SWP-04 WORKING AT HEIGHT SAFETY

1. Communication

The following SWP shall be communicated to and observed by all personnel involved
in work at height of more than 2 metres.

2. Purpose

 Ensure all personnel observe the safety guidelines to avoid potential injury from
falling.

 Ensure all personnel below the working area is protected against falling objects.

 Ensure all floor openings, edge of building and wall openings where there is a
possibility of person falling through/off it are installed with covers and/or
barricades.

3. Note

When working on a suspended scaffold or elevated platform system, the use of an


individual lifeline and safety harness are required. When working on a boom lift or
scissor lift, the elevated personnel must work within the bucket or platform where the
safety harness is tied off to.

4. Recommended PPE

 Safety helmet
 Safety gloves
 Safety footwear
 Personal fall protection

5. Personal Fall Protection Equipment

All fall protection equipment shall be in compliance with Singapore Codes and
Standards inclusive of SS 528 – Specification for Personal Fall-Arrest Systems.

5.1 Safety Body Harnesses

a) Shall incorporate a 'D' ring to which the flexible safety line or


anchorage line, with or without fall arrestor or energy absorber, is
attached and designed so that when the wearer is hauled up will remain
in an upright position.

b) When used with a safety line or flexible anchorage line, without energy
absorbers, shall limit the free fall to 1.8 metres.
c) Provided with double lanyards and when exposed to falling from
height hazard (e.g. while erecting scaffold or outer edge of building or
on elevated working platform) at least one of the lanyards must be
anchored at all times.

d) Provided with self locking karabiners and shock absorber for work at
height of more than 4 meters.

5.2 Lifelines

a) Each personnel shall be attached to a separate lifeline.

b) Horizontal lifeline should be designed, installed and used under


supervision of a qualified person as part of a complete arrest system.

c) Lifelines shall be inspected by the supervisor in-charge on a daily


basis.

5.3 Anchorages

a) Shall be in good condition with adequate strength for attachment of


lifelines, lanyards or deceleration devices.

b) Unstable or poorly designed anchorage point (e.g. loose or damage


anchor bolt, loose pole or its couplings, sagging lines) should not be
used.

c) To be hooked onto a lanyard itself or two lanyards together, or around


an I-beam or truss using a ‘choker connection’.

d) Shall not: -
 anchor at the open end of an I-beam, scaffold pipe, etc
 wrap a lanyard around sharp edges
 use homemade drop lines such as wire ropes, chains, lifting
straps, etc
 tie off to pipe, conduit or hangar
 tie off with a knotted rope lanyard or lifeline

5.4 Inspections & Maintenances

a) Shall be inspected prior to every use by wearer for wear and tear,
damage and/or deterioration.

b) If found to be defective, it shall be removed and replaced accordingly.

c) Shall be kept clean and stored to prevent exposure to chemical,


excessive dirt or wear.

d) Records of inspections shall be kept.

a) Scaffold components including top rail, mid rail, toe-board, working


platform and access ladder shall be certified safe before use.

b) Mobile scaffold shall never be moved with any personnel on it and


they are to be wheel locked when stationary.

c) Prior to climbing on/off a scaffold, personal fall protection system


should be put on.

d) A safety harness should be equipped with shock absorbent lanyard,


double action snap hook and auto karabiner. A shock absorbent device
shall only be used if working at height greater than 4 metres.

e) Boom lift or scissor lift shall be properly inspected before operations.

f) Guardrails and covers shall be provided for all floor openings.

g) Guardrails shall be provided when working at the edge of building and


roof edge.

5.6 Guardrails

a) Only metallic pipes are allowed to be used as guardrails and posts.

b) Top rail (1.0 metre) and mid rail (0.6 metre).

c) Toe boards shall be of minimum 90mm height.

d) To be free from sharp protruding edges.

e) Distance between vertical post or stanchion should not exceed 3.0


meters.

f) Where there is a likelihood of personnel rubbing against the tip end of


the guardrail, the tip shall be protected with plastic caps.
