1. PREAMBLE
1.1 General Requirements
1.1.1 The Pricing Document as contained in this Volume VII, is comprising two parts.
The first part includes Preamble, instructions and conditions. The other part
includes Financial Bid, a bidding sheet in excel file form. The Tenderer shall
complete the Pricing Document in accordance with the instructions given. The
completed Pricing Document including duly signed Preamble (first part) and a true
copy of all documents of Financial Bid (other part) with prices left blank shall be
submitted with the Technical Package. The Financial Bid duly completed and
priced in all respect shall be submitted under Second Cover “FINANCE” only.
1.1.2 This Pricing Document shall be read in conjunction with the Instructions to
Tenderers, General and Particular Conditions of Contract, Notice Inviting Tender,
Employer’s Requirements, Technical Specifications, Material & Workmanship
Specifications, Tender Drawings and any Reference Documents etc., including
annexure, appendix, addendum or corrigendum and any - other documents
forming part of the Tender Documents. If the specifications in the scope of work,
Employer’s Requirement, Technical Specifications and/or Material & Workmanship
Specifications are inferior with respect to relevant codes and standards then
provision of the Codes and Standards shall prevail and vice-versa. The decision of
the Engineer regarding this issue shall be binding on the contractor.
1.1.3 The Pricing Document comprises Bill of Quantities for Indore Metro Rail Project
(Yellow Line & Depot). This Preamble shall serve as a definitive guide to the
measurement of quantities and payment.
1.1.4 This Contract is a re-measurement Contract for “Engineering, Supply, Erection,
Testing and Commissioning of Power Supply Receiving Sub–Station (RSS),
Traction Sub-Station (TSS), Auxiliary Sub-Station (ASS), 750 V DC 3rd Rail and
SCADA System”. The scope also includes Integrated Testing and Commissioning
of 132 KV Receiving Substations, 33 KV Rings, Auxiliary Substations, Traction
Substations, DC Cables, SCADA, Stray current Monitoring system and associated
works. The Contract also involves design and supply of equipment and accessories
for 3rd rail system and erection, testing and commissioning of the 3rd Rail system.
The Contract includes associated civil works (RSS, Depot TSS). The Contract
includes the following but is not limited to:
1.1.4.1 The construction studies and drawings, validation of design, verification of site
data, drawings, programs for execution, schedule of ordering, schedule of receipt
of equipments at site etc.
1.1.4.2 The procurement of the whole equipments including:
a) spare parts,
b) tools, testing equipment,
1.1.4.3 The on-site erection and setting to work of the electrical fixed installations and
technical buildings described in the relevant Basic Design documents,
1.1.4.4 The in-plant testing, and acceptance tests,

1.1.4.5 The on-site testing,

1.1.4.6 The commissioning of installation, acceptance protocols and integrated testing and
commissioning of the system.
1.1.4.7 The supply of relevant documentation mainly including:
a) Installation, execution, and as-built drawings,
b) Test procedures,
c) Maintenance operation manuals: The Contractor is required to submit soft
copies of all the documents,
1.1.4.8 Training in India.
1.1.5 The Tender shall be for systems, subsystems etc. for (i) one corridor viz. Yellow
Line of Indore Metro (ii) the depot at Gandhi Nagar, Indore (iii) the Integrated
Operation Control Centre (OCC) at Gandhi Nagar Depot and back up control
centre (BCC) at Khajrana Square. .
1.1.5.1 Quantities under the Tender have been estimated to cover the above works /
sections.
1.2 Procurement Program
1.2.1 The Contractor shall submit a detailed works program as per the provisions of the
GC and PC (Vol-II). This shall also include a detailed procurement program. The
Contractor shall obtain approval of works program and procurement program from
Engineer before commencing with the procurement of material.
1.2.2 The procurement of the material shall be planned in a phased manner such that
the material reaches at site three to six months in advance of the proposed erection
plan for the same.
1.3 Tender Prices
1.3.1 The Tenderer's attention is drawn to the following facts while quoting the prices for
the Contract:
1.3.2 The rates and prices to be quoted by the Tenderer for each item in the Bill of
Quantities shall be inclusive of all taxes, levies, duties and any other charges
leviable, including tax deducted at source. The details of all
Taxes/Duties/Levies/Royalties etc. included in the Quoted price are required to be
furnished separately as estimated by the tenderer as per Annexure-A.
1.3.3 The Tenderer should note that MPMRCL will not make any separate payment
towards any taxes, duties levies or any other charge leviable.
1.3.4 The rates and prices quoted by the Tenderer and accepted by the Employer shall
be 'fixed' throughout the Contract Period except for items as mentioned in Clause
1.4 of this Document, which will be subject to Price variation. Sub Clause 13.7 of
Particular Conditions of Contract- Volume II may be referred.
1.3.5 The prices quoted in the excel sheet “BoQ” of the Financial Bid (excel workbook)
shall match with the quoted prices in the excel sheet “TT” (Financial Bid: Tender

