Storm Irene Informational Update: FEMA will continue to accept registrations from Storm Irene for Individual
Assistance until November 15, 2011.

State Emergency Operations Center Activation Level: Full Activation


On Saturday October 29, 2011 at 2:00 PM Governor Dannel Malloy activated the State Emergency Operations Center.
The State EOC is fully staffed with additional partners.

At the request of Governor Malloy, the President has issued an emergency declaration FEMAA-3324-EM for the
State of Connecticut. This emergency declaration authorizes FEMA to provide emergency protective measures,
limited to direct federal assistance, at 75 percent federal funding. This assistance is for all eight counties in the State
of Connecticut.

Summary
Statewide, power outages and debris removal continue to be the major problems. Local entities continue to
staff shelters and warming centers. Debris Management, Commodities, Mass Care & Sheltering, Fuel, and
Communications Restoration Task Forces continue to coordinate services. A total of nine storm related fatalities
have been reported due to injury sustained in a fall, motor vehicle related accidents, fire and carbon monoxide
poisonings.

Notification for regular work hours on Friday November 4:
All state employees, including non-essential employees, are expected to report to work as scheduled unless their
worksite is closed and they have not been required to report to an alternate office. A list of state buildings that are
currently closed can be found on www.ct.gov. Non-essential employees may also contact their worksites directly to
verify their building status. In some cases, employees may be asked to report to alternate worksites due to agency
operating needs. Please contact your agency for that information.
Department of Transportation employees should call 860-594-3110 for updates on reporting to work.

Department of Consumer Protection


Nothing new to report this period
Gov. Malloy signed an executive order on 11/3/11; the executive order temporarily suspends a state regulation
prohibiting the refueling of a propane tank by anyone other than the company that owns the tank.
DCP is still receiving a few complaints of price gouging at gas stations

Bus: Still some detours in Hartford due to road limitations.
Rail: All rail services on regular schedules. However, two items of note. Today, Saturday morning, there is a Metro-
North Emergency Preparedness Drill in New Canaan train station. Amtrak is replacing bridges in Stonington today and
tomorrow on the New York to Boston route. No service starting at 4PM today through tomorrow. No alternate
service being provided.
Special: Ashbritt has been authorized to use the old Watertown Drive-in to stage debris throughout the clean-up
efforts.
Town Outreach: To New Milford - (3) trucks, (6) personnel, (1) chipper, (1) pay loader
To Enfield - (1) ground crew, (1) chipper crew
To E. Hartford - (1) ground crew, (1) chipper crew
Rt 71 - Planned closure - should be open by 1300
ESF 2 – Communications
Public Safety Communications
Municipal situation reports continue to be monitored for public safety communication system issues. No outstanding
requests for assistance received as of time of this report.
DESPP/CTS reporting 7 sites on backup generator power with one site on a deployable generator. 0 Troops remain
on generator No Troops report 911 issues.
Fueling of generators is a challenge among the public safety EFS2 community. Site access due to downed power
lines, poles, and trees poses a challenging environment.
Public Communications
All wireless providers report multiple sites on generator power. Some sites adversely affected by backhaul issues as
well.
Continuous communications continue with commercial wireless carriers, wireline providers, and VoIP providers.
Numbers continue to improve as power and backhaul are restored.
Site access has improved but wires in the roads continue to be a challenge
Although the debris removal is improving it continues to be a challenge in the restoration of power thus restoral
of wireline and wireless communications to pre-storm levels

General Update:
Attendees: AT&T, Sprint, Comcast, Verizon, T-Mobile, Cablevision, Charter, FEMA, HHS – OES, Cox
Wireless Summary: Progress continues to be made on restoration of cell towers and wireless coverage. < 10% of sites
statewide are down as of today. This is reduced from a high of roughly 35% of sites down Tuesday morning. Most
wireless providers reporting close to normal operations.
Cable/VOIP Summary: Restoration continuing to track with commercial power restoration. Core networks are in
good-shape. Dropped lines are being repaired; however more dropped lines are likely to be discovered as power is
restored. Providers are maintaining increased staffing levels throughout the weekend or until services are back to
normal. Continue to reinforce the need to “unplug, wait, replug” cable equipment after power returns.
AT&T – Released from the EOC
Wireless - 9 down as of this morning (<1%), Sufficient generation capability in place. Generators are at all sites where
power is the only issue. – Reporting Business as Usual on wireless.
Wireline - As of this morning there are 4,000 customer phone line reported outages (.3%). Customers are given a 24
hour estimate from time of report. (Close to Business as Usual)
Verizon – NO AM REPORT
Landline - minimal damage observed. Once power is restored the company will have a better gauge as to the impact.
Reporting normal (pre-storm) trouble reports.
Wireless - 1% of sites are Out of Service (OOS) mostly backhaul and 16% are on generator. Most of the OOS sites
have overlap from working towers. Have made calls to all municipalities.
Sprint – NO AM REPORT

