EXECUTIVE SUMMARY
Leaf Global Environmental Services (LGES) was appointed by NESMA & Partners (N&P) to

conduct environmental monitoring for Site Preparation and Marine Infrastructure Works
(SPMI), NEOM The Spine Dewatering & Sea Diffuser Works. Environmental monitoring
activities were conducted for the monitoring period from 01st DECEMBER 2023 to 31st
DECEMBER, 2023.
This report provides the complete environmental performance including observation of
environmental compliance, meteorological monitoring, and the results & analysis of
environmental monitoring. Monitoring was performed for the following main elements:
▪ Air Quality Monitoring
▪ Noise Level Monitoring
▪ Meteorological Monitoring
▪ Project Environmental Compliance
In this report the summaries of the numerical data acquired from the monitoring activities
with results and comparison notes on any experimental exceedances from the
corresponding and permissible NCEC limits & Standards have been provided. Photographic
evidence of environmental compliance monitoring as well as environmental monitoring
activities have been provided. Tabular and graphical representations of the obtained
results/readings are presented in the context of the corresponding limit values by NCEC.
Environmental Compliance assessments were conducted on the project site during the
monitoring period by daily visits on site.
The summary of the findings & observations for the reporting period is given below:
Air quality monitoring was performed at working areas of the site where construction,
Traffic routes and material shifting activities were being carried out. Airborne dust
emission was observed during these activities. No exceedance was observed in air
quality monitoring parameters.
Nosie monitoring was conducted at working areas of site where construction, Traffic
routes and material shifting activities were being carried out. Due to the working of
heavy equipment in lagoon area the noise monitoring values were high as compared to
other monitoring location. NCEC has given permissible noise exceedance limits at
construction sites for a specific timescale. So, these values were within permissible
limits.
Drip trays have been provided for generators and light towers, but enough drip trays
must be provided by the contractor, for any possible oil leakage or spillage in generators

and light towers.
General waste, food waste and waste segregation, collection and transportation
activities were observed during this monitoring period.
Misting water sprays must be provided to reduce airborne dusting especially on the
excavation areas and access roads.
1. INTRODUCTION
The purpose of this environmental monitoring report is to present the collected data by
environmental monitoring activities accomplished to collect all relevant environmental
information as set out in the defined scope of work for Site Preparation and Marine
Infrastructure Works (SPMI), NEOM Dewatering Sea Diffuser Works. This monitoring will
assist to identify and assess the state of the physical and natural resources to determine any
possible additional monitoring activities required and detect the need for the
implementation of preventive measures. The obtained information from the current
environmental monitoring activities can provide with a platform to determine the
fluctuation and the condition of the recorded physical and natural parameters in the
immediate site.
This monitoring program includes assessment of environmental parameters. The
Environmental parameters monitored (Air quality, Noise level monitoring, Meteorological
monitoring). LGES undertook environmentally effective and proactive practices in
accordance with the standards set by the National Center for Environmental Compliance
(NCEC). The environmental team performed its best to manage the monitoring works. The
obtained information was recorded and where deviations or exceedances from the set
standards were observed, these were brought to the attention of the inquiring parties. The
monitoring activities and their respective readings are to be utilized as:
▪ To provide an environmental database against any short or long-term environmental
implications.
▪ To monitor environmental compliance of the ongoing activities at NEOM Dewatering
Sea Diffuser Works to determine the effectiveness of any counter measures
implemented.
▪ To act as a tool to establish remedial measures required where unacceptable
environmental impacts are recorded.
▪ To check whether the measured parameters comply with NCEC regulations and

standards.
▪ To provide early indications regarding any applied mitigation measures that fail to
achieve the relevant required remediation results.
2. PROJECT DESCRIPTION
The project entails discharge of circa 90,000 m3/hr of groundwater from dewatering
activities undertaken during the Line, the Spine, and Marina construction. This requires
constructing eight diffuser lines, as shown in Figure 1. These lines will be installed
progressively. The purpose of this document is to present the monitoring scope during the
construction of Line 1, which will have a discharge capacity of 7500m3/hr. Monitoring will
be undertaken per the requirements specified in the (ESIA addendum covering marine
discharge Spine Dewatering Discharge Addendum to the ESIA for Spine Excavation).
Construction and assembly of the diffuser lines will be undertaken both offshore and
onshore.
Consecutively, after the diffuser installation, monitoring for the operations is required.
The purpose of this document is to discuss the monitoring that was undertook before and
after the construction of the pipelines, anchoring of barges and tugboats and the operation
of the diffuser.

