1. PURPOSE
The purpose of this method statement is to describe systematically the installation of
the Compressed Air piping system and associated activities within the West Depot.
Moreover this document will define the methods to be adopted to ensure that the
works conducted at site are in compliance with the relevant design documents and
materials. The materials will be installed in accordance with the relevant design
drawings and using recognized installation practices that are safe and compliant with
the Project Safety Plan, associated safety procedures and as per the manufacturer
recommendations. The inspection and testing of the works will be as per the Project
Quality Plan, its associated Quality Procedures and relevant Inspection and Test
plan.

This document includes but is not limited to the following issues:

1) Description of methods and equipment / materials to be used for each


operation and sequence of operation;
2) Safety precautions to ensure safety of personnel in and around the working
area;
3) Co-ordination with other construction activities;
4) Ensure all installation records including but not limited to the ITP & request for
inspection, are properly stored, maintained and retrievable when required;
5) Ensure all inspections and testing being carried-out is based on the relevant
ITP. All materials will be used based on the approved MAR and specification
requirements.

2. SCOPE OF WORKS
The works covered by this method statement sets out the procedures for the delivery,
installation, inspection and testing of the Compressed Air piping system in West
Depot.

All necessary materials/equipment will be delivered to site as per plan and will be
stored and handled as per the manufacturer’s recommendations. The pipe sizes,
distances and routing will be checked and installed as per the relevant shop
drawings. The cutting and prefabrication of the pipes will be carried out as per the
details shown in the relevant drawings.

Appropriate scaffolding system or MEWP will be used for working at height.

Once the installation of pipes and fittings are completed, the system will be tested and
inspected as per the relevant standards. This report included but is not limited to the
following issues:

 Inspection on arrival at site for the quantity, quality and compliance of material to
material submittal.

 Descriptions of the methods and equipment to be used for each operation and
sequence of operation. Safety precautions to ensure safety of workers, members of
Public and users of adjacent facilities.

 Co-ordination with the existing facility operations.

5. RESPONSIBILITIES
Responsibilities for ensuring that the steps in this procedure shall be carried out are specified
at relevant steps in the procedure:

5.1 Project Engineer


 Works Directly at the site to ensure that all the required information and
material has been provided to proceed the works.

 Checking plans & shop drawings.

 Ensure all materials used and work performed are as per contract
specifications.

 Managing, monitoring and interpreting the contract design documents


supplied by client/consultant.

 Liasioning with consultant/client and general work force involve in the project.

 Day to day activity of the site, including supervision and monitoring.

 Overall responsible person for the contracts and process implementation of


works.

5.2 QA/QC Manager

 Manage Quality Assurance and Quality Control of construction activities.


Quality control shall be in strict accordance with the Project Specific Quality
Plan (QP), Control Procedures (CP's) and Inspection & Test Plans (ITP's).
 Responsible for program implementation and shall report directly to the Project
Manager.
 Has the authority to identify problems, initiate corrective actions, recommend
solutions and stop work when necessary or as directed by Owner’s Representative or
their appointed Representative.
 Responsible for raising ITF's (Inspection and Test Forms) and NCR’s (Non-
Conformance Report) with regard to non-conforming items and submitting
concession requests to the client if required.
 To ensure that all the applicable Standards and Specifications as detailed in
the ITF’s are adhered to.

5.3 QA/QC Engineer


 The monitoring of executions of works at site and should be as per the
approved shop drawings and project specifications.

 Ensure IRs are being raised for activities in timely manner and inspected by
the Company.

 He will follow and carried out all the relevant tests as per project
specifications.

 Obtain the required clearance prior to Company’s inspections.

 Should acquire any necessary civil works clearances and coordination.

5.4 Site Engineer


 The carrying-out of work and the proper distribution of all the available
resources in coordination with the Site Engineer on a daily basis.

 Daily reports of the works are achieved and coordinated for the future
planning with the Site Engineer.

 Incorporate all the QA/QC and Safety requirements as requested by the


concerned Engineer.

 Meeting with any type of unforeseen incident or requirement and reporting the
same to the Site Engineer immediately.

5.5 Safety Officer


 The implementation of all safety measures in accordance with the HSE plan
and that the whole work force is aware of its proper implementation.

 The implementation of safety measures is adequate to maintain a safe


working environment on the work activity.

 Inspection of all the site activities and training personnel in accident


prevention and its proper reporting to the Construction Manager and the
Project Manager.

