In consideration of this application and attached forms being made a part thereof and the issuance of permit, I will conform to the regulations set forth in
the Village of South Elgin Codes and Ordinances. I also agree that all work performed under said permit will be in accordance with the approved plans,
specifications and plat diagram which may accompany this application, except for such changes as may be necessary and authorized or required by the
Village of South Elgin. No work shall be conducted until a permit is issued and obtained. I will submit this work to the required inspections, before work
is covered up, and prohibit the occupancy of any space until a Certificate of Occupancy or Letter of Completion has been obtained from the Community

Nonresidential Permit Fact Sheet

MINIMUM REQUIREMENTS:
All residential structures are subject to all current Zoning regulations as adopted and amended. Further
information can be obtained from the Village of South Elgin web site at www.southelgin.com. Building
regulations are as follows:

1. 501.2 Premises identification. Delete: “..4 inches… ” Insert: “... 6 inches...”
2. 903.3.6 Hose threads. Insert: “...four (4) inch STORZ connection...”
3. 903.4.1 Monitoring. Insert: “Connection directly to the Fire Department dispatch center or other
approved answering service.”
4. 903.4.2 Alarms. Insert: “Connection directly to the Fire Department dispatch center or other
approved answering service.”
5. 903.4.2 Alarms. Insert: “...an approved visual alerting devise shall be installed above the Fire

¾ 2004 STATE OF ILLINOIS PLUMBING CODE
1. Section 890.150 Workmanship. Insert: “(D) All work will be installed straight and in alignment. All
changes of direction must be made with the use of pipe fittings.”
2. Section 890.180 Sewer and water pipe installation. Insert:
g) Use a NON- SHEAR COUPLING, OR EQUAL, for all connections to either a sanitary or storm
sewer, which require a no-hub clamp. Use number 6 washed stone for bedding and covering
around all pipes. Provide a minimum thickness of 4 inches of bedding under the pipe and a
minimum thickness of 6 inches of covering above the top of the pipe.
h) Over depth excavation beyond the required depth needed for the installation of drain lines shall
be filled with compacted stone.
i) Prior approval by the Village Building Department shall be obtained before tapping into any
existing pipeline or structure.
j) Water main taps:
1. All taps into a cast iron water main must use a full circle stainless repair-tapping clamp,
minimum of 12" X the diameter of the pipe.
2. All taps into ductile iron water main that are 1" will be direct tap.
3. All taps into ductile iron water mains that are over 1" must use a full stainless steel tapping
clamp, minimum of 8" X diameter of the pipe
4. All water main repair bands must be the full circle stainless steel type, minimum of 12" X
diameter of the pipe.
3. Section 890.320 Types of joints.
• Delete: c) Wiped Joints, k) Bituminized Fiber Pipe Joints.
• Insert: “l) Use a stainless steel zero flex clamp for all underground no-hub joints on the waste
drain lines.”
4. Section 890.520 Gasoline, oil, and flammable liquids.
• Delete: “… if they have (4) or more vehicle bays or exceed 900 square feet in size.”
5. Section 890.1130 Devices for the Protection of the Potable Water Supply
• Insert: g) Installation of Devices:

