1. OBJECTIVES/ SCOPE OF WORK

This Method Statement defines the step‐by‐step procedure for installation, testing & commissioning
of Central Battery System. This method statement should ensure that the installation, testing &
commissioning work is executed safely and in accordance with the contract specification &
requirements. This method statement aims to ensure that the work quality assurance and quality
control activities are conducted in a systematic manner, works are inspected and conformance is
verified and documented.

2. LOCATION OF THE PROJECT & DETAILS.

This method statement relates to the Testing & Commissioning of Central Battery
System for the Luxembourg Pavilion Project, EXPO 2020.

4. TOOLS & EQUIPMENTS:

Ensure that all required testing equipment’s are calibrated and in good working condition
before being used.

5. RESPONSIBLE PERSON/S:

5.1. Project Manager.

5.1.1.The project manager is responsible for overall implementation of contract specification


& requirement of the project, including assignment of personnel to implement
procedure requirements and for approval of special receiving procedures.

5.1.2.Make sure all submittals are given to Main Contractor, consultant & Authority for MEP
Works as per scheduled date.

5.1.3.Make sure that all the MEP works follow the progress of civil works at site and no
complaints arise from Main Contractor/Client/Consultant as per program of work.

5.1.4.Responsible for all permits concerned, control measures, plant and labour needed to
execute the works according to the scope/program are available and workable.

5.1.5.To Co‐ordinate with project & site engineer, QA/QC engineer, safety officer, foreman
for a safe and proper execution of the works.

5.1.6.To guide specific attention to all safety measures in coordination with safety officer.

5.2. Project Engineer/ Site Engineer.

5.2.1.Follow‐up with suppliers for receipt of materials at Stores/Site as per LPO’s issued.

5.2.2.Carry out the work at site & monitor manpower’s work as per approved shop drawing
and as per specifications to the quality required, for approval by the Main
Contractor/Consultant.

5.2.3.Allocate labor for various activities in consultation with the Foreman as per
requirements at site on a daily basis.

5.2.4.Handle inspection for daily activities and get approval on the same.

5.2.5.Coordination to all site team and to the project coordinator for any arises issues on
site.

5.3. QA/QC Engineer.

5.3.1.Responsible for preparation & implementation of Method Statement (MS), Inspection


Test Plan (ITP), Checklist, test certificates & other QA/QC Documents that may be
requested by project management.

5.3.2.Handle inspection for daily activities and get approval on the same from consultant.

5.3.3.Monitoring site condition and ensure that installation is done as per approved material
submittal, approved shop drawing, approved method statement and consultant
requirements.

5.4. Site Commissioning Technician

5.4.1 Will be responsible for the day to day activities on site, for Emergency Light Central
Battery System Commissioning, report preparation and demonstration of system
commissioning. The technician is a Sibca engineer who are the specialist manufacturers.

6. COORDINATION & OTHER NOTES:

6.1 Lunar Engineer in coordination with the sub‐contractor shall co‐ordinate


regarding the location of testing & commissioning i.e., clearance with other services as
per approved MEP approved drawings.

6.1 Testing & commissioning to be carried out based on approved drawings and shall be
coordinated well before testing & commissioning to other services.

6.2 M/s Lunar shall give adequate notice to Contractor of the dates for testing &
commissioning so that, if necessary, Project Manager may present to witness the
testing.

7 INSTALLATION PROCEDURE:

7.1 DELIVERY AND STORAGE & HANDLING:


7.1.1 Materials shall be handled and stored in compliance with the
manufacture recommendation.

7.1.2 Materials will be off loaded according to manufacturer’s


recommendations.

7.1.3 Care shall be taken to prevent damage and distortion to the materials
during lifting and transportation.

7.1.4 All the Materials must be handled at every point of loading and
unloading by approved lifting tackle.

7.1.5 The QA/QC's contractor Engineer will inspect and ensure the delivered
materials are as per approved materials submittal.

