2. RATIONALE. This refers to the specifications related to the problem. Most often than not, these
details are shown in the subordinating paragraphs after the problem is defined.

3. ACTION. The last paragraph has this, usually. What action must the receiver/reader do?

2. Submitted is the Special Report regarding the shooting incident that occurred at the Philippine
Air Line Terminal, Sanga-Sanga Airport, Bongao, Cebu City on or about 210900 February 2023, resulting
in the death of CAPT. JUAN DE LA CRUZ, commanding officer of the 470th PC Company, and Cb1 Pedro
L. Reyes.

a. On or about 210830 February 2023, CAPTAIN DE LA CRUZ and his wife boarded a PC
vehicle on their way to Sanga-Sanga Airport for their flight to Manila. With them were two members of the
PC security; Cbls Pedro L. Reyes and Pablo A Ackmad.
b. Upon reaching the airport, the two constables dismounted from the vehicle but stayed
outside the PAL Terminal, while the couple got inside it. After barely 10 minutes, burst of gunfire occurred
outside which prompted subject officer to rush out to check. He saw Constable Reyes, who obviously went
berserk (very angry), pointing his gun all around, while those outside were scampering for safety. To avoid
any casualty, the officer calmly approached the constable who shot at the leg of his superior with his M16.
The captain died instantaneously. At this juncture, the other constable fired at his comrade who died on
arrival at the hospital.

c. Initial investigation conducted revealed that the incident must have been triggered by a
sudden attack of malignant malaria on the part of subject assailant, based on his case history at the
Southcom Hospital, AFP, a year ago.
