UPDATING AND REORGANIZING THE BARANGAY PEACE AND ORDER


COMMITTEE (BPOC)

WHEREAS, the 1987 Constitution mandates that the government shall promote the quality of life of the
people. Likewise, Section 16 or the General Welfare clause of the Local Government Code of 1991 or
Republic Act No. 7160 provides that local government units shall, within their territorial jurisdictions,
promote health and safety, improve public morals, maintain peace and order, and preserve the comfort
and conveniece of their inhabitants;

WHEREAS, criminality continues to pose a serious threat to peace and order, and thus undermining the
peace and development efforts of the government;

WHEREAS, Executive Order No. 366, dated 5 September 1996, requires all barangays to organize the
Barangay Peace and Order Committee (BPOC). The BPOC shall serve as the implementing arm of the
city’s implementation of the City Peace and Order and Public Safety Plan (CPOPSP);

NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do hereby
order:

SECTION 2. FUNCTIONS:
The Barangay Peace and Order Committee (BPOC) shall perform the following powers and functions:

1. Initiate, coordinate and monitor the implementaion of peace and order programs and projects
at the barangay level;
2. Serve as an information gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Supervise barangay tanods in identifying consituents with strong deviant behavior for referral
to appropriat authorities;
5. Maintain continuing dialogue, close coordination and rapport with the City Peace and Order
Councilm City Disaster Risk Reduction and Management Council and the law enforcement
units operating in the Barangay;
6. Formulate plans and recommend such measures which will improve or enhance peace and
order and public safety in the area of responsibility;
7. Supervise, coordinate and monitor the operations of all community-based anti-crime
activities undertaken within the barangay;
8. Undertake periodic assessment of the prevailing peace and order situation in the barangay and
submit report with appropriate recommendations to the higher level Peace and Order Council;
and
9. Perform such other functions which may be assigned by higher level Peace and Order
councils.

SECTION 3. MEETINGS.

The Barangay Peace and Order Committee (BPOC) shall call regular meetings at least once a month and
special meeting when necessary. The Punong Barangay, as he chairperson of the committee, shall preside
during meetings and majority of its members shall attend to discuss program implementation, strategies,
issues and solutions to current problems on peace and order.

SECTION 4. SECRETARIAT.
The Barangay Secretary RAMON T. ALINDAJAO JR. shall serve as the BPOC secretary. The
secretariat shall record/document and sign minutes of the meetings and certified correct by the Punong
Barangay.

SECTION 5. EFFECTIVITY. This Order shall take effect immediately.