7.1.6 Any non‐conforming materials must be segregated from useful material.

7.2 PRE‐INSTALLATION PROCEDURE GENERAL:


7.2.1 Central battery based Emergency lighting system materials and
accessories received at site will be verified against approved MAR.

7.2.2 All relevant approved shop drawings are available at site for the
execution of job.

7.2.3 The work area shall be inspected by safety to commence the installation
work

7.2.4 Ensure that the work area is ready and safe to start the installation of
Central battery based Emergency lighting system.

7.2.5 Ensure that all required material are available at site and are of
approved specifications, submittals and as per the requirement of the
area shop drawings (i.e. Make, Size, Model/Type etc.)

7.2.6 Ensure the materials are stored correct and there are no marks of
damage or deformity of any kind before issuing the material from site
store. All material and accessories shall also be free of dust, scale or oil.

7.2.7 Ensure that prior to installation that all building surfaces are ready. Civil
work is completed and is in a suitable clean and dry condition. Any

unsatisfactory conditions are to be reported and installation shall not


proceed until corrective action has been taken.

7.2.8 On arrival at site, the Equipment & Materials (Luminaires, Central


Battery Panel & Accessories) shall be thoroughly inspected for damage
or material shortage.

7.3 INSTALLATION OF CBS CABLES


7.3.1 Installation of CBS cables shall be the approved shop drawings.

7.3.2 Cables shall be installed through embedded PVC conduits and any
missing additional point cabling shall be installed direct to the soffit slab
or wall surface

7.3.3 Use cable manufacturers cable cleats, clips, glands and strands.

7.3.4 Prior to pulling of cables, check and ensure there are no sharp edges in
the trunking to prevent damage while pulling cables.

7.3.5 Ensure before cable pulling (Size and Type) as per approved shop
drawings/Approved Material submittal.

7.3.6 Ensure the identification for in‐cable & out‐cable for addressable
purpose during testing & commissioning stage.

7.3.7 Prior for termination wiring should be tested for stray voltage, short
circuits and ground faults prior for connection to device.

7.3.8 Wiring connection for the devices will be done according to


manufacturer’s wiring diagram unless otherwise indicated. Ensure all
wiring was tightened & terminate properly to avoid loos connection.

7.3.9 Where trunking is used ensure that required space capacity is available.

7.3.10 Inspection shall be offered for the installation.

7.4 INSTALLATION OF LUMINARIES

7.4.1 Check the type & size of wire used is as per specification and approved
Material Submittal and civil defense requirements.

7.4.2 Install luminaires as per latest approved shop drawing & manufactures
recommendation.

7.4.3 Ensure that conduits used for such cabling should not be used by other
system.

7.4.4 Install the luminaires based on approved height & location shown on
approved shop drawing.

7.4.5 Make wiring connection according to approved shop drawing and


manufacturer’s wiring diagram.

7.4.6 All luminaries circuits must be labeled to identify their location.

7.4.7 Proper care shall be taken in defining type of system i.e., maintained,
non‐ maintained and switched maintained.

7.4.8 After installation cover the luminaires with plastic, protection from dirt
moisture… etc.

7.5 INSTALLATION BATTERIES AND PANELS:

7.5.1 Mark the fixing position of the Central battery system as per approved
shop drawing and in coordination with other services.

7.5.2 Check the location where the panel to be erected is clean & in
acceptable condition. The floor should be horizontally leveled.

7.5.3 Shift the particular Central battery system cabinet to the work place,
packing will be removed at the position of installation.

7.5.4 Install Central Battery Panel accessories & Central Monitoring unit based
on the latest approved shop drawing & manufacturer recommendation.

7.5.5 The name plate will be checked against equipment data sheet to
confirm conformity with the approval.

7.5.6 Fix the system with proper metal plugs and bolts. Ensure the installation
is straight and leveled.

7.5.7 Interconnect system components and make circuit connections to


supply and load according to manufacturer’s wiring diagrams.

