1.0 Introduction

1.1 The site of the proposed works is the existing Lant Street Tower providing apartment
accommodation and commercial offices, located at 52-56 Lant Street, London, SE1 1RB.

1.2 The Lant Street is an 8 storey building (7 levels from ground to the uppermost level) and basement
car parking. The building is a combination of commercial offices and residential apartments. The
commercial offices are located on 5no floor levels (1st to 5th floor levels).

1.3 The building is a modern looking, cladded with ACM, render, masonry, and timber.

1.4 The scope of works is to replace the combustible elements of the external façade with suitable
non-combustible materials. The works include but are not limited to the replacement of ACM,
timber and render cladding, insulation elements and fire barriers. A Specification for the
replacement cladding and associated works has been developed by AEW Architects in conjunction
with site investigations undertaken by Thomasons and fire compliance advice from Design Fire
Consultants (DFC).

1.5 Planning consent has not been obtained yet however a Building Regulations submission will be
required and all requirements complied with. In this respect Thomasons have submitted for Part B
Building Regulations Approval and will forward all required further information supplied by the
contractor on receipt. The Contractor will be responsible for notifying the Building Control office,
copying in Thomasons in relation to required inspections, complying with their requirements and
providing the certificate of approval upon completion.

1.6 Funding for the recladding works is being obtained through the Government fund. In this respect
various Government guidelines will need to be complied with and warranties executed, details for
which are provided within Appendices D, E and F.

1.7 The building will remain in occupation throughout the duration of the works and the appointed
contractor will be required to liaise with the nominated representative from the management
company (RMG Ltd) with regards to all aspects concerning the existing occupants of the building.
Nuisance from noise, dust and the like shall be kept to a minimum at all times.

1.8 The tendering contractors shall submit their proposals for temporary access systems, siting of
welfare facilities and material laydown areas, within their tender as part of the Method Statement
which will form part of the tender analysis process. An indicative site operations/constraints plan
to be developed by the Contractor and become their responsibility is included in Appendix H.

1.9 The Form of Contract to be utilised is the JCT Standard Form of Contract 2016 without Quantities.

1.10 The contractor will be responsible for the design of a number of elements of the works as detailed
within the tender documents. In this respect these will form the “Contractor Designed Portion” and
the tendering contractors shall submit with their tender Contractor’s Proposals for these works.

2.0 Instructions to Contractors Tendering

2.1 Tenderers are to submit one copy of their tender, including a fully priced Schedule of Works and
completed Form of Tender together with their Programme, Method Statement and Cashflow
Forecast proposals for the works. Tenderers shall also submit details of their Contractor’s
Proposals for the Contractor Designed Portion of the works.

2.2 The Contract for the works will be a fixed price contract. The tender price shall be open for
acceptance for 3 months from the date of tender. The tender price must allow for any item or
section of work to be varied or deleted without affecting other items.

2.3 The Contractor is to price the works as indicated on the drawings, specification and schedule of
works listed in the invitation to tender and allow for all associated works necessary for the proper
execution of the works. It is important that the materials and specification requirements are strictly
complied and in this respect any queries shall be referred to Thomasons in writing for clarification
prior to submission of the Tender.

2.4 Contractors tendering should visit the site in order to ascertain the nature and extent of the work,
access and any other matters which may affect their tenders and claims arising from any failure to
do this will not be accepted. Arrangements for access to the site shall be subject to prior
authorisation via L. Harbour or E. Gobonwamang at Thomasons.

2.5 The Tendering Contractors shall submit a programme with their tender setting out the sequencing
of the works and indicate the dates for commencement and completion. The programme shall
include for all provisional sums and provisional items together with all activities required to
complete the works.

2.6 The Schedule of Works provided is indicative only and has not been prepared in accordance with
SMM or NRM. The Tendering Contractors shall assess their own quantities and the works will not
be subject to re-measurement except where provisional items are indicated. Any quantities
included are approximate only and the Tendering Contractors are to allow for all the works
necessary for the completion of the works referred to in the tender documents and dictated by the
layout and composition of the existing building and site. Provisional Sums and the Contingency
shall be expended in full or part as instructed by the Contract Administrator.

2.7 Tenderers are responsible for obtaining all information necessary for the preparation of their
tender. The Employer will not be liable for any costs, expenses or liabilities which Tenderers incur
in connection with the preparation and submission of a tender.

190 PROFESSIONAL INDEMNITY


In respect of the Contractor Designed parts of the works the Contractor is to maintain
adequate Professional Indemnity Insurances providing cover of £5,000,000 each and
every claim to the satisfaction of the Employer.

195 PLANNING
Planners have been consulted in respect of the Proposed Works. Whilst a Planning
Application is not expected to be required, the Contractor shall conform with any
requirements stipulated including the provision of sample panels and the like and liaise
with the Local Planning Authority as required.

200 BUILDING REGULATIONS


The CA will make the Building Control Application for Regulation Approval purposes and
pay all fees in connection therewith. The Local Authority Building Department shall be
consulted in this respect. The Contactor shall comply with the requirements of the Building
Control Officer and liaise with them during the course of the works to facilitate the issue of
an Approval Certificate prior to Practical Completion of the Works.

210 LIST OF DOCUMENTS REQUIRED AT PRACTICAL COMPLETION OF THE WORKS AS


A WHOLE
The Contractor shall supply the following information prior to the issue of a Practical
Completion Certificate:
- Building Manuals, Health and Safety File including As Built drawings
- Copy of Building Regulations completion certificates
- All warranties and sub-contractor warranties
- All testing certificates

The Contractor is to note that a Practical Completion Certificate will not be issued until all
of the above documents are complete and have been issued to the Employer and are to
the satisfaction of the Employer.

