PROJECT HIGHLITS:
Title of the content: SHE EMERGENCY RESPONSE PLAN FOR BRIDGE No: 92.
2. LOCATION OF THE PROJECT SITE: Bridge no-92 and DFCC western Freight Corridor Project Design and
Construction of Important and Major Bridges (54Nos) of Western Freight Corridor between Vaitarna and Utran on Vasai-Bharuch
Section.
Participation of the senior management personnel in the safety movement & follow
the safety rules at site constitutes the example for the workmen & enhancing
standards of the SHE requirements.
Natural calamities (2%) like earthquakes, cyclones, floods, forest fire are natural
phenomena & it causes disaster. It is not controllable by the human beings, it is
catastrophic situation in which day to day life of the people suddenly disrupted and
people are plunged in to helpless situation. We can able to detain some damage or
minimize effectiveness if we prepare emergency/ contingency plan for the same &
educate the employees for combating such situation.
Safety is ever body responsibility & together we can achieve Zero Accident target &
develops safety culture in the organization.

6.1 The purpose of this document is to identify and control “On Site Emergency”
measures.
6.2 To establish “On Site Emergency” management system and responsibilities.

The MAP of construction area is attached herewith for projecting location of the
Bridge: 92 site & other important locations i.e. Gantry, Office containers, Assembly
Point, Siren, Extinguishers Post…etc... It also projects location of rescue equipments
Like Floating Platform (BARGE), Tug Boat for reference at the time of emergency
Arises.
Minor accidents do not cause much harm but major accident due to emergency or
disaster cause great harm of person, property and production/progress of the
project. The emergency situation arises all of a sudden and contains high potential
to cause havoc. Therefore such situations/chances and risks should be thought in
advance and It should be planned beforehand and control it within the shortest time.
Emergency preparedness and response for the Bridge No-92 site or “On Site
Emergency Response Plan” is prepared after considering the occurrences of various
emergencies as follows:
All emergency (incident / accident) situations which occur on the Bridge No-92 area
will be attended as per Emergency Response Plan & reported to the DFCC and SPAN
Management. Reporting will be done telephonically first & by written within 24 hours
as outlined in the DFCC SHE manual clause No 14.1, 14.1.1 & 14.1.2.
Depending upon the type of the emergency, site emergency combat teams will take
action & control the situation.
In order to combat emergency in time & manage the situation in a systematic way
at site,” On Site Emergency combat teams” are formed for the Bridge: 92 & team
member responsibilities are defined. These teams are:
Fire Fighting / Rescue team: members are Mr. Ram Milan (Leader),
Mr.Hadikul Islam Mr.Parash Sahni, Mr.Ghansyam, Mr.Madhuban Shahni
Mr.Ameerul Huck, Mr.Ramu Shahni Mr.Nand Lal, Mr. Ram Dheeraj Mr.Rubil
Shaik Mr. Rohi Dash
Engineering Team: members are Mr. Raja Babu (Leader), Mr. Nilesh, Mr.
Natraj , Mr.Alimili Mahesh.& Anjanikant Guptha
First AID Team: members are Dr.Anil Kamath (Leader) Dr.Birendra Bahadur
Singh.
Administration Team: members are Mr. M. Manoj Kumar (Leader),Mr. Ajay
Surkar, Mr.R.Jagadish, Mr.Fulla Reddy.
Security Team: Members are Mr.Sandeep Gupta (Leader), Mr.Pramod Kumar
Mr.Sakil Salmani, Mr.Pudleep Bharat Mr. Ramesh Goal.
Above mentioned team will be led by the Main Incident Controller (MIC), Dy.Incident
Controller (DIC), Site Incident Controller (SIC) & Dy. Site Incident Controller (DSIC).
(SIC) has to take control over the situation & start the operation by activating
rescue team & mobilize other resources to suppress the emergency.
Responsibility of Dy. Site Incident Controller: To assist the Site Incident
Controller (SIC) & pass on the information to Sr. Manager-SHE about
emergency & keep in contact with SIC & DIC for requirements from the store.
Responsibility of Dy. Incident Controller: As soon as information is
received from the Dy. Site Incident Controller, the Dy. Incident Controller
shall rush to the spot & assess emergency situation. Immediately reports to
Main Incident Controller. He gets advice from him & makes strategy to
combat emergency. He acts as a coordinator.
Responsibility of Main Incident Controller: The Main Incident Controller
(MIC) will make available in the Emergency Control Room as soon as message
received from the Dy. Incident Controller. He assesses the gravity of incident
& guide the DMIC for combating emergency. If situation becomes out of
control the Main Incident Controller (MIC) is authorized to declare emergency
& involved external agency for combat- ing the emergency. He gets declared
emergency by instructing the DMIC & SIC.
The Main Incident Controller (MIC) will report to DFCC telephonically first and
by written within 24 hours as outlined in the DFCC SHE manual clause No
14.1, 14.1.1 & 14.1.2.The administration team makes available in the control
room to assist the MIC.
The Deputy General Manager office will be used as Emergency control centre at
office area for controlling emergency. The emergency control centre should consist
of the following documents & facility.
The occupational health Centre is established at Near Store for giving First Aid
immediately to the victims. The occupational health Centre consists of First Aid Box,
Medicines, Equipments like Stethoscope & B P Apparatus, two beds are there for
patients & Emergency vehicle. The Ambulance will be provided by the tied up
hospitals. The list of tied up hospitals, Address & Contact numbers of the doctors …
etc. are available as stated below. The medical assistant is appointed & available
round the clock. The First Aid Box is allocated to all sites.
Note: Patient will be initially treated by Dr. Nilesh gavad, and further will be referred
to Sanjeevani Hospitals, Virar, if required.

