contributing to the guarded prognosis. Describe the key moral, scientific
and legal considerations that justify for, OR against euthanasia in this case.

B.4. State the reference document (s) promulgated by the Animal Welfare Act 2015 to regulate animal
boarding activities in Peninsular Malaysia. Describe and summarise the key criteria for a premise
operating as an animal boarding facility, as well as the operator’s responsibilities under the code.
