emission reduction
I. Government Policies for C-credit: 3 notable documents
1.1. Decission No. 130/2007/QĐ-TTg: Financial policies for clean projects
(CDM) issued by the Prime Minister
Project fields:
a) Energy use, conservation and saving;
b) Renewable energy sources;
c) Converting the use of fossil fuels to reduce GHG;
d) Recovery and use of associated gas from oil fields;
f) Recover methane (CH4) from waste landfills and coal;
e) Afforestation or reforestation;
f) Reduce methane (CH4) emissions from crop and livestock activities;
g) Other reducing greenhouse gas emissions activities.
Proposal and implementation of CDM projects
(Decission No. 130/2007/QĐ-TTg)

1. Domestic investors build CDM projects; Invest capital in money and


other legal assets to implement CDM projects in Vietnam.

2. Foreign investors build CDM projects; bring capital or technology into


Vietnam to implement CDM projects.

3. Domestic investors and foreign investors use consultants to build


CDM projects and implement or enter into joint ventures to implement
CDM projects in Vietnam.
Right and Responsibility of investors

II. Mechanisms of C-credit
2.1. Clean Development Mechanism
(CDM)
- Under the requirement of Kyoto 2.4. Joint Crediting Mechanism (JCM)

1.3. Decission 150/QĐ-TTg for Sustainable agricultural and
rural development strategy for the period 2021-2030, vision
to 2050.
- Reducing 10% GHG emission in agricultural activities in 2030 in compared
with that of year 2020.
- Promoting the trial and extension of agricultural models: saving resources
and reducing emissions, etc.
- Research and development of production systems, effectively use of
natural resources, environmental friendliness, and reduction of
greenhouse gas emissions.
- Application of techniques to reduce greenhouse gas emissions through
effectively use of by-products and agricultural waste.
II. C-credit Situation in Vietnam
* At present:
- Việt Nam projects approximately 10.8 million voluntary carbon credits annually.
- a total of 1,912 enterprises across the country are required to conduct
greenhouse gas emission inventories and meet specific emission quotas.
• By 2030: Vietnam will reduce its total GHG emissions by 9% compared to the
national BAU, equivalent to 83.9 million tons of CO2, in which, the
agricultural sector is 6.8 million tons of CO2 Bn, up 0.7% compared to BAU
countries;

III. PROPOSED SOLUTIONS TO PARTICIPATE IN THE CARBON MARKET IN
VIETNAM WITHIN AGRICULTURAL FIELD
● Converting long-day rice varieties with short-day varieties.
● Applying water withdrawal between crops and alternating wet and dry
irrigation.
● Applying integrated crop management (ICM), the 3-decrease-3-
increase (3G3T) program, and the 1-must-5-decrease (1P5G).
● Converting inefficient rice areas to rice-shrimp and rice-rice models to
upland crops (maize, beans, fruit trees, and perennial industrial crops).

● Improving diets with imported, industrially produced, or self-added
feed.
● Collecting and treating livestock organic matter as organic fertilizer.
● Applying water-saving irrigation technology, drip irrigation integrated
with fertilizer, with hundreds of hectares of coffee being implemented.
● Eliminating straw burning after harvest.
