I. Scope:
The CONTRACTOR shall provide a qualified inspection personnel with experienced and
certified according to international codes
The contractor shall supply all consumables required for their inspection equipment in order to
complete the services requested by company with quality standards, applied codes, norms,
regulations and laws.
Non-Destructive Examinations may be performed in manufacturers' workshops, on
construction sites and in Damietta LNG plant.
Shutdown duration will be 30 day start in 1st August
QC Department Scope for 2023 Plant Shutdown are as follows:
1. Static Equipment (Internal Inspection): 38 Equipment – Categorized as follows:
- Heat Exchangers: 16 Items
- Drums & Towers: 22 Items
2. Insulated Piping: Total No. of 128 line.
3. Calibration PRVs.
II.General requirements:
Contractor shall provide upon competent personnel who have both theoretical knowledge and
practical expertise to perform the inspection of plant and equipment. Inspection personnel shall
be sufficiently trained and experienced to:
Examine or test any item of static equipment.
Detect defects or weaknesses and assess their effect on the safe operation of equipment.
Predict the remaining service life of equipment based on observation made during
inspections.

The Services to be covered under this Agreement shall cover the following Inspection
Activities:
Ultrasonic Flaw Detection and Thickness Gauging (UT)
Radiographic Examination INTERPRETATION ONLY (RT)
Magnetic Particle Examination (MT)
Non-Destructive and Destructive Examinations may be performed in Manufacturers'
Workshops, on Construction Sites and in DLNG’s Plant
Liquid Penetrant Examination (PT)
Hydrostatic Testing: DLNG procedures will be applied for each specific case. The
hydrostatic test will be conducted either by using water or liquid methanol when the use of
water is not allowed.
Pneumatic Testing: DLNG procedures will be applied for each specific case. The
pneumatic test will be conducted either by using Air or Nitrogen when the use of air is not
allowed.

Welding inspection and Site Supervision during construction works: these services are to
verify during welding operations in manufacturer's shops and/or at site that all welding
operations are executed in accordance with contractual specifications and specified codes
and standards. The selection of welding operations to be performed depends on the
requirements of the assignment and may include:
Reviewing of manufacturer's shop instructions against contractual specifications
and specified codes and standards,
Witnessing of welding procedure qualification tests,
Witnessing of welders’ and welding operations,
Checking that the manufacturers have issued necessary welding instructions,
Checking that all welding operations are being performed in accordance with the
instructions issued. Such instructions can cover the following details:
- Type of electrodes to be used
- Joint preparations and fit-up before welding
- Preheating requirements
- Location and sequence of welding passes
- Intermediary operations such as back filling, grinding, cleaning…etc.
- Checking the type and conditions of the electrodes used
- Examination of the welding equipment
- Witnessing of destructive and non-destructive tests
- Interpretation of non-destructive test results
- Dimensional and visual checking of the welded equipment and of the welds
- Performance of non-destructive examination
- Performance of Post Heat Treatment Welding
Regulatory Inspection: This service shall include the Quality Control (QC), Quality
Surveillance, Verification, and Validation for Legal Inspection in disciplines covering
Pressure Vessels, Safety Valves, piping system (insulted and non-insulated) used in DLNG
LNG Plant. The applied regulation within the DLNG will be the European Regulation.

III.Manpower Qualification:
1. Plant Inspectors:
Require to provide DLNG by Skilled, experienced, and qualified 3 plant inspectors, with
minimum certified API 510, API 570, and minimum years of experience 5 years.
2. NDT Technician:
Require to provide DLNG by 6 NDT Technicians, minimum certified ASNT level II (VT, PT,
UT, and MT) and minimum years of experience 5 years.

DLNG plant is operational during 24 hours; the following should be taken into
consideration:
Minimum number of working hours per day is 10 hours.
Maximum number of working hours per day is 12 hours.
Should the need arise for it or upon request, CONTRACTOR is to provide extra
personnel (engineer/operator) to cover the 24 working hours.

V.Safety requirements:
B. Operational Requirement:
Working safety system permit will be issue by DLNG.
The bidder’s selection will be according to the following criteria (Evaluation will be according to
proposal in the technical over):
a. Company Profile.
b. Previous Experiences.
c. Safety, Health, Security, and Environmental Contractor commitment and Policy.
d. Organization chart and Team Qualification and experience.
e. Compliance with Tender scope of work, Instructions and Contract Terms.