water and energy, mining, and development projects.
The NCEC are also tasked with:

5 ENVIRONMENTAL MONITORING
5.1 AIR QUALITY
In this section, the results of the air monitoring during the monitoring period i.e.
01st December 2023 to 31st December 2023 is given. The recorded levels of air quality
parameters have been compared to the relevant NCEC standards for ambient air quality.
The values which are meeting the standards and exceeding from limits of air quality
standards are also defined here. The following table represents the devices and equipment

There are the following recommendations for improvement of the workplace environment

at the project site.
▪ It is recommended to ensure the proper installation and regular maintenance of silt
curtains and geotextile in lagoon to avoid the leakage of silt to marine life.
▪ Dust control mitigation measures should be implemented on all working sites. There
are certain steps that should be taken to reduce fugitive dust emissions during
material shifting or excavation phases of the project.
▪ Increase the number of water tanks and frequency to provide misting water sprays
sufficient to reduce airborne dusting especially on the excavation areas, access
roads and stockpiles.
▪ It must be ensured that the areas used to store fuel or hazardous materials are
contained using safe, environmentally protective methods based on practical, best
engineering practices.
▪ All liquids (including, but not limited to, fuel, motor oil, hydraulic fluid, brake fluid
and other lubricants) associated with the operation, maintenance, and repair of
equipment, stored, and used at site should be stored with all measures to prevent
their spillage and leakage.
▪ Routine inspections of the diesel or other hazardous storage should be conducted to
mitigate any hazards that may damage the tanks and cause spills.
▪ Chemical and diesel / oil storage areas must be regularly inspected, and all
measures should be regularly implemented i.e. bund facility, shaded area, display of
MSDS, impervious storage ground etc.
▪ An effective housekeeping and waste management plan should be implemented
immediately to avoid waste leakage at site.
▪ The waste must be segregated and collected separately. All collected waste shall be
stockpiled in segregated waste skips & containers of known quantity.
▪ The vehicles and heavy machinery should be maintained and serviced properly as
per required SOPs so that the leakage may be controlled.
▪ Maintenance or servicing of engines should not be allowed at the construction site.
All the equipment and machinery must be taken under maintenance in the
workshop.

a. METEOROLOGICAL MONITORING
LGES records meteorological measurements from a defined weather station set up within
the project site. The specific objectives of this activity are:
▪ To provide meteorological guidance to the air quality monitoring team.
▪ To assist in verifications and data analysis of air quality.
Monitoring of the meteorological conditions in the study includes, but not limited to, the
following parameters:
▪ Wind speed (mph), Wind direction (N, S, E, W), Precipitation (millimeter),
▪ Atmospheric Temperature (°C), Atmospheric Pressure (Hg) & Relative Humidity (RH)
Davis Vantage Pro 2 Weather Station
The Davis Vantage Pro 2 Weather Station includes two components: The Integrated Sensor
Suite (ISS) which houses and manages the external sensor array, and the console which
provides the user interface, data display, and calculations. The innovative integrated sensor
suite combines the rain gauge, temperature and humidity sensor and anemometer all into
one package - making setup easier than ever and improving performance and reliability. The
Wireless ISS and Vantage Pro2 console communicate via an FCC frequency hopping
transmitter and receiver. This makes the Vantage Pro2 the first and only weather station in
its class to use frequency hopping spread spectrum radio technology to transmit weather
data wirelessly up to 1000' (300 m). The console may be powered by batteries or by the
included AC power adapter. The wireless ISS is solar powered with a battery backup &
console displays the interface of recorded data.

b. AIR QUALITY
Ambient air quality and analysis of generators, construction vehicles and other source
emissions (CO, SOx, NOx etc.) monitoring is conducted to measure air pollution levels of
different pollutants as listed below at the working AQMLs within the study area. The
information recorded can be utilized to identify the pollutants and pollution variation across
the monitoring AQMLs. Monitoring AQMLs are selected based on the nearby emission
source activity, the prevailing wind patterns and the imposed site restrictions.

