73.60 73.60.1 73.60.1.1 13.60.1.2 73.60.1.3 73.60.1.4 73.60.1.5 73.60.1.6 73.60.1.7 ‘Amendment No. 3 Bss S73 73-16 of 73:50 SMART CISTRIBUTION BOARD AND SOCKET Home Energy Management System SCOPE OF WORKS This Section covers the design, supply, delivery, installation, testing, commissioning, handing over in approved working conditions and thereafter maintenance of the equipment for a period as stipulated in the tender documents for the complete works of the Home Energy Management System (HEMS).. Ihe HEMS shall comprise, but not be limited to the following: a) Consumer Control Unit built-in with metering, wireless communication modules etc: b) 13A switched socket outlet with remote monitoring (RSSO); c) Cloud/Physical backend servers; d)_user-fiendly mobile application for iOS and Android; e) software, including analytic algorithm, non-intrusive load management, security (hardware and software) etc., for interfacing to retrote cloud server and a user-friendly mobile application Prior to system commissioning, the Contractor shall conduct and submit a vulnerability assessment for the HEMS, with reference to: a) Anney B of the Infocomm Media Development Authority's (IMDA) loT Securtty Guide; b) Common Criteria (C.C.) or equivalent cettifzation scheme The design, installalion, equipment and accessories of the HEMS shall comply with the latest requirements of Singapcre Standard CPS: Code of Practice of Electrical Installations, relevant authority regulations and directions, as well as other relevant codes. Allitems cf accessories, fittings, sundries, apparatus and labour whether specified in detail or not, which however, in the opinion of the Employer are usual practice or necessary for the satisfactory completion of the installation of the HEMS shall form part of the Scope of Works. Where deviation from the relevant standards is minor, the approval of the Employer may be given to the use of other national ar international standards prevalent in the Country of Manufacture. No exception shall be allowed unless approved by the S.O. Rep in writing. The Contractor shall submit a Schedule of Rates (SOR) for each and every component of the HEMS, including but not limited to hardware, software, subscriptions. To be re-submitted until $.0. Rep approval on the level cf detail/breakdown. 73.60 73.60.2 73.60.21 73.60.2.1.1 73.60.2.1.2 73.60.2.1.3 73.60.2.1.4 73.60.2.1.5 73.60.2.1.6 73.60.2.1.7 ‘Amendment No. 3 BSS S73 73-18 of 73:50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) CONSUMER CONTROL UNIT GENERAL REQUIREMENTS The Contactor shall read this section in corjunction with applicable clauses in the Standard Building Specifications The Consumer Control Unit shall consist of but no limited to: Gateway Unit Measurement devices/sensors, for circuits monitoring All electrical accessories & ancillaries, as per tender drawings Failure of any electronic component(s), including the Gateway Unit and/or Measurement accessories, shall not affect the electricity supply to the dwelling unit All monitoring/communication components and modules required for the functioning of the Consumer Control Unit, shall be integrated into a single chassis; Dimensions of the Consumer Control Unit shall not exceed: a) Width— 480mm b) Height - 650mm c) Depth— 100mm All measurement sensors/devices shall comply to all relevant Standard(s). The Consumer Control Unit shall minimally ke able to measure the following parameters: a) Current (A) b) Voltage (V) c) Power Factor d) Frequency (Hz) e) Harmonics f) Active Power (kW) g) Reactve Power (kVAr) h) Apparent Power (kVA) i) Active Energy (kWh) The Contractor shall ensure the following accuracy of the measurement sensorsidavices: a) Current (A) 240.5% b) Voltage (V) £0.5% c) Power Factor 121% d) Frequency (Hz) 21% e) Active Power (KW): £ 19% 1) Reactve Power (kVAr) : + 1% g) Apparent Power (kVA) : + 1% h) Active Energy (kWh): + 1% ‘Amendment No. 3 BSs S73 73-19 of 78:50 73.60 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) 73.60.2 INSUMER CONTROL UNIT (CONT'D) 73.60.2.1_ GENERAL REQUIREMENTS (CONT'D) 73.60.2.1.8 Accuracies shall be tested and verified to the relevant standard(s) with test report from accredited test lab to be provided to S.0. Rep. 73.60.2.1.9 All power quality parameters described in Clause 73.60.2.1.6 shall be simultaneously sampled at a minimum frequency of 100 samples per second, irclusive of transmission delay(s). 73.60.2.1.10 The Gateway Unit shall be designed to query ll measurement devices in the Corsumer Control Unit synchronously. 73.60.2.1.11 The Consumer Control Unit shall provide real-tine monitoring of energy consumpton of the dwelling unit. 73.60.2.1.12 The Consumer Control Unit shall comply to IEC 61439 and other relevant codes. 