Terms and Definitions


Auditor: Person with the competence to conduct an audit

Continual improvement: Recurring process of enhancing the environmental


management system in order to achieve improvements in
overall environmental performance consistent with the
organisation’s environmental policy.

Corrective action: Action to eliminate the cause of a detected nonconformity.

Environment Surroundings in which an organisation operates, including


air, water, land, natural resources, flora, fauna, humans,
and their interrelation.

Environmental aspect (EA) Elements of an organisation’s activities or products or


services that can interact with the environment.

Environmental impact Any change to the environment, whether adverse or


beneficial, wholly or partially resulting from an
organisation’s environmental aspects.

Environmental management system (EMS) Part of an organisation’s management system used to


develop and implement its environmental policy and
manage its environmental aspects.

Environmental objective Overall environmental goal, consistent with the

Purpose of this document:


The purpose of this document is to provide a detailed description for the methods and procedures
that are being implemented to mitigate and monitor the impacts that may be caused during daily
farming activities. This document contains environmental objectives and targets which are set by
company management and monitored annually to track and drive continuous improvement in
environmental performance.

Overview:
Objectives of Environmental Management Plan:
• To provide a framework that structures and prioritizes any environmental risks that are
relevant to the farming business, with detail on the necessary management actions required
to proactively manage the farm in a way that ensures it’s sustainability in to the future.
• Ensuring compliance with regulatory authority stipulations and guidelines which may be
local, provincial, national and/or international;
• Ensuring that there is sufficient allocation of resources on the project budget so that the
scale of EMP-related activities is consistent with the significance of project impacts;
• Verifying environmental performance on impacts as they occur;
• Responding to changes in project implementation not considered in the EIA;
• Responding to unforeseen events; and
• Providing feedback for continual improvement in environmental performance.

WASTE REDUCTION OBJECTIVES AND MANAGEMENT MODEL

Intelliview aims to reduce waste in all sectors by a minimum of 10% per annum. This can be achieved
by adhering to the following:

Intelliview and all its affiliated companies is committed to the achievement of outstanding environmental
performance and sustainable development of South Africa’s natural and built environment for the benefit of
present and future generations.

We are striving to ensure every aspect of our business incorporates the principles of sustainability. This means

Environmental Management

1. INTRODUCTION
1.1 PURPOSE
In terms of The Constitution of the Republic of South Africa (Act No. 108 of 1996) every person has the right to
an environment that is not harmful to their health or well-being and to have the environment protected, for the
benefit of present and future generations, through reasonable legislation and other measures that prevent
pollution and ecological degradation, promote conservation and secure ecologically sustainable development
and use of natural resources while prompting justifiable economic and social development.

The needs of the environment as well as affected parties should thus be integrated into overall project
management. The Environmental Management Plan (EMP) provides a tool for meeting this objective. It also
ensures that management of project activities meets the requirements of existing environmental legislation.

1.2 SCOPE
In accordance with the requirements of the NEMA, an EMP is to be implemented by the appointed
Contractor who acts on behalf of the client to ensure environmental compliance on site. The
specifications outlined in the EMP are applicable to all activities undertaken by the contractors
and all persons involved in the execution of the works including subcontractors, the workforce
and suppliers for the duration of Intelliview business activities during all Intelliview operations.

This EMP focus only on managing environmental aspects and impacts associated with Intelliview’s
business activities during all Intelliview operations. This EMP therefore does not include future
business endeavours to be undertaken by Intelliview during all Intelliview operations.

This EMP sets out the:

• Methods by which proper environmental controls are to be managed throughout all


Intelliview project activities during all Intelliview operations,

• Control mechanisms which will be in place during Intelliview business during all Intelliview
operations; and

• Definition of the General Conditions of Contract and the Project Specifications, during the
contracting of outside contractors.

The objective of this document is to:

• Encourage good management practices through planning and


commitment to environmental issues.
• Define how the management of the environment is reported and performance evaluated.
• Provide rational and practical environmental guidelines to:
✓ Minimise disturbance of the natural environment.
✓ Prevent or minimise all forms of pollution.
✓ Protect indigenous flora and fauna.
✓ Prevent soil erosion and facilitate re-vegetation of affected areas.
✓ Comply with all applicable laws, regulations, standards and guidelines for
the protection of the environment; and

✓ Adopt the best practical means available to prevent or minimise adverse


environmental impacts.
• Develop waste management practices based on prevention, minimisation, recycling,
treatment or disposal of waste.
• Describe all monitoring procedures required to identify impacts on the environment; and
• Train employees and contractors with regard to their environmental obligations.

