BYE-LAWS

OF

URBAN AND REGIONAL PLANNING


STUDENTS’ ASSOCIATION
OF NIGERIA
(URPSAN)

PREAMBLE
We, the students of Urban and Regional Planning in Nigeria, hereby firmly resolve to form a
purposeful students’ association herein referred to as the Urban and Regional Planning
Students’ Association of Nigeria (URPSAN) to promote and advance the study of Urban and
Regional Planning in higher institutions; and to protect, preserve and advance the students’
security and welfare in all ramifications and do hereby make, enact, and give to ourselves this set
of Bye-laws.

CHAPTER ONE
ARTICLE ONE
GENERAL PROVISIONS
Section 1: Aim of the Association
The aim of the association shall be to promote the study of urban and regional planning in Nigeria.
Section 2: Objectives of the Association
The objectives of the association shall include but not limited to:
i. Encourage the study of Urban and Regional Planning in Nigeria.
ii. Promote the welfare of members of the association.
iii. Facilitate knowledge sharing and healthy competition in the study of urban and regional
planning between the institutions that offer the course in Nigeria.
iv. Participate effectively in the programmes of the parent body (Nigerian Institute of Town
Planners).
v. Contribute to the research activities in urban and regional planning.
vi. Support international research and academic collaborations to promote excellence.
vii. Engage in other activities which can add value to the achievement of the aim and objectives
of the association.
Section 3: Motto:
The motto of the association shall be “Towards a Sustainable Environment”.
Section 4: Logo
i. There shall be a logo for the association.

ii. The logo shall be represented by layout structures embedded in the map of Nigeria, an
academic hat, the association’s acronym (URPSAN), and shall have NITP green as the
dominant colour.

Section 5: Registered Office Address:


i. URPSAN shall maintain the National Secretariat of the Nigerian Institute of Town Planners
(NITP), Abuja, Nigeria as her registered office address.
ii. Depending on the region where the President’s institution is located, and may be that of
the Secretary General, the official functions of the association may be administered from
the President’s chapter of origin.

ARTICLE TWO
STRUCTURE AND ORGANISATION OF THE ASSOCIATION
Section 6: Structure
URPSAN shall operate a three hierarchy structure as follows;
i. National
ii. Region
iii. Chapter
Section 7: Organisation
i. URPSAN shall be a National Association consisting of Four (4) Regions and Local or Unit
Chapters.

ii. The Local or Unit Chapters shall be accredited institutions offering Urban and Regional
Planning, Town and Country Planning or equivalence within Nigeria.
iii. The Four (4) Regions of URPSAN shall be and referred to as Regions A, B, C, and D.
iv. The Regions shall be constituted by Chapters/institutes within states which make up such
Regions as follows;
a. Region A: Adamawa State, Bauchi State, Benue State, Borno State, Gombe State,
Nasarawa State, Plateau State, Taraba State.
b. Region B: Abia State, Akwa Ibom State, Anambra State, Bayelsa State, Cross River
State, Delta State, Ebonyi State, Enugu State, Imo State, Rivers State.
c. Region C: Abuja (FCT), Jigawa State, Kaduna State, Kano State, Katsina State, Kebbi
State, Niger State, Sokoto State, Zamfara State.
d. Region D: Edo State, Ekiti State, Kwara State, Kogi State, Lagos State, Osun State,
Oyo State, Ogun State, Ondo State.

ARTICLE THREE
NAME AND SUPREMACY OF THE BYE-LAWS
Section 8: Name of the Bye-laws
This Bye-laws shall be known and called “The Bye-laws of Urban and Regional Planning
Students’ Association of Nigeria (URPSAN)” herein after referred to as “The Bye-laws”.
Section 9: Supremacy of the Bye-laws
i. This Bye-laws is supreme and its provisions shall be binding on all members, organs and
bodies exercising powers on behalf of Urban and Regional Planning Students’ Association
of Nigeria (URPSAN).
ii. Urban and Regional Planning Students' Association of Nigeria shall not be governed nor
shall any person or group of persons take control of the affairs of the Association except in
accordance with the provisions of this Bye-laws.
iii. In case of any inconsistency in the action of any member, organ or body exercising powers
on behalf of Urban and Regional Planning Students’ Association of Nigeria (URPSAN) or
the provisions of any bye-law, with the provisions of this Bye-laws, such inconsistent act
or provision(s) shall be null and void to the extent of the inconsistency.

iv. Each Region of URPSAN, named in this Bye-laws, shall have a Bye-laws or Guidelines
which shall be formulated in accordance with this Bye-laws and derive its legitimacy from
this Bye-laws. The local or unit chapters of URPSAN shall or may have Bye-laws or
Guidelines which shall be formulated in accordance with this Bye-laws and derive its
legitimacy from this Bye-laws.