Rope -10 Nos. 5.Nylone Ropes, Blankets, Hand gloves & Socks, PVC Sheet, Aired
sleeping bag, Paddle,04 nose, Emergency Torch Emergency vehicle ….etc., are
available at Bridge-92 for rescue of drowning person.
Fire Extinguishers are available on the Gantry & near electrical installation for
combating fire emergency..
The Siren is installed for workmen & general public information. When Siren is
wailed for half minute twice it indicates that emergency caused at site.
Everybody has to be alert & all hot work should be stopped immediately. All
workmen shall assemble at assembly point.
When emergency is over again Siren will be wailed for a minute continuously.
The mobile phones are issued to the responsible person for communication.
To combat emergency in time, good coordination is required between field staff &
controlling authorities. The Rescue Team members’ quickness & competency play
crucial role hence mock drill to be conducted at certain interval for enhancing
awareness & skill.
The Dy. Site Incident Controller (DSIC) will pass on the message to the Dy. Incident
Controller. & Security team leader to cordon off the main access & control the traffic.
The DSIC takes care of the workmen, assembled at assembly point & restricted their
movement & take stock of the headcounts.
The Dy. Incident Controller will rush to the spot & assess the emergency situation &
guide the Site Incident Controller if requires. He will report to Main Incident
Controller (MIC) & gets suggestion for combating emergency. The Dy. Incident
Controller will act as coordinator between Control room & emergency site.
The Main Incident Controller (MIC) controller will make available in the control room
& gets update information from the DIC & controls the entire emergency
management. The Administration team will rush to the control room & assists the
MIC. The Admin. team coordinates with Security team & external agencies
simultaneously.
The MIC takes decision for involving external agency like Disaster Prevention &
Management Center (DPMC) / Fire Brigades, Police & District Magistrate/
Collector if the severities of the emergency increase & going to affect the general
public living in the vicinity of the project site & mitigate the consequences.
The MIC reports to DFCC authorities verbally & followed by a written report
within 24 hours after emergency gets under controlled.
The MIC will visit hospital to take care of the injured person if human injury is
caused.
The MIC is responsible for preparation of the investigation report. The MIC
constitutes the investigation team & under his leadership visits the site for finding
out the root causes of the incident. The MIC involves himself in the investigation
& gets the report prepared. The MIC will review the investigation report with all
rescue team members on the table to get their views/suggestion before
finalization of the investigation report & finally the SMIC submits the report to
the DFCC after emergency is over.
The efficiency and effectiveness of the On Site Emergency Plan can be checked by
conducting the Mock Drill. The following procedure shall be adopted.
2. Assemble the MIC, DIC, SIC, DSIC & all emergency rescue teams members in the
conformance room. First conduct Dry Mock Drill as follows: The Sr. Manager-SHE
explains strategy & importance of the Mock Drill on the board. The Sr. Manager-SHE
reminds responsibility of the team leaders & members. Ensure about equipments &
communication system. Gives their suggestion to finish off the Mock Drill in short
time means combat emergency in time.
4. Fix the date for the rehearsal at the Bridge No: 92 “Switch On” the Emergency
Siren for half minutes twice any time & declare the emergency.
5. The Site Incident Controller (SIC), Emergency Rescue Teams, Dy. Site Incident
Controller (DSIC), Dy. Incident Controller (DIC) will come in action as per their
assignment and start rescue operation.

6. The Main Site Incident Controller (MSIC) & Admin. team will rush to the”
Emergency Control Room”& start the function as per their responsibility.
7. All the teams should act promptly for controlling of emergency as per their
function until emergency is declared over by wailing siren continuously for a minute.
10. Requirements for compliances of the deficiencies will be initiated by the SHE
dept. & improve the system.
11. Records to be maintained & present when DFCC & Government authorities asked
for it.

the case of major fire. If fire emergency becomes out of control external
agency help will be taken.
Incident resulting in a minor burn injury can be treated by the by
Occupational Health Centre located In the Near store. In the case of severe
burn injury, victim will be sent to hospital for medical treatment.
To avoid Fire & Explosion, the fire prone materials are collected during
housekeeping every day. The flash back arresters are provided to Gas
Cutting sets, both ends of torch & gas cylinders (LPG & Oxygen) to avoid
back fire which generally resulted in explosion. Two hospitals are
tied up for the emergency help. Contact numbers & Address are stated
above in point No: 11.6.
Safety Point of view permanent hand railing & toe guard are provided on the
Gantry to protect human falling in the river water. When the Gantry will be
shifted on the river water for piling work the Safety Nets will be provided to
make up open space between two Gantries to detain person falling in the river
water. The Lifebuoys (PVC Ring) will be kept on Gantry platform & kept in

floating condition in the river water surrounding Gantry so that falling person
can pick up lifebuoy immediately. Daily attendance register will be maintained
for the workmen & staff. Training will be conducted for workmen & supervisor
those are working on the Gantry platform.
At the time of high tide VAITARANA river water level reaches about 11 meters
& in normal condition river water remains up to 5 to 6 meters.
There are rare chances of falling of concrete & iron rod pieces in to the
river stream. The Supervisors (SHE & Civil) conduct Tools Box talks before
starting concrete of the piles to educate our workmen & remind them
hazards involve in concreting.
Incidents such as explosion, flood, typhoon, hurricane, earthquake & terrorist attack
causes multiple causalities & significant loss of property. It compels to prolong shut

down of all construction activities as general public routing life is also severely
affected. Loss of confidences of the involved personnel consume more time to
normalize the situation. In such cases we depend on the Local government
administrations & District disaster management cell help to overcome the situation
