This year’s CNSC 16th HAYAG Festival in line with the celebration of National Arts
Month will have the following activities to be held on the whole month of February 2024 as
follows:
A. PROGRAM OF ACTIVITIES
Presentasyon ng Adbokasiya
After the ribbon cutting each participating unit will showcase their advocacy through
an interactive presentation on their respective areas.

3. The HAYAG Secretariat Committee shall facilitate the printing of the list of participants in
every contest category. The HAYAG Secretariat Committee will print two (2) sets of
registration, one (1) copy for the clerk of course, and one (1) copy for the committee
chairman of every contest category. An approved copy will be given to the Chairman in each
contest category for the validation of the participant.
4. All dully filled out Score Sheets and Tally Sheets should be submitted to the HAYAG
Secretariat Committee by the Committee Chairman of each contest category right after the
contest for tallying.
3. Participants are required to adhere to the guidelines and rules as provided by the Committee
in each contest category.
4. The result will be recorded in the “Tally Board” right after the contest. All manuscripts,
winning pieces, materials, and other proceedings were collected and filed at the CPAU
Office for reference. Winners of each contest category and the overall winners shall declare
during the Closing Program.
5. The Adjudicators/Judges are not students or employees of Camarines Norte State College.
6. Deliberation of the members of the board of judges will be done before the announcement
of winners.
7. No protest/complaint shall be entertained as judgments are done with finality. Only queries
and suggestions shall be entertained for future competition.

A competition participated by the students to rival their skills and talents from their co-
students in different events for competition in the fields of Literary Arts Contest, Visual Arts
Contest, Dance Contest, and Music Contest. It will be facilitated by the accredited groups and
the Culture and Performing Arts Unit.
Entry is taken to be an express agreement to all guidelines by the participant, their
coach, in charge, and their delivery unit.
General Guidelines:
1. There will be a local selection facilitated by the CPAU In-Charge (former CPAU
Coordinator) in every delivery unit that will participate in this competition.
2. All filled Score Sheets and Tally Sheets with the signatures of adjudicators should be
submitted to the HAYAG Secretariat Committee by the Committee Chairman of each
event/contest category right after the contest for tallying.
3. Participating unit must complete the 2024 CNSC 16th HAYAG Festival Registration
Form provided by the CPAU Office and it will be disseminated by the CPAU In-Charge
in each unit. The HAYAG Secretariat Committee shall facilitate the printing of a list of
participants in every event/contest category. An approved copy will be given to the
Chairman in each event/contest category for the validation of participants. The link will
be sent to the CPAU Group Chat.

4. Every contest category has specific guidelines and criteria for judging.
5. Winners shall declare after the contest of each category and the overall winners during
the Grand Finale Program.
6. All manuscripts, winning pieces, materials, and other proceedings collected and filed
at the CPAU Office for references.
7. Each contest will have its program and be directed by each Committee Chairman.
8. No protest/complaint shall be entertained as judgment done with finality. Only queries
and suggestions shall be entertained for future competition.
9. No reserved participants in each contest category.
10. Adjudicators should not be students or employees of Camarines Norte State College.
11. Deliberation of the members of the Adjudicators will be done before the announcement
of winners.
12. The result will be recorded in the “Tally Board” right after the contest.
13. The adjudicators’ decision is final and irrevocable. No correspondence will be entered
into by the adjudicators about that decision.
14. A “Ranking System” will be used in the scoring of each contest category.

MEKANIKS
1. Ang bawat yunit ay may isang (1) kalahok.
2. Ang bawat kalahok ay magsusuot ng payak na puting polong damit (walang nakaimprinta)
at maong o itim na pantalon.
3. Ibibigay ng lupon ng inampalan ang paksa ng kompetisyon sa lugar na pagdarausan.
4. Ang dami ng salita ay hindi hihigit sa 1,500 at hindi naman kukulangin sa 1,000. May
karampatang bawas ng 2 puntos.
5. Bibigyan lamang ang kalahok ng 2 oras sa pagbuo ng diwa o komposisyon.
6. Ang kompetisyon ay gaganapin sa computer laboratory ng pagdarausang
unibersidad. Ang bawat kalahok ay may nakatalagang computer na kung saan ay
doon nila i-eencode ang kanilang sanaysay.
7. Hindi kailangang i-encode ang pangalan at paaralan ng kinatawan.
8. Ito ang susundang format:
a. 8.5 x 11 in. (short)
b. 1 inch all margin
c. Font size: 12; Font style: Times New Roman
d. 1.5 spacing