7.5.8 Suitable equipotential bonding / earthing will be provided in accordance


with regulatory requirement.

7.5.9 Ensure the incoming terminals and interconnecting terminals are free
from dust and damage.

7.5.10 Cables shall be installed through embedded PVC conduits and any
missing additional point cabling shall be installed direct to the soffit slab
or wall surface.

7.5.11 Install the breaker as per approved schematic diagram.

7.5.12 Megger the cable before the termination.

7.5.13 Ensure the Central Monitoring unit to BMS connections

7.5.14 Install Central Battery Panel .Sub Panel & Central Monitoring unit based
on the latest approved drawing & manufacturer recommendation.

7.5.15 Use appropriate sixe of bolts/anchors for fixing the Central Battery Panel
Make sure it is level & plumb

7.5.16 Ensure the all circuits identified/labelled and marked in the panel

7.5.17 Check the type & size of wire used is correct as per specification,
approved material submittal & local civil defense requirement

7.5.18 Make wiring connection according to manufacturer’s wiring diagram


otherwise indicated.

7.5.19 Install the incoming power supply connections to the panel.

7.5.20 Terminate all the circuits to its respective breakers with proper ferrule
identification.

7.5.21 Check that all emergency lighting circuits cabling completed.

7.5.22 Check the connections by tightening the termination.

7.5.23 Clean the central battery cabinets after dressing with blower to blow out
all the small particles dust after the termination work.

7.5.24 Provide identification labels as per specification approved submittals.

7.5.25 Place the approved schematic drawing copy inside the central battery
cabinet door

7.5.26 Check emergency DB at different/various floor have been installed as


per single line diagram/approved drawing

7.5.27 Check all the cable installation from emergency DB to emergency SMDB
have been completed (normal & emergency).

8 TESTING & COMMISSIONING PROCEDURE:

8.1 VISUAL INSPECTIONS


8.1.1 Carry out a visual inspection of outside & inside of installed central
battery panels, battery cabinets, emergency/exit light fittings.

8.1.2 Visually check Control Panels to ensure that all equipment is installed in
line with Approved Construction drawings, Approved Material

Submittal, Project Specification and in line with manufacturer’s


recommendations & CD Regulations.

8.1.3 Record results on Commissioning Report.

8.2 PRE COMMISSIONING CHECKS AND COLD TESTING.

8.2.1 The following checks will be made prior to powering up the system.

8.2.2 The Emergency Lighting System power cabling has to be mandatory


Meggered and Continuity Checked & rectified of all Open/Short/Earth
Faults prior to connection & powering up of the circuits, Section 7.2.3
below will describe the process.

8.2.3 Disconnect Lamps, Address modules, Central Battery Panels and from
power circuit and connect 500VDC Megger Tester between Phase to
Neutral, Neutral to Ground as well as Phase to Ground. The Values of
resistance measured must be in excess of 1000 Mega Ohms. This has to
be done by the JV and the necessary Megger & Continuity Reports have
to be filled in by them & submitted to specialist for review. These
reports then form part of the Testing & Commissioning document.

8.2.4 Address each individual emergency light and exit fitting as in layout
drawings.

8.2.5 Carry out local testing of the cable with fixtures with an ELCB associated
with it in order to cross verify the status prior to its connection to CBS
Panel.

8.2.6 Record results on electrical test sheets and Commissioning Report.

Testing Procedure:
The following checks will be made prior to powering up the system
by the INOTEC/SIBCA engineers who are the specialist manufacturers.
The Emergency Lighting System power cabling has to be mandatory
Meggered and Continuity Checked & rectified of all Open/Short/Earth
Faults prior to commencement of connection & powering up of the
circuits
Disconnect Lamps, Address modules, Central Battery & Substation
Panels & PC from power circuit and connect 500VDC Megger Tester
between Phase to Neutral, Neutral to Ground as well as Phase to
Ground. The Values of resistance measured must be in excess of 1000
Mega Ohms. This has to be done by the EFECO and the necessary
Megger & Continuity Reports have to be filled in by them & submitted
to SIBCA for review. These reports then form part of the Testing &
Commissioning document.
Address each individual emergency light and exit fitting as in layout
drawings.