2. MANAGEMENT MEASURES

2.1 ROLES AND RESPONSIBILITIES FOR ENVIRONMENTAL MANAGEMENT

2.1.1 Objectives

• For the EMP to be implemented effectively, all persons involved with


Intelliview operations during all Intelliview operations, need to be aware of
the objectives of the management plan as well as the environmental
consequences of their individual actions. Roles and responsibilities for
environmental management procedures to be implemented need to be
clearly defined.

2.1.2 Management Measures

• Ultimate responsibility for environmental management and costs


associated with environmental remediation remains with the Principal
contractor.
• The Principal contractor shall sign a statement acknowledging
familiarity of an agreement to the EMP.
• The Contractor acts on behalf of the Principal contractor and is responsible
for the implementation of the EMP.
• The Contractor shall ensure that all members of the workforce and suppliers
adhere to the EMP.
• The Contractor shall nominate a senior staff member directly involved in
installation activities as the Construction Supervisor.
• The Construction Supervisor shall be responsible for:
- The on-site implementation of the EMP;
- Daily monitoring of activities to ensure compliance with the EMP;
- Ensuring environmental awareness among members of the workforce;
- Ensuring that the contractor/s and members of the workforce are
aware of the requirements of the EMP;
- Implementing preventative and corrective actions in
accordance with the requirements of the EMP, outcomes of
environmental monitoring and environmental legislation; and

- Reporting of environmental incidents that may occur on site in


accordance with the requirements of the EMP and environmental
legislation.

2.1.3 Management Measures

In terms of Section 2 (h) and (J) of the National Environmental Management Act (No. 107
of 1998), the Principal Contactor has the responsibility to ensure all personnel involved in
the project are aware of, and familiar with, the EMP, the key environmental issues and
consequences of non-compliance to the EMP.

• The EMP must form part of the Principal Contractors' tender documents.
• The EMP must form part of the formal project induction for all contractors, sub-
contractors and casual labourers.
• All contractors, sub-contractors and casual labourers must acknowledge their
understanding of the EMP and environmental responsibilities with a signature
• An environmental awareness programme must be implemented for all site
personnel describing the key environmental issues and potential impacts thereof.

2.2 COMPLAINTS AND ENVIRONMENTAL INCIDENTS REGISTER

2.2.1 Objectives
• Ensure the responsible handling and recording of complaints received from
the community, client and other contractors and the correct recording of
incidents occurring on-site.
2.2.2 Management Measures
• Complaints received from the community must be registered and recorded by
the Construction Supervisor. The complaints must be brought to the attention of
the HSE Officer and Principal Contractor (Section 16(2) appointee), who will
respond accordingly.
• The following information must be recorded:
- Time, date and nature of complaint;
- Response and investigation undertaken; and
- Actions taken and by whom.
- All complaints must be investigated and a formal response is to be given within
?days of receipt.

• Environmental incidents occurring on site must be recorded.


• The following information must be provided:
- Time, date, location and nature of the incident; and
- Actions taken and by whom.

2.3 LIGHT POLLUTION


2.3.1 Objectives
• To minimise the potential for light pollution affecting surrounding biophysical
and social environments.
2.3.2 Management Measures
• All lamps must be focused to ensure that only the target area is illuminated.
• If the focusing of the lamps proves to be ineffective in limiting the light
pollution further mitigation measures must be assessed, such as the use of
barriers to prevent light pollution affecting surrounding communities.
• Luminance levels are to be compliant with Tables 2.3 and 2.5 of SANS 10389-3 of
2004.

