GUIDANCE ON POLICY FUNCTION IN THE UGANDA PUBLIC SERVICE
Policy management is a core function of Government through which the interests of the
citizens are addressed. The function is carried out through structured and systematic
technical processes by technical officers. Policy decisions are made by political leaders
informed by evidence of technical officers through structured and systematic technical
processes.

There is however, a growing practice of political decisions and general practitioners'

guidance informing technical processes rather than the structured and systematic technical
processes informing political decisions and actions of general practitioners in the Service,
This bad practice is not allowing evidence informed technical interventions that are
required to effectively and efficiently serve the citizens and transform the country.

This is therefore to guide that structured and systematic technical processes by Technical
Officers should be the basis of evidence informed political decisions, actions of general
practitioners and core function of policy.
