On 8/28/23 at approximately 22:30, I, Chief Jeffery with the Brooklyn Police Department while on routine patrol and in uniform,
observed a white in color Mazda 6 parked in a handicap parking spot in front of Apt. 139 in Thomas Terry Housing Projects with no
license plates on it. I checked the VIN number on the vehicle with dispatch to determine if the vehicle was stolen. Dispatch advised
that there was no record on file. I notified dispatch to contact Andy's towing to have the vehicle removed.

Approximately 15 minutes later, Andy's arrived on scene and backed up to the vehicle. At that time, a male and female exited
apartment 139 and asked what was going on. I asked them if the vehicle belonged to them and the male subject stated that it was his
vehicle. I informed the male subject who was later identified as,

that the vehicle was being towed for no registration and parked in a handicap parking space. Cureton stated that he had just bought
the vehicle and was not aware that the parking spot was for handicap. I informed Cureton that the sign in front of his car was
clearly visible, and that the vehicle violates housing rules regarding unregistered vehicles being parked on housing property. I asked
Cureton if the vehicle was insured, and he stated no. I informed Cureton that since towing was already on scene that the vehicle
would be towed.

Cureton and the female started becoming very agitated and disruptive about the towing of the vehicle. Both of them tried entering
the vehicle and I instructed them to step away from the vehicle for officer safety not knowing what was in the vehicle. I instructed
both individuals to return to their apartment or face arrest for obstructing. The female who was later identified as,

Little and Cureton continued to mouth off and not return to their apartment. I then walked towards them removing my handcuffs
and informed them that they were both under arrest. Cureton and Little both walked back to the apartment and closed the door. I
then returned to the vehicle which was parked approximately 20 ft from the door and then heard Little and Cureton yelling again
from the opened front door. I then returned to the front door where Little attempted to shut the door but was blocked from a shoe
that was laying on the floor. I placed my hand on the door and attempted to grab Little's arm to effect an arrest. Little continued to
resist as I pushed my way through the door in an attempt to take Little into custody.

Upon entry into the apartment, Cureton attempted to block my arrest of Little and Aux. Officer Thomas assisted with Little as I
engaged Cureton to place him into handcuffs. Both individuals fell onto a couch while continuing to resist. I disengaged from
Cureton and removed my taser. I removed the cartridge from the front of the tazer and informed Cureton if he did not stop resisting
he would risk being tazed. I then attempted to grab Cureton's arm and he continued to pull away and prevent me from taking him
into custody. I then activated my tazer and pull the trigger to give Cureton a warning crack sound from the tazer. Cureton
continued to keep resisting so I applied the tazer to his chest area in an attempt to drive taze Cureton. The tazer activated but
Cureton made no indication of pain and continued to resist.

Aux. Ofc. Thomas then disengaged with Little and pulled Cureton from the couch to the floor and placed him into cuffs. I then
placed Little into cuffs and both subjects were taken outside. I directed Ofc. Thomas to place Cureton in the back of the patrol car.
Little stated that she had a child sleeping upstairs and I informed her that she would be held out front till citations were issued. At
that time, I heard a baby crying from inside the residence and decided to remove Little from cuffs and let her attend to the child. I
informed Little that we were not done.

I then moved my attention to Cureton who was now laying on the ground next to his vehicle. I asked Ofc. Thomas what happened
and he stated that Cureton just fell to the ground while he was walking him to the car. Cureton was yelling that his chest hurt and
he was in so much pain. I asked Cureton if he need EMS and he stated yes. Ofc. Thomas indicated that he had already contacted
EMS and they were in route. I asked Cureton what his name and date of birth was, and he refused to tell me. I asked Little what his
name and DOB was and she stated "you can get it from him"

After approximately 5 minutes, Cureton stopped yelling and gave no indication that he was in any kind of distress. I directed Ofc.
Thomas to help me pick Cureton up and walked him to the patrol car where he sat down in the back. I asked Cureton again what
his name and DOB was so I could run him and issue him a ticket and he would be released. Cureton continued to refuse to provide
his identification. I informed him that he would be taken to county jail after EMS confirmed he was ok to verify his identity. Little
then approached me with her phone out and putting it in my face demanding my name. I then grabbed Little's arm and placed her
back into custody since she no longer had her child with her. Little was placed in the back of my patrol car while I issued her a
citation for obstructing/resisting. I informed Little that she could stay in the back of my vehicle in cuffs till I was finished dealing

with Cureton or I could release her if she went back to her apartment and not interfere with my duties. Little stated she would
return to her apartment. I informed her that I would let her know of Cureton's disposition as soon as I knew more information.
Little returned to her apartment.

EMS arrived on scene and checked Cureton's vitals and stated his blood pressure was elevated and recommended him going to the
hospital to be checked out. I asked Cureton again what his name and DOB was, and he could get a ticket and be released to go to the
hospital. Cureton provided his name and DOB. I ran a check through dispatch, and he returned clear and valid. I asked EMS if they
needed any further assistance, and they stated no. I informed Cureton that his ticket would be attached to his tow sheet, and he
could get it when he picked up his vehicle. Cureton was then cited for obstructing/resisting and parking in a handicap spot.

Ofc. Thomas and I cleared the scene, nothing further at this time.