2.4 POLLUTION CONTROL


2.4.1 Objectives
• To minimize the potential for surface water, groundwater and soil pollution due
to substances produced or stored on site during both the Installation and
Operational Phases.
2.4.2 Measurement Measures
• The Contractor should prepare a method statement and plans for the storage
of hazardous substances and emergency procedures.
• Static tanks containing fuel should be confined to specific secure areas.
• The static tanks, greater than 210 liters, must be enclosed by earthen berms to
contain any spillages. The containment volume must be greater (110%) than that
of the static tanks.
• These earthen berms should be checked and maintained at all times.
• In the event of rain, water within the earthen berms can be released if not
contaminated. If the contents of earthen berms are contaminated this
material should be removed and disposed of as hazardous waste.
• In the case of a spillage, the spillage is to be contained and the material together
with any contaminated soil collected and disposed of as hazardous waste.
• Should a pollution incident occur on site the Construction Supervisor must:
- Implement reasonable measures immediately to contain and minimise
the impacts of the incident;
- Notify all persons whose health may be affected by the incident;
- Undertake clean-up procedures immediately;
- Notify the HSE officer;
- Record the incident in the Environmental Incident Register; and
- Implement measures to prevent similar incidents from occurring in the future.
• Spillages from tanks containing fuel must be trapped. A plastic layer or appropriate
container (i.e. drip tray) could be placed below the outlet pipes for this purpose.
• Fuel spillages together with any contaminated soil, should be disposed of
as hazardous waste.
• Concrete mixing must be confined to as few areas as possible and ad hoc mixing is
to be avoided.
• Concrete mixing is to be undertaken on an impervious surface and any run-
off contained.

2.5 SOLID WASTE MANAGEMENT


2.5.1 Objectives
• To encourage the recycling, reuse and separation of waste types.
• To dispose of waste in a manner that does not detrimentally affect the
surrounding environment.
• To dispose of waste in a manner approved by the Department of Water Affairs
and Forestry.
• To adhere to legislative requirements in terms of waste management.
2.5.2 Management Measures
• An adequate number of waste receptacles must be arranged around the installation
site for the gathering of all domestic refuse.
• Littering is to be prohibited.
• Bins should be lined for efficient control and safe disposal of waste.
• Recycling and the provision of separate waste receptacles for different types
of waste materials must be encouraged.
• The excavation and use of rubbish pits is prohibited.
• Hazardous waste is to be disposed at a permitted Hazardous Waste Landfill Site.
• Hazardous waste produced on site includes:
- Bulbs containing mercury or other hazardous substances;
- Lubricants, diesel, paints, solvents;
- Rags and containers that contain remnants of the substances listed above; and
- Soils, gravel and water contaminated by hazardous substances.
• Under no circumstances is hazardous waste to be combined with general waste
earmarked for disposal at the municipal landfill site.
• General waste produced on site includes:
- Paper
- Plastic
- Food,etc
• Under no circumstances is waste to be burnt or buried on site.
• All waste must be removed from the installation areas on a daily basis and
disposed of in suitable waste receptacles.
• Litter needs to be collected from all installation site areas on a daily basis.
• Windblown waste should be prevented by covering or containing waste receptacles.
Covering of receptacles will also minimise leakage/run-off from containers.

2.6 AIR QUALITY


2.6.1 Objectives
• To minimise the impact of fugitive dust on air quality.
• To minimise the impact of fugitive dust on the contractors neighbouring the
Intelliview construction site area.
• To minimise other impacts on the ambient air quality.
2.6.2 Management Measures
• Areas under installation may become sources of wind-generated dust and
dust suppression techniques must be implemented when necessary.
• Dust entrained from vehicular movement must be minimised by road wetting.
• Dust suppression methods such as water spraying of dirt roads,

transported material and loading I off-loading areas should be


undertaken.
• Contractors are to adhere strictly to speed limits on dirt roads.
• No burning of waste, such as plastic bags, cement bags and litter, is permitted
on site.
• Open fires will not be allowed on site.

2.7 PUBLIC SAFETY


2.7.1 Objectives

2.7.2 Management Measures
• The contractor must comply with the Health and Safety Plan at all times.
• Installation activities are to take place between the hours of 07:00 - 17:00 based
on a 6 days I week. This includes excluded work on Sundays.
• All installation workers handling chemical or hazardous substances must be
trained in the use of such substances and the environmental, health and safety
consequences of incidents.
• All staff must be provided with the appropriate PPE.
• The appropriate PPE must be worn during installation activities by all staff.
• Safety barrier is to be erected around open excavation holes when
installation activities are not taking place, i.e. at night and over weekends.
• Erect warning signs of workings overhead.

