This British Standard is the English language version of EN ISO 3166-1:1997.

It is identical with ISO 3166-1:1997. It supersedes BS EN 23166:1994 which is
withdrawn.
The UK participation in its preparation was entrusted by Technical Committee
IDT/2, Information and documentation, to Subcommittee IDT/2/11, Coding of
country names and related entities, which has the responsibility to:
— aid enquirers to understand the text;
— present to the responsible international/European committee any
enquiries on the interpretation, or proposals for change, and keep the
UK interests informed;
— monitor related international and European developments and
promulgate them in the UK.
A list of organizations represented on this subcommittee can be obtained on
request to its secretary.
Cross-references
Attention is drawn to the fact that CEN and CENELEC Standards normally
include an annex which lists normative references to international
publications with their corresponding European publications. The
British Standards which implement these international or European

This European Standard was approved by CEN on 11 September 1997.

Foreword
The text of the International Standard
ISO 3166-1:1997 has been prepared by Technical
Committee ISO/TC 46 “Information and
documentation” in collaboration with CEN/CS.
This European Standard shall be given the status of
a national standard, either by publication of an
identical text or by endorsement, at the latest by
April 1998, and conflicting national standards shall
be withdrawn at the latest by April 1998.
According to the CEN/CENELEC Internal
Regulations, the national standards organizations
of the following countries are bound to implement
this European Standard: Austria, Belgium,
Czech Republic, Denmark, Finland, France,
Germany, Greece, Iceland, Ireland, Italy,
Luxembourg, Netherlands, Norway, Portugal,
Spain, Sweden, Switzerland and
the United Kingdom.

Foreword
ISO (the International Organization for Standardization) is a worldwide
federation of national standards bodies (ISO member bodies). The work of
preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee.
International organizations, governmental and non-governmental, in liaison with
ISO, also take part in the work. ISO collaborates closely with the International
Electrotechnical Commission (IEC) on all matters of electrotechnical
standardization.
Draft International Standards adopted by the technical committees are circulated
to the member bodies for voting. Publication as an International Standard requires
approval by at least 75 % of the member bodies casting a vote.
International Standard ISO 3166 was first published in 1974. It was prepared by
Technical Committee ISO/TC 46, Information and documentation, in collaboration
with the following International Organizations: Customs Cooperation Council
(CCC), [since 1995: World Customs Organization (WCO)], United Nations
Economic Commission for Europe (ECE), Food and Agriculture Organization of the
United Nations (FAO), International Atomic Energy Agency (IAEA), International
Air Transport Association (IATA), International Chamber of Commerce (ICC),
International Chamber of Shipping (ICS), International Federation of Library
Associations (IFLA), International Labour Office (ILO), International
Telecommunication Union (ITU), International Union of Railways (UIC),
United Nations Organization (UN), United Nations Conference on Trade and
Development (UNCTAD), Universal Postal Union (UPU), World Intellectual
Property Organization (WIPO), and World Health Organization (WHO).
This edition is a complete revision of ISO 3166 and cancels and replaces the
fourth edition (ISO 3166:1993). It comprises a consolidation of all changes to the
lists of ISO 3166:1993 agreed to by the ISO 3166 Maintenance Agency (see below),
published in the ISO 3166 Newsletter up to IV-2.

Introduction
International Standard ISO 3166 provides universally applicable coded representations of names of
countries (current and non-current), dependencies, and other areas of particular geopolitical interest and
their subdivisions.
ISO 3166-1 (Country codes) establishes codes that represent the current names of countries, dependencies,
and other areas of particular geopolitical interest, on the basis of lists of country names obtained from the
United Nations.
ISO 3166-2 (Country subdivision code) establishes a code that represents the names of the principal
administrative divisions, or similar areas, of the countries etc. included in ISO 3166-1.
ISO 3166-3 (Code for formerly used names of countries) establishes a code that represents
non-current country names, i.e. the country names deleted from ISO 3166 since its first publication
in 1974.
The three parts of ISO 3166 do not express any opinion whatsoever concerning the legal status of any
country, dependency, or other area named herein, or concerning its frontiers or boundaries.
NOTE 1 ISO 3166-2 and ISO 3166-3 are not included in the same document as ISO 3166-1. They are under preparation as separate
parts of ISO 3166.