 The site is maintained in a clean and tidy manner.

 Ensure only trained persons shall operate the power tools.

 Ensure all concerned personals shall use PPE and all other items as
required.

 Ensure adequate lighting is provided in the working area at night time.

 Ensure high risk elevated areas are provided are barricade, tape, safety nets
and provided with ladders.

 Ensure service area/inspection area openings are provided with barricade,


tape, and safety nets.

 Ensure safe access to site work at all times.

5.6 Store Keeper (SK)


o Responsible for overall Store operations in making sure to store the
material delivery to the site and keep it in suitable area that will keep
the material in safe from rusty and damage.

6. CONTRACTUAL OBLIGATIONS
The contractor shall, with due care and diligence, design to the next provided by the
contract, execute and complete the works and remedy any defects therein in accordance
with the provisions of the contract. The contractor shall provide all superintendence,
labours, materials, plant, equipment and all other things, whether of a temporary or
permanent nature, required in such design, execution and completion and remedying of
any defects, so far as the necessity for providing the same is specified in or is reasonably
to be inferred from the contract.

8. QUALITY MANAGEMENT
8.1 Quality Assurance

8.1.1 General

For the execution activities of the construction phases related to the Installation of
Compressed Air Piping System a set of specific quality procedures shall be
implemented to guarantee the fulfilment of Employer’s requirements. Total control
processing shall be implemented through documentation system for submission,
approval, transmittal and recording, coordinated with all concerned parties for
systematic and harmonious accomplishment of the works. The activities shall be
carried out by specialized, qualified and experienced personnel.

Generally, QAP and QCP procedures are focused on assessing the quality of
inspection procedures, practices and results to improve consistency and accuracy of
the inspection outcomes

8.2 Quality Control

All procedures described in the QAP and QCP shall be followed. Procedures
mentioned there shall also be applicable to all works described in this method
statement. Quality measures for Installation of Compressed Air Piping System shall
be controlled through approved Inspection Requests (IRs), including all tasks
inspection points as per quality control records for Installation of Compressed Air
Piping System. QC Engineer shall maintain a master set of all relevant documents
checklists, standards, drawings, inspection reports and data in the master file with an
updated register.

QC Engineer shall be responsible for maintaining quality by ensuring that:

8.2.1 PRE INSPECTION:


QC Engineer should maintain set of controlled documents prior to start of any
execution works such as:
 Drawings Issued for construction
 Approved Method statement & Inspection and Test Plan

8.2.2 WORK - EXECUTION:


 The work is performed according to the project-specific quality requirements
or specification, other instructions and good building practice.
 The Installation record is written and submitted to controller and designer for
their inspection without delay.
 Monitoring measurements are made and necessary documents written.
 A representative of the Engineer and/or designer is informed of exceptional
situations and conditions on the site and other things affecting the progress of
the work.
 Skilled workers (e.g. Installer ) have passed a qualification examination

9. HEALTH, SAFETY, ENVIRONMENTAL AND SUSTAINABILITY

All site works relevant to this activity and other works are planned and executed in a
manner that the risk of danger to the public, Employer’s personnel, site personnel
and all people directly and indirectly associated with the works will be avoided,
mitigated or controlled especially during works on live traffic. The area should be
maintained free from undue obstructions and hazards at all times. Perimeter fence
shall be provided with gates manned by Security Personnel to prevent unauthorized
access. Appropriate access must be provided including pedestrian lanes and road
crossing as far as reasonably practicable.

All operatives must receive Site Specific Safety Induction and provided with the
mandatory PPE before deploying them on the work site. Briefing on the relevant
method statement, risk assessments and safe work procedures including emergency
procedures shall be conducted before the activity starts. Regular toolbox talks must
be done to ensure operatives are aware of the hazards and the control measures
related to their works. Permit to Work System must be implemented for all critical
works related to this activity.

Mobile plant equipment including stationary equipment and accessories that will be
used on site must adhere to the guidelines set forth in the Plant and Equipment
Procedure (M-ANM-300000-GH00-PRO-000018-0) and other applicable ANM
procedures. Prior to operating the equipment for the first time during a shift, the
operator shall inspect the equipment in accordance with the manufacturer's
guidelines. If at any time, a Mobile Plant Equipment is found to be in need of repair,
defective, or in any way unsafe, the equipment shall he taken out of service until it
has been restored to safe operating condition.