ARTICLE FOUR
Section 10: Common Seal of the Association
There shall be for the association (URPSAN) a seal which shall be a symbol of authority.

ARTICLE FIVE
ARMS OF THE ASSOCIATION AND FUNCTIONS
Section 11: Arms of the association
The arms of the Association shall consist of:
a. The Congress
b. The Executive Council
c. The Parliament/Students Representative Assembly

ARTICLE SIX
THE CONGRESS
Section 12: The Congress
a. There shall be a Congress of URPSAN consisting of all admitted students (undergraduates)
of Urban and Regional Planning or equivalence from the various higher institutions across
Nigeria.
b. The National President shall preside over all meetings of the Congress. In his/her absence,
any of the National Vice Presidents or any other member of the National Executive Council
as shall be appointed by other national executives present but through the consent of the
National President, shall preside over such meetings.

Section 13: Functions of the Congress


a. Sovereignty belongs to the Congress of URPSAN and it shall be the supreme body of the
Association from whom all arms of the Association and this Bye-laws derive their powers
and authority.
b. Provided that nothing in this sub-section shall give URPSAN power to review this or other
Bye-laws enactments, the Congress shall have the right to decide on any matters affecting
the Association.
Section 14: Powers of the Congress
It shall have the power to debate and take decision on:
a. Resolution of the SRA.
b. Any other motion, as may be presented by the member(s) arising from a motion for a
congress meeting called by one-third (1/3) signatories of the total members of the
Association over the President’s negligence or deliberate attempt to avoid summoning such
a meeting over a crucial pressing issue to the Association.
c. Motion of confidence or no confidence on any other officer of the National Executive
Council, the SRA and the respective committees and bodies.
NB: Any decision(s) arrived at the congress, where found necessary shall be enforced by the
authority of the institution/chapter but subject to recitation whenever the congresses decide to
review it.
Section 15: Meetings
The Congress shall hold minimally twice in a President’s tenure to debate, decide and discuss any
or all subsections under the functions above provided that at least a 48-hour notice is duly
published.

ARTICLE SEVEN
THE NATIONAL EXECUTIVE COUNCIL (NEC)
Section 16: Composition and Functions
1. There shall be for URPSAN a National Executive Council and shall consist of all the
executive members of the association as follows:
i. National President
ii. National Vice Presidents Region A, B, C & D
iii. National Secretary General

iv. National Assistant Secretary General


v. National Treasurer
vi. National Financial Secretary
vii. National Public Relations Officer I
viii. National Public Relations Officer II
ix. National Director of Socials
x. National Director of Sports
xi. National Director of Protocol and Welfare
xii. National Director of Academic Affairs
xiii. National Auditor I
xiv. National Auditor II
xv. National Legal Adviser
xvi. Ex-officios I & II

2. Subject to the provision of this set of Bye-laws, the executive powers of URPSAN shall be
vested in the executive council which shall consist of the officers in section 16 (1) of this
Bye-laws.
3. Where the Executive Councils is impeached, there shall be appointment by the congress of
URPSAN, subjected to the provision of this Bye-laws, a care-taker committee consisting
of a chairman, secretary general and two others who shall exercise the executive powers of
URPSAN until a competent executive is sworn in, and has assumed power; such members
of the caretaker committee must come from the four regions of URPSAN.
4. Where a substantive election cannot be conducted by the electoral board within 4 weeks, a
care-taker committee consisting of the above mentioned in Section16 subsection 1(ii), shall
be formed by the congress but subject to the approval of the SRA, to function for a period
of time, not more than six (6) weeks before new Executive is brought into existence.
5. The power to implement the policies made by the legislature (SRA) and decision(s) reached
by the congress shall be vested in the executive council provided that where there are
provisions in the Bye-laws to the contrary; such resolution(s) shall have been approved by
a simple majority vote of all the members present.
6. The Executive Powers of the association shall be vested on the Executive council whose
tenure of office shall be from the date of Swearing-in to the date of dissolution provided
that the conditions in Section 14 of this Bye-laws is fulfilled.
7. The Executive Council shall have the power to elect from among its members of the
association temporary officers who shall act in the absence of the regular elected officers.
Section 17: Meeting of the National Executive Council
a. The National Executive Council shall meet at least once in every month

b. Emergency meetings should be held at the discretion of the President or at an instance of


