What is D.O. 002, s. 2024?

The Department Order 002, s. 2024


provides the guidelines on the
immediate removal of
administrative tasks of
public school teachers
to enable them to maximize their
time in actual classroom teaching.

With this endeavor, they shall be


able to focus on the teaching and
learning process and become
effective facilitators of learning.

COVERAGE

all DepEd-employed teachers
engaged in classroom teaching, on a
full-time basis, under permanent,
provisional, or substitute status in all
public elementary and secondary
schools.

ADMINISTRATIVE TASKS
What are Administrative Tasks?
These are tasks related to the effective and efficient
operations of schools or programs, projects, and
services which are not directly related to teaching
and academic learning.

What are considered Administrative Tasks?


Administrative Tasks include the following:
a. Personnel Administration;
b. Property/Physical Facilities Custodianship;
c. General Administrative Support;
d. Financial Management;
e. Records Management; and
f. Program Management.

ADMINISTRATIVE TASKS
Who are responsible to perform
the Administrative Tasks?
School Heads and non-teaching personnel
have the responsibility to perform
administrative tasks in schools.

What if there are no non-teaching


personnel in schools?
To augment the non-teaching personnel
requirements of schools, the following
measures may be implemented by SDOs:
a. clustering of deployed non-teaching
personnel; and
b. hiring of personnel under Contract of
Service (COS) or Job Order (JO).

EFFECTIVITY & SUPPORT
When shall the policy take effect?
The policy shall take effect immediately. However,
schools are given a transitory period of sixty (60)
days after issuance.

What support shall be provided to schools
within the transition period?
The following support mechanisms shall be provided by SDOs for schools
to ensure that a smooth transition shall take place:

ü Clustering of schools, ü Ensuring of immediate transfer

STEPS

1 School Heads shall orient the teachers and non-teaching


personnel about the policy.

Teachers previously designated to perform administrative tasks shall turn

2 over the duties and responsibilities to School Heads or non-teaching


personnel. However, schools shall observe gradual transition ensuring
that there are no disruptions to school operation.

Once additional funds are available, the School Heads shall initiate the

3 hiring of additional administrative support staff following the


guidelines provided in the Strand Memorandum from Office of the
Undersecretary for Human Resource and Organizational Development.
