23 The meeting has been called to order by Hon. Edreluisa O. Caloñge, MD.

25 It was then followed by the Singing Anthem and Prayer thru audio-visual presentation.

27 As an opening message, Miss Chairperson Mayor Caloñge welcomed everyone on the 1st Quarter Joint
28 Municipal Peace and Order Council and Municipal Anti-Drug Abuse Council Meeting. she then call on
29 the secretariat to read the attendance and since the majority of the members of the council are present, she
30 then declared the meeting as quorum. Miss Chairperson, again called on the secretariat to read the
31 previous minutes. Mr. Harbyhope Tagong, MLGOO read the previous minutes.

33 READING OF THE MINUTES OF THE PREVIOUS MEETING

35 Hearing no motion to change/revise the minutes of the previous meeting, the 4th quarter minutes of
36 meeting is hereby approved with a motion from Engr. Romeo Sumaoy and seconded unanimously.
37 MLGOO Harbyhope Tagong then recapped on the issues and concerns (last meeting) as to whether the
38 barangay has fulfilled the recommendations and actions to be taken, he then read the previous concerns/
39 issues. He made mention on the curfew imposition on every barangays, he also mention about the
40 profiling of youth or groups on the barangays, he asked the PNP if were there barangays who submitted
41 regarding the profiling. This profiling was due to the rampant “lungkab” and other activities concerning
42 youth. He reminded the barangays of the implementation of curfew, he also said that the barangays are
43 reminded to send communication to the PNP in case of request for Police visibility during special
1 occasions in the barangays. Next he mentioned on the rampant selling and smuggling of cigarettes:
2 remind everyone in the barangay not to sell cigarettes to minors. He also said that there are already
3 existing ordinance regarding this.
4 Ms. Chairperson, mentioned from the previous cited issues, that there were increasing cases on rabies ,
5 she reminded the barangay to construct dog impounding area, where the barangay will put the captured
6 dogs and called on the Agriculture office. She mentioned that Mabuhay Municipality is a Rabies Free
7 municipality. Another concern is the Punawan-Sioton Bridge, wherein there should be a limit of the Ten
8 Wheeler Truck, she asked Hon Omamalin, on the progress of the ordinance crafted on the regulation of
9 vehicle passing through the said bridge.
10 Another issue is the Balay Silangsn, Ms.Chairperson said that Balay Silangan is waiting for the PDEA to
11 inspect and for approval.

44 - PCapt.Lampaoug gave update on the present peace and order situation of the municipality: for the
45 period of January to March 22, 2023, the Mabuhay MPS has listed a total of three (3) crimes, one
46 (1) index crime ( rape case happened at Barangay Bagong Silang, Mabuhay), , one (1) non-index (
47 at Barangay Catipan) and one (1) Public safety indicator (happened at Barangay Sioton,
48 Mabuhay). The Mabuhay MPS also showed their accomplishments for the period of January to
49 March 22, 2023: One arrested due to iilegal drugs, 3 arrested wanted persons, conducted four (4)
50 operations for loose firearms . conducted three (3) operations against anti-illegal fishing which
51 resulted to the arrest of six (6) persons, confiscation of 2 wooden boats , fishing nets , assorted fish
52 and 13 KAMA 12Hp single engine motorized pumpboats.

55 - AFP Representative 1st Lt. Jeric Serra presented their updates on their areas of operations: Alicia,
56 Buug, Malangas, Mabuhay, Talusan and Olutanga. He also showed during the meeting the
57 disposition and location of the troops: the patrol bases and commander of each patrol base. Also
58 shown during their presentation are the friendly forces around their area of operations and the unit
59 commanders of each unit. He also presented the different critical infrastructure and investment
60 protection and security operations around the area. Part also of the presentation was enemy/threat
61 situations present: The Balimbingan Group, the movement and criminal activities of the said
62 group and the area where this group operates. He also mentioned about the Sibugay Coastal Plan:
1 IATF Sibugay Bay ehich aim is to conduct support to law enforcement operations in coastal
2 municipalities of Olutanga Island, Alicia , Malangas and Buug and to neutralized Criminal groups.
3 He also discussed on the utilization of the existing Radio Communications Towers of REACT
4 “TAGOK” located at Barangay Kapatagan, Alicia as its main repeater as means of
5 communication. He also mentioned the future plans of the troop : Implementation and deployment
6 of IATF Sibugay Bay Security Forces in Coastal Areas, intensify campaign against loose firearms
7 for the upcoming Barangay and SK Elections 2023 and establishment of security of soon to rise
8 Hydrogen Power Plant at Sagay, Talusan.

