SCOPE OF WORK

At Hazira Plant, it is proposed to undertake Corrosion Protection activities for various pipelines.
The purpose is to prevent external corrosion of pipelines at the portion resting on support.
The scope comprises of Pipeline Corrosion padding & External Corrosion Protection at pipe line
supports in different Process Units of Hazira Plant.
Following Category of Work/Services planned:
Category-I : Providing Corrosion Padding with Metallic Sleeving at pipe line supports in
different Process Units of Hazira Plant
A Broad Scope/Requirement:
It is observed that corrosion at pipe supports is the most common cause of external piping
corrosion failure.This proposal is about the various corrosion protection mechanisms that can
prevent occurrence of corrosion at pipe supports if they are not adequately protected.
The requirement is to prevent corrosion at pipe support & providing added life to existing
process Pipes and as mentioned below:
1. The crevices at the pipe surface and the ability to trap and hold water in contact with the
Pipe surface must be eliminated.
2. As a secondary concern, metal-to-metal contact should be eliminated if possible.
3. The solution should allow easy maintenance and inspection of the pipe at the support
Point.
4. The system must provide complete support to the piping system.
5. The system will ideally be non-size-specific.
6. It must be applicable to retrofits, and should require no hot work to install.
7. The offered Product/System should contact between pipe and trapped water on pipe
support, prevents from further corrosion on support, protect the pipe section on bearing, avoid
galvanic effect and protect the pipe from impacts.
8. A wear pad should repair several pipe ranges or pipe bearings, of various shapes and
diameters with a long term lifetime.
9. It is required to be used as preventive or curative repair system. Its technical characteristics
should enable it to be used as an impact protection shield.

Providing Corrosion Padding with Metallic Sleeving at pipe line supports


The pipe supports are at various elevations ranging from ground level to about 15 meters
height. Erection of scaffolding prior to the shutdown as per the instructions of Engineer in
charge. Scaffolding materials and all tools/tackles including consumables like paint removers,
Rustolene, Brass Wire brushes, waste cloth, grease etc. is in the scope of contractor.
1. Supply and installation of new material pipe sleeves for Carbon Steel Pipelines (refer
Individual MOC & Pipe Schedules) material at pipe support locations for the pipelines as
detailed
2. The contractor has to visit the site, take actual measurement, details of MOC,
Specification, site conditions, scaffolding requirements etc.. as the sleeve shall vary in
length for each support and fabricate the sleeves at his workshop.
3. The contractor has to minimum lift the live line with suitable safe lifting tools and tackles
and place the sleeve. The selection lifting machineries for a balanced lift without
disturbing pipeline integrity, tensile properties and is in contractor’s scope.
4. The contractor must prepare and understand individual plan for each
hazardous/elevation conditions of Pipeline & flowing fluid.
5. Necessary test certificates for lifting tools & tackles should be produced by the
contractor to ONGC. The safe methodology for minimum lift of pipes to be discussed
prior to taking up each job.
6. The contractor has to fabricate the sleeves for pipe supports points. Appropriate Sleeve
position design preferably will be 8 o clock X 4 o clock position. As per site condition it
may vary as per the instructions of EIC
7. Proper surface preparation for pipeline bottom rested on support beams is to be done
with wire brush and buffing machine etc... Method surface preparation should be duly
informed and endorsed from EIC. Whether to undertake specific pipe support job based
upon the pipe condition will be decided mutually between the contractor & EIC.
8. The support where corrosion pad is to be placed to be cleaned properly with cleaner.
The selection of Cleaner & properties of cleaner to be submitted prior to undertaking the
job.
9. After placing the corrosion padding all the edges are to be sealed by applying sealing
putty.
10. The main pipe to be laid down safely on the pad & install the sleeves on the pipe supports
points by applying cold weld compound.
Cold Weld Compound:
11. The contractor should submit the complete Data Sheet of cold weld compound along
with the estimates/Bid.
12. The Contractor must submit supporting documents /supporting catalogue confirming
that the Bonding Compound will not shrink and provide accurate dimensions & long