73.60.2.1.13 The Contractor's installation Licensed Electrical Engineer (LEW) shall be responsibe for the approval of the Consumer Control Unit. All cost incurred is deem included in the Contract Sum. 78.60.2.1.14 The Contractor's installation Licensed Electrical Engineer (LEW) shall ensure the Consumer Control Unit comply to the latest Singapore Standard CP 5: Code of Practice of Electrical Installations, relevant authority regulations and directions, as well as other relevant codes. All cost incurred is deem included in the Contract Sum. ‘Amendment No. 3 BSs S73 73-20 of 78-50 73.60 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) 73.60.2 INSUMER CONTROL UNIT (CONT'D) 73.60.2.2 GATEWAY UNIT 73.60.2.2.1_ The Gateway Unit shall be composed of the following items, but not limited to: a) Integrated data processing unit b) Communication modules relevant to Clause 73.60.2.2.2 c) Hardware Security Module or equivalent /3.60.2.2.2 [he Gateway Unit shall support the following wireless communication protocols: a) Wi-Fi (802.11 a/b/gin/ab) b) Bluetcoth Low-Energy (5.1 and above) ¢) An additional wireless protocol, subject to S.0. The Contractor are highly ecommended to consider microprocessor solutions with L3 cache 73.60.2.2.7 The Gateway Unit shall employ any of the following wired communications means with the measurement sensors and devices in the Consumer Control Unit: Type Bus Suppoted Variants MODBUS, Fieldbus, Profibus, CAN Protocol Serial (RTU), TCP Physical Interface Serial (4-wire SPI bus), RJ45 (CAT 5 and above) Table 2.2.7: Supported Wired Communication Methods tor Gateway Unit 73.60.2.2.8 The Gateway Unit shall comply with IEC 60950 and any other Standard(s) made necessary by relevant authorities 73.60 73.60.2 73.60.2.2 73.60.2.2.9 ‘Amendment No. 3 BSs S73 73-22 of 78-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) MER CONTROL UNIT (CONT'D) GATEWAY UNIT (CONT'D, The Gateway Unit shall be configurable to connect to the resident's home Wi-Fi, or other protected internet-accessing medium. Collected data shall be transmitted from the Gateway Unit to the backend cloud via the protected medium of access. 73.60.2.2.10 The Gateway Unit shall support local connections via Direct Wi-Fi, 73.60.2.2.11 73.60.2.3 73.60.2.3.1 73.60.2.3.2 73.60.2.3.3 73.60.2.3.4 Bluetooth P2P, or any other means ot direct peer-to-peer protocol trom wireless devices (e.g. mobile, tablets) to ensure continuity of service in the absence of Internet connections. The Gateway Unit shall be able to store at least 1 year of data on local storage. COMMUNICATION Any communication modules/devices used shall be approved and registered with IMDA, and the Contractor shall carry out any future integration, at the discretion of the Employer, with all integration cost(s) deemed to be included in Contract Sum. The communication modules utilized shall be sufficient to allow the Gateway Unit to maintain concurrent connections with the home user's router anc all RSSOs within the dwelling unit at all times. Any wireless communication protocol(s) listed in Clause 73.60.2.2.2 shall be used for communication/interfacing with 3rd party loT sensorsidevices, subject to S.0. Rep approval. The Contractor shall work with any 3rd party loT sensors/devices providers/vendors for integration/intertacing with the Gateway Unit, subject to S.0. Rep approval. All cost incurred shall be deem included in Contract Sum. 73.60 73.60.2 73.60.2.4 ‘Amendment No. 3 BSS S73 73-28 of 78-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) MER CONTROL UNIT (CONT'D) SECURITY 73.60.2.4.1 All security measures for the Gateway Unit shall be subject to the approval of the S.O. Rep. 73.60.2.4.2 The propcsed data scheme shall ensure that all RSSO traffic is securely transmitted and separate by design from any 3rc Party loT sensor/device traffic, subject to S.0. Rep approval. 73.60.2.4.3 The proposed security scheme shall ensure that the Gateway Unit and all RSSOs in the dwelling unit are securely paired and identifiable, subject to 8.0. Rep approval. 73.60.2.4.4 All data in transit (between the Gateway Unit and Backend Cloud Server(s)) shall be encrypted to the minimum specified depth and above: + 286-bt for AES Rjindael or equivalent symmetric key method(s) + 384-bt for Elliptical Curve Cryptography (ECC) or equivalent asymmetric methods) Security Bit | Symmetric Key | Corresponding Length ‘Algorithms. Rep. 73.60.3.1.7 All power quality parameters described in Clause 73.60.3.1.4 shall be simultaneously sampled at a minimum frequency of 100 samples per second, irclusive ot transmission delay(s). 73.60.3.1.8 The RSSO shall provide real-time monitoring of energy consumption of connected appliance(s) 73.60.3.1.9 The RSSO shall have a faceplate thickness of 18 mm or less. 73.60.3.1.10 Any melfunction/failure of the built-in remote monitoring device/component shall only disable the remote monitoring features. The RSSO shall be able to provide electricity to the connected load/appliance as a conventional power supply. 