BACKGROUND
The involved male, Doan Gia NGHIEM (1986.11.20), lives with his elderly
Cantonese speaking parents at 345 Driftwood Avenue #607. Doan has not been
formally diagnosed with any mental health illness. There are several
Mischief/Common Nuisance related incidents on file as well as two MHA
related incidents.
SYNOPSIS
Today NGHIEM had been throwing bottles from his balcony to the reportees
balcony directly above and items have been hitting her windows, she advised
that this has happened several times in the past.
Officers then went to unit # 607 to talk to NGHIEM about his erratic
behaviour. The males elderly parents were on scene and he was initially
calm with them and pretended to be asleep. He then became very agitated and
was verbally abusive to the officers.
When NGHIEM would not calm down or behave rationally he was apprehended by
PRU for the safety of himself and others. CIT arrived shortly after this
occurred and NGHIEM was being resistive even when he was in handcuffs.
Officers tried several times to help him get dressed but were met with
abusive language.
He was escorted to the scout car and during transportation to Humber Wilson
hospital he began to act out in the the scout banging and kicking the
partition.

Doan has been diagnosed with Anxiety and Depression to which he takes
medication for.
Doan has been apprehended under the MHA on two previous occasions.(see GO#
17-1211799 and 17-1600761)
SYNOPSIS:
On Sunday October 13, 2019, police were dispatched to a EDP radio call at
0122 hours to the address of 607-345 Driftwood Avenue in the City of
Toronto.
As officers were on route too the above address they received information
that Doan was at D31 front desk.
Officers then attended the station and spoke to Doan. Doan told the
officers that he hasn't been home in a while and all he wanted was to get
some help with trying to get a place to live and to "turn his life around".
Doan advised he has been taking his medication on a regular basis and that
he also has a Psychiatrist appointment on Thursday.
After the officers spoke with Doan the decision was made that he was not
suitable for an MHA apprehension.
Doan also advised that he has no place to stay and wanted to go back home
but was unsure if his mother wanted him back as he has caused damage there
in the past.
Officers provided Doan some options of taking him to a shelter, too his
Uncle's, to speak with a Doctor on a voluntary basis or too take him home
and speak with his mother.
Doan wanted to go home and speak with his mother. Officers then drove Doan

Once on scene the officers attended and spoke with told the
officers that she is fine with Doan staying the night but wants him to
behave and continue to get treatment.
Doan was provided with some information that he was going to follow up with
in the morning as well as speak to his Psychiatrist about different options
for him.
Both Doan and were advised if they need the police to call.

The accused then walked into the TTC glass bus shelter at the intersection of Driftwood Avenue and Cobbler
Court and spray painted in large writing (approximately 1.5 ft by 6 ft) "FUCK CANADA". (CHARGE #13)
Officers in the area of Driftwood Avenue and Cobbler Court observed the accused with the grey spray paint can
in hand, spraying one of the vehicles and the bus shelter (CHARGE #14). The accused was placed under arrest at
that time and provided his rights to council and caution.
Officers backtracked from where the accused was arrested and found the trail of damage all the way to
Brookview Middle School. SOCO photos were taken of the 11 damaged vehicles, the bus shelter and the school.
Notes with the investigators contact information were left on the vehicles for the owners.

The complainant had followed the suspect on foot until officers arrived.
At 1753 hours, Officers arrested the male, just across the road from 2901
Jane St. Male was handcuffed to the rear and given his RTC.
The suspect was transported to his place of residence. It was then, the
suspect revealed to officers that he was stressed out and having a bad day.
The suspect advised officers that he was depressed, as he is 30 years of
age, currently living at home with his parents. The male is currently
attending Humber College in his 2nd year of Culinary school. Only works
1-2 days a week at Cineplex. The male is currently not in a relationship,
and has no close friends at school or at work. Also having to take care of
his father has the male stressed out.
Once the male had calmed down, he advised officers that he is remorseful
for what he had done and is willing to help clean up the mess. The male
was released and cautioned for his actions, and left in the company of his
parents.
Officers spoke with the complainant who advised that there was no damage to
any of the vehicles or the building.