2.8 SOIL, LAND USE AND LAND CAPABILITY


2.8.1 Objectives
• To minimise the potential for pollution of soil and land use potential I
capability through effective land management.
2.8.2 Management Measures
It is assumed that Intelliview projects are short-term projects and therefore topsoil will
be stored for limited periods and can therefore be stockpiled next to any trenches that
may be dug. The topsoil must be backfilled as soon as possible, however if the topsoil is
to be stockpiled for an extended period, the following mitigation measures need to be
adhered to:

• The topsoil removed during installation must be stored, next to the excavation
site or if the soil is to be stored for an extended period, the topsoil stockpiles must
be covered.
• Topsoil must be kept separate from overburden.
• The topsoil removed during the installation must be adequately protected from
being blown away or being eroded.
• The liberation of dust into the atmosphere must be controlled by spraying
water or other non-toxic dust allaying agents.
• Materials, which may hamper re-growth of vegetation, must be removed
prior to rehabilitation and disposed of in an approved manner.

2.9 NOISE
2.9.1 Objectives
• To minimise the impact of noise from installation activities on the local
communities, client and other contractors.
2.9.2 Management Measures
• Installation activities are to take place between the hours of 07:00 - 17:00 based

• Installation equipment must have appropriate noise abatement measures.
• All staff must be provided with the appropriate PPE.
• The appropriate PPE must be worn during installation activities by all staff.

2.10 MANAGEMENT OF FUTURE IMPACTS


2.10.1 Objectives
• To ensure that potentially adverse impacts on the environment occurring
post rehabilitation are prevented or minimized.
2.10.2 Mitigation Measures
• The conditions of the development must be monitored for a period of one year
after the development is complete to ensure that:
- An Environmental Complaints Register should be kept detailing
complaints received, date, response and action taken;

Any maintenance where intrusive works are necessary should adhere


to the mitigation measures put in place in the EMP; and

Where such measures are impractical due the nature, duration and
extent of maintenance works, a maintenance method statement should
be developed prior to maintenance works being undertaken.

3. ENVIRONMENTAL CODE OF CONDUCT


ALL PERSONS ARE OBLIGED TO KEEP TO THE RULES OF THIS CODE OF CONDUCT - IGNORANCE,
NEGLIGENCE, RECKLESSNESS OR A GENERAL LACK OF COMMITMENT WILL NOT BE TOLERATED!

3.1 PREVENTING POLLUTION

Littering will not be tolerated.


Put all waste in the correct waste containers
provided. Use the toilet facilities provided.
Immediately report to your supervisor when you spill, or notice a hazardous substance
being spilled or when you see a vehicle, piece of machinery or container that is leaking
fuel, oil or other hazardous substances.

3.2 DO NOT TRESPASS


Never climb over any fence or trespass on private property. You are not allowed to enter
neighboring properties I construction sites.

3.3 MAINTAINING THE CHARACTER AND VISUAL QUALITY OF THE AREA


Never deface, draw or cut lettering or any other markings on trees, rocks or buildings in the
area.
If you spot any litter lying around - please pick it up and throw it in the correct waste
container.

3.4 FIRE CONTROL


Make sure you are familiar with firefighting procedures.
Make sure you are aware of the locations of all firefighting equipment.
No burning of waste is allowed.

3.5 CARING FOR PLANTS AND ANIMALS


Strictly leaveall animals alone–never tease, catch or set devices to trapor kill
any animals.

Never damage, chop down or remove any tree or shrub (unless you are instructed to do so).

Use commercially bought firewood.

Components of Environmental Management:


Legal compliance:
Give a brief description of what systems you have in place to ensure that you stay up-to-date and
comply with relevant environmental legislation. For example: Do you get notified through your local
farmers association or extension officer of any public participatory processes that would be relevant,
and do you have copies of the necessary laws as evidence of awareness. Remember to add your
monitoring intervals and what actions are taken when legislation on environmental aspects changed.

SPILL CONTINGENCY PLAN


Intent
A spill contingency plan is required for all undertakings involving the handling and storage of
petroleum products or hazardous materials. Spill preventative measures are the best means
of avoiding accidental release of fuel which can adversely affect the environment. This plan
is intended to prevent spills and, in the event of a spill, to minimize the impact of the spill on
the environment. The purpose of this Spill Contingency Plan is to:
• Facilitate the prompt, efficient and safe clean-up of materials spilled during the
construction and operational phases during the development; and
• Identify the reporting procedures in the event of a spill.
This spill contingency plan is applicable to all site staff, contractors and service providers,

employees, and visitors to the site.