Total) of the Financial Bid (excel workbook). In case of any mismatch the prices of
the excel sheet “TT” (Financial Bid: Tender Total) of the Financial Bid (excel
workbook) shall prevail. The excel sheet “BoQ” of the Financial Bid (Financial
Package) excel workbook and comparison generated by eProcurement portal shall
not be considered for determining inter-se position of tenderers.
1.4 Price Variation
1.4.1 Prices quoted by the Tenderer shall be fixed throughout the Tenderer’s
performance of the Contract and not subject to variation on any account except for
items indicated in following clause.
1.4.2 For items manufactured in India and quoted in Indian rupees in the tender the price
variation shall be subject to price variation as per relevant IEEMA formula, given in
Annexure-B at the end of this Volume and prescribed in PC Clause No 13.7 of
Volume-II.

1.4.3 The price variation shall be payable on the basis of relevant IEEMA formulas
(website www.ieema.org) for items in above table.
1.4.4 For items manufactured offshore (outside India) and quoted in foreign currency
(USD, EURO) the price variation will be governed by the formula given below. For
“Conductor Rail” [BOQ Bill No. IN-6.1– Item No. A.1], the price adjustment shall be
linked to spot rate of aluminium quoted at London Metal Exchange (LME), and shall
be as under:

Where;
Current Index is the spot rate cost of aluminium as given on the L.M.E. (London
Metal Exchange) 28 (twenty-eight) days prior to the date of notification to Engineer
/ Employer for inspection of material;
Base Index is the cost of aluminium as given by the L.M.E. (London Metal
Exchange) 28 (twenty-eight) days prior to the latest date of Tender submission;
f = Zo / Z1
Zo is the number of units of the currency of the index which is equivalent to one unit
of bid currency as applicable on 28 (twenty-eight) days prior to the latest date of
Tender submission; and
Z1 is the number of units of the currency of the index which is equivalent to one unit
of bid currency as applicable on 28 (twenty-eight) days prior to the date of
notification for inspection.
Note: The exchange rates to be employed for such conversion shall be the TT
selling rate of State Bank of India at the close of business of the State Bank of India
on the respective date.
1.4.5 The price variation on equipment indicated in clause 1.4.2 and 1.4.4 above shall
be applicable for supply prices only. The erection prices shall be subjected to price
variation as per PC Clause No 13.7 of volume-II.
1.4.6 For items covered under IEEMA price variation clause, the latest date of delivery
for considering price variation shall not be later than 180 (one hundred and eighty)
days before the relevant Key Date for commissioning. However, if the price
variation calculated as per the actual date of delivery is resulting in a price