BACKGROUND:
The 3D 'TORONTO' sign was installed at Nathan Phillips Square in July 2015
for the Toronto 2015 Pan American/Parapan American Games. Due to popular
demand the sign still remains on the square. Each letter of the sign is 3
metres tall and the full word is 22 metres long. The letters are
constructed with a steel frame, aluminum cladding and a translucent
polycarbonate front and back. The maintenance budget for the sign is
approximately $50 000 per year.
Police investigated the matter and discovered that the accused was not
'punching' the sign but was striking the sign with a Bluetooth speaker
which left black scuff marks. The accused admitted to stealing the
Bluetooth speaker from a nearby Best Buy store.

security advised the accused walked in, selected several bottles of protein
and placed them into his bag. when approached and questioned by security,
and asked several times to place the items back on the shelf. He refused to
do so.
Security Officers Lawrence was told the male was previously trespassed from
the premise, by the store manager.
The writer asked Doan several questions about why he took the protein
powder, he refused to answer. He just continued to stare at anyone who
looked at him.
We escorted Doan to the scout 3161, he was placed in the back seat with
ICCS running and a POT was issued.
He was cautioned about Theft, but no was not chargeable as he never passed
the point or purchase.

Doan has five occurrences on file with the Toronto Police Service, two of
which are mischief related.
Doan is currently before the courts on Mischief Damage Property charge (See
GO# 2016-2073540).
SYNOPSIS:
Officers arrived on scene and observed ground coffee on the floor by the
door frame and what appeared to be oil on the door of Officers also
observed Doan inside of the apartment.
Officers spoke with Doan. Doan indicated that the occupants of unit
make "banging" noises through out the night which were interfering with his
sleep. Doan decided to take matters into his own hands. Officers cautioned
Doan regarding the mischief. Doan was instructed by Officers to stay away
from the seventh floor and to not communicate with and Doan
was advised to speak with the Property Manager if he had any issues with
the noise.

The victim, Doan Gia NGHIEM (1986.11.20), lives with his elderly Cantonese
speaking parents at 345 Driftwood Avenue #607. Doan was diagnosed with
depression several years ago. Doan took his prescribed medication back
then, started to do better, and was able to get a job. Currently, Doan is
not taking any medication.
Couple of months ago when Doan tried to get a job he was unsuccessful,
which triggered his depression all over again. Doan refuses to see a
doctor or take any medication due to unpleasant side effects.
Doan deals with his depression by shopping, which relieves his anxiety and
stress. Doan's parents are concerned with his recent behaviours.
SYNOPSIS
Doan took it one step further and started throwing eggs, expensive head
phones, and heavy dumb bells off the sixth floor balcony. These items
almost landed on cars and possibly people.
At 1047hrs, called police to report the incident and advised his son
needs to see a doctor.
PC KUSENTHIRAN #10500 and PC JEYANESAN # 11082 both spoke to Doan who was
sitting in the management office of the apartment building. Doan expressed
that he did not wish to hurt himself, but that he wanted to hurt others.
Doan did not say how he wished to hurt others, but he said he did not want
to be in Canada anymore.

Officers apprehended Doan due to the fact that he expressed wanting to hurt
others, and because he had thrown heavy dumb bells off the balcony, which
could hurt others.
At 1122 hrs, Doan was transported to Humber River Regional Hospital Wilson
site, where he was assessed by Dr. DENISSOVA. Doan was placed on a form 1,
and custody of Doan was released to hospital security.
The total time spent at the hospital was 1 hour and 26 mins.

The subject Doan NGHIEM (1986.11.20), lives with his elderly Cantonese
speaking parents at 345 Driftwood Avenue #607. Doan was diagnosed with
depression several years ago.
Doan was apprehended on March 28, 2017 GO# 2017-546666, held on a Form 1
and was prescribed sleeping pills.
SYNOPSIS:
Information received was the male was at the subway platform doing
graffiti. The male was currently on scene with TTC Supervisor.
Officers arrived on scene and located the male who verbally identified
himself a Doan NGHIEM. Doan was holding a sharpie permanent marker and was
sitting down on the ground just beneath the sign he damaged. Doan had drawn
all over the Sheppard - Yonge sign drawing scribbles and words.
When Doan was asked why he wrote all over the sign, he replied he was
bored. Doan showed no emotion and it was clear that he was not intending to
damage the sign.
TTC advised they would have the sign cleaned and just wanted Doan to be
escorted out of the subway.
Doan told officers that he is unemployed and he is bored all the time. Doan
had a couple hundred dollars in his wallet that he told officers "it is all
the money I've got". Doan denied being depressed and kept repeating that he
is only bored.
Doan was initially placed under arrest for mischief and was released
unconditionally. Officers transported Doan to Keele Street and Sheppard
Avenue West where he said he wanted to buy food.