11. Tanging ang mga miyembro ng komite at mga kalahok lang ang may karapatang pumasok
sa lugar na pagdarausan ng paligsahan.
12. Itatala sa” tally board” ang resulta ng paligsahan matapos mahatulan ng lupon ng
inampalan.
13. Pinal at hindi mababago ang hatol ng lupon ng inampalan.
PANUNTUNAN NG PAGHATOL
MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. The spoken word piece must be in the Filipino language and not exceed 3 minutes.
3. The entry piece must be on the 2024 NAM and HAYAG theme:”Ani ng Sining Bayang
Malikhain”
4. The piece of the participant must be an original composition. A Copy of the composition
must be submitted on February 26, 2024.
5. Performers must recite their piece by memory. Copies of the contest piece will not be
allowed during the actual performance.
6. Contestants should be wearing plain white polo shirts (no print) and maong or black pants.
Costumes, props, music, and visual aids will not be allowed during the performance.
However, performers are welcome to use dialogue and act out characters. Non-
conformance to this rule will be grounds for a 1-point deduction of each adjudicator.

7. Judges will not be allowed access to the registry of participants to assure fairness in the
competition.
8. Contestants may seek the help of a faculty member when crafting the entry for the contest.
9. The writer retains the copyright for his or her spoken word.
10. The judges’ decision is final and irrevocable. No correspondence will be entered into by the
judges about that decision.
11. Entry is taken to be an express agreement to all guidelines by the participant, their coach,
and their college or campus.
MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. The committee will provide the topics of the essay at the venue of the competition.
3. The essay shall be written in English in not less than 600 words but not more than 800
words. A deduction of two (2) points shall be applied when the words used are less than
600 or more than 800 words.
4. The contestants shall be given two (2) hours to develop the composition.
5. The competition will be held in a computer laboratory and will be given one (1) computer
set each. They are prohibited to write their names and school.
6. They will be encoding their essay using the prescribed format. The prescribed format
should be followed:

Oratorical – (1 contestant)
MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. The participant has prepared an oration. A copy of their prepared oration must be
submitted to the HAYAG Secretariat Committee on or before February 26, 2024.
3. The oration must be all about our hero: Wenceslao Q. Vinzons Sr., with emphasis on his
contribution to the province of Camarines Norte, begins with the Title of Wenceslao Q.

4. The style of the delivery shall be oratorical.
5. The contestants shall be given seven (7) minutes to prepare and five (5) minutes to
deliver.
6. There shall be three areas (i.e. waiting, preparation, and delivery).
7. Contestants may have a copy of their prepared oration while waiting in the first holding area.
They may consult the copy until they exit to begin the contest. The copy will then be
surrendered to the contest official monitoring the first holding area.
8. Quotations must always be indicated as such. Where quotations are more than 10 words in
length, the author’s name must be given in the manuscript and cited orally.
9. It is acceptable to utilize or incorporate short phrases in a foreign language to develop the
argument, establish a point, etc. It should be understood that the vast majority of the
prepared oration and/or assigned topic must still be delivered in English. Singing is not
permitted and will result in immediate disqualification. The contestant may, however, quote
a verse(s) of a song(s) provided proper attribution is made.
10. The contestants are not allowed to have any gadget (e.g. cellphone, tablet, etc.)
11. The undertime and overtime deductions shall be applied. a. There shall be a one (1) point
deduction for every 30 seconds undertime or overtime for each judge’s score before
determining the rank of the contestants.
12. A timer accessible to the contestant, judges, and audience shall be provided.
13. The contest headmaster is accountable to the sanctity of the competition.
14. Contestants should be wearing an appropriate business attire. Uniforms are not permitted.
15. Use of sound effects, microphones, and props is disallowed.