Introduction
La Norme internationale ISO 3166 fournit une représentation codée des noms de pays (actuels ou non
actuels), dépendances et autres zones d’intérêt géopolitique particulier et de leurs subdivisions, pour une
application universelle.
L’ISO 3166-1 (Codes pays) établit des codes qui représentent les noms de pays actuels, des dépendances et
autres zones d’intérêt géopolitique particulier, basés sur des listes de noms de pays provenant des Nations
Unies.
L’ISO 3166-2 (Code pour les subdivsions de pays) établit un code qui représente les noms des divisions
administratives ou des zones similaires des pays etc. issus de l’ISO 3166-1.
L’ISO 3166-3 (Code pour les noms de pays utilisés antérieurement) établit un code pour les noms de pays
attestés dans le passé, c’est-à-dire des pays dont les noms ont été supprimés de l’ISO 3166 depuis sa
première publication en 1974.
Les trois parties de l’ISO 3166 n’expriment aucune opinion sur le statut légal des pays, des dépendances
ou autres zones citées, ou sur la délimitation de leurs frontières ou de leurs limites.

1 Scope
This part of ISO 3166 is intended for use in any
application requiring the expression of current
country names in coded form; it also includes basic
guidelines for its implementation and maintenance.
2 Normative references
The following standards contain provisions which,
through reference in this text, constitute provisions
of this part of ISO 3166. At the time of publication,
the editions indicated were valid. All standards are
subject to revision, and parties to agreements based
on this part of ISO 3166 are encouraged to
investigate the possibility of applying the most
recent editions of the standards indicated below.

currently valid International Standards.

4 Principles for inclusion in the list of
country names
4.1 List
The list of country names in this part of ISO 3166
includes those required to satisfy the broadest
possible range of applications. It is based on the list
in the “Standard Country or Area Codes for
Statistical Use” established by the United Nations
Statistics Division.
4.2 Source of names
Names of countries correspond to those given, in
English and French, in the current “Terminology
Bulletin — Country Names”, issued by the United
Nations Department of Conference Services,
entitled “States Members of the United Nations,
Members of the Specialized Agencies or Parties to
the Statute of the International Court of Justice”
and to those published in the “Standard Country or
Area Codes for Statistical Use”, issued by the
United Nations Statistics Division. The full name is
the formal title as notified by the country concerned
to the UN Secretary General. The short form of the
country name given in the “Bulletin” is also
provided in this part of ISO 3166 if it differs from
the full name. For reasons of user-friendliness the
name in capitals is sometimes inverted.
Other widely used forms of country names may also
be provided in the remarks column.
4.3 Overlaps
Some country names included in this part of
ISO 3166 cover areas that have also been coded
separately where an interchange requirement
justifies a separate code element; the entries
therefore, are not mutually exclusive.

4.4 Current status of names
Country names listed in this part of ISO 3166 are
intended to reflect the current situation, at the
issue of the latest update of this part of ISO 3166.

4.1 Liste

Use” établie par la Division des Statistiques des
Nations Unies.
4.2 Source des noms
Les noms de pays correspondent à ceux qui sont
donnés, en français et en anglais, dans le “Bulletin
de Terminologie — Noms de pays” en vigueur,
publié par le “Département des Conférences” des
Nations Unies, sous le titre “Etats Membres de
l’Organisation des Nations Unies, Membres
d’institutions spécialisées ou parties au Statut de la
Cour internationale de Justice”, et à ceux publiés
dans le “Standard Country or Area Codes for
Statistical Use” publié par la Division des
Statistiques des Nations Unies. La forme longue est
le titre formel tel que notifié par le pays concerné
au Secrétaire Général des Nations Unies. La forme
courte du nom de pays donnée dans le “Bulletin” est
aussi fournie dans la présente partie de l’ISO 3166
si elle diffère du nom complet. Pour en faciliter

