Number: 457/SK/BAN-PT/Ak-PPJ/S/I/2022,
dated January 18, 2022

A. Vision
Become a quality, competitive, cultured, and excellent study program in the
development of science and communication skills, at a national scope and
with a global outlook, in 2035.
Quality:
Contains the understanding of achieving quality services that provide
satisfaction to stakeholders, producing graduates who are able to actively
develop their potential, master and produce science and technology (hard
skills and soft skills) that are useful for the people of the nation and state
according to national standards of higher education. Thus, a quality culture
continues to be built through a quality assurance system on an ongoing
basis, and is able to collaborate and build networks towards the progress of
the nation.
Competitive:
Contains the understanding of the realization of an encouragement in each
academic community and graduates, to win the competition (competition), be
more accomplished, have comparative advantages and competitive
advantages, strive better than others, withstand various conditions, obstacles
and challenges and be able to adapt to the environment.
Cultured:
Contains an understanding of the realization of Human Resources (HR) that
have sensitivity and integrity based on ethics, noble values of the nation's

culture, including the value of local wisdom that is universal in interacting
with various circles of society or the environment that continues to develop
dynamically. The entire community and graduates are expected to be able to
become trendsetters and innovators in cultural development and development,
namely from passive culture to creative culture, so that the noble values of
Balinese culture can be developed as the basic capital for the formation of a
work ethic with character, and motivation to work.
Superior:
Contain understanding, have the ability to be independent to be better than
other similar educational institutions and have efficient human resources with
high competence, and wise in the development of knowledge owned, to
improve the dignity of the nation and state and humanity. By building
excellence based on independence, it is expected to be able to become an
autonomous higher education institution in the development of
professional scientific principles supported by independence in the fields of
funding, human resources, educational development, research and community
service.
Global Insight:
Contains the understanding that the educational or learning process developed
is directed to prepare graduate competencies that are relevant to values,
science and technology that continues to develop internationally and
graduates are able to function effectively in the dynamics of global society.

B. Mission
1. Organizing and developing quality learning processes by highlighting the
fields of public relations and journalism studies that are relevant to global
demands to prepare graduates who are professional, with integrity,
entrepreneurial, critical, and innovative.
2. Organizing and developing research and publication of scientific papers
for lecturers and students in the field of communication science.

3. Organizing community service to practice knowledge and communication
skills that focus on the media literacy movement.
4. Strengthening credible, accountable and transparent study program
governance and institutional management, as well as establishing
partnership cooperation with other institutions nationally and
internationally to support the implementation of the learning process,
research and publication of scientific papers, as well as community service
in the field of communication.

C. Purpose
1. Producing professional graduates based on the values of piety,
entrepreneurial, critical and innovative in the field of communication
science and competitive in the global world of work.
2. Produce superior research and benefit the community as well as for the
development of communication science, as well as produce scientific
paper publications in national and international journals.
3. Produce community service activities that are beneficial for community
empowerment and welfare improvement.
4. The realization of credible, accountable and transparent study program
governance, and can establish partnerships with other institutions at
national, regional and international scope to support the implementation
of the learning process, research and publication of scientific papers, and
community service in the field of communication.

D. Strategy
1. Aligning the plan and roadmap of Litabmas Communication Science
study program with the plan and roadmap of Litabmas Universitas
Dwijendra.
2. Improve the Internal Quality Assurance System (SPMI) of the
Communication Science study program to strengthen the competitiveness
of the study program.

3. Recruiting and developing lecturers and education staff of the
Communication Science study program to improve their academic
qualifications to reputable universities.
4. Sending lecturers and education staff of the Communication Science
study program to attend e-learning training and encouraging lecturers to
design an e-learning-based learning system.
5. Playing an active role in the implementation of the MoU carried out by
the Communication Science Study Program and Dwijendra University.

E. Study Program Target


1. Improving the quality of learning quality and human resources. The
priority aspect of this development target is the education delivery
system which includes curriculum, professional development of lecturers
and education staff, quality assurance system. scientific forums,
optimizing the role of libraries and laboratories, and fostering student
attitudes as critical, creative and characterful people.
2. Increasing the quantity and quality of research and community
service. The priority factor for this development target is increasing the
amount of research produced by lecturers and students, as well as
community service activities that are beneficial for community
empowerment and welfare improvement.
3. Improving the quality and quantity of infrastructure and physical
facilities, so as to realize the implementation of an integrated educational
process. The priority of this development target is the availability of
adequate funds to advance the quality of service and the quality of life of
the academic community.
4. Expanding cooperation networks with domestic and foreign
institutions, both the scientific community and the general public,
regionally, nationally and internationally. The priority factors of this
development goal are trust and mutual benefit.

5. Strengthening institutions, services and sound governance. Target
priority factors are governance and services based on the principles of
good university governance, by developing credible, accountable and
transparent university management.

F. University Value
Dwijendra University has basic values that must be upheld by its
students, namely:
1. Justice. Provide equal opportunities and treatment in a fair and non-
discriminatory manner for every citizen in carrying out their respective
duties.
2. Trustworthiness. Behave and behave trustfully and reliably in carrying
out the mandate and in carrying out any activities or obligations.
3. Responsibility. Responsible in carrying out the duties of the position and
its functional duties, and avoid conflicts of interest that can harm the
interests of Dwijendra University and the interests of other Dwijendra
University Citizens.
4. Togetherness. Uphold tolerance and the spirit of togetherness in
pursuing and carrying out the duties and responsibilities imposed on
every Dwijendra University Citizen in his work environment.
5. Openness. Openness of conscience and openness of attitude to be willing

openness to critically receive all information and academic findings of
others; and willing to disclose / share all knowledge information owned
to parties who have the right to know / interested, except those that are
confidential.
6. Academic freedom and scientific autonomy. Uphold academic
freedom, namely the obligation to maintain and advance knowledge,
uphold the freedom of the academic pulpit, namely the freedom to
express thoughts and opinions within Dwijendra University and in other
academic forums. Compliance with applicable laws and regulations.