advantage to the Employer; the actual date of delivery shall be considered for
evaluating the price variation.
1.4.7 For Conductor Rail, the latest date of notification for inspection of material for
considering price variation shall not be later than 60 (sixty) days before that
relevant Key Date for procurement of Third Rails and associated items. However,
if the price variation calculated as per the actual date of notification of inspection is
resulting in a price advantage to the Employer; the actual date of notification shall
be considered for evaluating the price variation.
1.4.8 The total admissible price variation amount for this Contract shall be subject to a
ceiling of ± 5 % (five percent) of the Contract Price.
1.4.9 Price variation that may accrue during the period from the date of tender
submission will not be considered for Tender evaluation and for deciding inter-se
position of the Tenderers.
1.5 Quantities
1.5.1 For the purpose of this Contract, all unit quantities given in the Bills of Quantities
are the estimated quantities of the Works and are intended in the first instance to
provide a common basis for Tendering and Tender Evaluation. When a contract
has been entered into, the function of priced Bills of Quantities is to provide for the
valuation of the work executed. No alteration of any rate or price shall be allowed
on account of any difference between the quantities billed and the actual quantities
measured from the drawings.
1.5.2 The Tenderer shall make himself completely acquainted with all conditions,
obligations, specifications, drawings, etc. of the Tender Documents before giving
his prices. He shall have no right to claim any price revision on the basis of
ignorance of the Tender Documents or local conditions, or to make any claims as
regards the integrity of the unit prices of the Bills of Quantities.
1.6 Units and Currency
1.6.1 All sizes and quantities entered in the Bills of Quantities are in metric units.
1.6.2 The Tenderer shall fill in each column with unit rate or lump sum, whichever the
case may be, for each bill item of the various Bills, on the basis of the Tender
Documents and pre-tender survey.
1.6.3 The Tenderer, in addition to Indian Rupees, may quote in foreign currencies
(restricted to US, Dollar & Euro).
1.7 Rates & Sums to be for Work Finished Complete
1.7.1 Tenderers shall be deemed to have read the Work’s Requirements and other parts
of the Tender Documents and reviewed the Drawings to ascertain the full scope of
the requirements included in each item prior to filling in the rates and prices. The
entered rates and prices shall be deemed to include the full scope of the Contract,
including overheads and profits and shall bear a proper relationship to the cost of
carrying out the work described.
1.7.2 Notwithstanding any limits that may be implied by the wording of the individual

items and/or the explanations in the Preamble, the rates and prices, which the
Tenderer enters in the Bill of Quantities, shall be for the work finished complete in
every respect.
1.7.3 The Tenderer shall be deemed to have taken full account of all requirements,
liabilities, obligations and risks, whether expressed or implied, and to have priced
the items accordingly. The Items in the Bills of Quantities are the only items against
which payment will be made. The cost of any item of work not specifically described
or measured in the Bills of Quantities but required for the execution of the Contract
shall be included in the rates and prices for the measured items in the Bills of
Quantities. The rates and prices shall therefore include for all incidental and
contingent expenses and risks of every kind necessary to supply, install, test and
commission (including Integrated Testing and Commissioning) complete, and
remedying any defects in the whole of the Works in accordance with the Contract.
1.8 Allowances in Rates and Prices
1.8.1 Full allowance shall be made in the rates and prices against the various items in
the Bills of Quantities for all costs involved in performing the following except to the
extent that work is specifically described and paid for in the Bills of Quantities. The
list below is not exhaustive and the Tenderers are expected to take all costs
involved while quoting the rates and prices that will not be subject to variation on
any account.
a) all setting out and final survey work;
b) temporary access roads and bridges, fencing, watching and security, lighting;
c) paying fees and giving notices to Authorities;
d) payment of all patent rights and royalties;
e) reinstatement of the Site;
f) safety precautions and all measures to prevent erosion and suppress fire and
other hazards;
g) interference to the Works by persons, vehicles, and the like being legitimate
users of the facilities on or in the vicinity of the Site;
h) the protection and safety of MPMRCL trains and services;
i) the protection and safety of Railway trains and services on adjacent tracks;
j) supplying, maintaining and removing on completion, the Contractors own
accommodation, offices, depots, stores, workshops, transport, welfare
services and other facilities including telephones and facsimile machines and
all charges in connection therewith;
k) the supply, inspection, testing, packaging and transportation of materials and
of the Works as specified including the provision and use of equipment and
arrangements for the Engineer's Inspectors and others;
l) maintaining public thoroughfares and footpaths, and maintaining access upon
existing recognised routes;