5 Principles for allocation of code
elements
5.1 Relationship with names
The principle for the alphabetic codes in this part of
ISO 3166 is a visual association between the
country names (in English or French, or sometimes
in another language) and their corresponding code
elements. In applying this principle, the code
elements have generally been assigned on the basis
of the short names of the countries, thus avoiding,
wherever possible, any reflection of their political
status.
The distinguishing signs for road vehicles reported
by the contracting parties to the Conventions on
Road Traffic (1949 and 1968) provided the major
source for code elements for this part of ISO 3166.
5.2 Construction of the alpha-2 code
This part of ISO 3166 establishes an
alphabetic 2-character (alpha-2) code which is
generally recommended to represent country names
and which is the basis for the codes laid down in
ISO 3166-2 and ISO 3166-3 and for other
international standards and recommendationsa.
The alpha-2 code uses combinations, in upper case,
of two letters of the 26-character Roman alphabet
(ignoring diacritic signs) from the range AA to ZZ.
5.3 Construction of the alpha-3 code
This part of ISO 3166 also provides an
alphabetic 3-character (alpha-3) code, based on the
alpha-2 code, and using combinations, in upper
case, of three letters of the 26-character Roman
alphabet (ignoring diacritic signs) from the range
AAA to ZZZ, for use in cases where a specific need
has been identified.
NOTE 3 Attention is drawn to the fact that other 3-letter codes
exist.
5.4 Construction of the numeric-3 code
Recognizing that a numeric code for country names
is of advantage (e.g. to provide language
independence), a three-digit numeric (numeric-3)
code from the range 000 to 899 is also provided in
this part of ISO 3166. It is made available by the
United Nations Statistics Division.

5 Principes d’attribution des codets
5.1 Relations avec les noms de pays
Le principe utilisé pour les codes alphabétiques
dans la présente partie de l’ISO 3166 est une
association visuelle entre les noms de pays
(en anglais ou en français et parfois dans d’autres
langues) et leurs codets correspondants. En
application de ce principe, les codets ont été
généralement attribués sur la base de la forme
courte du nom des pays en évitant ainsi, si possible,
toute référence à leur statut politique.
Les signes distinctifs pour les véhicules routiers
notifiés par les parties contractantes des
conventions sur la circulation routière (1949
et 1968) ont constitué un apport d’information
important pour la présente partie de l’ISO 3166.
5.2 Construction du code alpha-2
La présente partie de l’ISO 3166 établit un code

5.5 Specification for use
When applying this part of ISO 3166, users should
clearly state which of the three codes they are
using. If a code element from this part of ISO 3166
is used in combination with other characters for
special purposes, it is strongly recommended that
the choice and function of any such additional
characters be specified.
5.6 User allocation
Rules for the allocation of code elements by users
are given in subclause 8.1.3 of this part of
ISO 3166.
6 List of country names and their code
elements
Clause 9 of this part of ISO 3166 lists the country
names in English in alphabetical order of the short
forms, with their corresponding alpha-2 code
elements, alpha-3 code elements, numeric-3 code
elements and remarks, such as other widely used
country names and names of geographically
separated territories covered by the main entry in
the list; the latter are indexed in Annex A.
Clause 10 of this part of ISO 3166 lists the same
information as clause 3, but in French.
Clause 11 of this part of ISO 3166 lists the alpha-2
code elements in alphabetical order, with the
corresponding short forms of the country names in
English and French.
Clause 12 of this part of ISO 3166 lists the alpha-3
code elements in alphabetical order, with the
corresponding short forms of the country names in
English and French.
Clause 13 of this part of ISO 3166 lists the
numeric-3 code elements in numerical order, with
the corresponding short forms of the country names
in English and French.
Annex A of this part of ISO 3166 is an index in
English and French of names of geographically
separated territories etc. which are given in the
remarks column in clause 9 and clause 10 of this
part of ISO 3166.

Annex B of this part of ISO 3166 is a conversion

7 Maintenance
A Maintenance Agency (ISO 3166/MA) has been
established by the ISO Council to operate under
guidelines approved by the Council. The
ISO 3166/MA has been entrusted with the following
functions:
a) to add and to delete country names in
ISO 3166 and to assign code elements as needed,
in accordance with the rules provided;
b) to advise users and ISO member bodies
regarding application of the codes;
c) to update and disseminate lists of country
names and their code elements;
d) to maintain a reference list of all code
elements for country names used in ISO 3166,
and their periods of validity;
e) to issue and distribute newsletters announcing
changes made to the current version of ISO 3166;
f) to administer the reservation of code elements.
Changes to this part of ISO 3166 are decided by the
ISO 3166/MA and become effective immediately.
They are announced in ISO 3166 Newsletters and
are authoritative amendments to clauses 1 to 13
and the annexes of this part of ISO 3166.
The following criteria shall be observed by the
ISO 3166/MA for changes to the list of country
names in this part of ISO 3166 and their code
elements, and for reservations of code elements:
7.1 Additions to the list of country names
Additions to the list of country names shall be made
on the basis of information from United Nations
Headquarters, or on request. In the latter case, the
ISO 3166/MA will decide upon the addition, on the
basis of the justification given for the actual
requirements for international interchange. Code
elements will be allocated accordingly.