78.60.8.1.11 The RSSO shall utilize minimal and simplistic means of pairing (e.g. usage of a push-button) with the Gateway Unit inside the Consumer Control Unit, subject to S.0. Rep’s approval. 73.60.3.1.12 The colour of the RSSO shall blend in with the other electrical accessories, such as 10A/20A Switches, Data Outlets, etc., used in the tesidentia households 73.60.3.1.13 The RSSO shall have a tact switch located on the device's body to disable the builtin remote monitoring device/component on demand. 73.60.3.2 COMMUNICATION 73.60.3.2.1 Any communication modules/devices used shall be approved and registered with IMDA, and the Contractor shall carry out any future integration, at the discretion of the Employer, with all integration cost(s) deemed to be included in Contract Sum. 78.60.3.2.2 A built-in communication module shall be provided to transmit all sensed/measured/collocted data to the Gateway Unit in the Consumer Control Unit. 73.60.3.2.3 All communications between devices (device-to-Gateway, Gateway-to- Router) shall have minimal loss, subject to S.0. Rep’s approval. 73.60 73.60.3 73.60.3.1 73.60.3.2.4 13.60.3.2. 73.60.3.3 73.60.3.3.1 73.60.3.3.2 ‘Amendment No. 3 BSS S73, 73-27 of 78-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) 13A SWITCHED SOCKET OUTLET WITH FEMOTE MONITORING (CONT'D) GENERAL REQUIREMENT (CONT'D) The RSSO shall utilize an open and non-proprietary protocol, consistent with the protocols described in Clause 73.60.2.2.2 to supply energy consumpton and connectivity status information to the Gateway Unit. Any propcsed protocol shall be subject to the S O. Rep’s final approval. Ihe HSSO shall support mesh networking with other HSSOs to support ‘the functions described in Clause 73.60.3.2.3. SECURITY All security measures for the RSSO shall be subject to the approval of the S.O. Rep. Rep's approval 73.60.3.3.4 The RSSO shall be able to receive over the air (OTA) configurations and security updates based on application-specttic settings. 73.60.3.3.5 The RSSO shall comply to the minimum loT Security Baseline Requiremants from CSA, Govtech, etc, subject to S.O. Rep approval. ‘Amendment No. 3 BSS S73 73-28 of 78-50 73.60 SMART CISTRIBUTION BOARD AND SOCKET (CONT'D) 73.60.4 SOFTWARE 73.60.41 SYSTEMARCHITECTURE 73.60.4.1.1 The Contractor shall propose a system architecture detailing the security, user and admin management, data flow, server and user interfaces for the proposed HEMS, subject to S.O. Rep’s approval. This rectangular section has been removed from ‘he test evaluation. 78.60.4.1.2 The Contractor shall provide a detailed network design prior to implemencation, inclusive of the following requirements, subject to $.0. Rep's approval: Internet Protocol (IP) address routing and assignments Application Programming Interface (API) endpoints Server workload provisions Secure layer provisions (2. SSL/TLS) 73.60.4.1.3 Non user-specific energy consumption data for all Dwelling Unit types shall be transmitted to the Employer's backend server for collation. The format of data submission shall be subject to 8.0. Rep's approval. All cost incurred shall be deemed included in the Contract Sum 73.60.4.1.4 The Contractor shall define all API endpoints within the System Architecture, inclusive of but not limited to, server-to-server, server-to- Gateway, Gateway-to-device (RSSO and third-party) interfaces, subject to S.O. Rep's approval. 73.60 73.60.4 73.60.4.2 73.60.4.2.1 73.60.4.2.2 73.60.4.2.3 73.60.4.2.4 73.60.4.2.5 73.60.4.2.6 73.60.4.3 73.60.4.3.1 73.60.4.3.2 73.60.4.3.3 ‘Amendment No. 3 BSs S73 73-29 of 78-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) SOFTWARE (CONT'D) DATA INTERFACE SCHEME The Contractor shall provide a data interface ccntrol document detailing all data formats and interface schemes to 2@ utilized between all mediums ‘i.e. RSSO, Gateway Unit, Backend Server(s), etc.) The Contractor shalll utilize human-readable file formats (e.g. JSON, XML, HTTP) for purposes of transmitting data between all components with HEMS, inclusive ot backend servers. File formats for any medium-to-medium transmission shall be included in data interface control document submissions for S.O. Rep's approval. All APIs implemented on products and servers within the HEMS shalll be subject to the 8.0. Rep’s approval. All approvec APIs shall be published and made available on public platforms. All cost incurred shall be deemed included in the Contract Sum. The Contractor shall ensure interoperability for all interfaces within HEMS. This includes the following Information Technology Standards Committee (ITSC) Technical Reference(s) (TR), but not limited to: a) ITSC TR 40: Sensor Networks for Homes b)_ITSC TR 50: Information and Services Interoperability All data