Narrative on the Events:

Dr. Clark Cortez, the former SEPS in-charge of Research, as instructed by CES-SGOD have
coordinated with Dr. Jo Eulie Mei Domingo, SDRC-Chair, the research proposals received. The
instruction was to compile the proposals and look for a budget from the savings of the conducted
trainings for the oral presentations of the proposals. However, no savings to finance the oral
presentation so Dr. Clark have coordinated again to the SDRC chair Dr. Domingo. The next
instruction given to Dr, Clark is to transmit the research proposals to the supervisor in-charge of the
subject area/ research area together with the template for evaluations for the review of the
proposals and the result of the review will be the basis for the recommendations and feedback to
the researcher, in-lieu of the oral presentations. The research proposals were transmitted to the
Supervisor in-charge for the evaluation. The result of the review with the recommendation were
collated by Dr. Clark. Due to the transfer of Dr. Clark to ISNHS, all the research proposals with the
result of review were transferred to the late Mr. Roel Pagalanan, as the EPS-2 in HRD and Research.
Due to bulk of work of Mr. Pagalanan in the preparation of the sports activity, the Research
documents were then transferred to Mr. Julian Vicente when he assumed the position of Education
Supervisor. Mr. Vicente was instructed to coordinate with Dr. Domingo on the result of the review of
the concerned Supervisors. As relayed by Mr. Vicente, after his coordination with Dr. Domingo, the
instruction was to prepare an indorsement of the recommendations to the researchers. Mr. Vicente
prepared the indorsement and was check by the CES-SGOD. The indorsement was the coordinated
with Dr, Domingo and was transmitted to the office of the Superintendent. The comment of the SDS
Vilma Eda was to have an en-banc of the Division Research Committee for the review. This was
relayed to Dr. Domingo as the SDRC Chair. The en banc was then scheduled after the reorganization
of the Division Research Committee. The result of the en banc review was compiled and an
indorsement was prepared for all the 32 research proposals.

Comments:
Due to unestablished process flow for the review of the research proposals, there were
delays in the processing of the request of approval of the researches to be conducted. Delays were
also encountered due to the transition of the assigned personnel in-charge of the research. All the
documents including the recommendations were transmitted to the next personnel except for the
list of proposals.

Recommendations:
For the ways forward, there is a need to establish a process flow for the approval of the
research proposals with the timeline and the persons involved. Monitoring checklist on the research
proposals received should be established in the SGOD for the monitoring of the status of research
proposals.
