Senior Agriculture & Food Policy Consultant
The African Development Bank (AfDB) is seeking the services of a highly motivated Monitoring
and Evaluation Specialist to provide technical and operational support to the staff of project
implementation units under Global Agriculture and Food Security Program (GAFSP) by
providing technical assistance to mainstream and the align updated 2022 GAFSP M&E plan
with project M&E plans, enhance data collection instruments and improve reporting on various
indicators.
The objective of the assignment is to provide analytical and technical support the Agriculture
and Agro-industry Department. The M & E Specialist will provide operational support on
specific programs including the Global Agriculture and Food Security Program (GAFSP),
Technologies for African Agriculture Transformation in Savanah (TAAT-S) and relevant
initiatives under the Bank’s Feed Africa Portfolio. He/she will support resource mobilization and
portfolio management for GAFSP as well as to monitor progress towards achieving the
objectives of the Feed Africa Strategy.

Place of Assignment: The Consultant will be based at the Bank’s Headquarters in Abidjan,
Cote d’Ivoire for the duration of the contract.

TERMS OF REFERENCE INDIVIDUAL CONSULTANCY:
The African Development Bank’s Agriculture and Agro-industry Department (AHAI) primary
role is to contribute to the Bank’s vision of poverty reduction and addressing food security
through a building a sustainable and resilient agricultural system to increase production and
productivity, develop a robust marketing, fostering agricultural research and training and
improve trade in its Regional Member Countries (RMCs) as embedded in its Feed Africa
Strategy.
The Feed Africa Strategy, which currently guides the work of AHAI, serves as the blueprint for
the transformation of African Agriculture into a globally competitive, inclusive, and business-
oriented sector that creates wealth, generates gainful employment, improves quality of life and
secures the environment. The AfDB’s Feed Africa strategy has four specific goals: contribute
to eliminating extreme poverty in Africa by 2025; end hunger and malnutrition in Africa by 2025;
make Africa a net food exporter; and move Africa to the top of export-orientated global value
chains where it has comparative advantage. This will be achieved through 7 mutually
reinforcing enablers (Increased productivity, increased value addition, increased investment in
hard and soft infrastructure, expanded agricultural finance, improved agribusiness
environment, increased inclusivity, sustainability, nutrition). Feed Africa focuses on promoting
selected agricultural commodity value chains along 8 priority investment areas:
• Rice self-sufficiency
• Cassava intensification
• Freshwater resources management in drylands
• Food security in the Sahel
• Transformation of the savannah
• Revitalization of tree plantation
• Promote horticulture Wheat in Africa
• Fish self-sufficiency
The Global Agriculture and Food Security Program (GAFSP) was established as a response
to the 2008/09 global food price crisis, following the G8 commitment in September 2009 in
Pittsburgh to mobilize up to USD 20 billion for agricultural development and food security. The
objective of the GAFSP Trust Fund (Grants) is to address the underfunding of country and
regional agriculture and food security strategic investment plans already being developed by
countries thereby contributing to the achievement of the Sustainable Development Goals to
end poverty and hunger by 2030.
The priority value chains will be rolled through the Agriculture and Agro-Industry Department
flagship programs and initiatives such as The Global Agriculture and Food Security Program
(GAFSP), the Technologies for African Agriculture Transformation in Savanah (TAAT-S)
initiative, the Blue Economy Flagship, the Enable Youth Program and, the Post-Harvest Loss
and Agro-processing (PHAP) flagship .
With an expansion of GAFSP operations in the Agriculture and Agro-Industry Department
programs/initiatives, and given recent weak portfolio ratings resulting from weak project
monitoring and evaluation systems, the Bank wishes to recruit a highly motivated Monitoring
and Evaluation Specialist to to provide technical and operational support to the staff of project
implemeation units under Global Agriculture and Food Security Program (GAFSP) by
providing technical assistance to mainstream and the align updated 2022 GAFSP M&E plan
with project M&E plans, enhance data collection instruments and improve reporting on various
indicators.
The Monitoring and Evaluation (M & E) Specialist shall be responsible for the overall monitoring
of the GAFSP project implementation as well as assessing the development impact of the
project. He/she shall be responsible for guiding the overall M&E strategy and implementation
of the related activities within the project and through partners, as well as ensuring that project
outcomes are reported on.
The objective of the assignment is to provide analytical and technical support the Agriculture
and Agro-industry Department. The M & E Specialist will provide operational support on
specific programs including the Global Agriculture and Food Security Program (GAFSP),
Technologies for African Agriculture Transformation in Savanah (TAAT-S) and relevant
initiatives under the Bank’s Feed Africa Portfolio. He/she will support resource mobilization and
portfolio management for GAFSP as well as to monitor progress towards achieving the
objectives of the Feed Africa Strategy.
• Lead the development of a monitoring and evaluation strategy that would provide a broader
framework for planning, implementation and reporting on Monitoring and Evaluation
activities of the program- Develop an M&E system for the GAFSP and establish
systematic tracking of inputs and outputs of the program activities. The M&E
framework should describe the minimum M&E requirements for the Project and all
Project-related indicators, as well as other indicators, to be monitored, as aligned with
the 2022 updated GAFSP M&E plan; Plan and define a methodology for monitoring,
evaluating and reporting on the results of the Program taking into account best
practices and requirements in terms of indicators and reports of each donor; Establish
guidelines on monitoring and evaluation for the GAFSP program;
• In liaison with technical teams of Donor organizations, harmonize programme results
frameworks with the results frameworks of the different donors (including indicators for
project success tracking);
• Identify information requirements of components concerning planning, monitoring and
evaluation and define and design data collection tools, by actor and type of information, to
enable consistent and objective inputs to the system.
Resource Mobilization, Programme Design and Implementation:
• Support the implementation of key flagship initiatives under the Feed Africa Strategy including
Global Agriculture and Food Security Program (GAFSP), Technologies for African Agricultural
Transformation (TAAT-S) initiative, AHAI Partnerships, Agricultural Policy and Advocacy Support.
• Contribute to project designing and fundraising activities- generate and guide the use of evidence
in support of the development of proposals for fundraising.
Evaluation:
• Identify factors for achieving results, improving performance and having impact at scheme
level or on portfolio performance, based on analysis and assessment of the quantitative
monitoring data, considering effectiveness and costs of outputs (Evaluation component);
• Provide technical backstopping for the conduct of thematic reviews, and assist in the
preparation and analysis of impact evaluations, beneficiary assessments, studies, and
promotion/outreach campaigns;
• Prepare TORs for special studies as necessary (e.g. Impact monitoring and evaluation
studies);
• Laia with the Bank’s technical colleagues on evaluation to ensure alignments with the
Bank’s evaluation requirements and strategies.
c. Deliverables
The Consultant will report to the Director, Agriculture and Agro-Industry (AHAI). S/he will be
directly supervised by the Lead Partnership and Coordination of the Agriculture and Agro-
Industry department (AHAI).
VI. Remuneration
Remuneration will be commensurate with experience, in line with the AfDB compensation
guidelines. In addition, for candidates who need to travel to take up this assignment, a round
trip economy class air-tickets with the shortest route will be provided. The candidate will be
responsible for obtaining personal health insurance at his or her own cost. The coverage
should include all medical expenses, including those resulting from illness or injury incurred
during the duration of the assignment.