On April 26, 2017 officers attended a call for service regarding a person
gone berserk at 607-345 Driftwood. Officers found that Doan was evasive
and lied about the incident however, no assaults or threats had occurred.
The mother was very upset about Doan's behaviour, he has no job, no friends
and does not contribute to the home.
She believes that he needs mental health, but officers could not establish
grounds to apprehend him as he was not a threat to himself or others at the
time of contact.
Doan's keys and access fob were given to his mother and he was escorted
from the premises. He was advised that he is no longer welcome at 345
Driftwood Ave and advised of the consequences of returning.
He refused to take any belongings with him and also refused multiple offers
from police to be taken to a shelter or other accommodation.
Doan is able to get his belongings but only in the presence of a uniform
police officer.

Doan has not been prescribed any medication (as per him), and he does not
take any medication.
SYNOPSIS
On Friday October 27, 2017, PC KUSENTHIRAN #10500 and PC SAVARY #90201 were
dispatched to attend 345 Driftwood Avenue, to meet with the manager,
and her other colleagues advised that there have been a couple of
mischief incidents that they believe Doan was the perpetrator. However, the
video surveillance does not show the perpetrators face, and there are no
witnesses.
These incidents include scribbling on the walls with a marker and pouring
oily substances in the stairwell.
PC KUSENTHIRAN #10500 attended and viewed the video, and none of the videos
show the perpetrators face. All the damages were not permanent, and were
cleaned away.
further advised that in the past the fire alarm was pulled and they
believed it was Doan but there was no video surveillance to prove it.
wanted officers to speak to Doan and advise that they are looking into
these matters, and will be eventually suing his parents for any financial
losses in the future when they get enough evidence.
PC KUSENTHIRAN #10500 and PC SAVARY #90201 attended #607 and spoke to Doan
and his parents. Doan was cautioned to keep the peace if it was him
causing all the problems, and was advised to attend a hospital to be
assessed and possibly get some medication if required. Doan's parents were

advised that the management office is documenting all the occurrences and
after investigation, eventually will be suing them for a any financial
losses if the incidents continue.
The manager advised that they will be looking into more security measures,
such as more surveillance cameras, and covers for the fire alarms.
There is insufficient evidence to prove Doan was the one who did it.
Management will be reporting it to police if any further incidents occur,
but wanted these incidents to be documented for any civil court purposes.

The accused is diagnosed with Schizophrenia, Bipolar Disorder and Depression. He does not attend any treatment
plan or take any of his prescribed medications. The residence of the accused, 345 Driftwood Avenue in Toronto.
The accused entered into a Recognizance to Keep the Peace on April 7th, 2017 valid for 12 months with
conditions to "keeps the peace and be of good behaviour".
- September 27th, 2016 (16-1720496) the accused was cautioned for mischief after throwing eggs at Paramedic
and Firehall station as well as passing Ambulances and Firetrucks.
- November 22nd, 2016 (16-2073540) the accused was issued a Form 9 for mischief after striking the large 3D
"TORONTO" sign at Nathan Phillips Square (constructed for the Pan Am Games) and writing "FUCK U" on one

to destroy the walls and flat screen television in his families apartment. In the accused bedroom on the wall "Fuck
Canada 4 Life" was written in permanent marker. Also drawn on the bedroom wall were stick figures with racial
descriptions, each having multiple puncture holes.

