Dit artikel problematiseert de combinatie van de NAVO als militaire alliantie gebaseerd op materiële
veiligheidsbelangen en de NAVO als waardengemeenschap.
Conclusie: materiële veiligheidsbelangen zijn historisch gezien altijd voorgegaan
In hun artikel laten George en Sandler zien dat de budgetten van de NAVO tussen 1991 en 2020
afnamen, terwijl die van Rusland juist toenam. Budgetten zeggen echter niet alles, zoals blijkt uit het
relatief slechte verloop van de oorlog voor Rusland tot nu toe.

Veel gemaakte aanname: ‘De uitbreiding van de NAVO bedreigde Russische veiligheidsbelangen en is
de oorzaak van de verslechterde relatie tussen de NAVO en Rusland.’
Marten (2020) weerlegt die aanname met drie argumenten:
1) De uitbreiding maakt de NAVO zwakker. Rusland wist dat en reageerde dan ook niet militair (tot
2014).
2) De verslechterde relatie met het Westen is vooral ingegeven door de verzwakte positie van
Rusland op het wereldtoneel
3) De negatieve reactie van Rusland op de NAVO-uitbreiding is vooral door binnenlandse politiek
factoren in Rusland te verklaren.
