ACTION RESEARCH AND THE PUBLICATION OF A DRRM MANUAL AT THE
REGIONAL LEVEL."

Dr. Rolando Tipa, a distinguished researcher and finalist, spearheaded a

groundbreaking initiative at Titay National High School, elevating the institution to the
forefront of disaster risk reduction and management (DRRM) practices. The pivotal
event took place from December 20 to 22, 2018, in the vibrant city of Cagayan de Oro.
Dr. Tipa, with a commendable focus on action research, played a pivotal role in crafting
and publishing a comprehensive DRRM manual at the regional level. This achievement
was not merely an isolated accomplishment but laid the foundation for a transformative
journey.

Titay National High School's commitment to excellence in DRRM was further

underscored by its hosting of the event, facilitated by the Department of Education
Region 9. Dr. Tipa's involvement and the school's dedication resulted in Titay NHS
becoming a trailblazer in the quest for the best DRRM functional school. The profound
impact of this endeavor became evident when the school achieved the highest rating
throughout the region, an impressive 97.98%. This remarkable accomplishment was not
arbitrary but underwent a rigorous evaluation process conducted by the Office of Civil
Defense Region 9.

The successful execution of the action research, coupled with the publication of
the DRRM manual, has positioned Titay National High School as a beacon of best
practices in disaster risk reduction. Dr. Tipa's leadership and the collective efforts of the
school community have not only earned recognition but have also set a high standard
for DRRM initiatives in the region. The outstanding evaluation results, a testament to the
school's commitment to safety and resilience, mark a significant milestone in Titay
NHS's journey towards excellence in disaster preparedness and response. This