1. Each participating unit shall be represented by only one (1) participant.
2. Each participant should submit ONE entry only. The tagline/slogan must illustrate, interpret,
and emphasize the CNSC’s mission, vision, and goals.
3. It must be in the English Language using a maximum of 7 words.
4. Entries should have:

4.2. Brief explanation about the slogan (minimum of 100 and a maximum of 200 words)
5. The participant will be held accountable for any issues that may arise about the originality
and authenticity of the entry.

8. Only the contestants are allowed in the contest venue.
9. No distinguishing mark or name of the constant shall appear in the entry.

3. The contestant will use latex paint.
4. All poster materials will be provided by the contestants except the illustration board size of
15” x 20” and latex paint colors (red, yellow and blue plus black and white.
5. The contest duration is for a period of four (4) hours.
6. Contestants should be wearing plain white polo shirts (no print) and maong pants.
7. Only the contestants are allowed in the contest venue.
8. No distinguishing mark or name of the constant shall appear in the entry.
9. Contest output (artworks) will be the property of CPAU and proper labeling for recognition
will be given.

MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. All materials will be provided by the contestants. The illustration board size of 15”x20”.
3. Pantographs, airbrushes, rulers, and the like are not allowed.
4. The headmaster will decide on the subject (portrait picture).
5. All contestants will be given a portrait picture individually by the headmaster during the
contest proper.
6. The contest duration is for a period of four (4) hours.
7. Contestants should be wearing plain white polo shirts (no print) and maong pants.
8. Only the contestants are allowed in the contest venue.
9. No distinguishing mark or name of the constant shall appear in the entry.
10. Contest output (artworks) will be the property of CPAU and proper labeling for recognition.
11. The judges’ decision is final.
MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. Only one entry is permitted per participant. Digital Art must be an original creation.

7. The art entries are restricted only to digital painting and all forms of computer-generated
graphics. Any computer software may be used to create the digital art that will be
submitted by the participants after the contest duration ends.
8. Entries will be printed on an A4 size photo paper.
9. The committee will provide the printing materials and services.
10. Only the contestants are allowed in the contest venue.
11. No distinguishing mark or name of the constant shall appear in the entry.
12. Contestants should be wearing plain white polo shirts (no print) and maong or black pants.
13. Disqualified entries:
Animated or moving entries such as GIFs
Manually drawn or painted and scanned into digital format
Submitted in previous competitions or used for commercial purposes
Artwork that infringes on the intellectual property rights of other individuals

MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. The committee will determine the shooting location and subject matter.
3. The contestant must bring his/her camera of choice for use in the contest. Only digital
photography techniques will be allowed.
4. The shooting will be limited to only 30 minutes.
5. One hour will be provided for editing and printing of the entry piece.
6. Entries will be printed on an A4 size photo paper.
7. The committee will provide the printing materials and services.
8. Contestant must provide their laptops for the editing.
9. Only the contestants are allowed in the shooting location and the editing and printing room.
10. No distinguishing mark or name of the constant shall appear in the entry.
11. Contestants should be wearing plain white polo shirts (no print) and maong or black pants.
12. Contest output (artworks) will be the property of CPAU and proper labeling for recognition
will be given.
13. The judges’ decision is final.
MECHANICS
1. Each participating unit shall be represented by only one (1) group. Each group must be
composed of three (3) participants.
2. The subject will be decided by the committee.

