Zulias Cizar Talukdar
Chairman

Zulias Cizar Talukdar is a dedicated and accomplished individual who has made
significant contributions to the field of criminology and security management. With a
passion for ensuring the safety and security of students and alumni of Dhaka
University, he has emerged as a prominent figure in this critical sector.

Zulias embarked on his academic journey with a strong determination to make a


difference in the realm of security and criminology. He pursued his education at Dhaka
University, where he earned not one, but two degrees in this field - a BSS (Honors) and
an MSS in Criminology. His commitment to his studies and his deep understanding of
criminology laid the foundation for his future endeavors.

Recognizing the pressing need for improved security measures for students and
alumni, Zulias took the initiative to establish the Dhaka University Nirapatta Moncha.
This security organization has had a profound impact, having served and safeguarded
the well-being of over 16,000 individuals in the past three years. Zulias' leadership and
vision have played a pivotal role in making the organization a beacon of security and
protection for the academic community.

Zulias' leadership abilities were further demonstrated when he was elected as the
General Secretary of Salimullah Muslim Hall Student's Union in the last Dhaka University
Central Students' Union (DUCSU) election. This position allowed him to advocate for
the concerns and interests of the student body and showcased his ability to lead and
bring about positive change.

Never one to rest on his laurels, Zulias Cizar Talukdar, along with a group of dedicated
and enthusiastic colleagues, recently co-founded Vigilant Force & Logistics Ltd. This
innovative venture aims to further enhance and improve the vital service sector
related to security. With Zulias at the helm, this company is poised to make significant

Rezaul Haque
Managing Director

Rezaul Haque is a seasoned professional with a remarkable decade-long career in the


security and logistics sector. With a wealth of experience and expertise, he has
consistently demonstrated his leadership and administrative capabilities throughout
his professional journey.
Rezaul's career path has seen him working with various prominent security companies,
where he held key positions such as Manager Admin and Manager Accounts. In these
roles, he showcased his meticulous organizational skills and financial acumen,
contributing significantly to the operational efficiency and financial stability of these
organizations.

In the most recent phase of his career, Rezaul took on the challenging role of General
Manager Admin and HR in a reputable company. This position allowed him to further
expand his skill set by overseeing not only administrative matters but also the crucial
human resources functions. His adeptness in handling these responsibilities
demonstrated his versatility and readiness to take on complex managerial roles.

Currently, Rezaul Haque holds the prestigious position of Managing Director at Vigilant

Major Muhammad Nurul Amin Bhuiyan (retd)
Chief Advisor

Major Muhammad Nurul Amin Bhuiyan (Retd.) is Master in HRM from


International Islamic University of Chittagong. He was a Commissioned officer
of Bangladesh Army (Corps of Engineers) with 27 years’ experience blended in
command, staff, instructional and technical appointments in number of
reputed Institution/organization at both home/abroad and in-depth
knowledge in field engineering practices (including bomb disposal), analytical
and managerial skills with sound competence in conducting HR management
and strategic management of an organization.

Major Muhammad Nurul Amin Bhuiyan (Retd.) at present, works in F-Cubed Ltd.
as Director of Operations. It is an Australia Bangladesh joint venture company
that thrives to provide purified water through usage of solar panels. He worked
more in ‘Jamuna Future Park’ as General Manager (Admin & Security) for two
and a half years. Use to see the Administration & Security parts of full complex
(JFP).

Major Muhammad Nurul Amin Bhuiyan (Retd.) served as Senior Project


Coordinator in NEKAN ENGINEERING LTD for 4 years where he was also posted in
an overseas project in Central Africa Republic and served in ‘PRAN-RFL GROUP’
as Deputy Chief Engineer (Maintenance), for two years. Look after the building
maintenance in the whole country.

Chief Executive Officer

Nazrul Islam is a Chief Executive Officer of “Vigilant Force & Logistic Ltd.”
He is responsible for Security Operations, Accounts & HR coordination &
control, procurement, and other administrative elements of the
company. He also oversees sales and store department.

