EXECUTIVE ORDER NO. 05-S-2022

REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL

WHEREAS, Section 106 of RA 7160 otherwise known as the Local Government Code of
1991 mandates the creation of the Barangay Development Council which shall be
responsible in the formulation and initiation of a comprehensive multi-sectoral
development plan for the approval of the Sangguniang Barangay;

WHEREAS, in order for this barangay to comply the mandate. There is a need for
reactivation and reorganization of the Barangay Development Council to assist the
Sangguniang Barangay in setting the direction of the economic and social development as
well as coordinating development efforts within the barangay;

WHEREAS, the Code also explicitly requires the Barangay Development Council to meet at
least once in every six (6) months or as often as maybe necessary and the Codes also
mandates the creation of the Executive Committee to represent the council and act in its
behalf when it is not in session;

WHEREAS, more than half of the former members of the BDC of Barangay San Isidro,
are no longer active and functional especially in formulating, initiating and monitoring the
comprehensive developmentplan;

WHEREAS, the new Barangay Development Council will immediately function as what the
LocalGovernment Code mandates (Section 109b) upon the approval of the Punong Barangay;

NOW THEREFORE, I, EMMANUEL J. TAPAY, Punong Barangay of this Barangay, by virtue of


the powervested in me by law, do hereby order:
Section 1.
Creation and Composition of the Barangay Development Council. Pursuant to Section 106
and107 of RA 7160, there is hereby created a Barangay Development Council to
be composed of the following:

Hon. Beverly L. Lumamba Barangay Kagawad
Hon. Avelio Y. Abcede Barangay Kagawad
Hon. Noegene B. Apag Brgy. Kagawad/Chairman, Committee on Appropriation
Hon. Quirino B. Baculio Jr. Barangay Kagawad
Hon. John Raymund L. Baculio Barangay Kagawad
Hon. Elmer R. Taclindo Barangay Kagawad
Hon. Rogelio B. Saguing Barangay Kagawad
Ms. Rosemarie Omadlao BDC–Representative of the District Congresman
Mrs. Zosima C. Gabule Relegious Group/ Tambaling 2 Representative
Ms. Rosalia Saguing Relegious Group/ Tambaling 1 Representative
Mr. Raphy Bumaat Peoples Organization/ LGBTQ Community
Mr. Geronimo Colanse Peoples Organization/ Habal-HabaL
Mrs. Jesiery Portulin President, Womens Livelihood Program

Section 2.Duties and Functions of the Barangay Development Councils


The council’s frequency of meeting (Sec.110) is at least once every six (6) months, and its
functions include the following (Sec.109b):
1. Mobilize people’s participation in local development efforts
2. Prepare barangay development plans3. Monitor and evaluate the implementation of natio
nal and/or local programs and project, and4. Perform such other
functions as may be provided by law or competent authority (Section 109-b ofRA 7160).

Section 3.Meetings and Quorum


The BDC shall meet at least once every six (6) months or as often as necessary. Quorum,
whichmeans a majority of all the members of the BDC, shall at all times be observed
during meetings;
a.The BDC Secretariat shall prepare the minutes of the meeting to be signed by the
PunongBarangay;
b. Executive Committee Meetings shall be conducted; and
c. Sectoral/functional committee Meetings shall be conducted.
Section 4. Executive Committees
Supposing the council is not in session the Barangay Development Council Executive
Committee shall represent the Council and act on its behalf when it is not in session. The
council’s executive committee ischaired by the Punong Barangay and has two members,
namely:(1)

A representative of the sangguniang barangay –


Hon. Kagawad Noegene B. Apag (Chairman,Committee on Appropriation(2)
A representative of the NGOs or POs represented in the council.
It is advisable that the representative of the sangguniang barangay in the council’s
executive committeeis the chair of the sanggunian’s committee on appropriations. This will
facilitate the preparation andapproval of the annual and supplemental budgets as barangay
budgets have to operationalize theapproved barangay development plan (Section 305-I of
RA7160).
Section 5.
Duties and Functions of the Executive Committees
The barangay development council executive committee shall exercise the following powers
and functions(Sec. 111b):
• Ensure that decisions of the council are faithfully carried out and implemented.

• Act on matters requiring immediate attention or action by the council.


• Formulate policies, plans, and programs based on the general principles laid down by the
council.
• Act on any other matter that may be authorized by the council.

This Order shall take effect immediately.Issued this 07st day of September, 2018 at