lasting service performance against temperature & pressure fluctuations & all piping
impact & stresses.
13. The Contractor must confirm with submitting original & Valid “Type Approval
Certificate” (on submission date of estimates/Bid) of the Cold Weld Compound duly
approved by Third Party Inspection Agency. The Contractor will assure validity (& if
required Renewal) of the “Type Approval Certificate” throughout the Execution &
Warranty Period. The Type Approval Documentation should have valid reference
assessment Report, Certificate of Analyses, Technical Data Sheet, MSDS etc...
14. The offered Cold Weld Compound Should ensure lasting in-service Performance
accounting for pressure & temperature fluctuations, complete details from
Manufacturer whether Single / Two - component epoxy resin with details of
reinforcement of steel alloy if any.
15. Extra compound materials to be used to fill up gaps between the pad & pipes.
16. To prevent sleeve from external corrosion Teflon sheet to be provided between sleeves
/pad and RCC/ Metallic support as the case may be.
17. Appropriate painting will be required as per color code of pipe & as instructed by EIC.

To complete the entire quantum within the defined Contract Period, the Contractor is
required to deploy simultaneous team activities.
Individual field work/job order Pipe/Pipeline:
The work requisition shall be prepared by EIC in accordance with the technical/ general
specifications and drawings and will be submitted to Base Coordinator of ONGC for placement
of final work order. The work requisition tentative format is as under:

C Working Environment for all categories:


The contractor must acquaint with the Operating parameters and line size with requirements
of Services that are covered within the scope covers pipelines at Hazira Plant includes the
following production fluids: Naphtha, Kerosene Sour Gas, including liquid hydrocarbons,
gaseous hydrocarbon 11000 ppm H2S (operational conditions)/ MDEA Solvent / TEG.
The pipeline support required for scope of work include carbon steel, stainless steel, duplex
steel, etc…. However it may be noted that most of the repairs required are for carbon steel
lines and requirements for other MOCs shall be minor. The repair work shall be carried out
for the following range of pipe sizes and pressure Various sizes from 2” to 30”,Pressure: Upto
100 Bar, Operating temperature: -50 to 150 Deg C.
The installation should be easy and require minimum resources. The lifting of pipe &
installation
for both Metallic & Non-Metallic Pipe Support in Contractor’s Scope. The Installation to be
carried out safely with minimum balanced lift of Pipeline at height approx... upto 15 Meters is
in Contractor’s Scope. The condition assessment of each support to be referred with EIC,
ONGC before lifting the pipe.

D Working at elevations or all categories:


Most of the lines are at pipe rack level i.e.at 10 meters height [Total Quantum of Work is
approximately distributed majorly at an elevation approx. up to 10 M height & others are
approx. at 12-15 M height]. Pipe Size wise details provided under the scope which majorly
gives an idea of the Pipe at various elevations with some are having platform, Pipe Rack(at
around 10 M) & Above pipe Rack (12-15 M). Hence to undertake installation of Corrosion
padding work at height, Bidder/Contractor has to choose/utilize their own appropriate
selection deploying safe working/lifting equipment’s, viz. Mast climbing work platforms,
Boom Lift, etc. or may use Scaffolding, as per the requirement. The contractor is free to visit
Hazira Plant to assess site conditions & requirements at all stages viz. at preparing
Estimations, Pre-Bid & Bidding and before commencement of Work on award.