Nazrul Islam completed his Graduation and Master’s in Marketing from


National University. He started his career with “Sentry Security Services
Ltd.” in 2015 as Executive Operations. In last four years he consistently
worked hard and in 2019 he joined “Generation Solution of Security Ltd.”
as Executive Operations & Admin. He has above 08 years of experience in
security service.

Nazrul Islam is a self-motivated and a result-oriented person. He is also a


team player. He has strong management competency coupled with
leadership and interpersonal skill.

Mahbuba Sultana Ivana is a director of “Vigilant Force & Logistic Ltd.”


since its inception. She is responsible for make calling to the client,

RECRUITMENT PROCESS

Vigilant Force Recruitment and selection procedure is very systematic and standard.
For that we have already made selection criteria for various incumbents.

1. Announcement Of The Job Position


Recruitment schedule follows the under mentioned sequence. Advertisement is
published in the online methods, social media, online job boards, candidates are
asked to report to our training center on a specific date. A number of boards are
formed beforehand to conduct the recruitment. All the tests are conducted
simultaneously. Candidates proceed one after another and appear in the series of
tests. The one who qualifies in the entire test is asked to appear for the written test. Any
one disqualified in any test is rejected right from there. We prefer to recruit fresh and
young boys as security guards because they can be trained and molded as per our
need.

2. Recruitment Through Zone Commander


Recruitment coordinators are responsible for visiting potential areas of Bangladesh to
recruit best employees for the organization. Coordinators take different strategies to
get the best outcome. In this recruitment process, they can recruit qualified
candidates security personnel in a big scale.

3. Recruitment Through Post In-Charge


Vigilant Force has security posts in all over Bangladesh. In every post, we have
qualified post In-charge. These people have good hold with local area people.
Furthermore, we provide them training on how to conduct recruitment effectively.

4. Recruitment Through Vigilant Force Security Personnel


Security personnel are the main person who can uphold company’s reputation to
other people. If they are motivated, they can bring many good things for the company.
Vigilant Force provide facilities to our security personnel as per Bangladesh labor law.
Therefore, our personnel are motivated and they try to bring their relatives, friends,
juniors to join at Vigilant Force. New candidates are aware of their benefits and
working environment so their desertion rate is very low.

5. Direct Recruitment From Training Center


In front of Uttara Dhaka training centers, we have billboards for candidates. After
seeing the billboard and knowing information from other source, candidates come to
the training center to join Vigilant Force.

6. Announcement At Recruitment Area


Sometimes people could not see the advertisement but through announcement,
people can listen and get aware of recruitment. Usually announcement can cover
many areas. People also can ask question to recruitment coordinators in time of
announcement.

Assessment of Sound Health:

Five tests are conducted for assessing fitness of the candidates. There are separate
boards assigned for each job and they are independent of taking decision. Five tests
are described below:

Preliminary Screening
A board of at least two members is composed of screening the applicants. If any
applicant does not fulfiller requirement if they are over aged, they are screened out.

Physical Tests
A team of three members takes physical test based on selection criteria and their
appearance, height and weight.

Medical Test
Medical test is conducted to test general physical fitness with special emphasis on
eye, ear, nose and diseases like hypertension, diabetes and asthma.

Interview
Interview board judges a candidate's general knowledge, academic knowledge and
appearance.

Written Test
Knowledge on Bengali, Mathematics, English and General Knowledge etc. is
ascertained through a written test

TRAINING

A security guard is hired to protect people and/or property. Security guards act as a
preliminary defense system, prior to police involvement & are a vital part of the safety
of our country's factory, house, schools, hospitals, public places, businesses, etc. Since
most security guards in this country work in public places (such as bank, malls,
hospitals, businesses, etc.), guards need to be thoroughly trained in public relation
relating to all kinds of People and how to identify and handle possible terrorist activity
During security training courses these topics are also covered, to ensure that security
personal can recognize weapons, threats and suspicious activity. Documentation of
events is another important aspect of the security guard position. Training will cover
these important practices as well as tactics on how to question and recognize
suspicious activity.

The training session for the new recruited guards is Two weeks intensive basic training
in Vigilant Training Center at Uttara in Dhaka. The training is based according to the
firm’s training manual and it’s conducted by high ran Strong ex-military officers. Ex-
military recruits are trained to be supervisors, inspectors and operational managers.

