A RESOLUTION AUTHORIZING THE PUNONG BARANGAY, BARANGAY

TREASURER AND BARANGAY KAGAWAD - CHAIRMAN OF THE COMMITTEE
ON APPROPRIATION AND FINANCE TO DISBURSE THE HONORARIA OF THE SK
MEMBERS OF BARANGAY DINGINAN CHARGEABLE AGAINST THE SK FUND
AMOUNTING TO
________________________________________________________________
(P_____________) FOR THE MONTH OF NOVEMBER AND DECEMBER 2023

WHEREAS, Section 4 of Republic Act No. 11768, amending Section 16 of the SK Reform Act
of 2015 (RA No. 10742), insofar as pertinent, provides that the SK members, including the SK
treasurer and secretary, shall receive a monthly honorarium, chargeable against the SK funds and
shall be granted at the end of every regular monthly SK meeting;

WHEREAS, that the monthly honorarium shall not exceed the monthly compensation received
by their SK chairperson and not more than twenty-five percent (25%) of the SK funds shall be
allocated for personnel services;

WHEREAS, the monthly honorarium of the SK Officials shall be monitored by the Budget
Monitoring Officer in a separate budget registry for Personal Services (PS) and recorded in the
appropriate registers being maintained by the SK Treasurer;
WHEREAS, the grant of honorarium to SK Officials shall be included in the Comprehensive
Barangay Youth Development Plan and Annual Barangay Youth Investment Program of the SK,
and shall be subject to the SK planning and budgeting process pursuant to Department of Budget
and Management (DBM)-Department of the Interior and Local Government (DILG)-National
Youth Commission (NYC) Joint Memorandum Circular No. 1, s. 2019 dated January 23, 2019
and DILG Memorandum Circular No. 2019-151 dated September 10, 2019;

WHEREAS, there being a delay in the exercise of financial independence of the Sangguniang
Kabataan of Barangay IX due to the deferment of the mandatory bookkeeping training from, and
duly certified by, the Technical Education and Skills Development Authority (TESDA) for
appointed SK Treasurer;

WHEREAS, the SK treasurer is one of the signatories in all legal bank transactions such as
disbursement and encashment of the SK fund allocated for the honorarium of the SK members;

WHEREAS, all SK members have already completed their Sangguniang Kabataan Mandatory
Training (SKMT) last November 13, 2023 and assumed their office effective November 15,
2023;

WHEREAS, receiving a monthly honorarium is one of the benefits and privileges of the SK
members as embodied in RA 11768 (Strengthening the SK, institutionalizing additional reforms
to revitalize youth participation in local governance);

NOW THEREFORE, on motion by SK Member Jenifer D. Albay and duly seconded by the
majority of the SK Council;

RESOLVED as it is hereby approved and concurred the resolution authorizing the Punong
Barangay, Barangay Treasurer and Barangay Kagawad - Chairman of the Committee on
Appropriation and Finance to disburse the honoraria of the SK members of Barangay Dinginan
chargeable against the SK Fund amounting to P_______________ for the month of November
and December 2023.

RESOLVED FINALLY, that copies of this resolution shall be furnished to the Barangay
Council, Sangguniang Kabataan Pederasyon ng Roxas City, Local Youth Development Office,
Department of the Interior and Local Government, Commission on Audit and other interested
Government Agencies and Instrumentalities for their information, guidance, reference and
appropriate action