Record results on SIBCA electrical test sheets and Commissioning


Report.
Central Battery System Interfaced with BMS by Modbus, assigned IP,
gateway & Subnet Mask configured in the system. BMS cable connected
to RIF Module.
Check lux level to all EXIT lights in line with NFPA standards and
Project Specification and results will be recorder on approved format.
Defined escape routes shall be illuminated to an average of 10.8 lux and
not less than 1.1 lux measured along the egress path on the ground
level.
Start Function Test of Panel
Record outgoing circuit failures
Record Battery Circuit Failure/Charging Current Failure.
Ensure all components connected to the control panel report back
full status and are fault free.
During the functional test check all the lights status (fault/healthy)
status getting in the panel, also light address can be monitored from the
panel.
Activate any fire and check the interface with CBS emergency and
exit lights.
Start Battery Autonomy Test and record results (each one hours for
3 hours total) on Commissioning Report.

8.2.7 CBS GRAPHICS:


There is separate graphics system for central battery system where we
can do the below functions:
1. Monitor all the lights
2. By monitoring lights we can find out the damaged lights and exact
location.
3. We can do the function test from the PC.

8.2.8 SUB CIRCUIT MONITORING:


Normal lighting DB with Emergency Panel are interfaced. Reference
Voltages from normal DB ELCB connected to Emergency Panel by normal
emergency cable, so that the Emergency Lights will Turn ON whenever
ELCB Trips.
All the reference cables are connected to LSA8 module inside the Panel.

8.3 POWER UP TESTS AND COMMISSIONING

8.3.1 Check Mains (PE, N, L) cables

8.3.2 Check Battery (+, ‐) along with polarity.

8.3.3 Check Mains Voltage

8.3.4 Check Battery Voltage

8.3.5 Energize the incoming Mains Supply to the panel

8.3.6 Insert the Battery side fuses.

8.3.7 Check for Charger operation/Battery Circuit operation.

8.3.8 Start Function Test of Panel

8.3.9 Record outgoing circuit failures

8.3.10 Record Battery Circuit Failure/Charging Current Failure.

8.3.11 Ensure all components connected to the control panel report back full
status and are fault free

8.3.12 Start Battery Test and record results on Commissioning Report.

8.4 WITNESS DEMONSTRATIONS / COMPLETION

8.4.1 After successful commissioning the results will be recorded on the test
sheets contained within respective section of this document.

9 INSPECTION PLAN:

9.1 In progress, works shall be monitored for quality of workmanship


and installation against approved shop and coordination
drawing by the project supervisor/ engineer/ QC Engineer.

9.2 All works shall be inspected for conformance as per approved


shop and coordination drawing and submitted to consultant
prior for approval.

9.3 The inspection formats shall be used in accordance with the


requirements of the main contractor.

9.4 An inspection request shall be submitted one day prior to final


inspection with the consultant.

9.5 After approval from consultant for the said installation.

9.6 Approved inspection for installation & testing shall keep


documented for any purposes and handover.

General Requirements:

All site team to strictly follow the recommendations/instructions given in attached


risk assessment. Site engineer and safety officer to ensure that all people are
wearing required PPE’s and following the recommendations. In addition:

10.1.1 Only trained persons shall use the power tools

10.1.2 All working area shall be end circled by warning tapes and warning sign
boards in place before commencement of works where practicable

10.1.3 Access and exit routes to be obstructed and labeled and known to all
employees at site.

10.1.4 Risk assessment will be established detailing the hazards involved and
actions that will be taken to reduce those hazards