one-third (1/3) of the officers provided that proper information on such meeting has been
duly communicated to the council members.
c. Two-third (2/3) of the members shall form a quorum.
d. The President shall only vote to clear equality of votes and in no other case.
e. The Executive Council shall give adequate advance publicity to inform congress bodies on
important issues.
f. The SRA shall be notified immediately of the case of three absences without a valid reason
from the meeting of the Executive Council by any of the officer which shall lead to the
automatic declaration of his/her seat/office vacant by the SRA and by-election procedure
shall follow immediately.
Section 18: Collective Responsibility
a. The member of the National Executive Council (NEC) shall be jointly responsible for the
decision and action of the council (NEC).
b. Shall prepare a budget for elections along with its annual budget.
c. The council shall prepare proposal for expenditure and present same to the SRA for
approval.
Section 19: Duties of Members of the National Executive Council
1. THE NATIONAL PRESIDENT
There shall be for the Association the office of the National President and he/she shall:
a. He/she shall be a student at either 400 or 500 level or HND 1 in an accredited institution
whose CGPA is not less than a Second Class Upper: 3.5 and 3.0 for a 5.0-point and 4.0-
point grading systems respectively.
b. Be the Chief Executive Officer of the Association and Chairman of the National Executive
Council.
c. Preside over the Congress and all national executive council meetings of the Association.
In absence, any of the National Vice Presidents assigned by the President shall preside.
d. Present proposal to the executive council within twenty-one (21) days of his assumption of
office for ratification before being sent to the Students’ Representative Assembly for
approval.
e. Coordinate both internal and external activities of the Association.
f. Represent the Association in all external matters except where otherwise stated.
g. Lead the delegation of the Association to any extra-curricular activity of interest when the
need arises except otherwise stated.
h. Be a compulsory signatory to the Association's account.

i. Shall through the General Secretary, summon executive meetings of the Association except
otherwise stated in this Bye-laws.
j. He shall be a special member of any Committee of the Association.
k. Shall perform such other function(s) as may be conferred on him/her by other provisions
of this Bye-laws.

2. THE NATIONAL VICE PRESIDENTS REGION A, B, C & D


The National Vice Presidents Region A, B, C & D shall:
a. Be Regional Presidents of the four respective regions (A, B, C and D) of URPSAN
b. Advice, assist the National President in the duties of his/her office.
c. In the event of the President’s impeachment, suspension, permanent incapacitation by
reason of ill health or otherwise or death; an election shall be conducted within the National
Executive Council by the National Secretary General who shall be the Election Umpire for
such election and shall see one of the National Vice President (Regional Presidents) emerge
winner and sworn in as President of the Association immediately.
Note: Such election and emergence (elected President) shall be on the basis of competence,
fairness, democracy and for the general growth and progress of the association.
d. Carry out all other duties assigned to him by the President or the executive council or
congress.

3. THE NATIONAL SECRETARY GENERAL


The Secretary General shall:
a. Be in charge, organize and supervise the administration of national secretariat of the
association.
b. Convene in consultation with the National President or the Executive Council of the
Association all meetings of the congress and Executive Council of the Association.
c. Sign in all internal memoranda of the Association except financial statement.
d. Prepare in consultation with the Executive Council and submit to URPSAN congress report
at the end of the tenure.
e. Receive and respond to all correspondences of the association.
f. Make arrangements for and take minutes of meetings and circulate them appropriately and
promptly.
g. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

4. THE NATIONAL ASSISTANT SECRETARY GENERAL


The Assistant Secretary General shall:
a. Assist the Secretary General in his/her office
b. Act for the Secretary during any period which the Secretary is;
i. Absent

ii. Incapacitated by reason of ill health or otherwise


c. Be sworn in as secretary, if the secretary is impeached, or otherwise permanently
incapacitated or resigns
d. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

5. THE NATIONAL TREASURER


The Treasurer shall:
a. Receive all monies belonging to the Association and shall deposit same with the
Association's banker within 48 (forty-eight) hours of the receipt of such monies (except on
weekends) and record same to the cash book while the Financial Secretary shall issue
receipts for such monies.
b. Keep not more than twenty thousand Naira (N20,000) only which may be disbursed on the
instruction of the President, and account shall be rendered to the Executive Council on a
monthly basis.
c. The Treasurer shall be a compulsory signatory to the Association’s account.
d. Issue receipt for all monies coming into his/her custody or received from any person(s) of
the Association.
e. Shall keep books of account to show the Association's bank or other financial transactions;
and all other financial documents of the Association.
f. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

6. THE NATIONAL FINANCIAL SECRETARY


The Financial Secretary shall:
a. Keep all the financial books and proper records showing receipts, expenditures, assets and
liabilities of the Association.
b. Record all income and expenditure of URPSAN congress and Executive Council.
c. Prepare and submit to the congress and Executive Council periodic as well as annual
financial report when the need arises.
d. Submit the financial books to the auditors and the Audit committee as may be required
from time to time, and shall give them the necessary assistance needed.
e. Receive all funds belonging to the Association and release same to the Treasure within 48
(forty-eight) hours for appropriate custody.
f. Take all necessary and reasonable steps to recover all debts owed to the association
g. Periodically inform the President of the association’s financial obligations and liabilities
with a view to taking appropriate action
h. Collaborate with the Treasurer to ensure accuracy of the income and expenditure account
and balances periodically and give report at the annual general meeting of the year.
i. Issue receipt or endorse tellers for all funds collected on behalf of the Association.

j. Be a signatory (optional) to the Association's account.


k. Perform any other duties that may be assigned to him by the President and or the Executive
council.

