VISION 2030
Vision Statement
Achieve sustained economic growth of minimum 9 per cent per annum
and recommended status in social development indicators, over the next
13 years, while simultaneously pursuing resource efficient and eco-friendly
development through use of appropriate technology and practice.

Main drivers in this pursuit of a progressive state would be creating


conducive business environment, decent and adequate number of jobs in
all sectors, ensuring transparent, corruption- free, gender sensitive
governance and prioritising behaviour change through convergent
programmes.

Issues & Challenges
• There may be several depts. which are not concerned with any
particular goal & targets like culture, excise, sports,
legislature… their budget has to be done separately
• There are so many depts which reflection is in so many goals
indirectly but mainly they are budgetrly concerned with
specific goal like MGNREGA has contribution in goal-1&8
and 6 targets-1.1,1.2,1.4,8.3,8.5,8.6
• Best thing for monitoring is constitute only 17 ministries
concerned with 17 goals and rest of the depts as such.
• Allocation of fund at the district level is only 20-30% of the
total budget so all the schemes and targets of the goals are not
well taken into account
• At the panchayat level this situation further worsen

• MOSPI should hold workshop on indicators for DES for
further clearance
• Most of the schemes in different goals are run by GOI and
they have indicators most of which are annual and all the
states provide data to the concerned ministries, so niti should
release goal wise/target wise/indicator wise/scheme wise
status of on the dash board which niti is going to inaugurate
• External agencies are not much in supportive for propagation
of SDG in the state
• Some funds should be earmarked for SDG implementation
and monitorining to states
• Some dept like Agriculture and Health there is huge schemes
under action plan target wise so it’s difficult to show at the
schematic mapping as well as in the financial matrix

• NITI has to give directives to all the ministries to support SDG .
Whatever direction is going to issue from any ministries they should
indicate by doing this u are going to support this goal’s x target and
that contribution will be later show the progress of particular goal as
in the case of aspirational district.
• Similarly if GOI want to move fast at the grass root level they have to
give direction to Panchayati Raj ministries for promoting SDG in
GPDP because they are directly taking plan of GPDP on online from
priyasoft .
• Niti should ask fifth finance commission to give more funds to
panchayats and ULBs for capacity building regarding SDGs
• Dissaggregated data availability is a problem at the district and
panchayat level Also no uniformity of data. For example rural urban,
male female beneficiary caste, BPL families etc
Suggestions
• Some targets do not get covered by any scheme so we may
need to introduce new schemes (ex: 5.b women and
technology, 15.8 alien invasive species etc)
• 2011 census data for planning for 2019 especially social
protection (widow pension, handicap pension, BPL family
coverage) aspects may lead to inadequate coverage and we
may need to undertake some new data gathering
• All data especially beneficiary level needs to be made
available online for assessing contribution of any scheme to
multiple SDG targets
• Create only one website/dashboard which will take care of
state/district/local self governance(ULBs/RLBs)/panchayats
Way forward…
• Launch of the VISION document 2030 and availability in
public domain
• Indicators finalized for the state from the list developed by
MoSPI and aligned with MIS of programmes
• Model GPs across 75 districts developed- aligned with
ODF GPs, Malnutrition free villages and PM- Sansad GPs
• Portal/ Dashboard on SDG progress – Dept of Planning