transmission methods (e.g. MQTT, RESTful Web Services) utilized in HEMS shall be implementable with TLS (v1.2 and above) overheads. NON-INTRUSIVE LOAD MANAGEMENT The non-intrusive load monitoring (NILM) is an analytic engine which provide individual appliance energy usage information and appliance event detection using collected data from the Consumer Control Unit & RSSO Beside a single aggregate total energy consumption, the NILM shall able to desegregated the energy consumption and, trom this disaggregation, derive the individual appliance(s) energy consumption and type. The Contractor shall report any critical and/or abnormal security events to the Employer within five (5) working days. CLOUD PLATFORM ARCHITECTURE The Contractor shall subscribe to any of the Singapore Government Appointed Commercial Cloud Service Providers (Microsoft Azure, Amazon Web Services and Google Cloud Platform). The Cloud Hosting Service must maintain operations within Singapore, and meet the Singapore Multi-Tier Cloud Security Standard (MTCS SS584) Level 3 Standard at all times. Non user-specific energy consumption data fo all Dwelling Unit types shall be transmitted to the Employer's backend server for collation. The format of data submission shall be subject to 8.0. Rep's approval. All cost incurred shall be deemed included in the Contract Sum The Contractor shall provide details on the capacity planning! sizing proposed for Cloud Platform required for HEMS, subject to S.O. All cost incurred shall be deemed included in the Contract Sum. 73.60 73.60.5 73.60.5.1 73.60.5.2 73.60.5.3 73.60.5.4 73.60.5.5 73.60.5.6 73.60.5.7 73.60.5.8 73.60.5.9 73.60.5.10 ‘Amendment No. 3 BSS S73, 73-87 of 78-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) SYSTEM ACCEPTANCE TEST The HEMS shall be tested for correct operation in accordance with the requirements of relevant standards and/or manufacturer's recommendations. The Contractor shall provide an off-site mock-up inclusive all electrical installations, HEMS and all necessary common household appliance etc., as and when instructed by the S.O. Rep for the off-site System Acceptance Test as specified in the Specificaticn. The Contractor shall submit the off-site System Acceptance Test procedures. Details of the complete procedures shall be subject to the approval af S.O. Rep. All the testing shall be carried out, in the presence of S.O. Rep. The cost for any hardware or software required for testing and all labour and services for such tests shall be deemed to be included in the Contract Sum. The test shall include but not limited to the following: a) Operational checks where all electrical components and communication modules of the HEMS shall be tested and checked for correct operation. b) Functional test on the Consumer Control Unit, RSSOs and the NILM c) System checks to ensure successful interfacing to backend, mobile apps etc d) Vulnerability Test e) Penetialion Test The Contractor is responsible to perform repeated tests on the HEMS to the Employer's satisfaction that the HEMS has met all requirements specitied in the aqreed test procedure. All cost incurred shall be deemed included in the Contract Sum. If the HEMS does not meet the required functionality, the Contractor shall be responsible for improving / rectifying the HEMS at no cost to the Employer, until satisfactory functionality is met. The Contractor shall propose the rectification solution(s) to ensure that the functicnality had been met. After installation and testing of the HEMS, the Contractor shall demonstrate in writing, which may be through a Checklist that the delivered 4EMS has met all specifications. The acceptance of the test does not constitute exemption to the Contracto”’s responsibilities towards full compliance to the Technical Specificatons, contract drawings and other applicable contract documents, and completeness of all works done. 73.60 73.60.6 73.60.6.1 73.60.6.2 73.60.6.3 73.60.6.4 73.60.6.5 73.60.6.6 ‘Amendment No. 3 BSS S73 73-88 of 73-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) TESTING & COMMISSIONING Contracto* shall be responsible for successful testing and commissioning procedures witnessed and approved by the Employer or appointed representative, no less than two (2) months before commencement of HDB testing at the first black scheduled for TOP. The Contractor shall submit the Testing and Commissioning procedures. Details of the complete testing shall be subject to the approval of S.0. Rep. All the Testing and Commissioning procedures shall be carried out, in the presence ot S.O. Hep. The Contractor shall submit a copy of the Testing and Commissioning procedures and checklist, endorsed by the Assessor (if any), to S.O. Rep for approval before official Testing and Commissioning of the HEMS. The minimum requirements for commissioning tests and