7. THE NATIONAL PUBLIC RELATIONS OFFICER I


The National Public Relations Officer I shall:
a. Prepare and issue press releases as instructed by the President, in accordance with the
resolution of the Executive Council (optional).
b. Be responsible for the publicity of activities and project the image of the Association both
internally and externally.
c. Constitute and coordinate the affairs of the editorial board.
d. Ensure that publicity materials are approved by the President.
e. Produce periodic newsletters, bulletins, magazines, journals or any of such media of
information in soft and hard copies through print and electronic media
f. Authorize all publications on the Association's bulletin board.
g. Acquaint the Association with relevant activities of URPSAN within and outside the
University community.
h. Get and disseminate verified information to members of the Association through available
information platforms.
i. Submit to the Treasurer through the Financial Secretary within 48 hours.
j. Perform any other duties that may be assigned to him by the President and or the Executive
council.

8. THE NATIONAL PUBLIC RELATIONS OFFICER II


The National Public Relations Officer II shall:
a. Assist the Public Relations Officer I in performing of his duties;
b. Perform other duties as may be assigned to him by the President.

9. THE NATIONAL DIRECTOR OF SOCIALS


The Director of Socials shall:
a. Be the chairman of all social committees.
b. Organize and coordinate all social and cultural activities of the Association as shall be
approved by the congress of URPSAN.
c. Submit to the Treasurer through the Financial Secretary within 48 (forty-eight) hours, all
proceeds accruing to the Association from the activities of his office.
d. Render account of all proceeds from social and cultural activities of the Association to the
Executive Council within seven (7) working days.
e. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

10. THE NATIONAL DIRECTOR OF SPORTS


The Director of Sport shall:
a. Initiate and coordinate all sporting activities of the Association.
b. Submit to the Executive Council all proceeds accruing to the Association from organized
sporting activities within seven (7) working days.
c. Submit to the Treasurer through the Financial Secretary within 48 (forty-eight) hours, all
proceeds accruing to the Association from the activities of his office.
d. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

11. THE NATIONAL DIRECTOR OF PROTOCOL AND WELFARE


The Director of Protocol and Welfare shall:
a. Be the Chief Protocol Officer of URPSAN.
b. Shall have the power to maintain decorum in Executive meetings and congresses
c. Usher in the President and/or any other dignitary(ies) to the Council meetings and
congresses
d. Be responsible for the general welfare of members of the Association.
e. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

12. THE NATIONAL DIRECTOR OF ACADEMIC AFFAIRS


The Director of Academic Affairs shall:
a. Organize and coordinate all academic activities of the Association such as seminars,
symposia, conferences etc.
b. Negotiate with the NITP on academic matters affecting members of the Association.
c. Liaise with appropriate authorities, in consultation with the President, to cater for academic
welfare of students such as the conduciveness of a learning environment.
d. Perform any other duties that may be assigned to him by the President and or the Executive
Council.

13. THE NATIONAL AUDITOR I


The National Auditor I:
a. Shall have access to all financial and security documents of the association at all times;
b. Shall audit the accounts of the association;
c. Shall report the correctness of the records of income, expenditure, balance, assets and
liabilities of the association to the President for onward discussion with the Executive
Committee and congress;
d. Shall present a report at the annual general meeting;
e. May work in collaboration with an external auditor when deemed necessary for
effectiveness and competence in service delivery only for the general interest of URPSAN.

f. Shall perform other functions as may be directed by the President.

14. THE NATIONAL AUDITOR II


The National Auditor II shall:
a. Assist the National Auditor I in his/her office.
b. Perform any other duties that may be assigned to him by the President and or the Executive
Council

15. THE NATIONAL LEGAL ADVISER


The Legal Adviser shall:
a. Be an active legal practitioner
b. Be the Legal Adviser of the Nigerian Institute of Town Planners.
c. Interpret the Bye-laws, rules and regulations.
d. Advice the association from time to time when decisions, actions and activities seem to
conflict with the requirements of the Bye-laws, aim and objectives of the association. (All
issues for attention of the Legal Adviser shall be passed through the National President of
NITP for onward transmission to the Legal Adviser).

