CITY COUNCIL FOR THE WELFARE OF CHILDREN
Strengthening Child Protection System in the Barangays is one of the steps toward developing their full
potential. Barangays of the community are the first ones that a child connects with, besides their family. Thus,
it plays a vital role in the empowerment and fulfillment of children’s rights.
In making efforts to protect children, the Philippines has made a mechanism to ensure their welfare in the
community. Barangay Council for the Protection of Children (BCPC) is an organized council that serves as the
umbrella organization for all children’s concerns in the barangay.
As the City Government of Mabalacat through its City Council for the Welfare of Children (CCWC)
immensely supported the Barangay Council for the Protection of Children (BCPC), they were duly recognized
by the Department of the Interior and Local Government (DILG) as a functional BCPC with flying colors.
This means that all barangays in the city have been compliant with the standards set by the said department,
especially in establishing responses and interventions for children.
As part the Barangay Council for the Protection of Children (BCPC)’s mandate to oversee the planning and
implementing activities on child protection at the barangay level, a two-day (2) day General Assembly cum
Capacity Building Activity for the Barangay Council for the Protection of Children (BCPC) will be held at
The Mansion Garden Hotel, Bonifacio St, Subic Bay Freeport Zone, Zambales on August 22-23, 2023. The
activity aims to improve and maintain effective and efficient planning and delivery of services among youth and
children including functional BCPC in all barangays of Mabalacat City. Likewise, technical discussions and
lectures on the selected guidelines issued by our partner agencies will also be conducted to enhance the
competency, skills and resource mobilization of our participants.
Anent this, we are inviting the following core members of the Barangay Council for the Protection of Children
(BCPC): Punong Barangay (BCPC Chairperson) and Barangay Secretary (BCPC Secretary) to attend the said
activity. Arrival and Registration on the first day will start at 08:00 AM onwards and our program proper will