7 Mise à jour

f) administrer la réservation de codets.
Les changements à la présente partie de l’ISO 3166
sont décidés par l’ISO 3166/MA et deviennent
effectifs immédiatement. Ils sont publiés dans
l’ISO 3166 Info-Service et constituent des
amendements officiels aux articles 1 à 13 et aux
annexes de la présente partie de l’ISO 3166.
Pour tout changement à la liste des noms de pays

If a country name is not included in the list
provided in the “Standard Country or Area
Codes for Statistical Use”, the ISO 3166/MA
may assign the numeric code element from the
series 900 – 999 which has been made available
by the United Nations Statistics Division for this
purpose.
7.2 Deletions from the list of country names
Deletions from the list of country names shall be
made on the basis of information from United
Nations Headquarters, or on request. In the latter
case, the ISO 3166/MA shall decide upon the
deletion, on the basis of the information given, and
shall reserve the code element accordingly.
7.3 Alterations to country names or code
elements
Alterations to a country name or code element shall
be based primarily on information from United
Nations Headquarters. A significant change of
name may require the ISO 3166/MA to change the
alpha code element concerned. The Maintenance
Agency, however, shall endeavour to maintain
stability in the lists of code elements.
7.4 Reservation of code elements
7.4.1 Reallocation period
Code elements that the ISO 3166/MA has altered or
deleted should not be reallocated during a period of
at least five years after the change. The exact
period is determined in each case on the basis of the
extent to which the former code element was used.
7.4.2 Period of non-use
Certain code elements existing at the time of the
first publication of the ISO 3166 country codes and
differing from those in this part of ISO 3166 should
not be used for an indeterminate period to
represent other country names. This provision
applies to certain vehicle designations notified
under the 1949 and 1968 Conventions on Road
Traffic.
Code elements to which this provision applies
should be included in the list of reserved code
elements (see 7.4.5) and should not be reallocated
during a period of at least five years after the date
when the countries or organizations concerned have
discontinued their use.

7.4 Réservation de codets
7.4.1 Période de réallocation
Les codets qui ont été modifiés ou supprimés par
l’ISO 3166/MA ne doivent pas être réattribués
pendant cinq ans au moins à partir du changement.
La période exacte est déterminée, dans chaque cas,
selon l’importance des anciens codets.
7.4.2 Période de non-usage
Certains codets utilisés au moment de la première
publication de l’ISO 3166, mais qui diffèrent de
ceux figurant dans la présente partie de l’ISO 3166,
ne doivent pas être utilisés pour représenter
d’autres pays, et ce, pour une durée indéterminée.
Ceci s’applique à certaines désignations de
véhicules notifiés dans les Conventions sur la
Circulation Routière (1949 et 1968).

7.4.3 Exceptional reserved code elements
Code elements may be reserved, in exceptional
cases, for country names which the ISO 3166/MA
has decided not to include in this part of ISO 3166
but for which an interchange requirement exists.
Before such code elements are reserved, advice
from the relevant authority must be sought.
7.4.4 Reallocation
Before reallocating a former code element or a
formerly reserved code element, the ISO 3166/MA
shall consult, as appropriate, the authority or
agency on whose behalf the code element was
reserved and consideration shall be given to
difficulties which might arise from the reallocation.
7.4.5 List of reserved code elements
A list of reserved code elements shall be kept by the
ISO 3166/MA Secretariat and is available on
requesta.
8 Guidelines for users
8.1 Special provisions
Users sometimes need to extend or alter the use of
country code elements for special purposes. The
following provisions give guidance for meeting such
needs within the framework of this part of
ISO 3166. In every case the ISO 3166/MA should be
informed.
8.1.1 Subsets
If users do not need to use the entire list of country
names with their code elements from this part of
ISO 3166, they may select those that they require
to create their own subset, citing the edition used
and the purpose of the subset.
8.1.2 Aggregations
In the exceptional case that users need to group
together country names included in this part of
ISO 3166, and they require a code element to
represent this aggregation, they should do so in
accordance with 8.1.3.

