A Summary Report
For the private sector unions, 99.1% is accounted for the enterprise-based
unions, comprised of 54.2% (9,997) chartered locals, 42.0% (7,743) independent
unions and 3.7% (689) affiliates. By membership, majority of the reported members
are from independent unions with 823,228 members. Chartered locals followed with
671,393 reported memberships. Meanwhile, other registered labor organizations in
the private sector are 14 trade union centers, 140 federations and 4 industry unions.
For the public sector employees’ organizations (PSEOs), the total number of
registered PSEOs reached 1,980. This is composed of 48% or 960 Local Government
Units (LGUs), 29% or 571 National Government Agencies (NGAs), 12% or 237 State
Universities and Colleges (SUCs) and 11% or 212 Government Owned and Controlled
Corporations (GOCCs). In terms of members, NGAs recorded the highest membership
with 357,240 members, while LGUs came next with 144,641 reported members.
In the Fourth Quarter of 2023, the registration of unions in both the public and
private sectors and workers associations (138,083) showed a 1.28% increase
compared to the Third Quarter of 2023 (136,338), representing an additional 1,745
registered labor organizations with 82,118 reported members. Additionally, there was
a 10.5% increment in registrations in the Fourth Quarter of 2023 (138,083) compared
to the same period in 2022 (124,946), indicating an increase of 13,137 registrations.
Note: The number of organization members may not be updated since the data of Workers’ Association members from the Online
Union Registration System are not yet included. The figures are also subject to changes due to ongoing data cleaning and
validation.
