Professional Ethics
they were commonly known as "ethical business practices," which refer to
the standards or codes of conduct set in a specific profession. A code of
ethics outlines the expectations of those involved in the professions or
organizations, which every member is expected to follow. Professionals who
do not condone to these rules are called out or sanctioned. By setting out
expected behaviors in the form of professional ethics, professionals work
together to try to uphold a good reputation. The practice of a profession
cannot be regulated entirely by legislation. Each profession, therefore,
subscribes to a set of moral codes. This Code of Ethics guides the actuation
of a professional where the law is silent or inadequate.

Whether foreign or local, professional conduct and ethical standards form the
cornerstone of integrity and trust in any field or industry. They define the expected
behavior and principles professionals should adhere to in their interactions, decision-
making, and overall conduct.

Explanation: Foreign and local professional conduct and ethical standards form an
"cornerstone" meaning it gives an important quality of integrity(moral principles) and
trust in any field and industry.

Itong mga standards ay na ito ay naglalaman ng mga prinsipyo tulad ng honesty,


transparency, fairness (pagiging patas), respect for others, confidentiality, and
accountability.
Foreign professional conduct and ethical standards refer to those established by
international organizations, professional bodies, or specific jurisdictions outside one's
own country.

Explanation: Foreign professional conduct and ethical standard is made by international


organization sa labas ng ating Bansa..Ang pagtanggap sa mga pamantayang ito ay
nagbibigay-daan sa mga indibidwal para mag-navigate sa magkakaibang mga kultura, na
nagpapatibay ng paggalang sa isa't isa, integridad, at pananagutan sa Global
professional interactions.
Local professional conduct and ethical standards, on the other hand, are specific to
the laws, regulations, and norms of a particular country or region.

Explanation: Local standards are influence by cultural, social, and legal contexts in
which professionals operate, and can be enforced by government agencies,
professional associations, or licensing boards.

Ito namn ay laganap sa isang partikular na komunidad o rehiyon, na humuhubog sa


pag-uugali at pag-uugali ng mga propesyonal nang naaayon.It also enforced
ahensya ng gobyerno,Professional associations,at mga licensing board,Dito na
tinitiyak ang pagsunod at pananagutan sa mga propesyonal. Ang pagpapatupad nito

National Police personnel. It emphasizes integrity,
professionalism, and respect for human rights.
The code covers various aspects, including duty,
honor, honesty, loyalty, discipline, and respect for
the law. It serves as a foundation

The anticipated conduct and behavior of Philippine National Police
members is outlined in the PNP Code of Ethics, which is a set of
standards and principles. It places a strong emphasis on respect
for human rights, professionalism, and integrity.

This set of codes will guide the police officer how they will perform
their duties well. From being discipline, performing duties with
honour, honesty , loyalty and respecting the law. In addition, this
code of ethics provides the structure for maintaining the public
trust and ensuring the 08efficient and moral conduct of police
activities.

As a law enforcer we should emphasize respect for human rights
we should treat them with equity and equality. And also integrity,
we should perform our duties with honesty at all times kasi, kaya
nga tayo tinitingala ng mga people is kasi mapagkaka tiwalaan
tayo. And lastly we should emphasize professionalism, public

servant tayo eh, we perform public interest over our personal
interest.

Is a public trust. It is the policy of the State to

help realiable and convenient. Of course kaya sila tinitingala ng mga
tao its because of their high standards in public service.

Here hindi lang natin sila nakikita na nagsisilbi satin , hindi lang natin
sila nakikita na ginagampanan yung trabaho nila, but they also present

PHILIPPINE POLICE OFFICER JAILED
FOR KILLING TEENS IN ‘DRUG WAR’

Ex-officer found guilty of murdering two teenagers


aged 14 and 19 and was sentenced to 20 years
in prison. A police officer in the Philippines has
been found guilty of murdering two teenagers in a
rare conviction linked to the country’s so-called
“war on drugs” in which former President Rodrigo
Duterte urged officers to eliminate drug suspects.
More than 6,200 people, according to official
figures, were killed in the bloody anti-narcotics
campaign during Duterte’s six-year term which
ended in 2022.
On March 1, a Manila court ruled that Jefrey
Perez was guilty of murdering Reynaldo De
Guzman, 14, and Carl Arnaiz, 19, in 2017,
according to a verdict seen by AFP. Perez was
sentenced to a minimum of 20 years behind bars.
He was already serving a lengthy jail sentence
after being found guilty in November 2022 of
torturing the two teenagers. His co-accused,
police officer Ricky Arquilita, died during the first
trial. Both denied the charges.
Reynaldo and Carl were last seen together on Aug 17,
2017. During the trials, a witness said he saw a police
car and watched as a handcuffed Carl alighted from it
with hands raised, shouting “I will surrender” before the
policemen shot him. The body of Reynaldo was found
weeks later north of Manila. It had dozens of stab
wounds. President Ferdinand Marcos, who succeeded
Mr Duterte, has vowed to pursue the drug war but focus
on prevention and rehabilitation. However, rights groups
say the killings have continued under his watch. The
ICC said in January it would resume its probe into the
drug war because its pre-trial chamber was “not satisfied
that the Philippines is undertaking relevant investigations
that would warrant a deferral of the court’s
investigations”. Manila has appealed against the
decision.
Human Rights Watch senior researcher Carlos
Conde said while he welcomed the Philippine court
ruling, the rarity of the conviction showed the justice
system was “broken”. He said: “This is the second
drug war (murder) conviction out of thousands of
similar cases. This is... proof that the ICC needs to
come in.” In 2018, three police officers were
convicted of killing 17-year-old student Kian de los
Santos in a Manila alley. Police said he was a drug
courier who fired at them while resisting arrest.
However, CCTV footage showed two officers
dragging the unarmed boy moments before he was
shot dead.
EXPLANATION:

Ang dating pulis na si Jefrey Perez ay hinatulan ng pagpatay sa dalawang


teenager, isang hatol na naganap sa konteksto ng "war on drugs" sa Pilipinas.
Ang hatol na ito ay nangyari matapos ang mahabang panahon ng kampanya
laban sa droga sa bansa sa ilalim ng administrasyon ni dating Pangulong
Rodrigo Duterte.

Ang sentensya na 20 taon sa bilangguan ay ipinataw sa kanya matapos ang


paglilitis. Gayunpaman, ang kanyang kasamahan na si pulis Ricky Arquilita ay

EXPLANATION:

Ang mga biktima ng krimen, sina Reynaldo De Guzman at Carl Arnaiz, ay

EXPLANATION:

May mga naunang kaso rin ng pagpatay ng mga pulis sa mga batang
kabataan tulad ni Kian delos Santos noong 2018, na nagpapakita ng patuloy
na isyu ng karahasan at pang-aabuso sa ilalim ng war on drugs ng bansa.

Ang hatol na ito ay nagpapakita rin ng mga kritiko ang mga pagdududa sa
sistema ng hustisya sa bansa at ang pangangailangan ng mas malawakang
pagtugon mula sa mga pandaigdigang organisasyon tulad ng ICC.
EXPLANATION:

Ang kaso ni Jefrey Perez ay nagpapakita na ang kapulisan ay dapat maging


tagapagtanggol ng batas at tagapagpatupad ng katarungan, at hindi
instrumento ng pang-aabuso at karahasan.

Ang mga aral mula sa kanyang kaso ay dapat maging gabay para sa mga
susunod na henerasyon ng mga opisyal ng batas upang matiyak na ang
kanilang mga gawain ay tumutugon sa mga pangangailangan at kaligtasan ng
kanilang mga mamamayan.