Contractor to note that the job also involves working at heights (upto approx. 15 mts.). Hence,
contractor is advised to use suitable scaffolding, ladders, hydraulic/portable ladders etc. for
working at heights. The contractor is required to undertake all safety precautions while
undertaking jobs at heights and ensure all statutory compliances. The following codes shall be
strictly adhered to during erection of scaffolding:
-Code of practice for Steel Tubular Scaffolding IS: 4014 – 1967 (Part II).
-Safety Code for scaffolds & ladders IS: 3696 – 1987 (Part I) and IS: 3696 – 1991 (Part-2) –
Code of Safety.
-OSHA 3150 2002 (USA) – A guide to Scaffold use in the construction industry.
-OISD – GDN – 192 – Safety practices during construction.
In addition to above requirements, following shall be strictly adhered to:
1) Providing & erection of scaffolding from ground level to requisite lines so as to make the
lines accessible for close visual inspection/testing and application of composite material
repair. The scaffolding to be arranged/ provided at different locations as per instructions of
ONGC EIC or his representative(s). All the materials required for making scaffolding including
scaffolding pipes, clamps, platform sheets, tools & tackles and consumables shall be in the
scope of the contractor. The scaffolding materials shall be taken back by the contractor after
completion of work.
2) The contractor has to ensure safe erection & dismantling of the scaffolding so that
engineers/applicators can work safely and freely at height. Wooden planks, bamboo, coir
ropes, nylon ropes, cotton or any combustible material should not be used for making
scaffolding.
3) Scaffolding shall be erected, altered and dismantled by experienced workmen working
under the direction of a competent supervisor. All lifting tools and tackles shall be got tested
by the contractor through authorized person as per factory act 1948 and a certificate to this
effect shall be submitted before their use. Any point of time during execution, introduction of
new tool and tackles in addition to already approved ones should be got tested by the
contractor through authorized person as per factory act 1948 and a certificate to this effect
shall be submitted before their use. Contractor may familiarize about specific approvals.
4.14 Safety:
i) The contractor has to abide by all stipulated safety rules and regulations of ONGC, Hazira
Plant, Surat during execution of the job and any violation in this regard will invite a serious
consequence. A safety briefing shall be provided to the contractor’s deployed personnel prior
to start of job. A Tool Box Talk/JSA Document will be prepared jointly. Safety is the paramount
importance and therefore contractor or it's site‐supervisor has to supervise safety
requirement as per direction & instruction of

EIC and shall report to EIC or his authorized representative on daily basis. The contractor &
their workmen shall undergo Tool Box Talk before going to the job site.
ii) The contractor shall be provided adequate information related to the fluid/gas handled
inside pipeline & process criticalities along with safety briefing by the concerned EIC.
Contractor shall be informed about hazardous parameters if any.
iii) All personal protective equipments (PPEs) such as safety helmets, safety boots, face
protection shields, goggles, ear muffs, gloves, aprons, double lanyard harness, etc for use by
the Contractor's personnel shall be of good quality and shall be in contractor's scope.
iv) Contractor to ensure adherence to ONGC's safety norms. Work permit system and work
request system of ONGC / OISD norms shall be followed. Contractor should follow strictly
ONGC HSE policy
3.0 SPECIAL CONDITIONS OF CONTRACT:
For the Work of “Corrosion Padding At Pipe Line Supports In Different Process Units Of
Hazira Plant”
1. Mobilization Period: Here Mobilization has a meaning of initial discussion & the complete
job plan to be chalked out within 15 days from the NOA.
2. On placement of NOA Contractor should visit EIC, ONGC Hazira Plant & discuss & the
planned execution referring to site conditions.
3. Completion Schedule:
The entire work of Modification in Corrosion Padding at Pipe Line Supports in Different
Process Units of Hazira Plant shall be executed within 3 years from the date of Notification of
award (NOA). (The mobilization period of 15 days is inclusive of total completion of 3 years
contract).
Completion Schedule of individual jobs:
(i) The job mentioned in SOW & SOR shall be carried out “as & when required” basis
and as per notification given by EIC.
(ii) The contractor may be required to work round the clock if situation demands. Hence,
contractor is advised to assess the requirement of man power for executing the job in
time.
(iii) Considering quantum of job & the requirement of work which demands lifting of
pipes in a safe manner shall demand more advance lifting tools, tackles, & skilled
teams. Hence to undertake the job at multiplications the contractor must deploy
initially adequate team for multiplication work demands