A12 THE SITE/ EXISTING BUILDINGS

110 THE SITE


• Description: the existing Lant Street Tower is located at 52-56 Lant Street, London, SE1
1RB. The Tower is comprised of 8 No. storeys and accommodates apartments and
offices together with basement car parking. Next to the Tower to the rear is the primary
school and there is only a gap of approximately 3m maximum between the two buildings.
There are also storage garages which are next to the building, these will need to be
considered when planning for the scaffolding layout and design. The Contractor must
consult with all relevant authorities prior to submitting their tender to ascertain all
restrictions that may affect the carrying out of the works, particularly with regards to the
placing of hoardings, the erection of and placing of scaffolding, mast climbers, covered
walkways, guard rails and the like, together with site accommodation and compound
areas. This extends to the structural capacity and suitability of the existing surrounding
structures and paved areas for the placing of scaffold and similar access systems.

120 EXISTING BUILDINGS ON/ ADJACENT TO THE SITE


• Description: The Contractor shall prior to commencing the Works undertake a full
photographic survey of all adjacent buildings, structures footways and the like and shall
protect all adjacent property as appropriate and agree a schedule of condition of such
property and footpaths with the CA and other interested third parties such as the Local
Highway Authority before the Works commence.
• Attention is drawn to the ongoing occupation of all the apartments throughout the
duration of the re-cladding works. The Contractor shall comply with any reasonable
request from the Management Company and existing occupiers with regard to
nuisance caused by noise, dust and the like. The Contractor shall liaise with the
Management Company on a regular basis and advise on at least a weekly basis of the
forthcoming works, areas of working, access requirements and the like.
• The Contractor shall be responsible for maintaining and protecting throughout the
duration of the works all existing structures, tenancies, public and private areas within
the complex together with adjacent buildings affected by the works and shall make
good any damage or reinstate any loss at their own expense to the satisfaction of the
CA. This shall extend to external works and landscaped areas utilised by the
Contractor.
• The Contractor shall maintain fully unhindered access an egress routes to the
accommodation and adjacent buildings and in particular shall ensure that fire escape
routes are not obstructed, including the designated routes for fire engine access.

140 EXISTING UTILITIES AND SERVICES


• Contractor to carry out survey
• Other information: The Contractor must make his own enquiries to ascertain the exact
position of all services and easements on, under and over the site. The Contractor shall
maintain, lower, divert or alter all services and easements on, under or over the site as
necessary to facilitate the Works. Great care shall be taken to avoid damage to any
existing buried or hidden services, mains, sewers and other works. The Contractor shall
indemnify the Employer against any claims arising from his failure to maintain or protect

services on, under or over the site. The Contractor will ensure that the Contract
Administrator is informed in writing at least 14 days prior to diverting or disconnecting any
existing services. The Contractor shall obtain all necessary permissions before working
over easements.

200 ACCESS TO THE SITE


• Description: To be agreed with owner of the Management Company, Local Authority and
Contractors.
• Limitations: The Contractor shall allow for liaising and complying with instructions for the
Highways Authority and HSE and the owner of the building’s requirements.

210 PARKING
• Parking of the Contractor’s and Employees’ vehicles will not be allowed on site except
where prior authorisation has been obtained from the Employer or CA.

220 USE OF THE SITE


• General: Do not use the site for any purpose other than carrying out the Works.
• Limitations: The contractor shall not display or permit to be displayed advertisements on
the site without the written permission of the Employer or their representatives.

230 LIAISON WITH OCCUPIERS


• All liaison with the occupiers of the building will be dealt with in consultation with the
appointed representative of the Management Company. The Contractor shall be
responsible for making the Accommodation Manager aware of the duration and effect of
the works on the various areas as required. The Contractor shall appoint one person to
liaise with the Accommodation Manager on all aspects concerning the existing occupiers
of the building.

250 SITE VISIT


• Assessment: Ascertain the nature of the site, access thereto and all local conditions and
restrictions likely to affect the execution of the Works.
• Arrangements for visit: The Contractor shall visit and inspect the site prior at his own
expense prior to tendering and shall fully acquaint himself with the site, the accessibility
of the site, the integrity, quality and fabric of the existing structures on the site, the position
and the extent of all services, hidden services and mains, local conditions, adjacent
buildings, the full extent and character of the Works, the conditions under which the work
is required to be executed and no claim for variation, alteration and additional payment
will be at any time considered or admitted on the grounds of lack of knowledge of the
works, lack of information, deficiency of description or occasioned by any default of
inspection on the part of the Contractor or by any contingency arising which could be
ascertained or indicated as a result of such inspection.

A13 DESCRIPTION OF THE WORK

110 PREPARATORY WORK BY OTHERS


• Works: Carried out under a separate contract and completed before the start of work on
site for this Contract.
• Description: None identified at time of tender.

120 THE WORKS


• Description: The works allow for the repairs and re-cladding of Lant Street Tower which
is a combination of residential and commercial tower.
Briefly, the works include, although are not limited to, the following:
• Strip off and removal of existing cladding and associated support structure and cavity
barriers as per the drawings.
• Remove brickwork and reinstate after cavity barriers installations.
• Supply and install replacement rainscreen cladding, associated support system and
cavity fire barriers as per the drawings.
• Remove existing render and replace with new.
• Associated services disconnections and carefully releasing of existing control panels,
CCTV cameras and the like to allow the replacement cladding to be installed, re-fitting
on completion.
• Other repair and ancillary works.

130 WORK BY OTHERS CONCURRENT WITH THE CONTRACT