Adequate number of personnel should be provided to ensure all HSE requirements


are implemented. Supervisors shall not put the workers under their responsibility to
any situation that will compromise the workers Safety as well as the public. Any
hazardous situation that will put the life of anybody whether directly or indirectly must
be stopped until appropriate measures are in place to control or mitigate the Safety
Issues. Permit to Work System must be strictly followed to ensure control measures
are in place.

A safe work briefing which should be conducted prior to the start of this activity using
the attached form (M-ANM-300000-GH00-FOR-000003 Rev 0 -Safe Work Method

Statement). All operatives involved must sign in this form and a copy should be kept
for verification.

The Sub-contractor in charge for this activity is required to provide a competent and
experienced Safety Staff that will be responsible for implementing and maintaining
the appropriate HSE requirements.

Lifting operation shall be under the direct supervision of a qualified lifting supervisor.
The crane must have valid third party test certificate and shall be operated by a
competent operator with a valid third party training certificate and KSA driving
license. Competent rigger/s with valid third party training certificate must be assigned
to assist the crane operator. All lifting gears must have valid third party test certificate
and must be inspected before and throughout the duration of the lifting operation.
Under no circumstances, that a defective lifting equipment and accessories, will be
used during the normal course of this activity. Basic and standard lifting operation
shall use the standard lifting plan (M-ANM-300000-GH00-FOR-000164 Rev 0-Crane
Lift Plan) and should be attached in the Permit to Work while critical/complex lift shall
follow the requirements of M-ANM-300000-GC00-PRO-000002-Rev-0 -Lifting
Operation Procedure.

Temporary supports, steel cage preparation and shuttering works including removal
after completion of works must be in accordance with the approved technical
specifications. Any modifications must be approved by the technical department.

Site specific emergency plan must be developed with due consideration to this
activity and all other simultaneous activities in the area. Safe access shall be
provided to the working area/ work platform.

Use, storage and handling of chemicals must be in accordance with the Material
Safety Data Sheets and waste contaminated waste will be disposed in line with PME
Standard.

Ensure that adequate Welfare Facilities such as Rest/Eating Rooms, Drinking


Facilities, and Toilet Blocks can accommodate all workers at site.

9.1 Work Operations

All work operations shall be conducted in alignment with the:

3. Risk Assessments (Annexure)

4. All Relevant Procedures and Guidelines.

9.2 First Aid and Emergency Services

All emergency provisions should be available including but not limited to First Aiders,
First Aid Boxes, Fire Extinguishers as well as rescue equipment for possible water
flooding in the area.

2. First aid box shall be provided at all stations. The first aid box will be supervised by
on site first aider/supervisors.

3. First aid shall be readily available during the all the hours where work is carried out
on site. All training shall be to MOL approved standards and such training shall
include Cardio Pulmonary Resuscitation (CPR) and other emergency techniques. All
first aiders shall be suitably identified with a “Red-Crescent” sticker pasted on the left
side of the safety helmet. It shall be worn at all times when on the site.

4. In addition, emergency ambulances can be called for any unwanted major


accident/incident.

10.1 EXTERNAL EMERGENCY CONTACT LIST

Emergency contact list refers to:

 Summoning the emergency service.

 In the unfortunate events of an emergency happening.

 The first criterion is to assess the situation and contact the relevant emergency
services.

 During the emergency service call, Arabic speaking person must be available for the
effective communication with the emergency service.

 Once the emergency service has been summoned, place a contact person that is
speaking Arabic at an appropriate and visible location in order to direct the
emergency crew to the specific location of the casualty on arrival

11. PROCEDURE AND SEQUENCE OF WORK


Upon completion of the activities described in the previous paragraph, the installation
of Compressed Air Piping System shall commence as per approved drawings.

11.1. PHASE OF EXECUTIONS


The following activities will be carried out for:

1. Prior Activities.

2. Delivery and inspections, storage and handling;

3. Installation of Compressed Air Pipes & Fittings

4. Inspection and Testing of Compressed Air Pipes & Fittings

11.1.1 PRIOR ACTIVITIES

Prior to installation of Compressed Air Pipes & Fittings, it is essential that following
activities are completed or in progress:

 All personnel must complete a Safety and Environmental induction with relevant
training (if required).

 Temporary fencing installation along the site perimeter.(if applicable)

 Ensure safe access into working area and appropriate lighting.