16. THE NATIONAL EX-OFFICIOS I & II


The National Ex-officios I and II shall;
i. Be the immediate past National President and the National Secretary General respectively.
ii. Be members of the current Executive Council and shall act as a link between the former
(immediate past) and the current administration.
iii. Advise members of the Executive Council.
iv. Take up duties as assigned by the Executive Council.
v. Shall be member of any committee(s) as recommended by the Executive Council or as so
wished by them.
vi. Perform any other duties that may be requested of them by the President and or the
Executive Council or the Congress.

ARTICLE EIGTH: THE LEGISLATURE


Section 20: Students’ Representative Assembly (SRA)
1. There shall be for the association a legislative arm known and addressed as the Students'
Representatives Assembly (SRA).
2. The Students Representative Assembly (SRA) shall:
a. Comprise all chapter presidents.

b. Be chaired by the Speaker who shall be assisted by the deputy speaker who shall emerge
along other principal officers by election except for the office of the clerk which shall
emerge by appointment.
c. Serve as legislative arm of the association
d. Have the power to impeach any officer of the Association after due investigations have
been made and such officer/officers is/are found have committed an offense or offenses
that merit such punishment (impeachment).
e. Have absolute power to rectify or reject decisions of the Executives Council other than
those that instantaneous action from the entire students’ body or the Congress.
f. Be consultant on all major issues before decision is been taken by the Executive Council.
A major issue is being defined by the council or any two-third (2/3) majority of the SRA.
g. Discuss and approve any budget or estimates prepared by the Executives. For this reason,
members of the Executives shall be invited to present the budget estimates. However, they
shall not have a voting right.
h. Discuss motions formed by the Congress.
i. Approve the appointment of the Presidential advisory committee, Ad-Hoc and standing
committees.
j. Set the Electoral bye-laws which shall not be altered by the Electoral Committee. The
electoral bye-laws so set shall be in line with the provisions of electoral guidelines,
eligibility and procedure.
k. Discuss and approve any budget or estimates prepared by all faculty constituencies as
Constituency Project(s). For this reason, a single member or a representative of each
constituency shall stand by the house to present the budget estimates.
Section 21: Composition and Tenure
1. The Students' Representatives Assembly (SRA) shall consists of all unit/chapter
presidents
2. Each Chapter stands as a single constituency and the Assembly tenure in office shall be
one (1) year except in cases of reelection at the Chapter level.
Section 22: Functions and Powers
i. Receive and deliberate on progressive reports by the standing committee at least once a
month.

ii. Discuss and take action in any other matter referred to it by the Executives subject to the
ratification of the congress.
Section 23: Meetings:
i. Two-third (2/3) of the member shall form a quorum
ii. Where a meeting could not be held due to lack of quorum, half of the members shall form
a quorum in the next meeting.
iii. It shall meet at least twice a year.
iv. A member absenting him/herself from two meetings of the SRA without any permission
or acceptable reason shall have his/her seat declared vacant by the speaker of the house.
v. Notice shall be given by the SRA Secretary to the legislators before any meeting and such
notices shall be given at of at least 24 hours before the meeting.
vi. In the case of a parliament-executive joint meeting, notice of at least 24 hours shall be
given by SRA Secretary or the National General Secretary.
An emergency meeting of the parliament shall be called at the instance of any one-third (1/3)
member of the parliament, in that instance (v) above does not apply.

ARTICLE NINE
COMMITTEES OF THE ASSOCIATION, COMPOSITION AND FUNCTIONS
Section 24: Committees of the Association
The association shall have the following committees;
a. National Executive Committee
b. Journal and Publications Committee.
c. Public Relations Committee
d. Finance Committee
e. Audit Committee
f. Election Petition Tribunal/Committee
Note: Any other committee(s) deemed necessary by the Association may be constituted and
inaugurated.
Section 25: National Executive Committee
The National Executive Committee shall consist of:
a. All elected National Officers of the association;

b. Regional Presidents;
c. Any other relevant person invited to the meeting with approval of the President
Section 26: Functions of National Executive Committee
The National Executive Committee shall:
i. Be responsible for the overall management of finance, properties and general affairs of the
association;
ii. Coordinate the general meetings and other meetings of the association;
iii. Vet and ratify decisions of Committees of the association;
iv. Prepare budget and implement within the financial year.
Section 27: Journal and Publications Committee
The Journal and Publications Committee shall:
i. Consist of five persons to be Chaired by the 1st Vice President
ii. Have editorial advisers of not more than four persons nominated from senior town planners
in practice and academics;
iii. Gather articles, edit and publish as the Journal of the association
iv. Publish and circulate newsletters of the association among members and affiliated bodies
periodically either in electronic or hard copy.
Section 28: Public Relations Committee
The Public Relations Committee shall:
i. Be chaired by the Public Relations Officer;
ii. Publicize activities of the association through available media both in electronic and hard
copies;
iii. Ensure effective circulation of information;
iv. Submit draft of publication to the President to approve before publication and circulation.
Section 29: Finance Committee
The Finance Committee shall:
i. Comprise of four members under the chairmanship of the Financial Secretary
ii. Ensure effective collection and recording of funds including issuing receipts through
annual dues and other sources of finance for the association;
iii. Mobilize funds for the programmes of the association;
iv. Enforce electronic financial transactions.