- November 17th, 2017 (17-3018138) the accused was charged with thirteen counts of mischief under $5000.00
after spray painting thirteen different vehicles.
SYNOPSIS:
On Saturday October 21, 2018 at approximately 6:16 p.m. an unknown male was walking on Arleta Avenue in
the city of Toronto. When the male was at he walked onto the driveway, and using a black
marker, left black markings on two vehicles, thereby causing damage to the vehicles. (Charges 1 & 2)
The complainant discovered the damage, and then checked surveillance cameras that were installed on her
property. The video captured a clear image of the male, and he can be seen marking the vehicles. At the time,
the suspect was unidentified.
On Wednesday March 13th, 2018 the accused turned himself in at 31 Division where he was arrested, read his
rights to counsel, cautioned at 6:18 a.m.

BACKGROUND:
The accused is diagnosed with Schizophrenia, Bipolar Disorder and Depression. He does not attend any treatment
plan or take any of his prescribed medications. The residence of the accused, 345 Driftwood Avenue in Toronto
is next door to the York University campus.
The accused entered into a Recognizance to Keep the Peace on April 7th, 2017 valid for 12 months with
conditions to "keeps the peace and be of good behaviour".
- September 27th, 2016 (16-1720496) the accused was cautioned for mischief after throwing eggs at Paramedic
and Firehall station as well as passing Ambulances and Firetrucks.
- November 22nd, 2016 (16-2073540) the accused was issued a Form 9 for mischief after striking the large 3D
"TORONTO" sign at Nathan Phillips Square (constructed for the Pan Am Games) and writing "FUCK U" on one
of the letters.
- December 4th, 2016 (16-2152825) the accused was arrested for theft under at a Shoppers Drug Mart. Once
arrested by security the accused opened and spread the stolen moisturizer and protein powder all over the office
causing approximately $500.00 in damages.
- December 22nd, 2016 (16-2262146) the accused was cautioned for mischief after pouring olive oil and and
coffee ground on the door of neighbour.
- March 28th, 2017 (17-546666) the accused was apprehended under the Mental Health Act after he tossed eggs,
expensive headphones and heavy dumbells off of his sixth floor balcony. He was upset that his father had used
his shaver.
- April 19th, 2017 (17-688265) the accused was arrested for mischief but released unconditionally after using a
permanent marker to draw on the Sheppard - Yonge Subway sign.
- April 26th 2017 (17-730170) the accused was removed from his residence at the request of his mother after he
threw the families home phone and other items off of their sixth floor balcony.
- July 7th, 2017 (17-1211799) the accused was apprehended under the Mental Health Act after he took a hammer
to destroy the walls and flat screen television in his families apartment. In the accused bedroom on the wall "Fuck
Canada 4 Life" was written in permanent marker. Also drawn on the bedroom wall were stick figures with racial
descriptions, each having multiple puncture holes.
- September 4th, 2017 (17-1600761) the accused was apprehended under the Mental Health Act after he had been
throwing bottles out from his balcony at other residents balconies.
- September 10th 2017 (17-1944484) the accused was investigated for drawing and pouring oily substances in
the stairwells of his building, as well as pulling the fire alarm. The complainants did not wish to pursue with
charges.
- November 17th, 2017 (17-3018138) the accused was charged with thirteen counts of mischief under $5000.00
after spray painting thirteen different vehicles.
SYNOPSIS:
York University Security initiated investigations on October 24th, 25th and 27th of 2017 for graffiti found
throughout the University campus at 4700 Keele Street, in the City of Toronto. Throughout the University
campus graffiti was found on windows, chairs, benches, doors and statues, black marker writing of "FUCK
CAN", "FUCK CANADA", "FUCK YORK", "FUCK", "NO CAN $ US $ ONLY" and "COCK SUCKER".
The accused is captured on CCTV footage October 21 2017, showing the following:
- At 8:47 pm the accused is seen walking West on Ian Macdonald Road toward the Lions Stadium.
- At 8:50 pm the camera is moved and the accused appears to be walking toward the sculpture.
- At 9:05 pm the accused is seen writing on the windows on the north side of the stadium.
- At 9:05 pm the accused is seen walking away from the incident West on Ian Macdonald.
The accused is captured on CCTV footage on October 25 2017, showing the following:
- At 8:26 pm the accused is seen at the Sherman Research Centre writing on the door/ window.
- At 8:52 pm the accused is seen at the Bethune College writing on the door/ window.
- At 8:54 pm the accused is seen walking by the Community Safety Centre.
- At 9:01 pm the accused is seen walking toward the statues South of the Farquarhson Life Science Building on
Campus Walk then running.