10 - Updates from Philippine Coastguard, from the new sub-station commander of Coastguard at
11 Talusan, covering the three municipalities (Mabuhay, Talusan, Olutanga). he said that that their
12 higher quarters would like to establish a substation at Mabuhay since Mabuhay has 17 coastal
13 barangays. For the updates, on the maritime security, coastguard is part of the structural plan(of
14 the AFP). He reminded the barangays captains of the coastal areas to inform the owners of motor
15 bancas that they are strictly implementing the coding of the motor banca and advice the owners to
16 registertheir bancas at Municipal Fisheries Office , then at the coastguard office for safety and
17 security purposes (in cases like kidnapping, the banca owner could easily be identified). He also
18 said that they are continuously monitoring the coastal area of Mabuhay.

20 Representative from PMFC based at Hulahula, Poblacion reported that still their AOR is the three
21 (3) municipalities in the island, they are on call anytime the MPS needs them. He mentioned that
22 there was once instance that he received a text message from a cncern citizen regarding sightings
23 of an individual/ personality from Malanggas (this personality as inquired not involved in any
24 illegal activity), he asked the people to immediately inform the PNP personnel in case of sightings
25 of new faces(bag-ong nawong or dili kaila) to be able for the forces to immediately responds.

27 - RMFB representative reported a generally peaceful AOR. No reports of any big accomplishments.
28 . He also guarantees the body of their support from their unit to the LGU.

30 - Reports from BFP, SFO1 Jimmy Potayre reminded individuals who are asking for certification
31 from Bureau of Fire (kating mga nasunugan)to immediately report the fire incidence (maskin pa
32 tapahan) so that they will be able to give the certification. They should also submit pictures /
33 documentation. He also told the barangay captains to invite the BFP to attend during the Barangay
34 Assembly. He also mentioned the request of the LGU to install sub-station at Barangay San
35 Roque.

37 2. Anti-Drug Abuse Council Concerns

39 - PNP representative reported that as of March 21, 2023, of the Eighteen Barangays of Mabuhay
40 municipality, only five has remained to be drug-affected barangays, with one barangay still at the
41 oversight committee for validation. So far, for the 597 Persons Who Sued Drugs (PWUDs) , there
42 are still 263 remained not yet graduated.
43 - Mabuhay MPS also discussed on their future objectives : Continous drug clearing operations for
44 the remaining 6 barangays.

46 - Miss Chairperson said that the Balay Silangan is waiting for the PDEA to check the facilities and
47 is ready for operation. She also mentioned that once the Balay Silangan will be open, the
48 barangays with pushers can now submit their PWUDs who were pushers to Balay Silangan for
49 appropriate intervention and proceed with the Barangay Drug clearing. She reminded the body
50 that the LGU, officials, and other partner agencies are only doing their job to fight against these
51 illegal activities. She also added that if there are people of Mabuhay who wants to get involved in
52 these kinds of activities, then so be it, but as a public official, we will just do also our job to stop
53 these kinds of activities.

55 - In addition MLGOO Harbyhope Tagong also said of the five remaining un-cleared barangays, the
56 barangays should prepare the documents needed (ask help from the PNP) . so that by the time that
57 the Balay Silangan be operational and pushers can be enrolled, the documents are ready for
58 submission. He also advised the barangay officials to kindly observe their functionality in the
59 barangay anti-drug abuse council (BADAC) because that could be a basis on the revocation of
60 your status as drug-cleared barangay (from meetings, allocation of budget, implementation of
1 programs and activities). The basis for drug clearing also includes the functionality of BADAC,
2 not only the drug personalities.

4 3. Ending Local Communist Armed-Conflict Concerns

6 PNP representative reported that they are distributing info materials they have distributed informative
7 materials and giving in-kinds to the recipients.