inspection shall be in accordance to the requirements set out in this Contract. The tests shalll include but not be limited to the following: a) System checks including checks for continuity for all interconnecting and continuous wiring, insulation check between each conductors and earth, and inspection of termination points for correct jointing of wiring b) Network checks to ensure continuous wireless connectivity for the HEMS, with less than 3 working days’ downtime ©) Operational checks where all electrical components and communication modules of the HEMS shall be tested and checked for correct operation d) Should any test/demonstration fail during the testing, the Contractor shall arrange for the Testing and Commissioning procedures to be carried out on another suitable date/ time. Tne Contractor shall carry out restification works to fulfil the functionality of the HEMS, with all cost to be borne by the Contractor. This process shall be repeated until the HEMS performs/functions, in accordance with all requirements as stipulated in this document, or approval fram 8.0. Rep on the completion. All procedure/labour/material and other costs incurred, for successful completion of Testing and Commissioning procedures, shall be borne by the Contractor. The Employer shall not be liable to the Contractor in any way for any damage to, or loss of any equipment or devices to be installed or any part thereof or for any injury caused to or sustained by any person prior to Testing and Commissioning 73.60 73.60.7 73.60.7.1 73.60.7.2 73.60.7.3 73.60.8 73.60.8.1 73.60.8.2 73,60.8.3 73.60.8.4 ‘Amendment No. 3 BSs S73 73-89 of 73-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) DELIVERY The Contractor shall submit the proposed HEMS solution to the S.O. Rep for approval within 9-months of the Contract commencement date. The Contractor shall provide an off-site mack-up inclusive all electrical installations, HEMS and all necessary common household appliance etc, within 24-nonths of the Contract commencement date. The Contractor shall complete the system acceptance test within 6-months from the aforesaid commencement date for inspection and approval by the S.O. ep. The Contractor shall ensure that the delivery of the HEMS shall adhere to the building programme, and shall not cause any delay to commencementicompletion of construction works as stipulate in Appendix to PSSCOC of Contract for Construction Works of the Tender Documents. WARRANTY & DEFECTS LIABILITY PERIOD ‘DLP} The Contractor and his Specialists shall warrant the Works on the terms and conditions as stipulated in the Deed of Warranty for the HEMS as produced in Annex 1. In this respect, the Contactor and his Specialist shall eubmit such Deed of Warranty to the Employer or to such other party or such Branch Offices) as the S.0. Rep may at its sole discretion decide. In the event the Deed of Warranty for part of the Works or for the whole Works is to be submitted to such Branch Offica(s), the Contractor and his Specielist shall submit such Deed of Warranty as produced in Annex 4(BO) to such Branch Offices. The fuly executed Warranty shall be submitted immediately upon request by the S.0. Rep, and if no such request ic mado, then at cuch time whon tho S.0. Rop considers the Works have been substantially completed in accordance with the Contract. In the event the Contractor and his Specialist shall fail to execute and submit the Deed of Warranty within the time specified, the S.O. Rep shall be allowed to withhold 15% of the payment of any sums due to the Contractor in relation to the execution of such Works, subject to the minimum sum of S$5,000/- per Deed of Warranty. However, such sums withheld shall be released to the Contractor upon submission by him of the duly executed Deed of Warranty. The DLP for the HEMS in each block shall be tie in with that stipulated in Appendix to PSSCOC of Contract for Construction Works of the Tender Documents. The Contractor shall maintain and monitor the performance of the HEMS throughout the warranty period of the HEMS. 73.60 73.60.8 73.60.8.5 13.60.8.6 73.60.8.7 73.80.8.8 73.60.8.9 73.60.8.10 73.60.8.11 ‘Amendment No. 3 BSs S73 73-40 of 73-50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) WARRANTY & DEFECTS LIABILITY PERIOD ‘DLP) (CONT'D: During the DLP, the Contractor shall cover all equipment/devices supplied/installed, and shall repair/replace, unconditionally, any detective equipment/device or part, causing the proposed infrastructure nat to function properly. All works under the supervision and in direct employ of the Contractor, and only genuine spare parts produces by the manufacturer of the equipment concerned shall be used. This replacement shall be subjected to S.O. Rep approval. The DLP as speoitied shall be pertormed by the Contractor only and shall not be assigned