7.4.3 Codets réservés exceptionnellement

8 Principes directeurs pour les
utilisateurs
8.1 Dispositions particulières
Les utilisateurs ont parfois besoin d’étendre ou de
restreindre l’utilisation des codes pays pour des
applications particulières. Les dispositions
suivantes sont destinées à fournir un guide pour de
telles applications dans le cadre de la présente

8.1.3 User-assigned code elements
If users need code elements to represent country
names not included in this part of ISO 3166, the
series of letters AA, QM to QZ, XA to XZ, and ZZ,
and the series AAA to AAZ, QMA to QZZ, XAA to
XZZ, and ZZA to ZZZ respectively and the series of
numbers 900 to 999 are available. These users
should inform the ISO 3166/MA of such use.
8.1.4 Extended facility of user-assigned code
elements (escape code element)
If the number of user-assigned code elements
in 8.1.3 is not sufficient to cover a particular user
requirement, the alphabetic code elements OO or
OOO or the numeric code element 000 are to be
utilized to indicate that code elements other than
those defined in this part of ISO 3166 are used.
8.1.5 Designation of main territory only
If users need to provide a code element for only the
main territory of a country, excluding areas which
have been separately coded in accordance with 4.3,
this can be done by substituting “X” for the second
letter of the alpha-2 code element and “XX” for the
second and third letters of the alpha-3 code element
for the country concerned. In all cases the
ISO 3166/MA should be consulted.

8.1.6 Redefinitions
If, in exceptional cases, a user finds that the
meaning of an existing code element in this part of
ISO 3166 needs to be redefined, the ISO 3166/MA
should be consulted.
8.1.7 Information interchange
When country names and code elements are derived
as subsets of this part of ISO 3166 or are user
defined (see 8.1.1 and 8.1.3), it is essential that all
parties involved in such interchange be informed of
the contents of the subsets concerned and of the
relevant descriptions of user-defined code elements.

8.2 Notification of use of this part of ISO 3166
Users should notify the ISO 3166/MA and the
national standards body where appropriate of their
use of this part of ISO 3166, in order that they may
be informed of future changes or other actions
(e.g. through the ISO 3166 Newsletter). For this
purpose, a copy of the user’s implementation
document or code element list should be
transmitted to the ISO 3166/MA Secretariat
(see foreword).
8.3 Advice regarding use
The ISO 3166/MA is available for consultation and
assistance on the use of country names in coded
form.

Alphabetical index of names from the
list part appearing in the remarks
column, or forming the second
significant part of composite country
names in column 1
This Annex provides users with a convenient
reference to territory names, mostly of islands,
given in the Remarks column of clauses 9 and 10 of
this part of ISO 3166. This is particularly helpful
when there is a need to identify the country code
elements for territory names which do not appear
as main entries in the alphabetic lists in clauses 9
and 10.
Territory names are given in English and French
with their corresponding code elements, enabling
the user to locate the territory name in clauses 9
and 10.
Territory names spelled differently in English and
French are listed separately followed by the
relevant language code element — (en) or (fr).
Territory names identical in English and French
but differing only in respect to their generic
term — usually “Island”, “Islands”, “Archipelago”
(en), “Île”, “Îles”, “Archipel” (fr) — are shown on the
same line. The French generic term is shown after
the English one separated by a slash “/”.
This Annex also gives the second significant part of
composite country names from column 1. These
entries are marked by an asterisk (*).

codets du pays pour les noms de territoires qui ne
figurent pas comme entrées principales dans les
listes alphabétiques des articles 9 et 10.
Les noms de territoires sont donnés en anglais et en
français avec leurs codets correspondants,
permettant a l’utilisateur de localiser le nom de
territoire dans les articles 9 et 10.
Les noms de territoires différents en anglais et en
français sont listés séparément, suivis de leur code
langue correspondant, (en) ou (fr).
Les noms de territoires identiques en anglais et en
français, mais qui ne diffèrent que par leur terme
générique, en général “Island”, “Islands”,
“Archipelago” (en), “Île”, “Îles”, “Archipel” (fr), sont
placés sur la même ligne. Le terme générique
français est porté après le terme anglais, séparé par
une barre oblique “/”.
La présente annexe mentionne également la
seconde partie significative des noms de pays de
forme composée de la colonne 1. Ces entrées sont
