HOW TO USE THIS COMPETENCY BASED LEARNING MATERIAL

Welcome to the module in PRACTICING OCCUPATIONAL HEALTH AND


SAFETY PROCEDURES. This module contains training materials and activities for you
to complete.

The unit of competency “PRACTICE OCCUPATIONAL HEALTH AND SAFETY


PROCEDURES” contains knowledge, skills and attitudes required for RICE
MACHINERY OPERATIONS NC II.

You are required to go through a series of learning activities in order to complete


each learning outcome of the module. In each learning outcome are Information
Sheets, Self-checks, Operation Sheets and Job Sheets. Follow these activities on
your own. If you have questions, don’t hesitate to ask your facilitator for assistance.

The goal of this course is the development of practical skills. To gain these skills,
you must learn basic concepts and terminologies. For the most part, you’ll get this
information from the Information Sheets and TESDA Website, www.tesda.gov.ph

This module is prepared to help you achieve the required competency, in


“PRACTICING OCCUPATIONAL HEALTH AND SAFETY PROCEDURES”.

This will be the source of information for you to acquire knowledge and skills in
this particular competency independently and at your own pace, with minimum
supervision or help from your instructor.

Hazards and Risks Identification and Control

Learning Objectives:

After reading this information, you must be able to:

Content:

Hazard is something that can cause harm e.g. electricity, chemicals, working up a
ladder, noise, a keyboard, a bully at work, stress, etc.

A risk is the chance, high or low, that any hazard will actually cause somebody harm.

Types of Workplace Hazards

1. Safety Hazards- are unsafe working conditions that can cause injury, illness and
death. Safety hazards are the most common workplace hazards.
2. Biological Hazards- also known as “biohazards”, refer to biological substances
that pose a threat to the health of living organisms, primarily that of humans such
as viruses, bacteria, fungi and parasites.
3. Chemical Hazards- are present when a worker is exposed to any form (solid,
liquid, or gas). Some are safer than others, but to some workers who are more

sensitive to chemicals, even common solutions can cause illness, skin irritation,
or breathing problems.

Beware of:

 Liquids like cleaning products, paints, acids and solvents especially if chemicals
are in an unlabeled container.
 Gases like acetylene, propane, carbon monoxide and helium
 Flammable materials like gasoline, solvents, and explosive chemicals
 Pesticides
4. Physical Hazards- can be any factors within the environment that can harm the
body without necessarily touching it. It includes radiation, high exposure to
sunlight, temperature extremes, and constant loud noise.
5. Ergonomic Hazards- occur when the type of work, body positions and working
conditions put a strain on your body. They are the hardest to spot since you don’t
always immediately notice the strain on your body or the harm that these hazards
pose.

Ergonomic hazards include:

 Improperly adjusted workstations and chairs


 Frequent lifting
 Poor posture
 Awkward movements, especially if they are repetitive
 Having to use too much force, especially if you have to do it frequently.
6. Psychological and Work Organization Hazards- those that are basically
causing stress to a worker. This kind of hazard troubles an individual very much
to an extent that his general well-being is affected.

Examples include:

 Workload demands
 Workplace violence
 Personal problems
 Respect (or lack thereof)
 Flexibility

Organizational Safety and Health Protocol

Learning Objectives:

After reading this information sheet, you must be able to:

Content:

One of the most important responsibilities is to protest your health and safety as
well as that of your co- workers. Workplaces under the jurisdiction are governed by your
provincial legislation places duties on owners, employers, workers, suppliers, the self-
employed and contractors. To establish and maintain safe and healthy working
conditions your officials are responsible for monitoring compliance.

Duties of your Employer

Your employer is responsible for providing you with safe and healthy working
conditions. This includes a duty to protect you from violence, discrimination and
harassment.

 Protect your own health and safety and that of your co workers;

1. Warehouse staff- warehouse and delivery people are accountable to the


warehouse supervisor for ensuring that all aspects of occupational health and
safety are followed.
2. Warehouse Supervisor- the warehouse supervisor is accountable to the safety
officer and is responsible for ensuring the occupational health and safety policies
are followed.
3. Sales Staff and Suppliers- sales staff is accountable to the safety officer for
ensuring that occupational health and safety policies are followed. They are
responsible for all aspects of health and safety in their area of the office and
sample area.
4. Safety Officer- the safety officer is accountable to the branch manager and is
responsible for occupational health and safety performance for all employees in
their branch at all levels.

Threshold Limit Value (TLV)

Learning Objectives:

After reading this information sheet, you must be able to:

a.) Define threshold limit value (TLV)

Content:

Threshold Limit Value (TLV) are the maximum average airborne concentration of
hazardous material to which healthy adult workers can be exposed during an 8- hour
workday and 40 hour workweek- Over a working lifetime- without experiencing
significant adverse health effects.

A TLV has three components:

1. Time- weighted Average (TWA) concentration- the concentration of a


contaminant averaged over a workday (usually 8 hours long). It’s measured in a
workplace by sampling a worker’s breathing zone for the whole workday.