9 4. Disaster Risk Reduction and Management Council Concerns

11 - LDRRMO Ronal Zarate reported on the accomplishments/ activities done and to be done for the
12 next quarter:
13 - 1. He said that they recently conducted Inter-Barangay Rescue Competition last January
14 facilitated by LDRRMO, MHO and the BFP, participated by 17 barangays, together with the
15 LDRRMOs of Payao, Ipil, Siay, Naga, Talusan and the Philipiine Red Cross. He also said that
16 prizes where givern and so as special awards. He also mentioned that they assess the barangays
17 based on skills that they have learned ( CPR, Bandaging, Splinting, proper use of spine board,
18 emergency transfer and bucket relay. He thanked all the Punong Barangays for the active
19 participation during the said activity. He also said that we were commended by the Provincial
20 DRRM office for the conduct of the said activity.
21 - 2. Enduring the 10 certified volunteers from each barangays (except for Taguisian who were not
22 able to participate) at Philippine Red Cross. These volunteers were able to responds during recent
23 incidences: Hulahula, Sioton and Ligaya. He also said that the competition is already
24 institutionalized (through SB Ordinance), meaning this shall be conducted yearly.
25 - 3. LDRM Plan formulation conducted by the Provincial Office, our LDRRM Plan is for
26 updating (which is one of the needed plans in the SGLG assessment)
27 - 4. Training conducted by the Office of the Civil Defense on the changes in the LDRRM plan.
28 - 5. He reminded the barangays for the formulation of BDRRMP (reiterates what they need from
29 each barangays)
30 - 6. Medical Team for Sibug-Sibug Festival
31 - 7. Conduct assessment for the damages (of the localized thunderstorm)
32 - 8. Provision of assistance from the Office of Civil Defense (for the affected residents of localized
33 thunderstorms)
34 - 9. Youth Leadership Summit attended
35 - 10. Conduct of IEC and orientation of Basic Quick Response at Mabuhay National High School

41 5. Health Updates

43 Health update from MS. Helen Geñoso, coming April the Provincial Health Team shall be
44 conducting a Blood Letting Activity (April 26-27, 2023) target is 1% of the population per
45 barangay. The barangays are clustered into two.
46 She also mentioned regarding the Death Certification, BHW shall report the death (in the
47 barangays) , she also seek the help of the barangay captains to command their BHWs regarding
48 the said matter. She also added the concerns on rabies, the cases on animal bites is still increasing,
49 and so as the vehicular accidents cause by stray dogs. She also mention that the ordinance on
50 rabies should be strengthen. In addition , the Municipal Health Office received 70 bowls, 29 were
51 already distributed to Barangay Kauswaganand are still to be distributed.
52 Another is that the office also received 100 boxes of PPEs (to be picked up at Imelda), which will
53 then be distributed to the barangays at 3 boxes per barangays, PNP. AFP and BFP one boxes each,
54 one box for the embalmer and each school shall also be given one box each.

57 Updates from Elementary Dep Ed

59 1. Dep Ed Regional Director will be coming to visit the three island district, requesting the PNP
60 for the road security (with itinerary from Hula-Hula to Mabuhay Agro-Industrial High School
61 passing by the schools along the highway the proceeds to Sagay, the Talusan Central School
62 and proceed to Mabuhay Central Elementary School)
1 2. Seek assistance from the Barangay Captains to conduct survey (list children with ages 5-7
2 years old) to ensure the enrollment of children.

4 Updates from DSWD

6 Miss Leonora Sagdsad gave an announcement to visit the MSWD office after the meeting for the
7 update of their Senior citizens. Miss Chairperson instructed the MSWD Office to update and
8 clarify the status of barangay official who are senior citizen with regards if they are entitled to
9 receive or not the said social pension.

11 Update from Mabuhay National High School

13 Ms. Heidelyn Layos, Principal concern regarding the PISO Net, she said she saw students flock
14 around a certain store with Piso Net during school hours, she also said that she took pictures of
15 those students (there were around 9 students). She said that the owners should also advice / drive
16 the students during school hours to attend their classes.
17 Miss Chairperson called on the Municipal Treasurer Office or the BPLO to review if these Piso
18 Net have their permits to operate.

22 He just would like to thank the initial intervention made by the Barangay Captains(on the riot that
23 happened) of nearby barangays (Agro HS) that they deployed their barangay tanods (on rotation
24 basis) and the support of the mobile police , so far no more students are loitering (standbys). He
25 hopes that the said will be sustainable.