 Installation of safety signs relate to Health and Safety precautions according to the
Specifications, M-ANM-300000-GH00-MPL-000001.

 Drawing for laying of Compressed Air Pipes & Fittings installation locations shall be
provided

 In places (where needed) proper working platform shall be provided.

 Survey must be carried out before start of operation as well as during all the
installation process.

 All the materials to be used for the relevant works shall be already identified,
approved as per the ITP and available at the work place.

 Site Engineer should ensure that the construction drawings are the latest issue.

 To check work area is clean and safe.

11.1.2 DELIVERY, STORAGE AND HANDLING

All the delivered materials to site will be inspected by site/QC engineer for any
damages/defects ensured that materials are as per approved material submittal and stored
adequately as per manufacturer recommendations. The damaged/defective materials will be
rejected and sent back to the supplier.

During the unloading and handling, utmost care shall be taken that the material is not dropped
on to the ground. If mechanical lifting equipment is used, ensure no metallic slings, hooks or
chains will be used in direct contact with the pipe. Deliver Pipes to Project site should be in
the proper storage.

Transportation: When loading and transporting Compressed Air pipes not still in its original
packing, take care that the pipes are supported along their entire length to avoid their being
bent. Arrange the pipes such that they lie with their end collars offset. Avoid subjecting the
pipes to impact stress, particularly when temperatures are low.

Short-term pipe deformation can occur where pipe stacks are unevenly exposed to the effects
of the sun (or other forms of heat). Pipes should not therefore be stored in direct sunlight.
No materials will be permitted to enter the works location without being inspected on arrival to
the site.

11.1.3 Installation of Compressed Air Pipes, Valves, Fittings and Accessories, Pipe
Hanger

11.1.3.1 Using Beam Clamp

11.1.3.2 Drop-in Anchor (Where Applicable)

 The installation of pipe hangers will be carried out in the following manner:

 Identify the actual location of the hangers based on the approved drawings. Mark the
position for installing the drop-in anchor.

 Check the hanger size to confirm the depth of the hole to be drilled based on the
relevant drawings and manufacturer’s specifications. Adjust the depth gauges and
flush the anchors with the base material surface.

 Check the hanger size as per approved design to select the right drill bit and then drill
the hole according to the manufacturer’s specification on the marked location.

 Clean the drilled hole to ensure it is free of dust.

 Insert the drop-in anchor into the hole.

 Hammer down the conical plug inside the anchor with setting punch.

 Install the hanger rod into the drop-in anchor.

11.1.3.3 Threading of Pipe

 Threading of pipes, if required, will be done in the workshop area. The works will be
carried out by trained and competent personnel.

 Threading will be carried out as per specification.

 The pipe will be cut to the desired length if not received as per the requirement. Place
the pipe in between the machine and cut it by using cutter.

 Use reamer to clear the edge.

 Place the die head on the position.

 Turn carriage hand wheel to bring dies against end of pipe. Continue applying
pressure to hand wheel to start dies.

 When desired length of thread has been reached, depress release handle to
discharge latch. Die head will open automatically.

 Release foot switch and then turn carriage hand wheel clockwise to back die head off.

 After threading provide jute for the assembling of elbow and pipe.

 Adjust the rollers to hold the pipe.

 If found satisfactory, send to the working area for installation.

11.1.1.4 Installations

Valves Installation

 Confirm the valve size and location based on the relevant shop drawings. Ensure that
the selected valve is as per manufacturer.

 Fabricate the pipe to the required length and thread it accordingly.

 Place the valve between the pipes and make sure that the threads are free of dust.

 Guide one of the pipe ends onto the valve's thread, slowly run pipe in clockwise
direction.

 Hold the valve firmly by a spanner on the flat nearest joint and then rotate the pipe
with a plumbing wrench. Rotate the pipe until the end of the spindle operating joint.
Repeat the above steps for the other pipe.

Valve with Flanged End Connection

 Confirm the valve size and location based on the relevant shop drawings.
Ensure that the selected valve is flanged type or as per approved.

 Place the valve between the pipe flanges. Make sure that the flange and the
adjacent pipe work are clean of dirt.

 Select the gasket size according to the valve and associated pipe size based
on the approved shop drawings so that it can match the pipe work flange.

 Connect the valve with the pipe flange. The pipe flange shall be square with
the associated pipeline.

 When the valve is in proper position, install the bolts into the holes. Tighten
the nuts one by one evenly using the torque wrench. Repeat the above steps
for the other joint.

