II. Rationale

One of the problems that the Filipino youth is currently facing is teenage pregnancy. In line
with this, on June 25, 2021, due to rising cases of teenage pregnancy in the country, President Rodrigo
Duterte signed EO No. 141 that ensures implementation of measures designed to address the root
causes of the rising number of teenage pregnancies a national priority. With this, it is necessary to
identify interventions for healthy adolescents in order not to engage in these sexual risk behaviors.

In Nagcarlan, there are 122 adolescent pregnancies recorded. From 122, 10 were among 10 to
14 years old and 112 were from the age group of 15 to 19 years old. With this, it is necessary to create
activities that will prevent the increasing number of teenage pregnancies in the municipality, hence
the project is being proposed. Adding to this problem, are those related to non-sexual risk behaviors
like alcohol drinking, smoking and substance abuse.

The establishment of "Teen Centers" is a strategy promoted by the Commission on Population

to help in the prevention of risky sexual and non-sexual behaviors among young people. Teen Centers
supposed to provide opportunity for young people to talk about various issues and concerns affecting
them to receive counseling and develop life skills necessary in managing their lives responsibly. In
the center, young people can also hang out and play games, listen to music, watch movies or simply
talk with each other. These Teen Centers can become vital instruments for literacy and formation of
youth in the municipality of Nagcarlan

III. Project Objectives

The main objective of this activity is to establish a functional teen center in the municipality of
Nagcarlan. Specicicallty, the established Nagcarlan Teen Center will have the following objecgtives:
a. To provide direct interventions toward the prevention of risky sexual and non-sexual behavior
among young people;
b. To provide opportunities for dialogue and interaction among young people;
c. To provide counseling and life skills development opportunities for the young people;
d. To provide a venue where young people can hang out and play games, listen to music, watch
movies, or simply talk with each other.

IV. Project Description

General Guidelines:

The municipality of Nagcarlan will establish their community-based teen center. This will be located
within the vicinity of the municipal hall. Opening of the said teen center will be done during the
celebration of the Linggo ng Kabataan. The Nagcarlan Teen Center shall operate under the Municipal
Health Office and Local Youth Development Office. A duly-designated employee shall be in-charge
of the Center's supervision. The Center will be manned by youth volunteers from various barangays
and schools in the municipality of Nagcarlan. A Peer educator and counselors training will be
conducted by the Municipal health Office and Local Youth Development in coordination with the
Commission on Population and Department of Health to prepare these youth volunteers for their roles
and responsibilities in running the Center.

V. Recommendation

In order to implement this Establishment of Nagcarlan Teen Center, this project

proposal amounting to Php 44,800.00 is hereby recommended for approval