m) providing, transporting to the Site, setting to work, operating (including all fuel
and consumable stores), maintaining and removing from the Site upon
completion all Construction Plant and Contractor's Equipment necessary for
the execution of the Works and including the cost of all tests and other
requirements in respect of such; plant and equipment;
n) working adjacent to or across existing services and installations;
o) complying with the requirements of the Employer in regard to Safety and
Health, Quality Assurance, Environmental and project implementation plans
and making periodical submissions;
p) co-ordination and interference to the Works by the works of Designated
Contractors and others employed by MPMRCL being legitimate users of the
facilities on or in the vicinity of the Site;
q) remedying of defects and shrinkage, and works of amendment,
reconstruction, replacement of other faults, fair wear and tear excepted,
during Defects Notification Periods;
r) protections to be implemented against Electromagnetic interference effects
following line energization;
s) Insurance, including all risks in supply, erection, storage, transit, third party,
Workmen’s Compensation and others;
t) All tools, and equipment required for all tests prior and after delivery and for
testing and commissioning installed systems;
u) Carrying out all modifications to the given drawings, preparing construction
detailed drawings and supplying originals, copies, and electronic files in
accordance with employer’s requirement.
v) Marine Insurance
w) All risk Insurance after arrival of goods in India
x) Custom clearance / Port Clearance
y) Handling at Port of arrival in India
z) Inland transportation from port of arrival to site of work
aa) Various bank guarantees / warranties/undertakings
1.9 Non-priced Items
1.9.1 Items against which no rate or price is entered by the Tenderer whether quantities
are stated or not, shall be regarded as covered by other rates in the Bills of
Quantities.
1.10 Tender Pricing
1.10.1 The Tenderer shall take regard of the actual site conditions and the estimated
quantities entered in the various bills. The Tenderer shall price his tender
accordingly and the rates and prices entered against a bill line item shall be the full
and only price paid for all work performed against that item except as described in

the Tender Documents.

1.10.2 The Tenderer shall quote the rates and prices in words as well as in figures in the
summary sheet. Any cutting/overwriting in Bill of Quantities shall be initialled by
the authorized representative of the Tenderer.
1.11 Measurement and Payment
1.11.1 This Contract is primarily a re-measure contract with items that are described
herein. For the re-measure items the total price paid for a work item will be varied
by the quantities actually performed. The contract also contains provisional sum
in BoQ for those Items which are not covered in BoQ and towards quantity/scope
variation and for some unforeseen items like 33 kV cables connectivity between
ISBT/ MR10 flyover RSS and Gandhinagar RSS in the event of delay in
commissioning of Indore Super Corridor GSS..
1.11.2 The measurement and payment described is for the purpose of making a valuation
of the work acceptable to the Engineer, and Interim Payments to the Contractor,
as work proceeds. The Works as executed will be measured for assessment of
progress for interim payments in accordance with the method adopted in the
relevant standard/Specification, the Bills of Quantities and under the items as set
forth notwithstanding any custom to the contrary.
1.11.3 Associated Civil & Building works will be measured as proposed by the Contractor
and accepted and approved by the Employer. For the measurement of “Numbers”
and “Sets” these shall be by count, using dimensions and contents as described in
the specifications and relevant drawings.
1.11.4 For the purposes of making interim payment for line items described as “Set”, the
Contractor shall submit with his tender a breakdown of the rates making up the
total for those items for which the Contractor may wish to receive interim payments.
These breakdowns shall be subject to the approval of the Engineer, and no interim
payment shall be made on such items until the breakdown has been approved.
1.11.5 Notwithstanding anything stated herein, the Engineer retains the right to withhold
payment on any pay item due for payment when the works to be performed are not
performed, or are not carried out to the Engineer’s satisfaction in accordance with
Specifications and Drawings.
1.11.6 Prices so assigned in the BOQ for supply items shall be for the full compensation
for supplying the items in accordance with the approved drawings and
specifications. The Bill items covered by this clause are:

