Supportive Literature

The recent empirical literature review indicates challenges HR faces in small businesses,

HR compliance, and compliance strategies (Subramanian, N., & Suresh, M. 2022), using the

database and relevant articles on Google Scholar. The scholars that support the research

problems include small businesses facing challenges with the HR laws without complying (Etim,

E., & Daramola, O. 2020). The findings involved limited resources due to the industry

encountering complex problems (Diener, F., & Špaček, M. 2021). The solution was highlighted

to improve the HR compliance (Trebbi, F., & Zhang, M. B. 2022). Small businesses explored

strategies that included training and consultation to solve and provide insights into approaches

(Leonard, T. D. S. 2023). Legal consequences were executed on companies without compliance

due to damages, exemplary, and lawsuits, highlighting the importance of avoiding the issues

(Reinking, J., & Resch, P. 2023). HR behavior affects the competition of the businesses that

attract businesses that remain at the top of the list (Pelit, E., & Katircioglu, E. 2022). The

resources of industry publications, consultation, and conferences keep the HR updated

(Kancharla, R., & Dadhich, A. 2021).

The problem affecting the literature is the compliance by small businesses since they

need more resources and expertise (Cao, Z., & Shi, X. 2021). The study identifies the problems

and strategic practicals required for improving small businesses (Caballero-Morales, S. O. 2021).

The purpose is to understand the industry's challenges and comply with the regulated laws

(Tamvada, M. 2020). The research question is: what are the challenges experienced in complying

with the strategies put in place by the Laws? There is no significant challenge and design

compared to the owners (Sultan, N., & Mohamed, N. 2023). The approach used by the

qualitative research study is the phenomenological approach, used with interviews on the HR

profession in businesses (Fuster Guillen, D. E. 2019). The data collection needed is the

transcripts interview tool (Siedlecki, S. L. 2022). The study's significance boosts small

businesses in enhancing and improving compliance (Le, T. T. 2022).