2. Ceiling value- a concentration of toxic substance in air that ACGIH recommends
should not be exceeded at any time during the work day. This value is often used
in conjunction with the TWA.
3. Short- term Exposure Limit (STEL) value- a TWA concentration over 15
minutes that ACGIH recommends not to exceed- even if the 8- hour TWA is
within the standards. TWA-STELs are given for contaminants for which short-
term hazards are known.

The Occupation Safety and Health Center in the country is established by Executive
order No. 307. The implementing rules and regulations are issued by the Employees
Compensation Commission (ECC). These Implementing Rules and Regulations are
issued pursuant to the authority of the Employees Compensation Commission (ECC)
under Section 8 of Executive Order No. 307 establishing the Occupational Safety and
Health Center (OSHC).

The main objectives of OHS are Follows:

1. Prevent, eliminate or reduce work related injuries, illnesses and deaths.


2. Implement effectively occupational health and safety programs that will promote
the health, efficiency and general well- being of the Filipino workers.
3. Maintain an expert intelligence and training center for industrial disease and

Purpose

The purpose of workplace safety and safety regulations is to provide a safe


environment for all workers in a company. Although some companies only operate out
of an office, others are operating out of warehouse or plants with fully functional
equipment and machines. Even small office must have safety measures in place. Fire
can easily start and spread quickly in a small area filled with papers and electronics.
Business equipment must have extensive safety procedures in place to avoid personal
harm or accidents with chemicals or unpredictable substances, for example.

Benefits

One of the main benefits of establishing a safety system in the workplace is the
comfort of all employees in the company. Some employees might feel more secure in
the workplace knowing that safety measures and regulations have been established
and reinforced to protect them. Another major benefit of workplace safety is the
reputation the business will get, as it trains and reinforces employee safety and
knowledge on a daily basis.

Teaching Safety

At the time of hire, employees usually undergo a training program that teaches all
of the necessary procedures and policies in the place of business..

Improving and Upholding Safety Regulations

Employees have a responsibility of keeping the training information fresh and

EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public
health and public welfare and to regulate emissions of hazardous air pollutants.

One of the goals of the Act was to set and achieve NAAQS in every state by
1975 in order to address the public health and welfare risks posed by certain
widespread air pollutants. The setting of these pollutant standards was coupled with
directing the states to develop state implementation plans (SIPs), applicable to
appropriate industrial sources in the state, in order to achieve these standards. The Act
was amended in 1977 and 1990 primarily to set new goals (dates) for achieving
attainment of NAAQS since many areas of the country had failed to meet the deadlines.

Section 112 of the Clean Air Act addresses emissions of hazardous air
pollutants. Prior to 1990, CAA established a risk-based program under which only a few
standards were developed. The 1990 Clean Air Act Amendments revised Section 112 to
first require issuance of technology- based standards for major sources and certain area
sources. “Major sources” are defined as stationary sources that emit or have the
potential to emit 10 tons per year or more of hazardous air pollutants. An “area source”
is any stationary source that is not major source.

For major sources, Section 112 requires that EPA establish emission standards
that require the maximum degree of reduction in emissions of hazardous air pollutants.
These emission standards are commonly referred to as “maximum achievable control
technology” or “MACT” standards. Eight years before the technology- based MACT
standards are issued for a source category, EPA is required to review those standards
to determine whether any residual risk exists for that source category and, if necessary,
revise the standards to address risk.

3. Adequate emergency lighting should be installed and battery powered torches
present for staff so as they can find their way out if the power blackens out the
building. Never use a naked flame such as a lighter as this could ignite further
fires during escape.
4. Do not leave unwanted rubbish or items such as waste paper or boxes to
accumulate in the workplace as this represents a serious fire hazard as well as
potentially blocking escape routes.
5. Ensure that all staff are aware of the fire escape routes and install fire alarm if
you don’t already have one.

Waste management or waste disposal is all the activities and actions required to
manage waste from its inception to its final disposal. This includes amongst other
things, collection, transport, treatment and disposal of waste together with monitoring
and regulation. It also encompasses the legal and regulatory framework that relates to
waste management encompassing guidance on recycling etc.

5 Different Types of Waste

1. Liquid-liquid waste is commonly found both in households as well as in


industries. This waste includes dirty water, organic liquids, wash water, waste
detergents and even rainwater.
2. Solid Rubbish- include a variety of items found in your household along with
commercial and industrial locations.

Solid rubbish is commonly broken down into the following types:

Plastic waste-this consists of bags, containers, jars, bottles and many other products
that can be found in your households. Plastic is not biodegradable, but many types of
plastic can be recycled.

Paper/card waste- this includes packaging materials, newspapers, cardboards and


other products. Paper can easily be recycled and reused.

Tins and metals- this can be found in various forms throughout your home. Most
metals can be recycled.