- At 9:16 pm the accused is seen at the Calumet Residence Porter Station writing on the emergency phone.
- At 9:16 pm the accused is seen at the Calumet College bridge writing on the wood floor of bridge.
- At 9:59 pm the accused is seen at the William Small Centre writing on the North East door/ window.
The York University reports were shown to DC Maletta #11001 who recognized the images to be that of the
accused.
There was $4077.17 in repairs to the University. $2207.88 for the statue and $1869.29 for the University
grounds.
Officers arrested the accused on Friday March 9th, 2018 and transported him to 31 Division where he was held
for a Show Cause hearing.

Officers attended the scene and gathered the following information. The
male has been identified as Doan GIA NGHIEM (86-11-20). Doan stated he is
feeling hopeless in life and the city is triggering his anxiety. Doan
stated on medication and has been taking it regularly. Doan stated he
doesn't have any ideation of hurting himself or others he is just feeling
hopeless in life.
Doan stated he has been through different programs to help with his
depression but he doesn't think the programs are working. Doan stated even
though he doesn't think the programs are working he is willing to seek more
help.
After speaking with officers and DAS, Doan voluntarily went with DAS 838 to
Humber River Regional Hospital for further assessment.

POLICE ACTIONS:
PC VANSPALL 9534 and PC TOMEI 9953 attended the address and observed that
DAS was already on scene with the male.
Officers were advised that NGIEM had initially refused them entry into the
apartment, but that he was acquiesced and allowed them inside. The
Paramedics on scene advised that the male had not talked of self-harm or
suicide and that he was not willing to go to the hospital with DAS.
Officers observed the male in his bedroom and noted that he appeared tired
and somewhat drowsy. NGIEM advised that officers that he did not want to
harm himself, that he was not suicidal and that he did not want to go to
the hospital as he had spent all night at the Mackenzie Health Centre in
Vaughan and just wanted to sleep.
When questioned about the phone call to the crisis line, NGIEM advised
officers that he was just looking for someone to talk to as he had no
friends and didn't have much rapport with his family. He advised officers
that he did not make any threat of suicide on the phone, that they
misunderstood him.

[ON WEDNESDAY, NOVEMBER 27TH 2019, OFFICERS ROCCA 10691 AND BARRETT 122
ATTENDED 3950 KEELE STREET IN REGARDS TO A HAZARD RADIO CALL. THE ABOVE
MENTIONED ADDRESS IS THE FINCH WEST SUBWAY STATION. INFORMATION RECEIVED
WAS THAT A MALE HAD GONE DOWN TO TRACK LEVEL AND WAS WALKING SOUTHBOUND.
OFFICERS ARRIVED ON SCENE AND WENT DOWN TO TRACK LEVEL. A MALE WAS LOCATED
ON THE SOUTHBOUND SIDE OF THE TRACKS AND WAS STANDING WITH HIS BACK AGAINST
THE WALL. OFFICERS APPROACHED THE MALE AND SPOKE TO HIM. HE TOLD OFFICERS
THAT HE WANTED TO KILL HIMSELF. OFFICERS CONVINCED THE MALE TO COME CLOSE
ENOUGHT TO THE PLATFORM SO THEY COULD REACH DOWN AND PICK HIM UP. HE WAS
SAFELY REMOVED FROM THE TRACKS AND THE SUBWAYS RESUMED SERVICE.
THE MALE WAS APPREHENDED UNDER THE MENTAL HEALTH ACT AS HE WAS CLEARLY A
DANGER TO HIMSELF. PARADEMICS WERE REQUESTED AS THE MALE WAS COMPLAINING
OF SEVERE CHEST PAINS. THE MALE IDENTIFIED HIMSELF AS DOAN NGHIEM.
OFFICERS RAN CHECKS ON THE MALE AND LEARNED THAT HE HAS BEEN APPREHENDED
MULTIPLE TIMES.
OFFICERS THEN TRANSPORTED THE MALE TO HUMBER WILSON HOSPITAL VIA AMBULANCE.
THE MALE WAS TRIAGED AND BROUGHT TO ACUTE ROOM #9.
AT APPROXIMATELY 2125 HOURS, THE MALE WAS PLACED ON A FORM 1 BY DR. ZITSOW.

