1. Introduction
We present a comprehensive proposal for the rehabilitation of Saudi Arabia's
marine and coastal habitats, specifically targeting Coral Reefs, Seagrass, and
Mangroves. Our approach integrates advanced technical methodologies with a
strong financial plan to ensure the successful restoration and conservation of these
crucial ecosystems. This proposal outlines the development of an updatable dataset,
a literature analysis, and active collaboration with stakeholders to guide the
restoration efforts.
We will create a centralized dataset outlining rehabilitation options for these
ecosystems. This dynamic resource will be continually updated with the latest
techniques, research, and best practices. Leveraging technology and experts, we will
build an accessible platform for researchers, policymakers, and conservationists.
Through extensive research, we will collect and analyze relevant literature and
data on environmental rehabilitation. Experts will extract proven scientific models
and methodologies to maximize habitat recovery and biodiversity. Combining
evidence with innovation, we will develop a tailored framework for coral reefs,
seagrass, and mangroves.
Collaboration and knowledge exchange are critical to success. We will
establish a platform for stakeholders to share local and international data and
information. By fostering communication between scientists, organizations, and
policymakers, we can facilitate comparing protocols and technologies. This
exchange will help identify the most effective strategies and implement evidence-
based conservation initiatives.

2. Scope of Work (SoW)

This section describes the methodology and approach that will be used to achieve
the main objective and task stated in the SOW, i.e., conducting a study of the
protocol for the rehabilitation of marine and coastal habitats in Saudi Arabia. The
following tasks and activities are required:
• Development of an updatable dataset regarding the options for
rehabilitation of marine and coastal habitats. (Coral reefs ،Seagrass,
Mangrove)
• Collecting and analyzing literature/data related to marine/coastal
environmental rehabilitation and extracting scientific models.
• Exchanging data and information between stakeholders locally and
internationally to compare the listed protocols and technologies.

3. Objectives

1. Assessment and Monitoring: Conduct a comprehensive assessment of the


condition of coral reefs, seagrasses, and mangroves in the waters of the
Kingdom of Saudi Arabia based on previous marine environmental studies.
Implement continuous monitoring using advanced technologies to track
changes over time.
2. Updatable Dataset Development: Establish a dynamic and updatable dataset
that includes spatial data, biodiversity indicators, and environmental
parameters. This dataset will serve as a foundational tool for informed decision-
making and adaptive management strategies.
3. Literature Analysis: Conduct an extensive literature analysis to integrate
existing scientific knowledge and best practices into the rehabilitation plan.

Identify successful case studies from around the world and adapt relevant
methodologies to the Saudi Arabian context.
4. Stakeholder Collaboration: Engage with governmental bodies, environmental

collaborative efforts. Establish a platform for knowledge sharing, capacity
building, and community involvement in the rehabilitation process.
5. Restoration and Conservation Strategies: Develop and implement targeted
restoration and conservation strategies based on the gathered data and analysis.
This includes active interventions such as coral planting, seagrass
transplantation, and mangrove afforestation.
6. Capacity Building and Education: Conduct training programs and awareness
campaigns to build local capacity for ongoing monitoring and sustainable

4. Methodology

1. Initial Assessment
The Initial Assessment phase is a crucial step in the rehabilitation of marine and
coastal habitats, specifically targeting Coral Reefs, Seagrass, and Mangroves in
Saudi Arabia. This phase aims to provide a detailed understanding of the current
condition of these ecosystems, laying the foundation for the development of
effective restoration and conservation strategies. The following elements detail the
methodologies involved in the Initial Assessment:

1.1 Comprehensive Rapid Field Survey:


• Objective: Conduct a rapid and comprehensive field survey to gather
firsthand information about the status of Coral Reefs, Seagrass, and
Mangroves. This involves physically visiting targeted locations to
document observable changes and conditions.
• Field Teams: Consisting of Highly qualified marine biologists,
ecologists, oceanographers, and other relevant experts. These teams will
work collaboratively to assess different aspects of each habitat type.
• Data Collection: Collect data on the health, diversity, and distribution of
flora and fauna within each habitat. Utilize standardized survey methods
to ensure consistency and comparability of data across different locations.
• Threat Identification: Identify and document potential threats to these
ecosystems, including pollution, habitat degradation, overfishing, and
other anthropogenic impacts.