Ceramics and glass- these items can easily be recycled. Look for special glass
recycling bins and bottle banks to dispose them properly.

3. Organic Waste- is another common household. All food waste, garden waste,
manure and rotten meat are classified as organic waste. Overtime, organic waste

A disaster is a serious disruption of the functioning of a community or a society causing
widespread human, material, economic, or environmental losses which exceed the
ability of the affected community or society to cope using its own resources. Over 96 %
of all deaths from natural disasters kill one million people around the world each decade
and leave millions more homeless each year.

Disaster preparedness is a continuous and integrated process resulting from a wide


range of activities and resources rather than from a distinct activity by itself. It requires
the contributions of many different areas ranging from training and logistics, to health
care to institutional development.

5 Steps to Emergency Preparedness for any Disasters

1. Know your risks-listing potential emergencies and ranking them in regards to


importance and likelihood is essential to knowing what to do and what resources
to invest.
2. Build a team-emergency plans should be the product of an inclusive team
instead of a single individual or group. Putting together a team of subject matter
experts from different departments helps in determining the overall span of plan,
including a cycle of the four phases of emergency management:
 Mitigation- preventing emergencies and minimizing the efectbif an event
occurs.
 Preparedness-identified efforts to prepare for the event.
 Response- plans and efforts to respond safely to the event.
 Recovery- actions needed to return the facility to normal operations.
3. Make critical information quickly accessible
4. Update your alert and response procedures
5. Test the plan- once the plan has created, the next question is, and will it work?
How do you know? The answer is a series of tests or tabletops, drills, and
exercises designed to go through procedures that you are expected to know- in
fact, that you need to know to save your own life and the lives of others.

Contingency plan is a written emergency procedures plan which describes what actions
must be taken to minimize hazards from fires, explosions or unplanned releases of
hazardous waste constituents to air, soil or water.

Contingency plan include a description of the emergency procedures to be followed by


facility personnel in response to fires, explosions, or any unplanned sudden or non-
sudden release of hazardous waste constituents to air, soil or water. A description of
arrangements agreed to by local police departments, fire departments, hospitals,
contractors, and state and local emergency response teams. An up-to-date list of
names, address and phone numbers (office and home) of all persons qualified to act as
emergency coordinator.

Evacuation is the immediate and rapid movement of people away from the threat or
actual occurrence of a hazard. Examples range from the small scale evacuation of a
building due to a bomb threat or fire to the large scale evacuation of a district because
of a flood, bombardment or approaching weather system.

Isolation refers to various measures taken to prevent contagious diseases from being
spread from a patient to other patient.

Forms of Isolation

1. Strict isolation is used for diseases spread through the air and in some case by
contact.
2. Contact isolation is used to prevent the spread of diseases that can be spread
through contact with open wounds.
3. Respiratory isolation is used for diseases that are spread through particles that
are exhaled.
4. Blood and body fluids precaution is used when there is concern about
communicable diseases found in a patient’s body fluid.

5. Reverse isolation is a method to prevent a patient in a compromised health
situation from being contaminated by other people or objects.

Decontamination is the reduction or removal of chemical agents. It may be


accomplished removal of these agents by physical means or by chemical neutralization
or detoxification.

Content:

1. Hazard and Risk Control

A hazard is any source of potential damage, harm or adverse health effects on


something or someone.

Risk is the chance or probability that a person will be harmed or experience and
adverse health effect if exposed to hazard. It may also apply to situations with property
or equipment loss, or harmful effects on the environment.

2. Environment for Safety Regulations

A common factor in whether regulation is used is the seriousness of the outcome being
addressed in terms of human health. For this reason regulation is more common in
transportation and the workplace. Regulations are often introduced in situations where
the actions of one person can injure other persons who do not have the ability or
opportunity to decide whether to accept the associated with those actions.

The most common examples relate to regulations protecting the safety of children and
workers.

3. Using the Think Safe steps


 Spot the hazard

A hazard is anything that could hurt you or someone else.

Examples of workplace hazards include:

Frayed electrical cords (could result in electrical shock). Noisy machinery (could result
in damage to your hearing).

 Assess the Risk

Assessing the risk means working out how likely it is that a hazard will harm someone
and how serious the harm could be.

Example: Ask your supervisor for instructions and training before using equipment.

The best way to fix a hazard is to get rid of it altogether. This is not always possible.

Elimination- sometimes hazards equipment, substances or work practices can be


avoided entirely.

Substitution- sometimes a less hazardous thing, substance or work practice can be


used.

Isolation-separate the hazard from people, by marking the hazardous area, fitting
screens or putting up safety barriers.

Safeguards- can be added by modifying tools or equipment, or fitting guards to


machinery.

Using Personal Protective Equipment and Clothing (PPE)

If risk remain after the options have been tried, it may be necessary to use equipment
such as safety glasses, gloves, helmets and ear muffs. PPE can protect you from
hazards associated with jobs such as handling chemicals or working in a noisy
environment.