We provide regular customized training (basic & refresher training) to ensure


upgradation of skill-sets of front line staff. There is a 3 Tier Training Program consisting
of:
1. Basic Guarding Training
2. Industry Specific Training
3. Site Specific Training

Training Topics :
Vigilant Force believe that hard training leads to smooth and uninterrupted
performance of duties. Keeping this in view we have designed our own training
modalities. Our training topics although basically covers following subjects/lessons
but we continuously evaluate and upgrade our topics as per the demand of the time:

There is a comprehensive On-the-Job (OJT) Training calendar being enforced across


all units.

SUPERVISION & MONITORING

Only a systematic supervision and proper recording can bring a security arrangement
closer to perfection. At VIGILANT FORCE, we have four stages of monitoring, supervision,
inspection and recording system depending on the strength of the post, nature of the
duty desired by the client and the modus operandi. All this is meticulously planned by
the Headquarters to meet the above requirements. Over the years we have gained
extensive experience to strengthen our Monitoring System to achieve our objective. We
carry out supervision of guards through combination of the following:

Supervision by Zone Inspectors


Supervision by Area Field Supervisor
Surprise checking by VIGILANT Head Office
Supervision by Night Checker
Monitoring over cell phone by Duty Officer
24/7 Control Room

Supervision by Zone Inspectors:

We have divided the Dhaka city into various zones for our operational purpose. For
each zone, we have Shift/Zone Inspectors who have to visit a post under his area at
least once during his tenure of duty. During his visit to a post, he has to check the
guards, listen to the post supervisor (if posted), sign the duty card held in person by
the guard and sign and write his remarks on the post register. Upon return to the
Headquarters, he has to discuss the observed irregularities with the operation
officer/duty officer and record his observations in the inspection register. Inspectors
are generally provided with motorcycles or bicycles.

Supervision by Area Field Supervisor:

Depending on the strength of the post and the nature of duty we suggest that our
clients to employ guard supervisors/guard commanders to supervise the guards on
duty. The supervisors’ duty is to ensure that the guards perform duties properly and
remain alert. Usually the guard supervisors do shift duties along with the guards. The
guard supervisor’s duty include maintenance of duty register in the post, visitor’s
record, any special instruction from the authority etc. He is also responsible to the
roving Inspector/Shift Inspectors of the VIGILANT FORCE Headquarters to report any
incidents/occurrences.

Surprise Checking by VIGILANT Head Office :
Surprise checks are carried out occasionally by the operation/duty officer without any
prior notice. Sometimes the Operation Manager or even the Managing Director visit
the sensitive and important posts to keep himself abreast with the on-going situation
taking place on the ground. We also carry out surprise checks as response to any
client complaints.

Supervision by Night Checker :


VIGILANT FORCE Headquarters arranges night checking every day in every zone. The
duty roster for night checking is planned by the Operation Director in consultation with
the Operation Manager. Night checking is carried out by three different teams every
night. In addition to dedicated night supervisor of the zone, two teams of officers, one
in vehicle and another one on motorcycle carries out supervision at night. Weekend
Officers Visit: In Dhaka, Directors from the Corporate Headquarters by rotation checks
at day and night time by transport in every weekend and holidays. A duty roaster is
being prepared from the headquarters for the duty.

Duty Officers Monitoring by Cell Phone :


Duty officers posted in head office and operation offices calls guards in the post at
night five days a week to ensure that post are not vacant. Any deviation is recorded in
the duty officers LOG. Action is taken against the defaulters if not found in the post.

24/7 Control Room :


VIGILANT FORCE provide effective and satisfactory services to our customers we have
well established “Control Room” which remains open for 24 hours during and after off
days including holidays. The Control Room is manned by well-experienced officer to
address customer’s complaint. The Control Room is also backed by one full time
vehicle, wireless communication sets and mobile sets.

Vigilant Force offer relatively better compensation package to the security personnel
as practically as possible within our capabilities. We believe that a good package can
motivate a security personnel. A motivated employee is always a good employee and
is able to perform better. Besides, we do not keep any security deposit from the
security personnel in exchange of offering a job. In addition to the monthly salaries we