Material Safety Data Sheets (MSDS)


A register with details of all hazardous materials must be included in the Health and Safety
File. The supplier of these hazardous materials must provide Material Safety Data Sheets
(MSDS) for all products which must be displayed where hazardous materials are stored. The
MSDS should include the following information:

This should be provided free of charge from the supplier. Should a MSDS not be
provided, the supplier should issue sufficient information to enable the Contractor to take
the necessary measures as regards to health, safety and environmental.
Handling and Storage
All activities must be appropriately carried out as per the Hazardous Chemical Substances
Regulations 1995, Section 14:
Transportation and storage
"An employer shall, to avoid the spread of contamination of an HCS1, takesteps, as far as
is reasonably practicable, to ensure:
a) That the HCS in storage or distributed are property identified, classified, and
handled in accordance with SABS 072 and SABS 0228.
b) that a container or a vehicle in which an HCS is transported is clearly identified,
classified, and packed in accordance with SABS 0228 and SABS 0229; and
c) That any container into which an HCS is decanted is clearly labelled aboutthe
contents thereof "
Hazardous Materials
Hazardous materials should be managed as follows:
• Proper designated areas and storage facilities must be provided for allhazardous
materials to prevent spillage into the environment.
• All hazardous materials storage facilities must be located on an impermeable surface
and must be enclosed by a sealed bund wall. The bund wall must be capable of
containing 110% of the maximum volumes stored to ensure that soil or watercourses
are not polluted in the event of a spill in the storage areas.
• Rainwater contained within the bund wall is to be regarded as potentially contaminated
and must not be released into the environment, unless it is established by chemical

analysis (e.g., COD) that the water is not contaminated;


• The Site Supervisor must ensure all Safety, Health and Environmental risks of spillsare
communicated to all employees. All employees should also receive task specific training
for handling of any hazardous material. Casual and contractors’ labourers are to be
familiarized with all the relevant precautions when they are employed (Occupation
Health and Safety Act 85 of 1993, Section 13);
• The Site Supervisor should ensure that a site-appropriate spill kit and relevant
personal protective equipment (PPE) is readily available in the event of a spill.
• The transfer of fuel must be stopped prior to overflowing, leaving room for
expansion.
• All machinery must be maintained in good working order as to prevent soil and
groundwater pollution from leaks and spills.
• All hazardous waste must be stored in designated containers and be disposed of at a
registered landfill site.
• Vehicles transporting dangerous or hazardous chemicals may only be washed in a
designated washing bay, equipped with an SOG trap.
• Smoking must be prohibited near the use of any hazardous material and flammable
substances.
• Fire Extinguishers must be readily available where any hazardous materials are being
stored, used, or transported
• The area where a spill has occurred must be rehabilitated after the spill has been
cleanedup.
• Drip trays should be used under generators and Bowser the soil or vegetation below;
and
where possible, oil should be recycled.

Most spills are caused by operator error, poor operation practices and inadequate maintenance. Common
operator errors are overfilling, valves left open, poor transferprocedures, lack of product monitoring, and poor
maintenance practices. Operational errorscan be greatly reduced through:
• Task specific training:

• A list of emergency contacts and numbers for important on-site staff and their
roles, chemical spill response agencies, waste companies, and necessary
authorities must be displayed and communicated to all employees. A secondary
staff member must be appointed to co-ordinate responses to spills and
emergencies in the absence of the Site Supervisor.
• Location of spill kits should be communicated to operating personnel as well as
otheremployees.
• Spill response training will need to be provided for the person(s) that are
appointed toattend to spills.
• Task specific training must be provided for those employees monitoring and
handling any hazardous material. Proof of this training should be kept in the
Health and Safety File.
• Safety training at each depot shall include operational procedures, emergency
procedures, safe working procedures, information on specific hazards, first aid
and fire-fighting, and proper use of PPE.

• Unauthorized persons shall not be permitted access to storage areas.


• Instructions and phone numbers shall be posted publicly regarding the report of a
spill, particularly in residential areas; and
• Routine sampling schedules (including groundwater monitoring where necessary)
must be setup and implemented. A competent person must beappointed to
undertake these tasks.