Section 30: Audit Committee


The Audit Committee shall:
i. Comprise of four members under the chairmanship of the National Auditor I;
ii. Ensure judicious expenditure of funds;
iii. Report any unclear transactions to the President.

CHAPTER THREE
ARTICLE TEN
MEMBERSHIP OF THE ASSOCIATION
Section 31: Qualification
Membership is open to all matriculated students (undergraduates) studying Urban and Regional
Planning or Town and Country Planning in any higher institution of learning recognized by
relevant authorities such as TOPREC, NITP, NUC etc and upon registration with his/her
department and chapter as long as the chapter has fulfilled her financial and other relevant
obligations to the association.
Section 32: Register/Registration of Members
All students that have fulfilled the membership qualifications in Section 31 of this Bye-laws can
proceed to register as members of the Association.
Section 33: Withdrawal of Membership
i. Using of insulting words can attract withdrawal of membership
ii. Tempering with the association valuables such as money, equipment, record books etc. will
result in withdrawal of the members involved.

Section 34: Cessation or Expulsion of Membership


Any member that has been withdrawn and refuse to change will attract expulsion.

ARTICLE ELEVEN
ACTIVITIES AND MEETING
Section 35: Activities
Activities of the association shall include all events and programmes that promote the learning of
Urban and Regional Planning as well as membership welfare.
Section 36: Meetings
The meetings of the association shall include the following:

(a) Annual General Meeting


(b) Annual Conference
(c) National Executive Meetings
(d) Committee Meetings
(e) Emergency Meetings.
Section 37: Notice of meetings
The Secretary General shall issue a notice by writing, notifying all the members of the Congress,
executive council or as the case maybe, 4 days before the scheduled date of the meeting.
Section 38: Proceedings at the meetings
The executive council meetings shall be chaired by the President, while the Congress chaired by
the President or any appointed member of the executive council.
Section 39: Quorum at meetings
There shall be 2/3 of the executive members before an executive council meeting is held. There
shall be 2/3 of the Congress before a Congress is held, all less in cases of emergency meetings.
Section 40: Meeting agenda
The Secretary General or his assistant shall publish the agenda of any meeting, at least 15 hours
before the meeting. The meeting agenda shall be systematic and clearly stated in the simplest form.

Section 41: Attendance at meetings


During meetings, attendance shall be taken. In the case a member would be absent, he is to inform
the president 12 hours before the slated time for the meeting. In the case of the President, he is to
inform the Secretary General 12 hours before the slated time of the meeting.
Section 42: Voting at meetings
a. Every member of the executive council shall have a vote, and the president shall have a
veto to break voting.
b. Every member shall have the right to vote and be voted for at the general meeting/Congress
of the Association.

ARTICLE TWELVE
RIGHTS AND DUTIES OF MEMBERS
Section 43: Rights of Members
Every Regular member shall have the right to vote and to be voted for where he/she meets specific
requirements.
Section 44: Duties of Members
Every Member shall partake in all of the Association’s functions like Symposia, Dinners,
Conference, Seminars and so on provided he/she meets the specific requirements.
Section 45: Remuneration of Executive Council Members

Stipends will be given to executive council members from the Association’s treasury when the
need arises.

ARTICLE THIRTHEEN
Finance and banking
Section 46: Source of income
The association shall derive its revenue from the following sources: Annual fees, Donation from
members, Conference fees and any other source which are not in conflict with the aim and
objectives of the Association.
Section 47: Membership subscription
Each member of URPSAN shall pay an annual subscription which shall be approved by the
Association at the Annual General Meeting (AGM).
Section 48: Bank accounts
a. The association shall open an account in any Bank approved by NITP. All monies due to
the Association shall be deposited into the account.
b. Withdrawals shall be by Cheques only.
Section 49: Financial transactions of the association
a. The Association shall be involved in financial transactions, of which would benefit the
objectives of the association.
b. Financial transactions such as; goodwill donations from members of the public, receiving
of individual chapter's financial obligations and tagged fees for workshops, seminars,
webinars, Conferences.
Section 50: Account signatories
The signatories shall be the National President and either the National Financial Secretary or the
Treasurer.
Section 51: Account and auditing
The account of the association shall be audited annually by the Auditors of the Association and an
Audit Report shall be presented at the Annual General Meeting.
Section 52: Fiscal year
The financial year of the association shall commence from the first of December to the thirty first
of November of the succeeding year.

