Zulias Cizar Talukdar
Chairman
Zulias Cizar Talukdar is a dedicated and accomplished individual who has made
significant contributions to the field of criminology and security management. With a
passion for ensuring the safety and security of students and alumni of Dhaka
University, he has emerged as a prominent figure in this critical sector.
Recognizing the pressing need for improved security measures for students and
alumni, Zulias took the initiative to establish the Dhaka University Nirapatta Moncha.
This security organization has had a profound impact, having served and safeguarded
the well-being of over 16,000 individuals in the past three years. Zulias' leadership and
vision have played a pivotal role in making the organization a beacon of security and
protection for the academic community.
Zulias' leadership abilities were further demonstrated when he was elected as the
General Secretary of Salimullah Muslim Hall Student's Union in the last Dhaka University
Central Students' Union (DUCSU) election. This position allowed him to advocate for
the concerns and interests of the student body and showcased his ability to lead and
bring about positive change.
Never one to rest on his laurels, Zulias Cizar Talukdar, along with a group of dedicated
and enthusiastic colleagues, recently co-founded Vigilant Force & Logistics Ltd. This
innovative venture aims to further enhance and improve the vital service sector
related to security. With Zulias at the helm, this company is poised to make significant

In the most recent phase of his career, Rezaul took on the challenging role of General
Manager Admin and HR in a reputable company. This position allowed him to further

Major Muhammad Nurul Amin Bhuiyan (Retd.) at present, works in F-Cubed Ltd.
as Director of Operations. It is an Australia Bangladesh joint venture company
that thrives to provide purified water through usage of solar panels. He worked
more in ‘Jamuna Future Park’ as General Manager (Admin & Security) for two

Note:
a) Payment Terms 100% One Month Advance must be paid to us during signing contract
as security money, which shall be adjust at last month of project.
b) Monthly payment should be in Account Cheque, Cash Cheque or Cash payment. In
case of Account Payment Govt. VAT (10%) will be added in monthly service cha

RECRUITMENT PROCESS
Vigilant Force Recruitment and selection procedure is very systematic and standard.
For that we have already made selection criteria for various incumbents.

SELECTION CRITERIA OF SECURITY PERSONNEL
Five tests are conducted for assessing fitness of the candidates. There are separate
boards assigned for each job and they are independent of taking decision. Five tests
are described below:
Preliminary Screening
A board of at least two members is composed of screening the applicants. If any
applicant does not fulfiller requirement if they are over aged, they are screened out.
Physical Tests
A team of three members takes physical test based on selection criteria and their
appearance, height and weight.
Medical Test
Medical test is conducted to test general physical fitness with special emphasis on
eye, ear, nose and diseases like hypertension, diabetes and asthma.
Interview
Interview board judges a candidate's general knowledge, academic knowledge and
appearance.
Written Test
Knowledge on Bengali, Mathematics, English and General Knowledge etc. is
ascertained through a written test

TRAINING
A security guard is hired to protect people and/or property. Security guards act as a
preliminary defense system, prior to police involvement & are a vital part of the safety
of our country's factory, house, schools, hospitals, public places, businesses, etc. Since
most security guards in this country work in public places (such as bank, malls,
hospitals, businesses, etc.), guards need to be thoroughly trained in public relation
relating to all kinds of People and how to identify and handle possible terrorist activity
During security training courses these topics are also covered, to ensure that security
personal can recognize weapons, threats and suspicious activity. Documentation of
events is another important aspect of the security guard position. Training will cover
these important practices as well as tactics on how to question and recognize
suspicious activity.
The training session for the new recruited guards is Two weeks intensive basic training
in Vigilant Training Center at Uttara in Dhaka. The training is based according to the
firm’s training manual and it’s conducted by high ran Strong ex-military officers. Ex-
military recruits are trained to be supervisors, inspectors and operational managers.

SUPERVISION & MONITORING
Only a systematic supervision and proper recording can bring a security arrangement
closer to perfection. At VIGILANT FORCE, we have four stages of monitoring, supervision,
inspection and recording system depending on the strength of the post, nature of the
duty desired by the client and the modus operandi. All this is meticulously planned by
the Headquarters to meet the above requirements. Over the years we have gained
extensive experience to strengthen our Monitoring System to achieve our objective. We
carry out supervision of guards through combination of the following:
We have divided the Dhaka city into various zones for our operational purpose. For
each zone, we have Shift/Zone Inspectors who have to visit a post under his area at
least once during his tenure of duty. During his visit to a post, he has to check the
guards, listen to the post supervisor (if posted), sign the duty card held in person by
the guard and sign and write his remarks on the post register. Upon return to the
Headquarters, he has to discuss the observed irregularities with the operation
officer/duty officer and record his observations in the inspection register. Inspectors
are generally provided with motorcycles or bicycles.
Depending on the strength of the post and the nature of duty we suggest that our
clients to employ guard supervisors/guard commanders to supervise the guards on
duty. The supervisors’ duty is to ensure that the guards perform duties properly and
remain alert. Usually the guard supervisors do shift duties along with the guards. The
guard supervisor’s duty include maintenance of duty register in the post, visitor’s
record, any special instruction from the authority etc. He is also responsible to the
roving Inspector/Shift Inspectors of the VIGILANT FORCE Headquarters to report any
incidents/occurrences.

Surprise Checking by VIGILANT Head Office :
Surprise checks are carried out occasionally by the operation/duty officer without any
prior notice. Sometimes the Operation Manager or even the Managing Director visit
the sensitive and important posts to keep himself abreast with the on-going situation
taking place on the ground. We also carry out surprise checks as response to any
client complaints.

WELFARE & MOTIVATIONAL ASPECTS
Vigilant Force offer relatively better compensation package to the security personnel
as practically as possible within our capabilities. We believe that a good package can
motivate a security personnel. A motivated employee is always a good employee and
is able to perform better. Besides, we do not keep any security deposit from the
security personnel in exchange of offering a job. In addition to the monthly salaries we