A) A minimum of 12" and a maximum of 4 feet above the finished floor elevation
measured from the bottom of the device.
B) A minimum distance of 12" from any building structure of safety devices as
measured from the body of the device.
C) A maximum of 5 feet from a floor drain.
6. Section 890.1150 Water Service Pipe Installation.
a) Underground water services.
• Insert:
5) Provide the following minimum cover over 2 inches and smaller water services inside
the foundation of a slab structure.
A) 48 inches in unheated areas.
B) 12 inches in areas heated above 40 degrees Fahrenheit.
C) Extend all water services in non-residential buildings a minimum of 5 feet inside the
foundation wall.
7. Section 890.1190 Water Supply Control Valves and Meter.
• Delete: a) “… When underground, this valve shall be located in a stop box or meter vault.”
• Insert: a)
1) Locate all meters in an accessible location for Village personnel to inspect and replace. A
crawl space, pit or under a stairway will not be considered accessible.
2) Provide protection from damage for water meters in non-residential buildings.
3) Provide full port ball valve within 16 inches of entering the building space and
immediately after the meter.
4) Commercial buildings or units that share a single water service for fire protection and
domestic supply, at the discretion of the Director of Public Works, subject to the following
conditions:
A) An accessible outside shutoff valve installed on service line.
B) Buildings on slab must a have a shutoff valve installed on the service line located in the
outside wall of the building that faces the street and labeled ‘WATER with 6-inch letters.
C) Meters shall be in a central place accessible from the building exterior to Water
Department personnel for maintenance, inspection, or shutoff. Each meter must, however,
be supplied a locking valve approved by the Village.
D) Provide B-box shutoff valves for residential buildings.
E) Extend B-box to finished grade.
F) B-boxes cannot be located in driveways or sidewalks.
G) Provide one main shutoff valve accessible to Village personnel for multi-unit buildings.
In addition, provide shutoff to each individual units as follows:
i. Located B-boxes together in the same order as the units.
ii. A 24-hour outside accessible meter room will be allowed.
iii. Separate complete water services shall be required from the water main for each.
Each service line shall be separately metered. In lieu of separate services, meters shall
be in a central place accessible from the building exterior to Water Department
personnel for maintenance, inspection, or shutoff. Each meter must, however, be
supplied a locking valve approved by the Village.
8. Section 890.1240 Miscellaneous.
• Insert the following:
a) Provide a vacuum breaker on all drain cocks or fixtures onto which a hose can be installed.
Damaging the threads on the drain cock or fixtures so as not to install a hose or drain line will
not be allowed as a substitute for the requirements of this section.
b) Water heaters installed above living areas shall be provided with a safe pan, which is piped
to an open site drain.
c) Fixture supplies to be of metallic materials.
d) Water heaters must be “hard piped,” no flexible connections are allowed.
e) R.P.Z. required on domestic water supply to all non-residential buildings.
f) R.P.Z. required on water supply to all fire sprinkler systems.
g) A dual check may be substituted for an R.P.Z. on a fire protection system being altered with
the approval of the Director of Public Works.
h) A full size cleanout is required both five feet (5') inside and within five feet (5') outside of
the foundation wall.
i) Waste piping below grade shall discharge to a sealed and vented ejector pit and be pumped to
an overhead sewer.
j) The minimum underground waste pipe size shall be 4".
k) The minimum underground vent piping size shall be 2".
9. Section 890.1500 Installation of Wet Venting.
• Delete this section entirely.
10. Section 890.1520 Circuit and Loop Venting.
• Delete this section entirely.
11. Section 890.1930 Test Methods.
• Insert:
g) All water services larger than 2 inches in diameter shall be subject to the following testing
requirements:
1) First, test the service at a hydrostatic pressure of 125 psi and hold the test pressure for a
duration of one hour without pressure loss or further pressure application.
2) Second, conduct a metered leakage test after the hydrostatic pressure test has been
satisfactorily completed using the Village's system pressure. Hold the pressure for duration
of 24 hours and meter the water loss. The maximum allowable leakage is one gallon per
inch of pipe per 1000 feet.
12. Section 890. Appendix A. PLUMBING MATERIALS, EQUIPMENT, USE
RESTRICTIONS AND APPLICABLE STANDARDS

Covenants are not enforced by the Village of South Elgin.
PERMIT FEES:
Each application for a building permit for new construction shall be accompanied by payment of
building permit fees equal to the sum of the following.
1. The base fee shall be computed based on $.20 per square foot of gross floor area (outside
dimensions) of all floors.
2. Village sanitary sewer and water system connection fee for residential units. A fee for
nonresidential units. A fee for connecting to the Village sanitary sewer and water system shall
be $511 per population equivalency.
3. Plan review fee. A preliminary and/or plan review fee by the village staff shall be charged at
25% of permit fees.
4. Consultants fees. The applicant shall reimburse the village for all fees and expenses charged the
village by consultants retained by the village to review plans, building systems and to perform
testing where deemed necessary by the village.
5. Water meter fees shall be charged pursuant to the following:

6. A minimum fee of $30 per lot or building shall be charged for a permit to install fire and lawn
sprinkler systems, plus $1 per sprinkler head in excess of 30 heads, plus consultants’ fees and
plan review fees, if necessary.
7. A penalty of 100% of permit fee shall be charged if work is started without a permit.
8. A fee of $30 shall be charged for all permit extensions. Please note permit must be extended
prior to expiration date.
9. $75 fee, if a reinspection becomes necessary.