Presented to FOCUS. Accepted and CMHA to take lead with Doan and work along side concerns he has
expressed.
Officers arrived on scene and went down to track level. A male was located
on the southbound side of the tracks and was standing with his back against
the wall. Officers approached the male and spoke to him. He told officers
that he wanted to kill himself. Officers convinced the male to come close
enought to the platform so they could reach down and pick him up. He was
safely removed from the tracks and the subways resumed service.
The male was apprehended under the Mental Health Act as he was clearly a
danger to himself. Parademics were requested as the male was complaining
of severe chest pains. The male identified himself as Doan NGHIEM.
Officers ran checks on the male and learned that he has been apprehended
multiple times.
Officers then transported the male to Humber Wilson hospital via ambulance.
The male was triaged and brought to Acute room #9.
At approximately 2125 hours, the male was placed on a Form 1 by Dr. Zitsow.
Hospital security staff took over custody of the male.

He resided until the day of this report with his elderly parents, one of
them is the reportee. only speaks Cantonese.
CMHA social worker has been assigned to his case since FOCUS table referral
and he's due to register with a social worker on Monday, December 23rd 2019
when the social worker reattends his home.
SYNOPSIS:
On Saturday, December 21st 2019 at approximately 0917 hours, Doan was upset
and felt trapped living in Canada. He started having a tantrum a started
breaking a small nightstand in the living room. Afraid Doan might hurt her
or break other things, called the police.
Police spoke to Doan who advised he had been taking his medications as
prescribed to him. Doan was calm and cooperative during police attendance.
There were no grounds to apprehend Doan and Doan was referred to a Safe
bed(Mental health justice line) in Scarborough. Police provided him
transport and during transport Doan could be seen upset and crying.

Doan NGHIEM has been diagnosed with schizophrenia, Anxiety and Agoraphobia.
He is currently taking medication for his medical condition.
Doan lives with his elderly parents at 607-345 Driftwood Ave, Toronto.
There are previous MHA related occurrences on file with the Toronto Police
Service involving Doan. (several apprehensions).
SYNOPSIS:
At 11:08 hours MCIT attended and spoke to Doan at his residence. Doan
appeared to be in crisis, however, did not have any thoughts of suicide or
violence. Doan complained of the voices in his head and how his current
medication is not helping.
Doan was assessed accordingly but no grounds for MHA apprehension exist.
At 11:23 hours, Doan was taken to Humber Wilson hospital. The writer
remained with Doan for support.
While at the hospital, Doan had an anxiety attack and advised he had bad
experiences at the hospital in the past.

DOAN NGHIEM HAS BEEN DIAGNOSED WITH SCHIZOPHRENIA, ANXIETY AND AGORAPHOBIA.
HE IS CURRENTLY TAKING MEDICATION FOR HIS MEDICAL CONDITION.
DOAN LIVES WITH HIS ELDERLY PARENTS AT 607-345 DRIFTWOOD AVE, TORONTO.
THERE ARE PREVIOUS MHA RELATED OCCURRENCES ON FILE WITH THE TORONTO POLICE
SERVICE INVOLVING DOAN. (SEVERAL APPREHENSIONS).
SYNOPSIS:
AT 11:08 HOURS MCIT ATTENDED AND SPOKE TO DOAN AT HIS RESIDENCE. DOAN
APPEARED TO BE IN CRISIS, HOWEVER, DID NOT HAVE ANY THOUGHTS OF SUICIDE OR
VIOLENCE. DOAN COMPLAINED OF THE VOICES IN HIS HEAD AND HOW HIS CURRENT
MEDICATION IS NOT HELPING.
DOAN WAS ASSESSED ACCORDINGLY BUT NO GROUNDS FOR MHA APPREHENSION EXIST.
AT 11:23 HOURS, DOAN WAS TAKEN TO HUMBER WILSON HOSPITAL. THE WRITER
REMAINED WITH DOAN FOR SUPPORT.
WHILE AT THE HOSPITAL, DOAN HAD AN ANXIETY ATTACK AND ADVISED HE HAD BAD
EXPERIENCES AT THE HOSPITAL IN THE PAST.