to any other Agent or Contractor. The Contractor shall guarantee the HEMS against any defect, weakness, deterioration, defective materials or workmanship in manufacture, throughout the entire DLP. Such guarantee is assumed to be unconditicnal unless otherwise stated under the Specification. The Contractor shall provide a 24-hr hotline and email address for residents to contact, throughout the warranty period, should there be a need for technical support on the infrastructure orovided. The Contractor shall maintain no less than 20% spare quantity of total delivered Consumer Control Unit and RSSO, to cater for any necescary replacement throughout the DLP, through till 2 years after, to facilitate any required replacement. The Contractor shall have obtained from the manufacturer that all equipment is warranted against faulty design or faulty workmanship for a period of :wo (2) years after the Certificate of Completion of the Work. Any components shall be replaced which proves defective in normal operation during the warranty period without cost to the Employer. Cloud services, including mobile application services and all other accompanying service(s), for end-user to use the HEMS shall commence from the handover of the first block, and extend for a period of no less than five (5) years starting with the DLP of the last block, as stipulated in Appendix to PSSCOC of Contract for Construction Works of the Tender Documents. 73.60 73.60.9 73.60.9.1 73.60.9.2 73.60.9.3 73.60.9.4 73.60.9.5 ‘Amendment No. 3 BSs S73 73-41 of 73:50 SMART DISTRIBUTION BOARD AND SOCKET (CONT'D) DOCUMENTATION AND AS-BUILT DRAWING The Contactor shall provide the Employer the HEMS operation and maintenance manuals in softeopy (pdf format) and hardcopy. Three (3) sets of comprehensive operation and maintenance manuals shall be clearly set out in printed form and to be submit to the $.0. Rep The operation and maintenance manuals shall cover, but not limited to, the following a) General description of the HEMS; b) Operation principles ot the various components in the HEMS; c) Setting up and operating instructions for all the equipment and accessories installed; d) Frequancy and detailed routine maintenance requirements for all the equipment and accessories; e) Testing and Commissioning report; f) Preventive maintenance checklist; g) Software inventory list; h) Server workload inventory list; i) API endpoint flow map; j) Data interface control document; k) Vulnevability assessment; |) System Penetration Test report; m) As-bullt drawing; n) Catalogue, technical data sheets, test certificates of conformity for all the equipment and accessories; ©) List of the Specialists for all the equipment, accessories and spare parts require for successful operation of the HEMS; and p) List of contact detail of the future resident(s) to approach for future maintenance to the HEMS, The as-built drawings shall be submitted to the S.0. Rep, on a block-to- block basic not lator than two wooks upon ths handing ovor of cach building tlock. The Contractor shall submit a listing of the as-built drawings submitted and a letter certifying that the submitted drawings is a true record of the works as-built. Without this certification letter, these as-built drawings will not be accepted. Alllelectrical as-built single-line and layout drawing shall be duly checked, certified and endorsed by the Contractor's installation LEW. The as-built drawings shall be kept inside a socially — designed and durable envelope and fix adjacent to the unit's consumer unit. For detail arrangement, the Contractor shall liaise with the 8.0. There shall be up to twenty (20) Employer staff attending the training session. The training shall be conducted within four (4) weeks after the Testing and Commissioning phase, or on dates as decided by the 8.0. Rep. Brochures/pamphlets (English/Mandarin/Malay/Tamil) as well as system instructioral manual (English) shall be prepared and distributed to all households (in the service closet) to educate homeowners on how to make full use of the provided HEMS, with all cosis deemed to be included in Contract Sum. The Contractor shall prepare, schedule, an¢ provide manpower to execute monthly group training sessions, in English, for all affected households. Training sessions shall be conductad at venue(s) in/around ‘the district of the affected households, with all costs deemed included in Contract Sum. Itis an express term of the Warranty that the System wher completed and the goods or materials used shall meet the Performance Requiremen: of the Contract in respect of the System. In the event the System when completed and/or goods and materials used should fall 10 meet such Performance Requirement, the Contractor and the Specialist shall be precluded from disclaiming liability under the Warranty on the ground that the