1st INVITATION FOR NATIONAL COMPETITIVE BID/NCB/ TO ALL CONTRACTORS OF CATEGORY LISTED IN THE
TABLE BELOW

1. Guliso Agriculture Office has received a guarantee from FSRP/Food system resilience program/ for the construction
of upgrading of Aba bada /Moga Kobera/small-scale irrigation project located in Oromia Region West Wollega Zone,
Guliso Woreda listed in the table below herewith, Accordingly, our office would like to invite eligible bidders to
participate on this bid.

2. The bidders should present a Trade license valid for the current year & a VAT registration certificate, TIN, Tax
clearance, and Renewed WWC license.

3. Bidders shall obtain bid document upon payment of non-refundable birr 1000.00 (One thousand) on commercial
bank of Ethiopia account 1000098281545 on Guliso woreda finance office and bring the bank receipt starting from
08/07/2016 up to 07/08/2016 E.C.

4. The bidders should fulfill all technical evaluation and evaluation qualification criteria that are attached to in bid
document and evaluation will be conducted through NCB procedures specified in World Bank procurement
guidelines.

5. A bidder that has a project in hand and is not properly handed over is not eligible or leads to rejection from the
competition. The bidder should present a clearance letter for the past good accomplishments from the client.

6. The bidder must submit a Cost breakdown of unit rate analysis for each work item that considers the current market
situation of the specific site similar to a specification of unit rate and shall be wax (glue) sealed envelope with an
original financial document.

7. Bids shall be valid for a period of thirty (30) days after the invitation is announced in the newspaper.

8. Bids should be accompanied by a bid security of Eth Birr as stated in the table above in an acceptable form of (CPO
or Bank Guarantee) and shall remain valid and open for acceptance for a period of 90 days after the date of bid
opening and must be addressed to Guliso Woreda Agriculture Office.

9. In addition to the original of the bid, the number of copies is: (Financial offer) One Original plus 2 copies and cost
breakdown as well as (technical offer) One Original plus two copies & CPO with full information and for the rest refer
bid document accordingly.

10. The bid shall be submitted on 4:00 o'clock local time on 08/08/2016 E.C and the bid will be opened in the
presence of the bidders and/or their authorized representatives at the last date of bid submission at 4:30 local
time at Guliso woreda Finance Office.

11. Guliso Woreda Agriculture office reserves the right to reject any or all part of the bid.

12. Bidders have to visit the site and bring site visit evidence (signed &sealed by the Kebele administration) from
Kebele project to be done as per as SBD format.

13. During Bid opening both technical & financial bid document will be opened simultaneously & those bidders who
are technically qualified /responsive for all technical evaluation criteria's during technical evaluation will be announced
by letter or notice and compute for the financial evaluation, the least evaluated price bidder after arithmetic check will
be the winner.

NB. Oreintation on Environmental and social management plan /ESMP/ will be given for a bidders two weeks before
bid opening date.