Note: Rainy days are exempted from maximum working days, however, EIC has full
authority to accept or refuse rainy days without assigning any reason.
4. Inspection:
Entire activity of the job shall be carried out under the supervision of Engineer-In-Charge/ ONGC
designated officer. The inspection is to be carried out by ONGC to ensure quality of material &
workmanship at various stages. The Contractor has to submit all the relevant Material Test
Certificate before the start of the job.
Entire inspection activity shall be carried out by Third party inspection agency engaged by
ONGC.
Stage wise Inspection by TPI shall be arranged by ONGC & Test results shall be documented by
the contractor after joint inspection. The contractor is required to communicate deployment of
TPI as per requirement of EIC of ONGC shall coordinate to arrange for the deployment of TPI.
5. Insurance:
The contractor has to submit copy of comprehensive insurance policy for men, material and
machineries before start of work in plant area. All kind of transits (if required) and
Comprehensive insurance are in scope of contractor.
6. Terms of Payment:
1. No advance payment shall be made to the contractor.
2. The Contractor has to undertake & complete work under one entire Job Order as mentioned
under “Completion Period” & can raise Invoices for on Job order wise/Monthly Basis.
3. With Partial Completion of any job order/work under Specific, Payment Invoice cannot be
raised.
4. Payment shall be made after Job Order, i.e. Contractor can raise Invoices after successful
execution of the all the designated pipes under Specific Job Order w.r.to Areas/Unit, as per the
scope of work in the tender document, duly Inspected and approved by TPI & consequent upon
that duly accepted and certified by the concerned designated EIC of ONGC.
5. Invoices alongwith supporting documents can be submitted/uploaded through VIMS Portal
(https://vims.ongc.co.in/), which is the preferred mode of submission of
Invoice. Invoice (PDF digitally signed with class II/ III signature) and supporting documents
can be uploaded in VIMS Portal by logging-in with the help of Vendor Code.

However, in case supplier/contractor is not able to submit/upload the Invoice through VIMS
portal as mentioned above, Invoice alongwith supporting documents can also be
submitted/uploaded in any of the following 2 ways:-
1. EMAIL channel: Invoice (PDF digitally signed with class II/ III signature) and supporting
documents can be submitted by sending these documents to a designated email-id: ap_invoices
@ongc.co.in.
2. Submission in Physical form at existing IMS Desk for scanning: Supplier/Contractor can
also submit the invoice and supporting documents at IMS desk at following address (Only of e
invoice in VIMS is not possible):
ONGC, A-26, Mezzanine Floor, IBM Tower, Rani Ramgarh Road, Block-A, Industrial area,
Sector-62, Noida, Uttar Pradesh- 201309.
Ten (10) digit PO or Contract number should be clearly mentioned in the invoice. For submitting
the invoices through VIMS Portal and Email channel, following must be ensured:
i) Invoices should be system generated and no hand written invoices shall be allowed.
ii) Invoice should be e-invoice in terms of GST Law or the digitally signed invoice only.
iii) Invoices need to be scanned at a minimum of 300 dpi, preferably in color.
iv) Invoices should be in PDF format only.
v) For invoices, file name should be kept as "INVxxxxxxx.pdf" (INV must be prefixed for
correct categorization of invoice and differentiation from supporting document).
vi) A regular format must be maintained in which invoices are being submitted in ONGC.
vii) Invoices should be digitally signed with Class - II /III Digital Certificate issued by any
licensed CAs.
viii) In case, Email channel is being followed, separate mail should be sent for each invoice.
Invoices with original supporting documents duly countersigned by the CORPORATION’s
representative wherever applicable will be submitted by the CONTRACTOR (as per details at
para 5 above) to CORPORATION (Further Vendors to upload invoices and supporting documents
at this portal https://vims.ongc.co.in (VIMS Internet Portal) Upload every invoice in portal
independently) and payment shall be made within 15 calendar days for contracts valuing upto
Rs. 10 crore and within 10 calendar days for contracts valuing above Rs. 10 crore from the date
of receipt of invoice at the above office.
The following documents shall be submitted for release of payment with Invoice (i.e. Tax invoice
as per relevant GST rules, in original plus two copies).
a. The copy of valid registration certificate.