1.2 Utilization of Remote Sensing Technologies:


• Satellite Imagery: Employ high-resolution satellite imagery to obtain an
overview of the spatial extent and changes in Coral Reefs, Seagrass beds,
and Mangrove areas. This provides a broad-scale perspective and helps
identify areas for targeted field surveys.
• GIS Mapping: Utilize Geographic Information System (GIS) mapping to
analyze and visualize spatial data. This includes mapping the distribution
of habitats, identifying areas of high ecological importance, and assessing
connectivity between different habitat types.

1.3 Biodiversity Assessments:


• Bioindicators: Utilize indicator species to assess the overall health of the
habitats. Different species can provide insights into specific aspects of
ecosystem health, such as water quality or habitat structure.
• Population Surveys: Conduct population surveys for key species within
each habitat type, including fish, invertebrates, and plant species. This
helps in understanding the structure and dynamics of these ecosystems.

1.4 Data Synthesis and Reporting:


• Data Integration: Compile and integrate data from field surveys, remote

• Report Generation: Prepare comprehensive reports summarizing the
findings of the Initial Assessment. These reports will provide a baseline

The Initial Assessment phase sets the stage for informed decision-making and

2. Dataset Development

• A data storage system will be established between the project manager and
the searchers for adequate daily data storage.
• The searcher will report any drawbacks or encountered complications in
data collection daily to the project manager.
• The project manager will double check the received data and transfer it into
digital spread sheets daily.

• The Project Manager will double check the received data organize it and
transfer it into digital spread sheets weekly.

6.2. Quality Assurance/Quality Control (QA/QC)


• Consultant will implement QA/QC measures at all stages of monitoring
including field data collection, data entry, data analysis, and report
preparation.
• At the end of each survey day, each surveyor will inspect his data forms for
completeness, accuracy, and legibility.
• Periodically, the team leader will review data forms to ensure completeness
and legibility and detected problems will be corrected.
• Any changes made to the data forms will be initialed and dated by the
person making the change.
• Data will be checked thoroughly for data entry errors.
• Any errors will be corrected by referencing the raw data forms and/or
consulting with the observer(s) who collected the data.
• Any irregular codes detected, or any data suspected as questionable, will be
discussed with the observers, and Project Manage.
• Any changes made to the raw data will be documented for future reference.

7. Deliverables

The output of the survey will be included and not be limited to the following:
1) Raw data associated with the survey (i.e., Excel sheets and statistical analysis
files) as well as refined spatial outputs.
2) GIS data.
3) Photos and videos.
4) A monthly progress report will be submitted to the client during the field
survey period. This progress report is meant to keep the client updated about
the main events occurring during the survey activities (obstacles if any).
5) Final Reports.

8. Team of work

Three Professional Marine Biologist and Ecologist team with excellent skills in the
species identification of corals, algae, seagrasses, reef fishes, and other
macroinvertebrates.

The project manager will coordinate the monitoring effort which will be conducted
by the team members and ensure that observation methods are applied properly and
in accordance with agreed methodologies and will be responsible for the daily team
members management, collating data, data analysis and reporting.

The following table (Table 1) presents different team members and qualifications,
including team leader and four marine biologists who will do the fieldwork, sample
investigating and data analysis. The team has years of experience working together
in several projects related to marine habitat assessment and monitoring.

9. Schedule

Aljanobi Office for Engineering Consultation (JOEC) will commence the required
works upon receiving notice to proceed from the National Center for Wildlife. We
expect to complete the project in the required time which is 12 months. We will do
our best to have all required documents in advance with the help of the Center.
