BACKGROUND
What is the Convention On The Conservation Of Migratory Species (CMS)?
The Convention on Migratory Species has 133 Parties as of March 1, 2022. One
country signed the original Convention but has yet to ratify it and thus is not a Party
to it (Jamaica).
CMS, as a United Nations environmental treaty, provides a global platform for the
conservation and sustainable use of migratory animals and their habitats.
CMS brings together the Range States, the States through which migratory animals
pass, and establishes the legal framework for internationally coordinated conservation
measures across a migratory range.
CMS, as the only global convention specialising in the conservation of migratory
species, their habitats, and migration routes, complements and collaborates with a
number of other international organisations, non-governmental organisations (NGOs),
and media and corporate partners.
CMS serves as a framework Convention and the agreements can range from legally
binding treaties (referred to as Agreements) to less formal instruments such as
Memoranda of Understanding, and they can be tailored to the needs of specific
regions.
CMS has a unique capability of developing models tailored to conservation needs
across the migratory range.