ARTICLE FOURTHEEN
ELECTION
Section 53: Eligibility and Nomination of Members for Office
i. For eligibility to contest for any office(s) in the association other than the office of the
President, a student must have a minimum CGPA of 2.5 and 2.0 for a 5.0-point and 4.0-
point grading systems respectively.

ii. Candidates must have attained 70% attendance in the Congress meetings that will include
that of National and Regional, virtual and physical.
iii. Candidates shall obtain Attestation/consent letter from his unit school/chapter.
iv. Only members from Chapters that have fulfilled its financial obligation are eligible to vote.
v. Only undergraduates are eligible to contest even if their tenure will end after graduation.
vi. Shall be of good character and free from all offences.
vii. He/she has an URPSAN Identity Card or any other form of identity considered to be
equivalent to the identity card.
Section 54: Composition of the Electoral Committee
i. There shall be an Electoral Committee which will be call Urban and Regional Planning
Students Association of Nigeria Independent Electoral Committee and shall be
abbreviated as: URPSANIEC.
ii. The National Executive Council shall appoint an Electoral Committee of not more than
four persons who shall be nominated by the respective Regional Presidents.
iii. The Electoral Committee shall have a Chairman, Secretary and two other members.
iv. The committee shall consist of members who shall hold no other office(s) until the end of
their tenure.
v. The tenure of the Electoral Committee shall be for that election only;
vi. The Electoral Committee may be re-appointed for one other term only if the Executive
Committee deems it fit.
vii. They shall have a stipulated Time of Two (2) months before the National
conference/convention and after the National Conference/convention they stand dissolve.
viii. Shall conduct election into Association National Exco’s.
ix. They shall ensure all elections are free and fair.
x. They shall register all Candidates for the election.
xi. Without prejudice to the provision of this Bye-laws draw up electoral rules and regulations
later than Two (2) Weeks to the election.
xii. They shall conduct by-election in accordance with the provision of this Bye-laws in event
of vacancy in any elective post.
xiii. In case of gross misconduct, they shall remove any of its members by a two-third (2/3)
votes of its members and communicate same to the S.R.A. and the Executive Council and

state the fact(s) of the gross misconduct.


Section 55: Duties of Electoral Committee
i. Election shall be held in accordance with the provisions of this Bye-laws.
ii. Only members who have fulfilled their financial obligations are eligible to vote and be
voted in any of the Association’s election, Except otherwise.
iii. Each member shall be entitled to One (1) vote for each election, Except otherwise.
iv. Election into Executive Council shall be exclusively for Students who have been enrolled
into the Association for a period of Two (2) Years and are regular in attending Congress
meetings and conference.
v. Accredit eligible voters, conduct the election, declare election results;
vi. Issue Certificate of Return to duly elected officers;
vii. Issue nomination forms to eligible members.
viii. Make necessary arrangement to procure necessary electoral materials.
ix. Regulate the mode of campaign and manifestoes by candidates.
x. Screen candidates’ nomination forms for the purpose of determining their eligibility
xi. Have the power to nullify the candidate/aspirant in an election or who has been elected if
she/he is found to have violated the provisions of this Bye-laws or the rules and regulations
guiding the election
xii. Commence counting immediately after the close of voting in the presence of candidate’s
representative
xiii. Declare the result of an election immediately after counting and in any case not later than
twenty-four (24) hours after the close of counting
xiv. Perform any other duty necessary for successful conduct of the election.
Section 56: Voting
i. The Electoral Committee members shall not have voting right and must not be nominated
for any elective post.
ii. The election shall be by secret ballot and be conducted by the Electoral committee.
iii. Only members whose unit/chapter has paid dues to date or at least paid dues for the said
administrative year shall be eligible to vote or be voted for.
Section 57: Bye-elections
i. An election petition tribunal shall be set up and the tribunal chairman will be elected within

