AN ORDER TO ORGANIZE AND TO CREATE A LOCAL PLANNING MANAGEMENT TEAM (LPMT) IN

BARANGAY TAPODOC, LABANGAN, ZAMBOANGA DEL SUR FOR THE DEVELOPMENT AND
IMPLEMENTATION OF THE COMPREHENSIVE LOCAL JUVENILE INTERVENTION PROGRAM (CLJIP)
FOR CHILDREN AT RISK (CAR) AND CHILDREN-IN-CONFLICT WITH THE LAW (CICL), AND DEFINING
ITS COMPOSITION AND FUNCTIONS.

WHEREAS, in accordance with Rule 24.a,b,c of the Revised Implementing Rules and Regulations of RA
9344 as amended by RA 10630, that all LGUs shall develop their 3-5 year Comprehensive Local
Juvenile Intervention Program based on the assessed local situation of their children-at-risk and
children-in-conflict with the law and it shall be implemented and be sourced from their 1% IRA ;

WHEREAS, the Department of Interior and Local Government (DILG) issued a Memorandum Circular
No. 2009-124 on September 1, 2009, that LGUs shall adopt a Model Ordinance to implement and
intervention and diversion program pursuant to RA 9344 or known as Juvenile
Justice Welfare Act;

WHEREAS, the crafting of CLJIP shall be based on the Comprehensive National Juvenile Intervention
Program (CNJIP) and it shall be crafted/developed by an organized Local Project Management team
(LPMT;

WHEREAS, the LPMT shall also lead and direct the conduct of social preparation such as data gathering,
planning processes, establishment of Juvenile information and Referral System;

NOW THEREFORE, I MUKHTAR D. UNGAD, the BARANGAY CHAIRPERSON, by virtue of the power
vested in me by the law do hereby organize the Local Planning Management Team (LPMT) in
BARANGAY TAPODOC, LABANGAN, ZAMBOANGA DEL SUR with the composition, functions and other
conditions hereunder specifically defined;

SECTION 1, COMPOSITION - the Local Project MANAGEMENT TEAM (LPMT) shall be composed of the
following officials:

SECTION 2, FUNCTIONS AND RESPONSIBILITIES

 a. Spearhead the Municipal’s/barangay’s efforts in attaining the objectives of the Local
Intervention and Diversion Program;
b. Lead and direct the conduct of social preparation activities such as data gathering, planning
process, and establishment of Juvenile Information and Referral System;
c. Initiate and refine program planning, designing and implementation;
d. Plan and oversee local monitoring and evaluation scheme with the technical assistance and
supervision of DILG and RJJWC FO IX and submit quarterly and annual reports to DILG
and RJJWC
e. Perform other related works.

SECTION 3, EFFECTIVITY

This order shall take effect immediately and shall be in full force and effect until revoked or
rescinded.