76 sites are still out (9% of total towers). Expecting all power issues will be resolved by the end of the day. A couple
of sites are with equipment damage that will take longer to repair. All municipalities have been contacted, 163 direct
conversations.
T-Mobile – NO AM REPORT
Currently operating at 93% with some 59 sites down. Power issues on 91-corridor with commercial power.
Cablevision – NO AM REPORT
Making progress since yesterday, reports that 8K customers are out of service (down from 12K yesterday PM). This
represents about 4% of its customers in the state. 325 people have been deployed to the field, including 56 from out
of state. 400 drops being worked.
Charter – NO AM REPORT Continued progress, but slowing. Currently 27,000 customers are out of service. Expecting
restoration of Willimantic by 9pm this evening. New Milford (11/11) and Newtown (11/12) are later based on power
projections. Receiving 20 additional crews from out of state will be in today and tomorrow. There are 160 crews in
the field today.
Comcast – 5,866 customer lines down and assigned for repair. 200 additional crews are working through the
weekend. Plant integrity is at 91% overall. Over 400 generators have been deployed to the field. 80% of current
outages attributed to power. New Haven, Branford and Groton have been removed from storm mode.
Cox – 350 generators deployed, 300 crews in the field from across the company fixing drops (normally 60 crews in
the state). 85% of the Cox customer base is operational. Newly identify drops are repaired between 24-48 hours of
report. Coordinating closely with CL&P on restoration.
MetroCast - Reports 100% operational. No change from last report.

DAS BEST Continues to support the Governor's Office and DEMHS:

ESF 3 – Public Works and Engineering


State and local entities continue to assess the status of their infrastructure, roads, and debris conditions and make
progress toward recovery.

Nothing new to report this period
Finished coordination of CO alarm distribution plan and notification to the fire service participants as the delivery
truck had been delayed multiple hours due to traffic.
Located a DECON trailer to replace the Torrington apparatus for the Northeast Utilities Staging and Relief at Oliver
Wolcott Technical High School in Torrington. This makes Waterbury DECON and Danbury DECON the on-scene units.
Coordinated and informed local EMS crews to provide medical assistance at their respected Emergency Shelters.
Continue to monitor local fire department activity and needs.
Statewide – Fire Departments continue to respond to storm related emergencies and check welfare of residents with
extended power outages.

and others as appropriate. FEMA Incident Management Team Staff are integrated into the State EOC.

Commodities Task Force


The task force continues to fulfill request for MREs and water. The Rentschler Field Distribution site will be closed
Saturday 11/5/11 from 10am through 1pm to avoid traffic conflicts with the UCONN Football game.
The number of towns receiving MREs and water is: 82 with one additional town in process
Two pickup sites for MREs and water continue to operate in Cheshire and East Hartford.

Debris Management Task Force
Work Update
Watertown TDSRS site - CT DoT and AshBritt prepping the site for debris management activities. DEEP has a
representative on-site for monitoring purposes.
AshBritt currently working on logistics with Maryland DOT.
Debris removal work ongoing at Hartford, W. Hartford, Bristol (started today), and Rocky Hill Veterans Home and
Hospital.
Municipalities actively coordinating with Connecticut Army National Guard, and the State contractors for debris
removal (AshBritt) and monitoring (SAIC/BDR) for debris removal services.
CTDoT working with CL&P and State Contractors with CT DoT district 4 with route clearance and debris removal.

Watertown Watertown TDSRS site: Point of Contacts (POCs) Charles Drda (CT DoT) and Terry Jackson (AshBritt).
AshBritt trucks though Maryland - POC for Maryland DoT is Sharon Brundick (443.286.0246). AshBritt has made
contact with POC.
CTNG:
Route Clearance (push and shove) efforts will be focused on the following municipalities: West Hartford, Farmington,
Avon, Simsbury and Vernon.
Enfield, Torrington, and Bloomfield may be future missions.
AshBritt and SAIC/BDR:
Hartford - working on debris removal
West Hartford – working on debris removal
Bristol - working on debris removal
Rocky Hill Veterans Home and Hospital: Started work at 07:00 HRS. 1 bucket truck, 1 grapple truck, and 1 chainsaw
crew.
Working with CL&P and CT DoT district 4 with route clearance and debris removal. Dedicating 4 trucks.
Municipalities in discussion with the contractors: Danbury, Enfield, Manchester, Newington South Windsor, Suffield,
Avon, and Waterbury

ESF8 – Public Health and Medical Services


Facilities: 13 Nursing Homes and 4 Residential Care Homes on generator power. All are reporting that the generators
are functioning without difficulty, no leaks or fuel issues.
Day Care Programs: Nothing new to report this period
Shelters: The Functional Needs Shelter has informed the Desk that they may need nurses today @ 1700. Mary Duley
has been notified.
Drinking Water:
11 private state certified water labs are open for business for potable water testing, list on DPH web site
25 large community public water systems remain in part or wholly on generators, as of yesterday afternoon all were
stable, they will call the 8000 line if problems arise

ESF11 – Agriculture and Natural Resources

Department of Energy and Environmental Protection


Waste Water: 3 Plants are still on emergency power: Farmington, Somers, and Stafford.
Windsor (Poquonnock) and Litchfield power restored
Enfield WWTP reported lost emergency power at 0015. Power restored at approximately 0400.