1.11.7 Compensation for items covered in Clause 1.11.6 above & Bill No. IN-10, shall
include for all costs incurred in procurement/manufacture, factory testing,
inspection, shipping, hauling, off-loading, storing at site in Indore. Payment will be
made for the items delivered and stored in a place and manner approved by the
Engineer. Payment shall be made on the basis of 80% of the supply price quoted
in the bid on delivery to the Contractor’s respective storage place in Indore and
balance 20% of the supply price after installation, testing, and commissioning in
the depot and/or on the section as certified by the Engineer. Payment on delivery
will be made against the submission of following documents:
a. Certificate of type tests;
b. Certification of Factory Acceptance Tests;
c. Certificate of inspection by the Engineer;
d. Provision of Safe Custody Bank Guarantee;
e. Proof of insurance; and
f. Technical literature and equipment manual.

1.11.8 NOT USED
1.11.9 Prices so assigned in the BOQ, for erection and commissioning portion of items of
materials, plant and equipment shall be for the full compensation for the installation
/ erection, testing and commissioning of material, plant and equipment in
accordance with the drawings and specifications. Compensation shall include for
all costs incurred for transporting to location, off-loading and moving to point of
installation/erection; provision of specified foundations; preparing for installation /
erection and mounting on foundations; supply of left out items, aligning, fastenings
and securing devices; adjusting as necessary, making good and clearing the

location on completion, all to the approval of the Engineer. Payment for erection
and commissioning shall be made for 80% of the item on completion of Partial
Acceptance Test of the system. Balance payment of 20% towards erection and
commissioning shall be made when the plant, equipment is tested and
commissioned and become eligible for payment under Clause 1.11.10 below.
1.11.10 Prices for Testing and Commissioning shall be full compensation for the testing
and commissioning of plant and equipment supplied under the Contract in
accordance with the drawings and specifications including integrated testing and
commissioning. Testing and commissioning shall include for all testing and putting-
to-work of all equipment, sub-systems, and systems; re-testing, fault finding,
adjustments and reworking as necessary; submittal of all test reports and other
documents all to the approval of the Engineer. Payment will be made after
certification by the Contractor and acceptance by the Engineer that the sub-
systems and systems, including all equipment have successfully completed the
test procedures, and have been set-to-work and that all test results and other
documentation, as described in the specifications, have been approved by the
Engineer.
1.11.11 Items covered under Civil and Building Works including Electrification [Bill Nos. IN-
10] shall be operated on plinth area pro rata basis. Civil and Building works shall
include but not limited to land and buildings associated with Receiving Sub-Station,
power supply works and other works necessitated by the works under the Contract
and as described in the drawings and specifications. Compensation shall include
for transporting to site; all clearing and grubbing; excavation and removal offsite to
spoil; levelling; local excavation and backfilling to foundations; structural,
architectural, and sundry building works; roof and surface drainage, transformer
drainage, septic tank and effluent filtration system; road works; excavating,
providing and installing cable troughs; excavating and subsequent backfilling of
cable trenches; internal utility services such as water supply, water closets and
wash facilities with outlet connections to septic tank, electrical and communication
systems in each building; landscaping; perimeter fencing and gates; and clearing
the site on completion, all to the approval of the Engineer. Compensation shall
include all necessary attendance upon other trades working in buildings, drilling,
fixing, securing, etc.; sundry excavation and concreting, and generally making
good after other trades. Partial payments will be made for work completed in place
to provide progressive payments as approved by the Engineer.
1.11.12 Prices for training of Employer’s staff shall be pro-rata compensation for the
training of Employer’s staff in different disciplines including training in Metros in
India in accordance with the specifications. Compensation shall include for
preparation, submittal and revisions as required by the Engineer of training

costs and travel costs; provision of all manuals for each training course; provision
and maintenance of training facilities. Payment shall be made at the quoted man-
week rate for each attendee on completion of training. Payment shall be made in
no more than four stages.