System as completed and/or the goods and materials used accord or comply with the Contract, and in this connection, the Contractor and the Specialist are doomed to have waived this defence in the event a claim is made by the Employer against them in respect of their breach of the Warranty. ‘Subject to Clauses 5 and 9 below, if any damage or defects should occur during the Warranty Period due to whatever cause. the Contractor and the Specialist jointly and severally undertake to remove/ and/or rectify and make good such damage or defects including ancillary works within a reasonable period or duration specified by the Employer's notice in writing. If such damage or defec's are attributable to the Contractor's or Specialist's breach of warranty under Clause 2 above, then the cost of such removal rectfication and/or making good work shall be borne by the Contractor andlor Specialist. the Contractor and/or Specialist shall failto comply within the period or duration specified, it shall be lawful for the Employer to order such damage or defects as are referred to in such notice to be removed, rectified andlor made good by any other person and recover from the Contractor and/or Specielist such cost and expense incurred for which they may be liable PROVIDED ALWAYS that such instructions shall be issued without prejudice to the Employers right to recover damages against the Contractor and/or the Specialist by reason of their failure to comply with this Clause. ‘Amendment No. 3 BSS S73 73-45 of 73-50 Annex 1 (cont'd) In the event ouch damage or defects are caused wholly or in part by tho Employer or a third party, and the Contractor and Specialist are required under Clause 4 above to remove, rectify and/or make good such damage or defects including ancillary works within the period or duration specified by the Employer's rotice in writing, then upon completion of such work, the Employer shall pay the Contractor and the Specialist for the work or that pert of the work which the Employer's Chief Executive Officer or at the discretion of the Criet Executive Officer, a person nominated by him/her in writing may determine as occasioned by damage or defects caused by the Employer or third party, and the valuation of such work or such part of the woik shall be ascertained in accordance with one or a combination of the methods mentioned below in descending order of priority a) by measurement and valuation at fair market rates ard prices; or h) if the ahove method is not applicable, then the valuation shall he hased on the actual cost of necessary materials or goods, labour, Construction Equipment and ‘equipment (other than ordinary plant) plus 15% which percentage shall include the use of all ordinary plant, tools and supervision, overheads and profits The approval by the Employer of any works required under Clauses 4 or 5 above does not absolve the Centractor and/or the Specialist from their responsibility to rectify future occurrence of defects in respect of such works. Itis a term of this Warranty that the Contractor and/or the Specialist shall indemnity the Employer against all loss damage cost and expense stffered or incurred by the Employer in relation to any damage to property or injury to person caused or occasioned by the acts or omissions of the Contractor's and/or the Specialist’s employees, representatives or workmen In the course of the works undertaken under the terms of this Warranty. The Contractor and/or the Specialist shall at their own cost and expense effect and maintain a Workmen's Compensation Policy for the execution of such works. The Contractor endor the Specialist shall indemnify the Employer against any compensation payable by the Employer under the Workmen's Compensation Act Cap 354 (1985 Edition) in connection with any accident arising out of rectification works undertaken by the Contractor andlor the Specialist pursuant to the provisions of this Warranty. The Contractor andlor the Specialist shall at thair own cost and expense effect and maintain a Workmen's Compensation Policy for the execution of such works. This Warranty shall not be invalidated in the event another person is instructed to execute the rectification work on account of the Contractor's and/or the Specialist’s failure to discharge their obligations under Clauses 4 ard 5 above, nor shall this Warranty be invalidated in the event a third party is engaged without the consent of the Contractor and/or the Specialist to cary out regular maintenance of the System, provided that in tho lattor ovont, any rectification work or part thoroof undertaken by tho Contractor and/or ‘he Specialist that is occasioned by the negligence of such third party shall be valued in the manner described in Clause 5 above and paid by the Employer. 