A RESOLUTION AUTHORIZING THE PUNONG BARANGAY, BARANGAY

TREASURER AND BARANGAY KAGAWAD-CHAIRMAN OF THE COMMITTEE ON
APPROPRIATION AND FINANCE TO DISBURSE THE AMOUNT OF FOUR
THOUSAND PESOS (P 4,000.00) AS REGISTRATION FEE TO THE SANGGUNIANG
KABATAAN MANDATORY TRAINING (SKMT) FOR APPOINTED SK SECRETARY
AND TREASURER OF BARANGAY DINGINAN CHARGEABLE AGAINST THE SK
FUND

WHEREAS, Pursuant to DILG Memorandum Circular 2023 -156 on the National Youth Commission
(NYC) Resolution approving the Modified Guidelines on the Conduct of the Mandatory Training for
Sangguniang Kabataan Officials and Local Youth Development Council (LYDC) members pursuant to
Section 29 of Republic Act 10742, as amended by the Republic Act No. 11768 emphasizes that the SK
Mandatory Training is required before the newly elected members of the Sangguniang Kabataan begin to
assume their office and discharge their functions;

WHEREAS, the SK Mandatory Training is generally designed to provide SK officials with basic and
necessary knowledge and skills for them to start performing their powers and functions;

WHEREAS, under DILG MC No. 131-2018, item 4.5, the appointed SK Secretary and Treasurer must
undergo the SK Mandatory Training program before they can assume office. And failure to attend the
SKMT shall constitute sufficient ground to disqualify the concerned SK official, pursuant to Section 27,
Chapter V, of RA 10742;

WHEREAS, there is a training fee more that should not exceed Php 2,000 per SK Official according to
National Budget Circular No. 563, dated April 22, 2016, which can be disbursed through the Barangay;
NOW THEREFORE, on motion by SK Member HON.JENIFER D. ALBAY duly seconded by
the majority of the SK Council;

RESOLVED as it is hereby approved and concurred the resolution authorizing the Punong
Barangay, Barangay Treasurer and Barangay Kagawad - Chairman of the Committee on
Appropriation and Finance to disburse the amount of Four Thousand Pesos (Php 4,000.00) as
registration fee to the Sangguniang Kabataan Mandatory Training (SKMT) for appointed SK
Secretary and Treasurer of Barangay Dinginan chargeable against the SK Fund.

RESOLVED FINALLY, that copies of this resolution shall be furnished to the Barangay
Council, Sangguniang Kabataan Pederasyon ng Roxas City, Local Youth Development Office,
Department of the Interior and Local Government, Commission on Audit and other interested
Government Agencies and Instrumentalities for their information, guidance, reference and
appropriate action