Erection of Pipes

 Mark the routing of the piping as per the approved and coordinated drawings.

 Fabricate the pipes (as per drawing).

 Drill and fix the supports as per the marking.

 Hang the pipes with proper hangers & supports.

 Join all the fabricated pipes and prepare it for pressure testing.

 Pressurize the piping as per testing procedure.

 Provide Pipe sleeves as per the specification for all pipes passing through the wall or
slab.

 Metal sleeves to be provided for each pipe passing through wall or slab. Also the fire
sealant to be provided for the fire rated wall/slab.

Fittings

 Inspect both male and female components prior to assembly.

 Threads should be free from mechanical damage, dirt, chips and excess cutting oil.

 Clean or replace components as necessary.

 Fabricate the pipes (as per drawing).

 Use a thread sealant or as per material approval (Teflon tape, pipe dope etc.)

 Tighten Fittings as per standard.

Welding preparation:

 Where ever welding is specified for connections, necessary welding procedures shall
be followed. Only qualified welders shall be used for welding. Only tack weld shall be
done prior to full weld to see that the member is properly oriented in the correct
location as per drawing.

Site Welding Procedure:

 For welded joints the requirements related to welds size and weld type shall be in
compliance with project drawings and welding specific procedure applicable.

 All welds shall be carried out in accordance with approved welding procedure
specification and qualification. Welders and welding operator shall be qualified and
approved by Client accordance with the applicable welding code.

Welding process

 The welding process variables shall be as specified in the applicable WPS.

 Welding shall not be performed when the surfaces of the parts to be welded are wet
or during periods of high winds. Under rainy or windy conditions the welder/welding
operator and work shall be properly shielded.

 Prior to fit-up and aiding, the grove and adjacent surfaces shall be cleaned to remove
all grease, oil, rust, dirt, paint by filling, brushing, grinding or by the use of approved
solvents.

 The weld joint surfaces shall be visually inspected for the presence of moisture before
welding, In case of presence of moisture, the joint surface shall be dried by use of a
flame torch or by other approved methods.

 Each weld layer or pass shall be visually free of slag, inclusions, cracks porosity and
lack of penetration.

 Any protective coating shall be removed prior to welding.

Welded attachments

 Clamps, welded clips, tack welds, or other appropriate means shall be used to
properly align the joint for welding

 Welded attachments used for fit-up shall be compatible with the base materials.

 After completing the weld joints, attachments shall be removed.

 All areas from which temporary attachments have been removed shall be visually
examined for any defects.

 Any defects found shall be removed by additional grinding and re-welding, if


necessary.

Tack Welding

 Tack welds shall have the same quality requirements as the final welds.

 Qualified welders using qualified welding procedure specification shall make tack
weld.

 When tack welds are to become part of the finished weld, they shall be visually
examined and defective welds removed.

Cutting, Bevelling and Cleaning

 Material shall be cut to shape and size by mechanical means such as machining,
shearing, grinding, or by gas cutting. The cut surface shall be ground to bright metal.

 The cut shall be smooth and true, and slag and contamination should be cleaned
from the cut surfaces.

 Bevelling; Materials shall be bevelled by gas cutting, grinding or machining.

 Cleaning; all cleaning and rust removing shall be done by use of grinding wheels or
discs, wire brushes, abrasive paper or other suitable methods. The interior and
exterior surfaces of materials shall be cleaned to the required acceptance levels using
procedures meeting the requirements of specification.

Alignment

 The components requiring welding shall be proper aligned and positioned in


accordance with the drawing requirements prior to start of full welding operation.

11.1.4 INSPECTION & TESTING PROCEDURE

 All pipes and fittings shall be inspected and tested after the completion of installation.
Before starting any test the system shall be visually inspected to ensure that the
recommendations for the correct installation procedure have been complied with, and
the pipe line together with appliances, valves and fittings are laid as per the above
given procedure.

COMPRESSED-AIR PIPING: FIELD QUALITY CONTROL:

Piping Leak Tests for Metal Compressed-Air Piping: Test new and modified parts of
existing piping. Cap and fill general-service compressed-air piping with oil-free dry air
or gaseous nitrogen to pressure of 50 psig (345 kPa) above system operating
pressure, but not less than 150 psig (1035 kPa). Isolate test source and let stand for
four hours to equalize Temperature. Refill system, if required, to test pressure; hold
for two hours with no drop in pressure.