10 "1 12 13 14 Amendment No. 3 BSS S73 73-46 of 73-50 Annex 4 (cont'd) All differences and/or disputes arising under this Warranty (Including questions relating to interpretation) shall be determined by the Employer's Chief Executive Officer or at the discretion of the Chief Executive Officer, by a person nominated in writing by him/her. Any decision by the Chief Executive Officer or his nominee under this Clause shall bo final and binding on and conclusive against the Contractor and/or the Specialist in any proceedings that may arise under this Warranty unless otherwise determined by the Court in respest of proceedings arising under this Warranty. This Warranty shall remain valid and shall not be affected by any extensions, variations or compositions granted or entered into with respect to the terms of or obligations under the Contract. This Warranty shall be read together with the Contract but in case of any conflict between the two documents the provisions of this Warranty shall prevail. The validity, construction and interpretation of this Warranty and all rights, obligations and liabilities arising hereunder shall be governed by, and interpreted in accordance with, the laws of Singapore. The Employer shall have the absolute discretion to assign the benefit of this Warranty to any third parties without the consent of the Contractor and/or the Specialist. WHEREAS: (1) (Name and Address of Contractor) (hereinafter called the “Contractor’) is the contractor of the Housing & Development Board (hereinafter called the “Employer’) in respect of the above contract works (hereinafter called the *Contract’) (2) (Name and Address of Specialist) (hereinafter called the “Specialist’) is the Specialist supplying the Consumer Control Unit-13A switched socket outlet with backend cloud and Mobile App for remote monitoring (hereinafter called the "System"”) to the Contractor required under the Contract with the consent of the Employer given at the recuest of both the Contractor and the Specialist. (8) Pursuant to Clause o.oo. OF essenssesssesssersseesseenne of the Contract, the Contractor is obliged and has ayreed lo give lu the, (hereinafter called the “Branch”) this Warranty. In consideration of the premises and of the Fmplayer giving the consent aforesaid at tho request of the Contractor and the Specialist, the Contractor and the Specialist agroe with the Branch as follows: ‘Amendment No. 3 BSS S73 73-48 of 73-50 Annex 1(Be (cont'd) The Contractor and the Specialist jointly and sovorally warrant for a period of two (2) years (hereinafter zalled the “Warranty Period’) that the System, including all hardware ‘components and accessories, shall be free from defects and any functional/operational failures ‘The Warranty Period in respect of the System shall commence from the Date(s) of Substantial Completion of the Contract as certified by the Superintending Officer of the Contract. The Contractor and the Specialist jointly and severally further warrant that: a) they have exercised all proper skill and care in the selection of materials and ‘goods for the Works; b) they have exercised all proper skill and care in the dasign and execution of the Works; c) their workmanship is of a standard that may be expected from a contractor with specialised experience and expertise in his particular trade; and d) the System is suitable for the purpose designed and required in the Contract. The Contractor and/or the Specialist shall indemnify the Branch against any compensation payable by the Branch under the Workmer’s Compensation Act Gap 364 (1985 Edition) in connection with any accident arising out of rectification works undertaken by the Contractor andior the Specialist pursuant to the provisions of this Warranty. The Contractor and/or the Specialist shall at their own cost and expense cffoct and maintain a Workmen's Compensation Policy for the excoution of such works. This Warranty shall not be invalidated in the event another person is instructed to execute the rectification work on account of the Contractor's and/or the Specialist’s failure to discharge their obligations under Clauses 4 ard 5 above, nor shall this Warranty be invalidated in the event a third party is engaged without the consent of the Contractor and/or the Specialist to carry out regular maintenance of the System, provided that in the latter event, any rectification work or part thereof undertaken by the Contractor and/or ‘he Specialist that is occasioned by the negligence of such third party shall be valued in the manner described in Clause 5 above and paid by the Branch. 10 "4 12 13 14 ‘Amendment No. 3 BSs S73 73-50 of 78-50 Annex 1(Be (cont'd) All differences and/or disputes ariing under this Warranty (including questions relating to interpretation) shall be determined by the Branch’s General Manager or at the discretion of the General Manager, by a person nominated in writing by him/her.
