EXPORT PERMTT (MOE

I. OBJECTIVE
This procedure aims to establish a process flow used for the issuance of the Ore
Transport Permit (OTP) and/or Mineral Ore Export Permit (MOEP) which will be the basis
for legally transporting and exporting the mineral ores and mineral products and by-
products, including tailings, by Permit

il. scoPE
This manual shall cover the guidelines for the filing, ing and issuance of OTP
and/or MOEP for the transporUshipment within and outside the Philippines of all mineral
ores and mineral products and by-products, including tailings, by Permit Holders,
Contractors, accredited traders, retailers, processors and other mining right holders.

III. RESPONSIBILIW AND RESOURCES

Administrative Aide V and Engineer V of Mine Management Division and the Regional
Director.

IV. DEFINITION OF TERMS

' Ore - refers to the naturally occurring substance or material

from which a mineral or an element can be mined and/or
processed for profit.

. Ore Transport Permit - refers to the permit that may be granted to a Contractor,
(orP) arcredited dealer, retailer, processor and other Permit
Holders to transport m i nerals/m i neral prod ucts.

. Mineral Ore Export Permit - refers to the permit that maybe granted to a Contractor,
accredited dealer, retailer, processor and other Permit
(MOEP) Holders to transport minerals/mineral ores including
tailings exported outside the country.

EXPORT PERMTT (MOEP)

. Mine Management Division - refers to the Division of the Mines and Geosciences
(MMD) Bureau Regional Office No. 13, responsible for the
initial evaluation of mining and mining-related
applications, monitoring of the disposition and
utilization of mineral lands and resources, and survey
of mineral lands.

Mining Tenement - the Section under the Mine Management Division

Evaluation Section (MTES) responsible for the evaluation, processing and
issuance of OTP/MOEP