After Governor's Briefing there were concerns regarding Farmington WWTP and Simsbury's pumping station located
at 2 Tunxis Road, Terrifville. Spoke to Farmington WWTP. WWTP on Rt. 4 is on generator power and 10 pumping

stations are on generator power. No problems with generators.
Simsbury WWTP returned call. Reported that pumping station on Tunxis Road now on generator power. Max flow
rate of raw sewage estimated to be 5 gal/min. They received fuel delivery of propane and generator is running
without problems. Fuel supply is sufficient to last to Tuesday, expect next fuel delivery on Monday. They will contact
DEEP if any issues come up.

Debris: A temporary storage location at the Watertown Drive- In site will be operable later today. This facility is to
support DOT operations.
30 towns have contracted with Ash Britt. 4 Ash Britt crews have been assigned to the DOT.
There is an issue with Ash Britt trucks getting through the State of Maryland. Overweight trucks are being directed off
of I-95. Received the following contact information for Maryland Official to obtain waivers from Commissioner Esty.
Verified that Debris Management Task Force has this information and they will forward to Ash Britt. Also informed
DMTF to tell Ash Britt to move vehicles today.
Contact: Sharon Brundick. She will issue verbal permits up to 150K envelope vehicles. No moves Sunday.
Air Quality: Returning back to normal.
PCB’s: No new issues
PURA Issues: No new issues.
Communications: No new issues.
Misc: DPH has reports that restaurants are moving food to dumpster for health inspection and then taking it out of
the dumpster after the inspection to use after DPH inspection is done. DPH requests if they could denature food with
bleach or ammonia. According to DEEP this method of denaturing with bleach or ammonia will not be an
environmental problem if reasonable amounts are used. Informed DPH EOC desk of DEEP’s position.
Department of Agriculture
Nothing new to report this period
Utility companies are on site working to restore power to all farms who have reported problems in previous SITREPS,
except Trinity Farms. Trinity continues to operate on generator power.

ESF12 – Energy

United Illuminating
Released from EOC since a vast majority of their customers have electrical service.

We’ve brought in over 200 service crews working exclusively on reattaching the service wire

The safety of our employees and contractors is a priority
Crews are working hard to restore power and distracting the workers from doing their job is counterproductive –
please allow the crews to work uninterrupted so that everyone can be restored as quickly as possible
We continue to work with the National Guard to clear roads in northwest and central Connecticut towns with severe
tree damage

ESF 15 External Affairs


Info Line (2-1-1) –
As of 11 am 2-1-1 has answered 309 calls today; 175 calls were related to Winter Storm Alfred. Callers continue to
look for shelter, information on utility restoration, food resources and CO detector distribution information.
We are asking towns to call us with shelter occupancy reports and shelter closings.
As of 11 am 211 has 74 shelters and 109 warming centers listed. Total shelter occupancy is estimated at 3,293. This
total is based on twice daily Red Cross counts of their shelters and periodic self-reporting from town managed
shelters. Updates from town managed shelters have been sporadic, so the occupancy count should be considered
approximate.
We continue to collect information for CL&P customers with a disability and are forwarding those to CL&P.
Additionally we continue to collect the FEMA Storm Damage reports. Reports from 34 individuals have been
forwarded to DEMHS and Red Cross.

RSF Economic
Connecticut Insurance Department
Emergency Adjuster Licenses
Have issued 5,925 emergency adjuster licenses, most of which were issued for Storm Irene claims but Insurance
Department has extended those licenses for an additional 90-day period. Department continues to process more
requests daily.
Outreach to Consumers and Industry:
Posted location of Travelers Mobile Claims Van on Department’s Winter Storm Resource site and also shared
information with public through media, Facebook, Twitter and 2-1-1.
Location: Bloomfield at Lowe’s Home Improvement Store on Cottage Grove Road
Will update public with more claims vans location as we get them from the industry
Issued 3 bulletins to the industry that addressed:
Promptness of service and payment
Extending grace periods for premium payments
Making sure policyholders have unobstructed access to medical care, including prescription drugs, should they not
have their insurance information with them because they are displaced or without it for other reasons as a result of
the storm.
Department of Labor
The DOL website will be updated with changing conditions.