SYNOPSIS
On Monday, March 3, 2020, police and paramedics were call by TTC in regards
to a male on the bus threatening suicide. Prior to police arrival
paramedics spoke to the male, Doan, who advised he was having an anxiety
attack. Paramedic transported Doan to his home and in their presence took
his prescribed medication.
Police and paramedics had extended discussions with Doan. Doan advised that
since 2014 his life has spiralled with his diagnosis of schizophrenia. He
advised that he been working with different psychologists and case workers
to get the right medication and support.
Doan advised that his triggers are lots of people and loud noises and as a
result he often sleeps during the day and goes out at night. Today he
attempted to go out during the day but found it was too much. When he got
on the bus he felt overwhelmed and told the bus driver that he was having
difficulty breathing. Doan denied telling the driver that he wanted to kill
himself. Doan stated several times that he values his life and wants to get
it back in order. He feels that he now has a good case worker who will get
him the right support. He advised he knows he need the medication and takes
it regularly. Doan advised he had no ideation of hurting himself or anyone
else. He was calm and was able to focus and have conversations with both
paramedics and police. Doan advised he had an appointment with his case
worker tomorrow at 11am.
Doan advised that he was planning on staying in and going to bed. Both he
and his parents were advised should his mental health status change and
they feel they need help to contact 911.
Paramedics and police evaluated their conversations and based on those and
his current behaviour Doan was not apprehended.

There are previous MHA related occurrences on file with the Toronto Police
Service involving Doan. (several apprehensions).
SYNOPSIS
Officers retrieved the Form 2 from 31 Division and confirmed the the
following.
The From has been issued under the grounds that Doan is is concern to cause
serious bodily harm to himself and others. Further has behaved or behaving
violently towards his parents who were fearful of bodily harm to
themselves.
The Form has been signed by Justice of the Peace - Robert BRAIN on August
7th 2020.
Officers also spoke with the reportee for the From - Case worker
and he advised that the threats are towards the elderly
parents whom Doan is living with and they are very afraid fro their safety.
Further the parents did not want Doan to return back home.
Officers attended 607 - 345 Driftwood Ave and met with Doan and his
parents. Parents do not speak or understand English they are fluent in
Vietnamese.
Doan was apprehended under the power of Form 2 and was transported to
Humber River Hospital without any incidents.
Doan was triaged and sent to EPU where he was assessed by DR WILLEMSMA and
was placed on a From 1 for further assessment at 2145hrs.

PC SAUL and PC DHAMI arrived on scene and canvassed the area to locate the
male with negative results. Officers spoke with who was waiting in the
lobby. Officers were unable to communicate with and requested PC HOANG
for Cantonese Interpreter over the phone over the phone.
told officers he does not have a key to their apartment and does not
want him to return. Doan has access to a cell however, he does not have
service and only uses it for Wi-Fi.
advised she does not Doan charged criminally and that she would like
him to never return to the family home. PC HOANG provided safety planning
and advised to call 911 if the male returns and not to open the door.

Background:
The accused male lives with his elderly parents at 607-345 Driftwood Ave in Toronto. The complainant is the
mother of the accused.
Synopsis:
On January 9, 2021 the accused was at his residence with his parents.
The accused went to the building lobby to pick up a package. The complainant suspected that the accused had
bought some drugs instead of picking up a food delivery. This led to an argument between the complainant and
the accused. The complainant does not want to support the drug habit of the accused.
The accused got enraged during the argument and slapped the complainant ten times on the top of her head,
shoulder and hand with his open hand.
The accused was found suitable for release and was released on a Form 10 Undertaking.

On Saturday January 9, 2021 at 2226 hours an officer from the Toronto
Police 31 Division was requested to attend 345 Driftwood Avenue apartment
607 in the city of Toronto for a SOCO detail. The information the officer
received was that the son assaulted his mother and photographs are required.
PC WEBB was assigned the detail and attended the location. The officer was
advised by PC CRAWFORD (8299) that the accused caused damage to the
apartment walls and struck the victim on the head several times with an
open hand.
PC WEBB then took photographs of the damage which consisted of two holes in
the walls caused when the accused kicked and punched the wall.