Series 500 – Portable Air Quality Monitoring
The Series 500 Portable Air Quality Monitor enables accurate real-time surveying of common
outdoor pollutants, in an ultra-portable device. The Series 500 Portable Air Quality Monitor
is compatible with up to 30 different sensor heads, measuring a range of pollutants
(including PM2.5, PM10, CO, NO2, O3, SO2 and more.) Data is stored on board the Series 500
with a maximum 8,188 records available. To download the data a USB cable is supplied for
connection to PC. Free PC software provided with the Series 500 takes the data and presents
it in a chart or table view. Data can be downloaded and viewed in Excel. It can be used for
continuous indoor monitoring and wired to an external controller, alarm, or building
management system
The PM10 / PM2.5 Portable Particulate Monitor is a truly handheld portable monitor that
measures PM10 and PM2.5 in real-time. The PM sensor head uses a laser and optical sensor to
measure light scattered from particles passing through the laser beam. The optical sensor
transforms scattered light into electrical signals which are processed to provide mass
measurements – in this case PM2.5 and PM10.
The PM sensor head is supplied factory-calibrated and ready to use. An electrical signal is
passed from the sensor head to the Aeroqual Series 200/300/500 base unit which displays
the measurements on the screen in milligrams per cubic metre (mg/m3). In the case of the
Series 300 and 500 base units, a gain (or K factor) can be applied to the sensor output. This
allows users to adjust the readings relative to a trusted source such as EPA-approved
reference monitor.

c. NOISE METER
LGES conducts noise monitoring to determine the noise levels, quantify the noise hazards
and assess the impact of the construction activities on the environment. The sources of most
outdoor noise are being determined. The noise levels are determined according to the
nearby facilities and area use and where required.
In order to determine the frequency and level of noise emissions at various areas spread
around the working site, the following parameters are being recorded & evaluated:
1. LAeq (dBA) 2. LAFMax (dBA) 3. LA10 (dBA) 4. LA90 (dBA) 5. LAFMin (dBA)
Generally, the following recommendations are being followed during the installation of the
sound level meter on-site (these are consistent with NCEC recommendations):
Measurements are taken 1.2 - 1.5m above the ground and at least 3.5m from any
walls or reflecting surfaces or obstacles;
Precautions are taken to minimize the influence of wind. Measurements are not
taken during periods of rain;
The effect of electrical interference due to power cables, radio transmitters etc. is
being minimized by monitoring away from such sources.
Cirrus Heavy Duty Outdoor Noise Monitoring kits are currently being used for this
task.

Cirrus Noise Meter
The Cirrus Noise Meter is a calibrated, professional grade sound level meter for noise
measurements that must meet the relevant international standards. Despite being a
powerful meter, it is extremely easy to use, ensuring you get the correct measurements
from the start. ideal for applications that need a wide measurement range (20 to 140 dBA)
but do not need an integrated average (Laeq or Lavg). As this meter meets the strict acoustic
standards to Type 2 or Type 1, depending on the model you choose, it can be used to make
accurate and repeatable measurements. One of this meter's most useful features is its
ability to measure all the noise parameters at the same time. When the time comes to make
a measurement, you have no doubts about whether you have the correct settings.
It measures all parameters at the same time:
Fast, Slow, and Impulse time weightings
A, C and Z frequency weightings
Maximum (LAFmax) and Minimum (LAFmin) for all of the above
Most noise measurement regulations will clearly state the parameters that should be
measured. For most, this will include the "A" weighted Sound Level, with a time response of
either Fast or Slow. To keep things clear, the meter shows only most commonly used