the committee.
ii. All electoral petitions shall be heard and determined within 14 days of the election for the
position in question.
iii. Objections to the conduct of an Election or a Bye-election shall be submitted in writing,
together with a statement setting out the nature of the objection, not later than 72 hours
after the determination of the election or bye-election.
iv. Objections shall be deemed to have been submitted when handed personally to any
representative of the Election Petition Committee.
v. The Election Petitions Committee shall decide on the merits of the objection and shall be
empowered to:
a) Invalidate all, or any part of, the Election or the Bye-election; and/or
b) Disqualify any candidate; and/or
c) Order a recount or a bye-election as the case may be; such decisions will only be made if
approved by a simple majority of the Election Petitions Committee.
Section 58: Handing over
i. All members of the immediate Executive Committee shall hand over all the properties of
the association in their possession to their successors in office not later than one (1) week
after the Annual General Meeting (AGM).
ii. Failure to comply with paragraph (i) above shall result in disciplinary action against the
offending officer.
Section 59: National Election Petition Tribunal
1. There shall be for the Association an Election Petition Tribunal.
2. The National President shall in consultation with the National Vice Presidents A, B, C and
D within one month to the end of their tenure (Executives) constitute the Election Petition
Tribunal and publish same.
3. The National Election Petition Tribunal shall consist of reputable members of the
Association who shall be nominated by the respective Regional Presidents.
4. Each region of URPSAN shall have two (2) members.
5. A student shall be qualified for appointment hereto if the same has spent at least two
academic sessions in his/her institution and has attained a CGPA of 3.00 in the semester
preceding the semester of appointment.
6. Members of the tribunal committee shall not be eligible to contest in any office(s) of
URPSAN at the National level.
7. They shall elect for themselves their Tribunal officers as follows;

a) Tribunal Chairman
b) Tribunal Secretary
Note: The Tribunal Chairman and the Secretary must not come from the same Region.

ARTICLE FIFTEEN
TERMS OF OFFICE
Section 60: Tenure
i. Any elected office shall last for only one term (365 days), thus, such person is not allowed
in or any reason to stand in for election for second term especially for the office of the
president.
ii. An office holder shall be allowed or given the opportunity to stand in for election if he or
she only served for one term and also if he or she is going for another position, not the
same office previously occupied.
iii. No person or individual shall be permitted for any reason to serve more than two terms in
office.
iv. In no reason should any government be given the privilege of extending their stay in office
beyond the stimulated time (365 days).
Section 61: Vacancies
The following are the executive offices that will pilot the affairs of the association:

4. National Assistant Secretary General
5. National Treasurer
6. National Financial Secretary
7. National Public Relations Officer I

Section 62: Removal of Officers from Office


a. No executive or any other officer(s) including the patrons is above the act of removal from
office.
b. An office holder can be remove from his/her office due to the following reason:
i. Not being active.
ii. Going against the regulations that govern the association.
iii. Misconduct and abuse of office.
iv. Going against his/her institution’s guideline(s) or any reasonable complaint(s) from
his/her chapter requesting for his/her removal.
v. Misappropriation of fund.
vi. Absence from meetings, Congress and other activities for three months or three
congresses and meetings without any reasonable excuse.
Note: Before any victim of the above reason listed, will be removed from office, a 5-man committee
(not less or more than five (5) men) shall be set to investigate on the victim if the
accusations is/are true, this will be done within the space of 30days.
Section 63: Termination of Office
An office holder of the association shall cease to hold office due to the following reasons:
i. Have any good or valid reason and through writing addressing it to the national executive
council.
ii. Ceases to be a member of the association.
iii. If an office holder is out or done with his or her academic for more than two years.
iv. If an office holder is dropped out from school.
v. If an office holder is involved in any crime against the law of the federation.
vi. Is deceased.
vii. If two –third (2/3) of the executive council members request or move a motion for his or
her removal from office. Such resolution by the National Executive Council shall be
communicated to the SRA by writing for approval.
viii. If a vote of no confidence is passed by the general congress against him/her provided 2/3
majority of the Congress is in support of such vote.

Note: A five-man committee shall be setup, not less or more than five men, to confirm and look
into the application or request if it is due for approval or not, this must be done within
30days.

ARTICLE SIXTEEN
Section 64: Procedures for the amendment of the Bye-laws
The following are the procedures before any article correction(s) in this Bye-laws or the Bye-laws
its self-will or can be amended;
i. Any correction or amendment will pass through application stating reason(s) or fact(s) that
such section(s) or article(s) should be corrected or amended.
ii. Each application shall pass through the Bye-laws committee for vetting within 30days
before any action or correction is done (if due for amendment).
iii. These amendments shall be placed on the agenda for the next regular joint meeting of the
Bye-laws Committee, Executive Council and the Students Representative Assembly
(SRA).
iv. Such appeal will be presented at the Congress not less than twice before voting is initiated
and such amendment(s) shall be effective following approval of two-third (2/3) majority
of the congress members.
v. Amendments to the Bye-laws may be proposed in writing by any voting members of
URPSAN at any meeting at which at least members of three-fourth (3/4) of the regions of
URPSAN are present.
vi. Such amendments shall become effective if passed by a simple majority of the votes
registered by members present at the meeting and who are eligible to vote and are therefore
entitled to vote at meetings of URPSAN.