On Saturday, May 22nd, 2021 DC Vo #7897 attended 354 Driftwood Avenue, apt#607, Toronto and served Doan
Gia NGHIEM (86.11.20) with a copy of a Bench Summons for July 8th, 2021 at 9AM. The male was advised to
appear on zoom video (https://zoom.us/join) or audio by calling 1-855-703-8985, Meeting ID: 652 0551 1991;
Meeting Passcode: 380199.
The male advised he was not feeling well but will read the copy of the bench summons over when he feels better.
After the male received a copy of the bench summons, he went back in to his room.
DC Vo #7897 then spoken to the male's elderly parents in Vietnamese who advised that they do not wish to
proceed with the charges (Assault) against their son as he is mentally ill. Both parties were advised to contact the
court house and to speak to the assigned Crown to advise him/her of the situation.
DC Vo#7897 has noticed that one of the conditions on the male's undertaking is abstain from going to the above
address. However, based on the data from VERSADEX, the male accused has been apprehended approximately
twelve times in the past in relation to Mental Health Act. The male was advised to contact the court house to get
this condition removed as he has to be home so that his elderly parents can take care of him as he is in no way to
take care of himself. The male advised that he will do that when he gets better.

(1986.11.20),and he was immediately placed in custody by Officers.
During search incident to arrest, a white elongated "crack" pipe was located.
further advised the male was not getting on any of the trains and was
staring at people getting on and off the trains which led her to believe he was
waiting for a person to attack.
and other TTC patrons advised they observed the male in custody to be
spitting repeatedly on the Subway platform as people were walking by.
At 16:54 hours, Doan Gia was released unconditionally on a POT for 'Behaving in
indecent or offensive manner on TTC property' (POT# 78808792Z).

***BACKGROUND***
Doan NGHIEM has been diagnosed with schizophrenia, Anxiety and Agoraphobia.
He is currently taking medication for his medical condition. Doan lives at 607-345 Driftwood Ave, Toronto. There are
previous MHA related occurrences on file with the Toronto Police Service involving Doan. (several apprehensions).
***SYNOPSIS***
On Friday, March 17 2023 at approximately 0037 hours P.C BRIJNANDAN 66198 and P.C CLENDINNING 11846 received
a radio call for an Assault located at 607-345 Driftwood Ave in the City of Toronto.
Upon arrival officers spoke with the complainant, Doan, NGHIEM where he informed officers that an unknown male
assaulted him. NGHEIM further explained that he was inside his apartment listening to music when he heard someone
banging on his door.
NGHEIM advised that the male was yelling at him to keep the noise level down and to open his door. NGHEIM told officers
that when he opened the door the male began grabbing his hair ripping parts of his hair from his head. NGHEIM advised
officers that the male was also in possession of a hammer during the assault, however it was only used to bang on his door.
NGHEIM informed officers that he does not know the male and has not seen him previously inside the building.
While on scene officers observed damaged to NGHEIM front door above the peep hole. Severe damage was also observed
inside of NGHEIM apartment with multiple holes around his apartment walls. Officers spoke with NGHEIM neighbors where
they advised that they heard loud banging, however did not hear a male yelling in the hallway.
Officers canvassed for security footage, however officers were unable to locate any inside of the hallway. Officers also
searched the area for the suspect, but were unable to located anybody matching the description. Officers advsied NGHEIM
to stay inside of his apartment and to not open the door for the male if he was to return. NGHEIM informed officers that he
understood.

attend radio call for arrest at Shoppers Drug Mart located at 3975 Jane st,
north york.
security advised the accused walked in, selected several bottles of protein
and placed them into his bag. when approached and questioned by security,
and asked several times to place the items back on the shelf. He refused to
do so.
Security Officers Lawrence was told the male was previously trespassed from
the premise, by the store manager.
The writer asked Doan several questions about why he took the protein
powder, he refused to answer. He just continued to stare at anyone who
looked at him.
We escorted Doan to the scout 3161, he was placed in the back seat with
ICCS running and a POT was issued.
He was cautioned about Theft, but no was not chargeable as he never passed
the point or purchase.