3. The contestant must bring his/her own painting brushes, easel, mixing plate/palette, and
rugs. Any kind of brush will be allowed. All materials will be provided by the contestant
except the plywood.
4. The contestants will use the 4ft. X 8ft. Plywood (3/4 thickness) provided by the committee.
5. The contestant will use water-based paint (acrylic). Only the three primary colors (red,
blue, and yellow) and two neutral colors (black and white) shall be allowed.
6. Mixing of colors is allowed.
7. The contest duration is for a period of six (6) hours.
8. Only the contestants are allowed in the contest area.
9. Contestants should be wearing plain white polo shirts (no print) and maong pants.
10. No distinguishing mark or name of the constant shall appear in the entry.
11. Contest output (artworks) will be the property of CNSC.
DANCE CONTEST
MECHANICS
1. Each participating unit shall be represented by only one (1) group. A minimum of three
(3) and a maximum of six (6) dancers are allowed to participate.
2. Groups are permitted to mix and bring music of their choice on a standard CD (Original
Filipino Music).
3. The Routine must be performed, in its entirety to the music selected, prepared and
submitted by the group.
4. The contest piece must be three (3) minutes but not more than five (5) minutes.
5. Groups should include in their performance a broad selection of street dance styles (locking,
popping, buoying/burgling (breaking), watching/plunking, vogueing, house dance, party
dances or club – popular or trendy dances- hip hop dance/choreography, krumping,

steeping/gumboots, dancehall) without excessive use of the same move or pattern. A varied
range of styles should be shown in the choreography of arm, leg and body movement. No
body drop is allowed and all lifting should be supported.
6. Attire may include hats, caps, gloves, scarves, jewelry, etc. Removing pieces of clothing
during the performance is allowed provided it is not offensive or out of character. Appropriate
clothing should be observed in the competition.
7. Any move where the competitors’ weight is solely on the neck/ head i.e. head spins, head
stands, tumbling and tossing, etc. is not allowed.
8. Lifting is allowed up to the second level.
9. Music should not contain obscene lyrics or words.
10. Performers should not wear any identifying marks of their region.
11. A violation of any ground rules will result in disqualification.
12. Deliberation of the members of the board of judges will be done prior to the announcement
of winners.

MUSIC CONTEST
MECHANICS
1. Each participating unit shall be represented by only one (1) participant.
2. The contestant shall sing straight published Original Pilipino Music (OPM) songs in any
language (prepare translations as needed).
3. Revival or adaptations from foreign compositions is disallowed.
4. Singing shall be accompanied by a minus one. Multiplex and live accompaniment shall not
be allowed.
5. Soft/electronic copy (MP3/MP4 format) shall be provided to the CPAU Music Committee
before the contests for compilation.
6. Delivery is for three (3) to seven (7) minutes.
7. Criteria for judging are as follows.
MECHANICS
1. Each participating unit shall be represented by two (2) participants.
2. There will be one song to be performed which is OPM.
3. Revival or adaptation from foreign composition is disallowed.
4. Contestants may be (a) both males, (b) both females or (c) a male and a female.
5. Singing shall be accompanied by a minus one (MP3 files). Multiplex shall not be allowed.
Minus one (Mp3 files must be tried out prior to the contest and a backup copy should be
available).

MECHANICS
1. Each participating unit shall be represented by four (4) to nine (7) participants.
2. Each group will perform published (meaning: played live on-air.) Original Pilipino composed
music as long as there are no obscene, lewd or green words in the lyrics.
3. Each group will perform two (2) songs, first is the Chosen Piece of the group followed by a
song that promotes/encouragement to Social Unification in our Community (including set
up/ preparation time). A total of 10 minutes will be allotted. Beyond this, a total of five points
will be deducted from the group's total score from each judge.
4. Each group must provide their respective instrument except for the drum set which will be
provided by the host institution. Change of cymbals will be allowed. A minimum of 4
amplifiers shall also be provided by the CPAU Music Committee for one (1) lead guitar,
one (1) rhythm guitar, one (1) bass guitar, and one (1) keyboard.
5. The members of the band may be composed of all males, or all females, or mixed.
6. The use of pyrotechnic gadgets, smoke, or combustible materials as props is not allowed.
7. Medley arrangement of songs is not allowed.
8. Coaches/ trainers are allowed to guide the song technicians provided by the host institution
during the warm-up song only (Note: No more interference of coaches and trainers during
the delivery of the contest piece)