b. Notarized / Notary attested copy of valid registration certificate of EPF and *ESI Code
(Mandatory) & details of statutory payments like EPF, ESI etc. (As applicable)
c. Particulars required for making payments through electronic payment mechanism in
accordance with Instructions to bidders in the Tender Document.
d. Copy of Performance Bank Guarantee/ SD (as applicable).
e. Insurance policies and proof of payment of premium (as applicable Insurance) Documents/
Undertaking related to insurance coverage under the Pradhan Mantri Suraksha Bima Yojana
(PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) (Ref. clause 16.1 under General
Contract Conditions of Contract). (As Applicable).
f. Work Completion Certificate (copy) issued by Designated EIC for this work (Details as
mentioned under NOA) as per terms of Contract.
g. Warranty / Guarantee Certificate (Original) to be given by Contractor
h. Contractor’s undertaking (Original) that the amount of GST indicated in the Invoice has been
/ shall be deposited with the concerned authorities within due date. This undertaking can be
provided in the Invoice also.
i. Undertaking by the Contractor regarding compliance of all statutes.
*As ESI is applicable in the present contract WC Policy may not applicable.
7. Warranty:
The contractor shall give warranty that everything here under shall be free from all defects and
faults in workmanship. This warranty shall survive for twelve months from the entire
Completion of work/Job.
8. Delays In Completion And Liquidated Damages:
CONTRACTOR (successful bidder) shall be required to complete the job of “Corrosion Padding
At Pipe Line Supports In Different Process Units Of Hazira Plant” within the stipulated
completion period mentioned in Tender Document.
a. Time and date of completion indicated in the work order shall be the essence of the
Contract/work order. If the Contractor fails to complete the contract/works or any part thereof
within the period fixed for such completion or at any time repudiates the
Contract/Work before the expiry of such period, the contractor may request ONGC for extension
of the time with unconditionally agreeing for levy and recovery of LD (As per clause - b herein
below). Uponreceipt of such request, ONGC may at its discretion extend the period of completion
and shall without prejudice to any other right or remedy, available to it as under the contract or
law.

b. Recover from the Contractor as ascertained and agreed Liquidated Damages and not by way
of penalty, a sum equivalent to ½ % (half percent) of the total contract value for each week of
delay occurred or part thereof beyond the scheduled completion date subject to a maximum of
10% of the Total Contract Value even though ONGC may accept delay in completion of work after
the expiry of the Scheduled Completion date.
LD will be imposed on the total contract unless 75% of the work ordered (To be calculated as
75% of contract value) is completed within the stipulated completion period. Where 75% of the
value ordered has been completed within stipulated completed period, LD will be imposed on
the contract value of delayed work (ies). However, where in judgement of ONGC, the partial work
completion does not fulfil the operating need, LD will be imposed on full value of the contract.
c. The parties agree that the sum specified above is not a penalty but a genuine pre estimate of
the loss/damage which will be suffered by ONGC on account of delay on
the part of the CONTRACTOR and the said amount will be payable without proof of actual loss
or damage caused by such delay.
d. LD will be calculated on the basis of contract value excluding duties and taxes, where such
Duties/taxes have been shown separately in the contract.
e. Notwithstanding anything contained anywhere in the tender/contract document, if Contract
gets expired by efflux of time as mentioned in clause 18.1 of the GCC, without completion of work
awarded under the contract, then in that event contract shall deemed to be terminated on
account of unsatisfactory performance, coupled with expiry of time and follow the same
consequences for termination of contract on account of unsatisfactory performance as defined
in GCC clause number 18.6 GCC."