• Awareness of the critical nature of spill prevention:

• Employees must be educated on the effects of the hazardous substances that are
used to the local environment through discharge to stormwater systems, water
courses and beaches.
• Employees must be educated on the nature of the product about spills -Some of
this information should be included in the Material Safety Data Sheet (MSDS);
and
• Employees must be educated on the toxicity of stored fuels and oils to humans,
plants and animals. Petroleum contains a mixture of compounds that are hazardous
to organism health. (e.g., Benzene which are cancer causing agents.
• Hydrocarbonswhich are linked to problems ranging from headaches to respiratory
diseases.)
• Proper and continuous supervision of procedures:

• Proper procedures must be in place for handling and storage of the hazardous
materials i.e., portable equipment (e.g., generators and pumps) should be placed
on impervious surfaces, alternatively adequate drip trays need to be provided;
and when unreeling a fuel transfer hose, the nozzle must be in an upright position
and be kept clear of the ground when returned to the storage position.
• Workers must know and follow all procedures.
• All employees must attend the procedural training as procedures may change.
• All procedures and records must be checked to verify compliance and record all
findings. Where relevant, record in non-compliance register.
• Adjustments should be made, if necessary, to the operational and emergency
procedures and the Environmental Management System toprevent future
occurrences; and
• In the event of a significant spill, the Contractor is to raise an incident report
and report torelevant authorities i.e., EDTEA, and DWA should it be required.
Spill Response Supplies
An emergency spill kit (e.g., Drizit kit) and designated hazardous waste bin must be available
and visible at each site. The following supplies should be maintained, and records of
inspections should be always kept:
a. Spill kits.
b. Sorbents, including hydrocarbon absorbent.
c. Absorption pads and booms.
d. Personal protective equipment (PPE).
e. Caution tape and cones; and

Notification

site with their contact details.

ENVIRONMENTAL EMERGENCY RESPONSE PLAN

2. Intent
The environmental emergency procedures for all sites must ensure appropriate responses
to unexpected / accidental actions/ incidents that could cause environmentalimpacts. Such
incidents may include:
■ Accidental discharges to water (i.e., into the watercourse/ stormwater systems) and
land.
■ Accidental spillage of hazardous substances (typically oil, petrol, diesel, and
bituminousproducts).
■ Accidental toxic emissions into the air; and
■ Specific environmental and ecosystem effects from accidental releases or incidents.

3. Response Procedure
8.1 In the event of a spill, the following procedure should be followed:

• Isolate and demarcate the area to protect all employees or visitors to the site.
• Immediately contain the spill to the spill area - i.e., ensure that spill does not
run/flow away: the most common method is to place either absorbent or non-
absorbent dikes around the perimeter of the spill.
• Identify nature of spill, for example paint, bitumen or diesel.
• Identify the source of the spill and stop the leak if possible, and safe to do so.
• Remove any sources of ignition.
• Assess the level of the spill.
• Report spill to the Health and Safety Officer
• Locate spill kit where applicable or wait for the hazmat service provider/fuel
companyto arrive to assist.
• Consult the Material Safety Data Sheets (MSDSs): MSDS are used to determine
the necessary PPE required for a response to spill situations (for example
protective suits, boots, gloves and/or respiratory protection).
• Identify method of clean-up and potential hazards.
• Protect stormwater drains or sewers, or any other point of access to the

environment.
• Proceed with recovery of spilled fuel and clean up.
• Arrange for the appropriate disposal of the spilled material.
• All hazardous waste must be contained in separated designated containers and
disposed of at registered landfill sites.
• In the event of small spills, arrangements for remediation must be made
immediately.
• Spills must not be washed off onto the street, into watercourses or stormwater
systems. No spills should be hosed into the natural environment.
• Records of the spill must be maintained in an Incidents register with:
Nature of incident.
Cause of incident.
Clean up measures; and
Mitigation measures taken.

8.2 Where relevant, record in non-compliance register.

■ Adjustments should be made, if necessary, to the operational and emergency


procedures and the Environmental Management System toprevent future
occurrences; and
■ In the event of a significant spill, the Contractor is to raise an incident report and

5. Conclusion
Any significant spill can endanger employees' health or lives, create environmental damage,
and have a large financial impact. Therefore, it is imperative that all the necessary