1. Luksong Lubid
Luksong Lubid is the tagalong term for jumping rope. The first concrete evidence of jump
rope comes from Medieval European paintings of kids jumping rope through the street. The exact
origin of the jump rope activity is unclear. The Jump Rope Institute notes that jumping rope dated
from ancient China and Westerners’ reports perhaps the game originated from Egyptian 1600 AD.
The game is traditionally played with two individuals swinging a rope in a circle while players take
turns jumping while singing or chanting. If a player is out to the rhythm of the steps hereby hitting
the rope, the next player will take a turn while the loser will be the one to swing the rope. Through
the evolution, there were techniques created in the procedure. Some of the techniques included
are jump forward, jump backward, alternating foot, double under, and many others. Jumping rope
can also be done alone while performing tricks.
The objective is for teams to score in skipping or jumping over the rope while singing
“BAHAY KUBO” and being turned continuously over the head and under the feet of players. The
two ends of the rope are held and turned the rope over by two people.

tubigan and has attracted the attention of many individuals all over the world. The super-popular
game applies to both children and adults, and it tests an individual’s awareness. agility and spatial
Pantintero is a native game in the Philippines that requires two teams. The objective of the
game is to block (harang) the players from the opposing team from passing. It is the best practice
for hand-eye coordination and strategic thinking.

4. The objective of the runners is to get across to one end of the big rectangle and back to start
without being touched or tagged by a guard. The player/s who cross the end line will be
given a piece of paper with corresponding points of 10 and player/s who back on the Page

5. During the game, the guards should ensure they have both feet on the ground and line
before tagging their opponent; otherwise, it will not count.
6. Next, the teams trade places, with the runners taking on the role of the guards and vice
versa. Patintero rules apply across the board to all players.
The equipment required for the game includes chalk or paint, a score sheet, a whistle, and
a stopwatch. The playing court should be a rectangle of about _____ long and _____ wide divided

1. The game starts with a toss of a coin to decide the team that becomes the passer(runner)
or defender(guards).
2. All team are given 3 sets of gameplays with a time limit of 2 minutes per set.
3. After the two minutes are up, the two teams switch roles, with the guards switching to
passers and vice versa.
4. The passers or runners are supposed to cross the lines from the starting point and back, to
earn a point. 10points after crossing end line, 20 points after crossing back to starting line.
5. The line guards are positioned on the vertical lines with one on the horizontal line of the grid,
making sure that their feet are always on the line.
7. We shall move on to the next opposing team once the two (2) teams have used up their
allotted time.

3. Contestants must bring their own bandana, duster dress, basket, slippers, traditional fan
(pamaypay), and umbrella. All materials must be provided by the contestants.
4. One member per group shall be dressed as Maria, specifically wearing a duster dress,
bandana, slippers, traditional fan (pamaypay), and carrying an umbrella.
5. The member will wear the costume by themselves; teammates are not allowed to help in
the process.
6. After wearing all the materials, the member must travel to a designated area and pass the
costume to the next member.
7. Members must ensure they wear all the costume properly; if not, they must repeat the
process.
8. The member must walk with a tomato positioned between their knees as they traverse the
designated area. If the tomato falls off, they must start again from the base before passing
the costume to the next member.
9. Repeat the process until everyone in each group has participated.
10. The first group to finish shall be declared the winner.
7. Batuhang Bola
1. A team is composed of only ten (10) members – 5 from biologically male and 5 from
biologically female.
2. All teams must present themselves fifteen (15) minutes before the orientation of the event.
Failure to do so will result to disqualification.
3. The Batuhang Bola Game will have the following mechanics:
a. The order of the competition will be based on the bracketing system that will be
determined before the competition proper.
b. Two teams will compete between each other. The 1st team two win the Rock-Paper-
Scissor will stand in the middle. The 2nd team should be divided into two and should
stand at both sides of the 1st team.
c. The 2nd team should hit the players of the 1st team. If you hit a player, that player is out.
d. If a player catches the ball, their team will gain a “life” and can be used to revive another
player or be used to continue to play on if the ball hits them.
e. The team will gain one point if you have hit all the players and none of the players are
left.
f. The duration of game per team will only be 2 minutes.
