Greetings,

The undersigned would like to respectfully request from your Honorable


Office the limited authority to practice my medical profession which is
allowed for under Memorandum Circular No 17 of the Executive
Department which allows government employees to engage directly in the
private practice of their profession provided there is a written permission for
the department head and is hereto quoted as follows;

“The authority to grant permission to any


official and employee shall be granted by
the head of the ministry or agency in
accordance with Section 12, Rule XVIII
of the Revised Civil Services Rules
which provides;

Section 12. No officer or employee shall


be engaged directly in any private
business, vocation or profession or be
connected with any commercial, credit,
agricultural, or industrial undertaking
without a written permission form the
head of the department; xxx (emphasis
supplied)”

Clearly it can be seen above that Government employees such as myself can
be allowed to practice my profession provided that the proper authority be
granted.

This would be of great help with my financial needs considering that I am


sending my child to medical school and paying the school tuition fees which
is of a large amount. The grant of this request would greatly improve the
meager monthly salary that I received every month.
Rest assured that if given the chance, that my request be approved it will not
affect my work as Division Head of Planning, Development, Education and
research of Quezon City General Hospital.
