Chapter 1: Introduction
1.1.Background of Research
Sri Lanka has a universal health care system that extends free healthcare to all citizens
since 1930, which has been a national priority. OPD facilities are readily available in state
hospitals situated in major cities, towns and rural areas, with medical and clinical facilities,
laboratory and radiology facilities, ECG, X-rays, maternity wards are common in most. But
most illnesses can be treated in 8 teaching hospitals in Colombo, Colombo South,
Colombo North, Kandy/Peradeniya, Galle (Karapitiya Hospital) and Jaffna. All medical
Officers and Nursing Staff in the government hospitals are qualified and trained, with
some of the most experienced staff working at the teaching hospitals. For emergencies,
especially accidents, it is highly recommended to go directly to general hospital accident
services as they are equipped with the staff and facilities to handle emergencies. Despite
low levels of health expenditures, Sri Lanka's health indicators are comparable to more
developed countries in the region. However, the facilities available at the state hospitals
seems inadequate to cater the demands of public and reported having long waiting lists
for specialized care and advanced procedures. (Sri Lanka health system review)
Over the past few years, Sri Lankan hospitals have faced challenges related to patient
management, record-keeping, and overall operational efficiency. The need for an effective
Hospital Management System has become increasingly evident. With the growing number
of patients and medical staff, the current manual processes often lead to errors, delays,
and inefficiencies. This proposal aims to address these issues by introducing an advanced
Hospital Management System tailored for Sri Lankan hospitals.
The existing system relies on paper-based records and manual administrative processes.
This results in difficulties in tracking patient histories, managing appointments, and
efficiently allocating resources. Furthermore, the lack of an integrated system hampers
the ability to make informed decisions and provide timely care.

1.2.Statement of Problem
When we consider the management of the hospitals mainly, I have identified that most of
them are still following a manual system their day-today work which can lead to many
disasters. Some of those disadvantages of a manual health care system can be listed as
follows.
1. Maintenance problems
2. Data handling problems
3. Lack of ability to convert data into information
4. Accessibility issues with the data
5. Time wastage
1.3.1 Aim
To design and develop a Hospital Management System tailored for Sri Lankan hospitals to
improve patient care and operational efficiency.

1.3.2 Objectives
Following objectives are to be achieved to meet the aim of the project

• Conducting a thorough analysis of the current hospital management processes in Sri


Lanka.
• Designing a user-friendly and comprehensive Hospital Management System.
• Implementing the system to automate patient registration, appointment scheduling,
EHR management, billing, and inventory.
• Testing the system rigorously to ensure accuracy, security, and reliability.

1.4.Summary
This project aims to transform the healthcare system in Sri Lanka by introducing a cutting -
edge Hospital Management System. The proposed system will streamline hospital
operations, enhance patient care, and provide valuable data for informed decision-
making.
Chapter 2: Related Work
2.1 Introduction
This chapter provides an overview of Hospital Management Systems that have been
developed and implemented. The following section describe features of such systems and
their details.

2.2 The Hospital Health Information Management System (HHIMS)


The Hospital Health Information Management System (HHIMS) is a digital health project
implemented by the Information and Communication Technology Agency (ICTA) of Sri
Lanka to improve the quality of healthcare services in the country. The project aims to
provide timely access to critical clinical information, mobilize new resources, and ensure

According to a report produced by the ICTA, the initial stage of HHIMS implementation
has been successful. However, there are still some operational issues that need to be
addressed. The report suggests that the following areas require improvements:
• User interface: The current user interface is not user-friendly and requires further
optimization.
• Data quality: There are issues with data quality, completeness, and accuracy.
• Interoperability: The system lacks interoperability with other healthcare systems.

Chapter 3: Proposed System
3.1. Introduction
The proposed Hospital Management System aims to replace the current manual processes with
a digital and integrated solution. It will offer a user-friendly interface for administrators, doctors,
and other staff. Key features of the system will include:

• Patient Registration: Streamlined patient registration processes with digital records.


• Appointment Scheduling: Efficient scheduling of appointments to reduce waiting times.
• Electronic Health Records (EHR): Comprehensive electronic health records for each
patient.

• Inventory Management: Real-time tracking of medical supplies and inventory.
• Reporting and Analytics: Data-driven reporting for informed decision-making.