1.11.13 Prices for Manuals and Drawings shall be full compensation for documents and the
like in accordance with the specifications. Compensation shall include for the
preparation, submission, and all subsequent revisions, changes required and re-
submittals as necessary as required by the specifications until accepted by the
Engineer.
a) Review of design and preparation of drawings: Shall include but not be limited
to review of design, documents, drawings, calculations as issued by the
Employer to the Contractor, other drawings to be prepared by the Contractor
as specified in the Particular specification for approval of the Engineer as
required by construction at site. This will also include shop drawings
containing the information related to Permanent Works.
b) Operation and Maintenance Manuals: Shall include but not be limited to
preparation and revision of Operation and Maintenance Manuals as specified
in Employer requirements (Vol-III) & Technical specifications (Vol-IV)
pertaining to all equipments / systems / subsystems which have been used /
deployed in the Project.
c) As built drawings: Shall include but not be limited to supply of as built drawings
of all equipments / systems / subsystems in the Permanent Work constructed
under this Contract. Payment shall be made when all the As-Built drawings
for each discipline have been reviewed and accepted by the Engineer.
1.11.14 Prices for Maintenance Supervision during Defect Notification Period (DNP) shall
be pro-rata compensation for the supervision by the Contractor of the Employer’s
maintenance staff in different disciplines in accordance with the specifications.
Compensation shall include for the approval of the supervisors and replacement
as required by the Employer, employment of approved staff including salaries,
overtime, airfares, lodging allowances, their office expenditure, telephones / mobile
bills, local travel costs to and from site, training materials, income tax and other
taxes deducted at source. Payment shall be made at the quoted man-month rate
for each approved supervisor who is at site. Payment shall be made in no more
than four stages.
1.11.15 Prices for Integrated Testing and Commissioning shall be full compensation for the
integrated testing and commissioning of plant and equipment supplied under the
Contract in accordance with the drawings and specifications. Compensation shall
include for preparation, submittal, and revisions as required by the Engineer of
testing plans and procedures; co-ordination with other Designated Contractors;
conduct of approved tests as directed by the Engineer on equipment, sub-systems,
and systems; revisions, re-testing, fault finding, adjustments and reworking as
necessary; submittal of all test reports and other documents all to the approval of
the Engineer. 80% Payment will be made for each Section (refer to Table 1.3 of
Chapter-1 of TS, Vol-IV) after certification by the Contractor and acceptance of the
Engineer that the sub-systems and systems, including all equipment have
successfully completed the test procedures, and have been set-to-work and
submission of all test results and other documentation, as described in the
specifications. Balance 20% of each Section shall be released after completion of

all Sections and integration of the entire Works under this Contract.
1.11.16 Prices for Tools and Plant shall be full compensation for supplying all tools, special
tools and special test instruments and equipment in accordance with the
specifications as per supply schedule described in Chapter-9 of TS. Compensation
shall include provision of tools etc., as required by the specifications, complete in
every respect with operating instructions as necessary. Payment shall be made
when all tools have been delivered to the Employer and accepted by the Engineer.
Full payment shall be made on completion of supply for each stage.
1.11.17 Prices for spares shall be full compensation for supplying the spare parts for the
equipment, sub-systems, and systems provided under the Contract in accordance
with the specifications as per supply schedule described in Chapter-9 of TS.
Compensation shall include provision of spare parts and lists as required by the
specifications, complete in every respect, fully catalogued and marked for
identification purposes for each discipline and to the approval of the Engineer.
Payment shall be made when all spare parts and associated documentation have
been delivered to the Employer and accepted by the Engineer. Full payment shall
be made on completion of supply for each stage.
1.11.18 Compensation for Employer’s Facilities shall include all costs incurred in provision
of Principal Office, site office, furniture, office equipment and support staff as
described in Chapter-5 of TS. Payment shall be made on the basis of 60% on
delivery of all these facilities and balance 40% after the completion of Defect
Notification Period.

first point as required and as under.
